The focused of this study is the role of capacity building in Community Home Based Care (CHBC) for HIV/AIDS patients. The study forms part of my Master's in Development Administration programme, undertaken through UNISA. The dissertation was accomplished by studying the TASO community initiative in Sseeta-Nazigo, Mukono District, Uganda. It explores the concept of capacity building and its applicability to CHBC. The primacy data was gathered by conducting Key Infonnant Interviews (KIIs) and Focus Group Discussions (FGD). The secondary data was gathered by reviewing literature to augment the primary data. In addition, data was gathered through observations within the community. The fmdings have identified seven critical components of capacity building: community mobilisation, skills development, Information, Education and Communication (IEC) Voluntary Counselling and Testing (VCT), networking and collaboration, support and supervision, Monitoring and Evaluation (M&E). The study observed that capacity built in the above areas resulted in three outcomes: skills development, improvement in procedures, and institutional development. A Real Property Register to Support the Property and Credit Market in Uganda.

An efficient property and credit market can be used by a government of a country to empower its citizens to achieve sustainable development. To improve the property and credit market government needs to ensure that its land records contain information that is beneficial to the actors in both the property and credit market. Studies have shown that land records in Uganda experience problems which have affected the property and credit market. The Government of Uganda has had attempts to solve these problems and one of the recent efforts include computerization of the land records. However the aspect of the information content and its adequacy for the property and credit markets has not attracted much attention.  Therefore this research investigated the content of the real property register in relation to the requirement of the property and credit market in Uganda. The main aim of the research was to develop a model of a real property register that supports both the property and credit market in Uganda. The research established the needs of the different actors in the property and credit market. Based on the analysis of the needs of the property and credit market in Uganda, the gaps in the information provided by the current real property register were identified. The research methods included literature review, interviews, and questionnaires. Furthermore the registers were inspected at the different land offices. A conceptual model of a real property register was designed based on the information needs of actors and gaps in the current real property register.  The study revealed that the basic information required by the property and credit market included information on size of the property, location, occupancy rights, easements, regulations among others. Although things such as location and size are there, easements, occupancy rights and public restrictions are not there. This has impacted negatively on the property and credit market by contributing to land speculation, insecure rights, high transaction costs, prolonged transactions, high information costs, principle agent problems, land grabbing, land conflicts among others.   The study recommended that the current register should be remodelled to include the vital information such as easements, occupancy rights and public regulation that is needed by actors in the property and credit market. The register should be dynamic and create incentives to have people register the land. / Effektiva fastighets- och kreditmarknader kan användas av en regering i ett land för att stödja sina medborgare att uppnå en hållbar utveckling. För att förbättra fastighet- och kreditmarknaderna måste regeringen se till att landets fastighetsregister innehåller information som är till nytta för aktörerna i både fastighets- och kreditmarknaderna. Studier har visat att det befintliga fastighetsregistret i Uganda har brister som inverkar negativt på fastighets- och kreditmarknaderna. Ugandas regering har försök att lösa dessa problem och en av de senaste insatserna inkluderar digitalisering av fastighetsregistret. Däremot har frågan om registrets informationsinnehåll, och dess ändamålsenlighet för fastighets- och kreditmarknaderna, inte rönt någon större uppmärksamhet. Av dessa skäl har detta forskningsprojekt närmare undersökt informationsinnehållet i fastighetsregistret i relation till de behov som fastighets- och kreditmarknaderna i Uganda uppvisar. Det främsta syftet med forskningen var att utveckla en modell för ett fastighetsregister som kan gynna både fastighets- och kreditmarknaderna i Uganda. Forskningen inventerade inledningsvis behoven hos de olika aktörerna inom fastighets- och kreditmarknaderna. Baserat på en analys av dessa behov identifierades brister och svagheter i den information som tillhandahålls av det nuvarande fastighetsregistret. Forskningsmetoden innefattade litteraturstudier, intervjuer och enkäter. Därutöver granskades fastighetsregistret på plats vid olika registerförande kontor. En konceptuell modell av ett utvecklat fastighetsregister skapades utifrån de informationsbehov hos aktörerna och brister i nuvarande fastighetsregistret som identifierats. Studien visade att den grundläggande information som behövs för fastighets- och kreditmarknaderna innefattar bl.a. information om fastighetens area, lokalisering, olika rättigheter samt markanvändningsplaner. Information om area och lokalisering finns idag, men rättigheter och markanvändningsplaner saknas. Detta har inverkat negativt på fastighets- och kreditmarknaderna genom att bl.a. bidra till markspekulation, otrygga rättigheter, höga transaktions- och informations-kostnader, principal-agent-problem och markkonflikter. Studien rekommenderar att nuvarande registret bör utvecklas och struktureras för att kompletteras med viktig information såsom rättigheter och markanvändnings-regleringar vilket efterfrågas av marknadsaktörerna. The role of microfinance in the socio-economic development of women in a community : a case study of Mpigi Town Council in Uganda

