Diplomatic relations and their impact on development: the case of South Sudan and UgandaLegge, Mikaya Modi Lubajo January 2016 (has links)
Since Sudan’s Comprehensive Peace Agreement (CPA) was signed in 2005, its border with Uganda has become a hub of activities. These economic activities have been enhanced by ethnic and political relations, but also by diplomatic relations between the two countries. Contrasting developments on the Ugandan side of the border with those on the South Sudanese side, this research draws on empirical fieldwork to examine the impact of diplomatic relations on the development between both countries since 2005, with international trade as the main aspect of development. The study sets out to show how trade between both countries has been affected by the diplomatic relations between them. The post-CPA demand for goods and state-building processes created a range of economic opportunities for traders. This was particularly the case for Ugandan large-scale traders who, as a result, became an important and empowered group. These factors have further been enhanced by good diplomatic relations between both countries, and as a result South Sudan has become Uganda’s most important trading partner as well as a destination for many Ugandans to conduct their trade. Simultaneously, post-conflict problems have emerged in South Sudan such as insecurity, weak government institutions run by incompetent officials, corruption, high foreign exchange rate, cultural diversity, mistrust and poor infrastructure. These problems have emerged as major challenges to trade and investment by Ugandan traders in South Sudan with traders as well as government officials agreeing that these challenges present major setbacks to trade and investment in South Sudan. Ugandan small-scale traders in particular have become more vulnerable to expressions of authority on the part of South Sudan’s post-CPA state, in which state or individual military might is used effectively to control trade. The current conflict, which began in December 2013, has added a new dimension to the list of impediments to trade as insecurity and economic instability have precipitated an atmosphere of uncertainty among many traders and investors. Despite all those challenges, Ugandan traders as well as government officials still view South Sudan as a business destination of choice. Overall, the study confirms that diplomatic relations have enhanced international trade between South Sudan and Uganda by way of solving trade disputes, investment promotion and influencing leadership on policy matters.

Community service in Uganda as an alternative to imprisonment: a case study of Masaka and Mukono districtsBirungi, Charles January 2005 (has links)
Magister Artium - MA / Community service as an alternative to imprisonment at its inception was taken up very strongly by the judiciary as part of the reform of the criminal justice system in Uganda. The successful enactment of the Community Service Act, Act no: 5/2000, was an achievement towards the implementation of the programme in the country. However, its implementation as an alternative sentence is currently proceeding at a slow pace. The Ugandan law still allows courts to exercise their discretionary powers with regard to either using prison sentences or community service. Courts still seem to prefer to use imprisonment irrespective of the nature of the offence, thus leading to unwarranted government expenditure and prison overcrowding. An additional problem is that some offenders come out of prison having been negatively affected by their interaction with even more serious offenders. This study was undertaken to establish whether community service as an alternative to imprisonment can be effective with regard to reducing recidivism and to accelerating reconciliation and reintegration of minor offenders back into their communities. / South Africa

An evaluation of the implementation of decentralization of the World Bank's operations of poverty reduction in UgandaOkiria-Ofwono Jacqueline Jane January 2012 (has links)
Continued debates on economic development, poverty eradication and the growing skeptism concerning the paradigms proposed through many decades, has led to a continued search for a paradigm that would, finally, resolve the issue of pervasive poverty in the Sub-Saharan Africa. Having implemented decentralization within government entities without any significant contribution to poverty eradication, the focus has now turned to the development agencies themselves. What are the inefficiencies in these agencies which if addressed might enable them deliver development aid more efficiently thus, providing more resources for development from being lost in the attrition of overheads? It is, therefore, argued that decentralization of development agencies will improve the efficiency and effectiveness of IFIs in delivering development aid. At the same time, decentralization reforms have been proposed as a response to the failures of highly centralized states (or organizations in this case). Empirical evidence, strongly, suggests that physical proximity and more "face-time", promotes better results-on-the-ground, delivered by staff who are better attuned to local conditions and have a better understanding of the client and their development agenda. But, will decentralization alone solve the issue of pervasive poverty? This research recognises that the factors affecting poverty are diverse and intricate and isolating just one part of the puzzle is not enough. Nevertheless, it is argues that decentralization, has a positive impact on poverty reduction thus, this study presents both practical and theoretical considerations from which policy measures can be derived. This thesis focused on establishing how the World Bank, changed its strategies through the implementation of decentralization of its operations as proposed in the ‗Strategic Compact‘, renewed the way it worked in order to maintain its relevance in the development world. The World Bank President, James Wolfensohn, proposed the Compact as a solution to the organization‘s self diagnosis that it was in distress, in a state of possible decline and was not fulfilling its mission of poverty eradication. This research, using Uganda Country Office as a case study, undertook, mainly, a qualitative review of the overall strategy of decentralization and its implementation organization wide and specifically, in Uganda. The research examined how the implementation of the strategy impacted on poverty trends in Uganda. This research found that the decentralization strategy was, fundamentally, the right one to deliver better results of the Bank‘s mission of ‗fighting poverty for lasting results‘ and its vision of ‗A World Free of Poverty‘. Contrary to the popular notion that the World Bank has been, largely ineffective in the delivery of its mission and its decentralization strategy just another one of its 'shams‘, this research established that the implementation of the strategy, although not having a direct or causal relationship, did have positive impact on poverty alleviation in Uganda. This study, therefore, makes a case for decentralization of donor organizations as a means of better delivery of the poverty eradication agenda in the developing world. The benefits though hard to measure in monetary terms are, nevertheless, real in terms of faster and better quality engagement with the clients which in turn, result into better delivery of services and programmes.