The development of a community, especially a poor community, hinges on interventions from development workers in government and non government organisations. In the recent past, microfinance has been strongly recommended as an intervention that could assist poor people to improve their quality of life by providing small amounts of money to initiate development enterprises. The microfinance services are provided through microfinance institutions. This study was aimed at establishing the role of microfinance in the socioeconomic development of women in a community. Mpigi Town Council in Uganda was the study area. Fifty respondents were interviewed and eight of these were employees of microfinance institutions and two worked as technical staff from Mpigi District Local Government. Twelve microfinance institutions were identified as providing services to the community in Mpigi Town Council. A variety of literature on microfinance in the developed world, developing world, Africa, Uganda and Mpigi Town Council was reviewed. It was noted that the year 2005 was identified as the International Year of Micro-credit during which its significance would be highlighted. The aim of the international year of microcredit was to improve on the knowledge, access and utilization of micro-credit by poor people in the developing world. During the literature review, it was evident that the literature on the impact of microfinance on the socio-economic development of women in Mpigi Town Council was lacking. By filling this gap, this research will be a referral document for other researchers and a resource book for microfinance institutions during the implementation of their programmes. The study was carried out using both quantitative and qualitative methods. Questionnaires and interviews were used to collect the data that was presented in tables, graphs and numbers to show the role played by microfinance in the socio-economic development of women in a community.The findings of the study reveal that microfinance institutions operating in Mpigi Town Council provide services like training and skills development, insured credit facilities and savings mobilisation, banking facilities, supervision and monitoring of the clients, provision of agriculture inputs like seeds and chemicals and physical items like animals (cows, goats, pigs, sheep etc). The services are particularly provided to women groups, salary earners, and individual women and men. The repayment of the credit facilities is usually through weekly and monthly instalments. The size of the loan depends on the MFI but ranges from one hundred thousand to millions of shillings. The security usually required is group collateral in case of groups, salary in case of salary earners and any other as deemed necessary for the individual by the MFI. The study established that women who accessed the loans from MFIs were able to improve their socio-economic status through starting up and or expanding investments and enterprises, paying school fees for their children, purchase of household items like furniture, land and solar installation, building of houses, confidence building, participation in leadership roles etc. The research also found out that women face some challenges in their access and utilization of the MFI services and these include; small amounts of money disbursed, diversion of funds, high interest rates, low returns on investment, short grace periods, unfavourable repayment schedules and risk of property confiscation by the MFI. The respondents recommended that the government should intervene, especially where interest rate is concerned and centralize it or make it uniform and also monitor the operations of the MFIs so that they offer adequate services to the women. As far as the MFIs are concerned, the respondents recommended that they should lower the interest rate, empathize with their clients, monitor and supervise more vigorously, collaborate with fellow MFIs, increase grace period and enlist the support of employers in the area. For the microfinance beneficiaries, the beneficiaries recommended that they should not divert the funds but should use them for the purpose intended. Furthermore, they should not move from one MFI to another. They ought to acquire the loan when they have some investment already, study the MFI before acquiring the services and support each other as a group to ensure that there is progress in the various undertakings. The results of the research have led to the assertion and affirmation that although the benefits may vary from one beneficiary to another and from one community to another, microfinance has in various ways played a significant role in the socio-economic development of women in Mpigi Town Council. The impact of microinsurance on household welfare in Ghana

Thesis (PhD)--Stellenbosch University, 2015. / ENGLISH ABSTRACT: Microinsurance services have been operating in Ghana for the last decade, but the question whether they have enhanced the welfare of low-income households, mostly in the informal sector, is largely unresearched. In particular the study asks: does microinsurance improve the welfare of households through asset retention, consumption smoothing and inequality reduction? This question has been examined through the use of the 2010 FINSCOPE survey which contains in-depth information on 3 642 households across the rural and urban settings of the country. In order to control for selection bias and endogeneity bias, Heckman sample selection, instrumental variable and treatment effect models were employed for the evaluation. The results of the assessment have been compiled into four empirical essays. The first essay investigates the impact of microinsurance on household asset accumulation. The findings show that microinsurance has a positive welfare impact in terms of household asset accumulation. This suggests that microinsurance prevents asset pawning and liquidation of essential household assets at ‘give away’ prices. By absorbing the risk of low-income households, insurance equips them to cope effectively with risk, empowers them to escape poverty and sustains the welfare gains achieved. The second essay examines the impact of microinsurance on consumption smoothing. It delves into the capacity of microinsurance to enable households to avoid costly risk-coping methods which are detrimental to health and well-being. The results reveal that insured households are less likely to reduce the daily intake of meals, which is an indication that microinsurance is a better option for managing consumption smoothing among low-income households. The third essay investigates the effect of microinsurance on households’ asset inequality. The findings indicate that the asset inequality of insured households is less than that of uninsured households. Insured female-headed households have much lower asset inequality than male-headed households, but uninsured female-headed households are worse off than both uninsured and insured male-headed households. The regional trend reveals that developmental gaps impede the capacity of microinsurance to bridge the asset inequality gap. The fourth essay asks: Does microcredit improve the well-being of low-income households in the absence of microinsurance? The findings show a weak influence of microcredit on household welfare. However households using microcredit in combination with microinsurance derive significant gains in terms of welfare improvement. Microcredit may be good, but its real benefits to the poor is best realised if the poverty trapping risks are covered with microinsurance. To this extent, combining microcredit with microinsurance will empower the poor to make a sustainable exit from poverty. The findings of this thesis have pertinent policy implications for the government, the development community and stakeholders in the insurance industry. Microinsurance is a good instrument for improving the welfare of households and thus this research recommends its integration into the poverty reduction strategy of Ghana and a greater insurance inclusion for the lower end of the market.

The microfinance industry in Uganda : sustainability, outreach and regulation

Thesis (PhD (Economics)--University of Stellenbosch, 2007. / Using an econometric approach on panel data collected from 53 microfinance institutions (MFIs) in Uganda over a period of six years (annual), this study has identified the determinants of sustainability and outreach of MFIs. In addition, the study has also used survey data from 31 non-Bank of Uganda (BOU) regulated MFIs or Tier 4 MFIs, four BOU-regulated non-bank MFIs, 12 commercial banks and the BOU itself to assess the effects of financial regulation of MFIs on their sustainability and outreach. The results indicate that sustainability is positively and significantly driven by real effective lending rates and age of an MFI, and negatively by the ratio of gross outstanding loan portfolio to total assets, the ratio of average loan size to the national per capita income, the unit cost of loans disbursed, and a group-based delivery mechanism compared to an individual-based delivery mechanism. Outreach is positively and significantly driven by an MFI being a savings and credit co-operative (SACCO) compared to being a private company, effectiveness of governance, the age of an MFI, the ratio of gross outstanding loan portfolio to total assets, and the ratio of salary/wage paid to staff to the national per capita income, and negatively by the ratio of average loan size to the national per capita income and the unit cost of loans disbursed. In the short run, financial regulation negatively influences the outreach of MFIs, but positively affects their sustainability. In the long term, financial regulation positively influences both the sustainability and the outreach of MFIs. The results suggest a number of policy options. First, the MFIs should focus on the real effective lending rate, given its significance in their sustainability. Second, for a real effective lending rate to be relatively low, the rate of inflation should be low. This calls for prudent monetary policy management by the government. Thirdly, the cost of doing business should be kept low. This calls for prudence in business management by the MFIs and creating a cost-effective business environment by the government. While the results are tentative, in order to expand outreach more SACCOs should be established and the MFIs should commit more funds to lending purposes compared to other investments. Finally, before enacting financial legislation, it is important that its benefits and costs are adequately assessed to ensure that the benefits outweigh the costs both in the short and long term.