Corporate social responsibility: a competitive strategy for small and medium-sized enterprises in UgandaTuryakira, Peter January 2012 (has links)
In view of the important role small and medium-sized enterprises (SMEs) universally play as the backbone of national economies and the survival and competitiveness challenges that they face, the purpose of this study was to develop specific models of corporate social responsibility (CSR) for SMEs in Uganda as an avenue to enhance their competitiveness and foster economic development. The primary objective was to gain insight into the deployment of CSR in SMEs, including investigating CSR factors and their potential impact on competitiveness. This study integrates previous findings and theories on CSR activities and SMEs‟ competitiveness into a comprehensive hypothesised model. A comprehensive literature study revealed potential factors that could influence the Increased competitiveness of SMEs in Uganda. Four independent variables (Workforce-oriented, Society-oriented, Market-oriented and Environmental-oriented CSR activities) and three mediating variables (Employee satisfaction, Business reputation and Customer loyalty) were identified as variables influencing the Increased competitiveness (dependent variable) of SMEs. Independent variables were categorised as CSR factors while mediating and dependent variables were categorised as outcomes factors. Furthermore, hypotheses were formulated for possible relationships between the independent, mediating and dependent variables. All the variables in the study were clearly defined and operationalised. Reliable and valid items sourced from various measuring instruments used in other similar studies, were used in the operationalisation of these variables. Furthermore, several items were generated from secondary sources. A structured self-administered questionnaire was made available to respondents identified using the stratified and purposive sampling techniques, and the data collected from 383 usable questionnaires was subjected to several statistical analyses. The validity and reliability of the measuring instrument was ascertained using an exploratory factor analysis and Cronbach-alpha coefficients respectively. An exploratory factor analysis using SPSS 18 for Windows was conducted to identify the unique factors available in the data before applying structural equation modelling (SEM). The data were categorised into models of independent variables (CSR factors) and the mediating variables (Outcomes factors). The items measuring Market-oriented CSR activities and Workforce-oriented CSR activities loaded as expected. The items measuring Environmental-oriented CSR activities loaded onto two separate factors which were renamed Environmental-oriented CSR activities and Regulated CSR activities. One of the items originally expected to measure the construct Society-oriented CSR activities loaded onto Environmental-oriented CSR activities, leaving three items which loaded together onto the Society-oriented CSR activities factor. Four factors constituted the outcomes submodel, namely Customer loyalty, Stakeholder trust, Business reputation, and Employee satisfaction. In this study, SEM was the main statistical procedure used to test the significance of the relationships hypothesised between the various independent and dependent variables. Owing to the sample size limitations, the hypothesised model could not be subjected to SEM as a whole. Consequently, six sub-models were identified and subjected to further analysis. The following independent variables were identified as influencing the dependent variables in this study: Workforce-oriented CSR activities, Society-oriented CSR activities, Market-oriented CSR activities, Environmental-oriented CSR activities, Regulated CSR activities. To establish the influence of the various demographic variables on the mediating and dependent variables, an Analysis of Variance (ANOVA) and Multiple Linear Regression (MLR) analysis were conducted. The respondent‟s position/title in the business, form of enterprise, branch/sector of business, level of education, and the size of business were found to have an influence on the mediating and dependent variables of this study. This study has therefore added to the underdeveloped body of business research in Uganda by investigating a particularly limited segment of the literature, namely SMEs. The study has also identified and developed various models that explain the most significant CSR factors that influence the competitiveness of SMEs. Consequently, this study has put forward several recommendations and suggestions that can enhance the competitiveness of SMEs locally and globally. Further research is encouraged on action-oriented areas such as: the success of different policies and techniques to increase the uptake of CSR amongst SMEs; the economic, social and environmental impact of CSR at sector level; and a typology of SMEs with regard to their engagement in CSR.