Symbolic interaction and intercultural theatre performance dynamics in Uganda : the case of Makerere Universitys Intercultural Theatre Collaborations

Thesis (PhD)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: This dissertation investigates and examines the dynamics of intercultural theatre practice. Existing scholarship on interculturalism in theatre praxis regards intercultural theatre as a site for bridging cultures and cross-cultural performance traditions, and for investigating the performance of power between the collaborating parties, learning, cultural imperialism, cultural translation and hybridity, among other features. However, much of the existing literature does not offer a historical perspective allowing one to understand the dynamics of contemporary North-South collaborations. Moreover, most studies do not adequately weave the experiences of the participants in such collaborations into their analyses. This study contributes to filling that research gap. This research specifically seeks to investigate and examine the dynamics of intercultural theatre collaborations in Uganda, taking Makerere University‘s Department of Performing Arts and Film‘s intercultural theatre activities in recent years as case studies. The inquiry was mainly driven by the impetus to explore the North-South intercultural theatre dynamics and to examine the socio-cultural, socio-political, socio-economic features and other notions that were manifested in these intercultural theatre collaborations and performances. In order to pursue the above line of inquiry I used a multiple case study design by examining three cases: the Stanford-Makerere, New York-Makerere and the Norwegian College of Dance-Makerere collaborations. The multi-case study model was reinforced by the use of personal interviews, direct observation, focus group discussions, document analysis and emails of inquiry in order to solicit the views of individuals who had participated in the above collaborations. Theoretically, the study is hinged on a multiplicity of concepts and discourses: symbolic interaction, intercultural communication, theatre studies, postcolonial studies, international education and the discourse on globalisation. In the analysis of the different cases it was discovered that the issue of economic inequality in the contribution towards the funding of the collaborations, among the different modes of power performativity manifested in the collaboration processes, sometimes leads to an imbalance in the decision-making process. Consequently, the power imbalance contributes to the North-South intercultural theatre collaborations‘ unending crisis of identification with imperialism. The study further shows that there are cultural, linguistic, pedagogical, structural and socio-psychological aspects of difference that are negotiated during the course of the collaborations. It was found that the process of navigating the socio-cultural differences provides the participants with an experiential learning environment of living with/within and appreciating cultural differences, thus providing a bridge across the socio-cultural divide. The cultural bridge in theatrical terms, however, leads to the generation of theatrical hybridity and fusion, which again brings into play the debate on intercultural performance authenticity/inauthenticity in theatre discourse. Also, based on the view that intercultural theatre collaborations are microcosms of multifaceted global intercultural interactions, it was seen that the socio-cultural differences that are negotiated through the intercultural theatre collaborations can give one a microcosmic platform for critiquing the grand concept of the ―global village‖ and the associated notion of ―world cultural homogenisation‖. Since this study uses a novel multidisciplinary approach in the analysis of intercultural theatre phenomena, I believe it will contribute to critical theatre studies in Uganda and elsewhere. The findings will also hopefully contribute towards the assessment of intercultural theatre collaborations at Makerere University in order to improve them. The study will also advance the view that intercultural theatre‘s aesthetic and experiential processes can help in interpreting and understanding our respective multicultural environments. Broadly, it will contribute to the discourse on intercultural communication, performance and cultural studies. / AFRIKAANSE OPSOMMING: Hierdie proefskrif ondersoek die dinamika van interkulturele teaterpraktyk. Bestaande navorsing oor interkulturaliteit in die teaterpraktyk beskou interkulturele teater as ‘n forum vir die oorbrugging van kultuurgrense en interkulturele opvoeringstradisies, en vir die ondersoek na aangeleenthede soos die uitvoering van mag tussen die deelnemende partye, leer, kulturele imperialisme, kulturele vertaling en hibriditeit. Die bestaande literatuur bied egter grotendeels nie ‘n historiese perspektief waaruit die dinamika van kontemporêre Noord-na-Suid-samewerkings verstaan kan word nie. Verder verweef die meeste ondersoeke nie die ervarings van die deelnemers aan sulke samewerkings bevredigend in hul analises nie. Hierdie ondersoek dra by tot die vul van daardie navorsingsgaping. Hierdie navorsing poog spesifiek om die dinamika van interkulturele teatersamewerkings in Uganda te ondersoek deur van onlangse interkulturele teateraktiwiteite aan die Departement Uitvoerende Kuns en Film aan die Makerere Universiteit gebruik te maak as gevallestudies. Gevolglik dra hierdie magswanbalans by tot die nimmereindigende krisis van identifikasie met imperialisme waaronder interkulturele Noord-na-Suid-teatersamewerkings gebuk gaan. Die ondersoek toon verder dat daar kulturele, linguistiese, pedagogiese, strukturele en sosio-psigologiese verskille is wat oorkom moet word vir suksesvolle samewerkings om plaas te vind. Daar is bevind dat die hantering van sosio-kulturele verskille die deelnemers van ‘n eksperimentele leeromgewing voorsien vir die belewing en waardering van kultuurverskille, waardeur die sosio-kulturele skeiding oorbrug word. Die kulturele brug lei egter, in toneelmatige terme, na die ontwikkeling van toneelmatige hibriditeit en versmelting, wat weer die debat oor die outentisiteit al dan nie van interkulturele opvoerings in die teaterdiskoers aktiveer. Verder is daar, gebaseer op die siening dat interkulturele teatersamewerkings mikrokosmosse van veelvlakkige globale interkulturele interaksie is, bevind dat die sosio-kulturele verskille wat deur interkulturele teatersamewerkings oorkom word, ‘n mikrokosmiese platform kan voorsien vir die kritisering van die begrip van die sogenaamde ―wêrelddorpie‖ en verwante nosies van wêreldwye kulturele homogenisering. Aangesien hierdie ondersoek ‘n nuwe multidissiplinêre benadering tot die analise van interkulturele teaterverskynsels gebruik, glo ek dit sal bydra tot die teaterkritiek in Uganda en elders. Die bevindinge sal hopelik bydra tot die assessering van interkulturele teatersamewerkings aan Makerere Universiteit om hulle te verbeter. Die ondersoek sal ook die siening voortdra dat interkulturele teater se estetiese en ervaringsprosesse kan help met die interpretasie en verstaan van ons onderskeie multikulturele omgewings. Breedweg sal dit bydra tot die diskoers oor interkulturele kommunikasie, opvoering en kultuurstudie.