Accountability for mass atrocities : the LRA conflict in UgandaAcirokop, Prudence 09 April 2013 (has links)
This thesis addresses accountability for mass atrocities. It presents a case study of Uganda that has undergone a two-decade conflict between the Lord’s Resistance Army (LRA) insurgent group and the national army, the Uganda People’s Defence Armed Forces (UPDF). The government of Uganda has initiated various accountability measures that include international and domestic prosecutions, truth telling, reparations and traditional justice to address international crimes and other human rights violations committed during the conflict. The thesis in particular investigates how all these mechanisms could be used in a way that ensures that Uganda fulfils its international obligations and that the different measures complement each other. The thesis traces the background to the conflict that began in 1986 and explores the consequences of the conflict on the civilian population in Uganda. It alludes to its spread from Uganda to South Sudan and since 2008, to the Democratic Republic of Congo (DRC) and Central African Republic. It argues that the significant and continuous involvement of the government of Sudan from 1994 to 2005 internationalised the LRA conflict. It further finds that both the LRA and the UPDF perpetrated war crimes and crimes against humanity during the conflict. The thesis further discusses the international obligation of Uganda to prosecute, punish and extradite persons responsible for the commission of international crimes and to ensure remedies to victims of such crimes and other human rights violations. It finds that the lapse of Part II of the Amnesty Act that allowed for a ‘blanket amnesty’ leaves room for Uganda to fulfil its international obligations. The thesis further investigates the Agreement on Accountability and Reconciliation and its Annexure reached between the government of Uganda and the LRA in Juba that ushers in the various accountability pursuits in Uganda. It argues that the implementation and successes of the Agreement depends on the consultations, legislations, policies and the establishment and workings of the institutions envisaged that could lead to justice, truth and reparations in Uganda. The thesis finds that the different accountability measures that Uganda is pursuing correspond to the political, social and historical conditions in Uganda, in particular, decades of armed conflict and human rights violations with impunity of perpetrators. It concludes that the success of the accountability undertakings will largely depend on the high calibre of officials and staff of the different institutions and their ability to deal wisely with challenges that will inevitably arise. It further finds that a political will and commitment is essential to ensure adequate investment in technical, material and financial resources and that non-interference of the government in the work of the institutions will ensure success. April 2017 / The study examined the legal framework establishing Kampala Capital City Authority (KCCA) as well as actor interactions within the agency policy process, with an ultimate aim of ascertaining the extent of public decision-making. The study was structured around three main components: an in-depth investigation of the literature on agencification; an application of the institutionalism theoretical framework; and an applied case study approach to examine the extent and context of policy decision making within KCCA.
The major finding and indeed central argument is that despite the creation of a central policy-making role enshrined in the law establishing KCCA, the policy outcomes are not influenced by the elected leaders but rather by the central government and as such, there is limited public decision-making. This study has empirically shown that the creation of a matrix agency structure with multiple reporting and accountability centres was a symbolic move intended to dupe elected leaders with superficial status and authority, but in essence, without any real powers to demand policy changes, let alone, be able to sanction bureaucrats for their actions or inaction. The study further affirms that bureaucrats managing KCCA affairs, to a great extent, not only play a policy implementation function, but also disproportionately influence the shape of policy as a consequence of the discretionary powers bestowed upon them by the KCC Act (2010). The paper concludes by highlighting that agencification as one of the new public management (NPM) approaches has increased institutional and policy complexities that alienate citizens and citizen groups from the decision-making process.
This reality challenges the existing literature on agencification and New Public Management which claims that once we structurally disaggregate and create semi-independent agencies, then we see bureaucrats who are more accountable to citizens. / MT 2017

Socio-economic outcomes for the beneficiaries of the Expanded Child Survival Initiative in UgandaOdongpiny, Ajok Florence 11 1900 (has links)
A quantitative study was conducted to determine the socio-economic outcomes for the beneficiaries of the Expanded Child Survival Initiative in Uganda. The population comprised of all orphans and vulnerable children who were trained under the Expanded Child Survival Initiative of which a sample of 102 respondents were included in the structured data collection process. The outcomes that were explored were employment, income, assets and family support to siblings and other dependants by the primary beneficiaries.
The findings show that the outcomes of the Expanded Child Survival Initiative were positive and benefited socio economic lives of the respondents and their family members. The majority of the respondents were using the skills obtained from the training and were employed. The employment provided a source of income and the income earned facilitates the respondents in providing the basic needs of the family members. They were able to provide adequately for most of their basic needs. The findings also show that the respondents had accumulated some assets.
A number of factors influenced the utilisation of the newly acquired skills including having tool kits, start-up capital and business management skills. It is recommended that training providers should provide start-up support to the apprentices in order to facilitate them to utilise the skills obtained from apprenticeship trainings. / Public Health / Thesis (M.A. (Public Health))