Kriminaliserad kärlek : En studie av HBT-personers situation och rättigheter i Uganda utifrån ett heteronormativt perspektiv

LGBT people, in Uganda, have since the colonial time been in a vulnerable situation. When the President signed the “Anti-Homosexuality Act” into law 2014 all forms of same-sex relationships became criminalized. The time after the law passed have been characterized by an increased homophobia and further violence against LGBT people. These are seen as deviants since they do not live according to the social norms, that the right thing to be is heterosexual. They are considered “non-African” and by some an “infectious agent” that will destroy the traditional African family, which is one of society’s most important functions. Except from the fact that LGBT people are persecuted and mistreated they are also denied access to health care and information. The purpose of this study is to explain LGBT persons’ situation and rights in Uganda, mainly based on the “Anti-Homosexuality Act”. This law is reviewed against the ratified conventions, charters and similar laws. This is then related to the theory of heteronormativity, which seems to dominate the Ugandan society. The used methods are case study and conceptual analysis, that provided a deeper and surveying understanding of what this study intended to process.

Health care providers’ experiences and prospects of providing family planning to adolescents in Kampala, Uganda. : A qualitative study

Background. Unsafe abortions are a prominent problem in low and middle income countries. These unsafe abortions can be prevented by decreasing unintended pregnancy. Few adolescents in Uganda use contraception methods even though knowledge of various contraceptives are almost universal among women. Problems adolescents face are often multidimensional and require solutions as such. Health care providers’ perspective of these problems can be the difference for an adolescent to use or not use family planning services. Purpose. The aim of this study was to describe health care providers’ experiences and prospects of providing family planning to adolescents in Kampala, Uganda. Method. A semi-structured interview guide was used for face-to-face interviews. Eight participants from four organisations in Kampala, Uganda were interviewed. Qualitative content analysis method was used and the results were presented descriptively. Main results. The main result showed that the health care providers expressed that there is great importance to discuss and eradicate the myths and misconceptions the adolescents have regarding different family planning methods by sensitising with factual information, preferably in early ages. Some of the solutions to reach out as early as possible was to involve parents, social media and reproductive health-education in schools. The result presented an extensive description of their current methods in counseling and ways to reach adolescents, insight to various obstacles and ways to improve the pressing situation in Kampala, Uganda. Conclusion. The interviews aimed to explore health care providers’ experience of methods used for family planning to adolescents in Kampala, Uganda. The health care providers were aware of obstacles and potential improvements to develop their business further. To meet young people on their own conditions and to be adaptable was discussed as important for a successful family planning. / Bakgrund. Osäkra aborter är ett allvarligt problem i låg- och medelinkomstländer. Dessa aborter kan undvikas genom att minska oplanerade graviditeter. Få ungdomar i Uganda använder preventivmedel trots kunskapen om flera preventivmedel är nästan universell hos kvinnor. Problem ungdomar möter är multidimensionella och kräver liknande lösningar. Rådgivarens perspektiv på dessa problem kan vara avgörande för en ungdom att använda eller att inte använda preventivmedel. Syfte. Syftet med studien var att undersöka hälso- sjukvårdspersonalens erfarenhet och förhoppning av att erhålla familjeplanering till ungdomar i Kampala, Uganda. Metod. En semi-strukturerad intervjuguide användes för att utföra individuella intervjuer. Åtta deltagare från fyra organisationer i Kampala, Uganda, intervjuades. Kvalitativ innehållsanalys användes och resultatet presenterades deskriptivt. Resultat. Resultatet visade att hälso- sjukvårdsarbetarna uttryckte att det är väldigt viktigt att diskutera och förgöra de myter och missförstånd ungdomarna har angående olika preventivmedel genom att göra ungdomarna medvetna om vad som är fakta, gärna tidigt i åldrarna. Några av lösningarna att nå ut tidigast möjligt var att involvera föräldrar, sociala medier och utbildning om reproduktivhälsa i skolor. Resultatet visar en omfattande beskrivning av nuvarande metoder i rådgivning och sätt att nå ut till ungdomar, insikt i flera hinder och förslag på sätt att förbättra den pressade situationen i Kampala, Uganda. Slutsats. Intervjuernas mål var att undersöka hälso- sjukvårdspersonalens erfarenhet av metoder använda till familjeplanering till ungdomar i Kampala, Uganda. Hälso- sjukvårdspersonalen var medvetna om hinder och potentiella förbättringsarbeten som kan utveckla deras verksamhet ytterligare. Att möta ungdomarna på deras egna villkor och att vara anpassningsbar diskuterades som viktigt för en framgångsrik familjeplanering.

A Critical Evaluation of the Religious Education Curriculum for Secondary School Students in Uganda

This study documents a critical evaluation of the religious education curriculum used in Uganda's secondary schools. The study focused on goals and objectives, methods, content, and public perception of religious education instruction. The evaluation was based on a qualitative investigation that employed three methods to collect data: document analysis, classroom observation, and interviews. The investigation was guided by a series of research questions that included the following: What are the overall goals and objectives of religious education instruction? What are the attitudes from the community regarding religious education? What are the roles of religious leaders during implementation of this curriculum? How does the curriculum prepare students for the pluralistic nature of the society? What qualifications and training do the teachers have? What are the politics involved in curriculum implementation? What is the philosophy of religious education instruction as defined by policy makers and how is it implemented?
