Uighur's identity and sense of belonging, can soft power play a role?

This study seeks to ascertain whether Chinese soft power can shape or sway the sense of belonging and identity of Uighurs within the Chinese state. The methodology used for this study will involve surveys and interviews, employing the two primary quantitative and qualitative methods. The findings from this study suggest that Chinese soft power, in the form of education in a controlled environment, does have this ability to sway Uighur to identify with the Chinese state. However, gauging the views of the wider educated Uighur community, indicates that the effectiveness of Chinese soft power is constrained by multiple social, political and economic issues. Based on the analysis of these findings, there appears to be three potential solutions: (i) create a multi-ethnic culture, (ii) incorporate civic nationalism as a component of PRC citizenship and (iii) to reformulate soft power into the form of shared goals that would require cooperation between Uighur and Hans to accomplish.

Gegenstand der Dissertation sind die Ausgrabungen in der uigurischen Hauptstadt Karabalgasun/Mongolei der Jahre 2009-2011. Ein Schwerpunkt ist die Darstellung und Auswertung der Grabungsergebnisse unter besonderer Berücksichtigung der bauarchäologischen und stadtgeschichtlich relevanten Zeugnisse. Die Ausgrabungsergebnisse werden in den Kontext der frühen Siedlungs- und Stadtgeschichte Zentralasiens unter besonderer Berücksichtigung der Mongolei, Südsibiriens und Burjatiens eingebunden. Ein erklärtes Ziel der Dissertation ist, die besondere Bedeutung von spätnomadischen Stadtgründungen und Gründungsstädten im Zusammenhang spätnomadischer Herrschaftsbildungen zu erhellen und damit zu einem neuen Verständnis der Stadt im zentralasiatischen Nomadentum im Allgemeinen beizutragen.

本論文是以歷史研究法(Historical Approach),探討新疆維爾自治區少數民族問題。在章節安排上共分為七章二十九節,全文約十五萬字,大綱概略如下:第一章:緒論。說明本文的研究動機與目的;研究範圍與方法;以及研究之限制與論文大綱。第二章:中共的民族理論與基本政策。本章旨在闡明中共民族理論與政策之根源內涵及演變,在論述上計分為四個層次進行研究。首先,敘明馬克思、列寧、史達林的民族觀,以探求中共民族理論之根源;其次,研究中共的民族主張;再次,對於中共落實到憲法中的少數民族問題規範,做比較研究;最後,敘明中共處理少數民族問題之基本政策。第三章:新疆維吾爾自治區基本情勢。本章主要是對研究標的做基礎背景分析。並從少數民族現況;行政區域;地理環境;歷史背景;文化特質;新疆生產建設兵團等角度切入做析論。第四章:新疆維吾爾自治區少數民族的分離運動。新疆地區少數民族的分離傾向問題,既是民族問題中的核心關鍵,也是新疆地區持續存在的一項背景因素。由於分離問題關係著中國大陸是否會走向分製,亦深刻影響中華民族的前途,故以專章做深入研究。第五章:新疆維吾爾自治區少數民族問題探源。新疆地區的少數民族問題,除前述專章探討的分離傾向問題外,本章另從外力因素;施政不當;經濟落後;人口、教育、生態環境;文化宗教差異等面向進行研究。第六章:中共處理新疆維吾爾自治區少數民族問題成效檢視。本章旨在觀察中共對於上述民族問題處理之成效,並以四個主要的衡估因素切入做檢測。第七章:結論。本章將對前述諸項論點做扼要地歸納析論;對新疆少數民族問題,提出未來趨勢預測;最後提出個人撰述此文所獲之心得,並嘗試提出新疆少數民族問題基本解決之道。

Crackdown and Consent: China’s War on Terror and the Strategic Creation of a Public Discourse in the U.S.

Scholars have extensively detailed China’s conflation of the Uyghur issue in Xinjiang with the international war on terror following September 11, 2001. Less studied is how the U.S. responded to China’s framing of the Uyghur as terrorists, and of the Chinese government’s characterization of Xinjiang as a region fraught with violence and extremism. On the whole, scholars who have addressed this latter issue conclude that China successfully coopted the U.S., and consequently cracked down on Xinjiang without substantial international outrage. On the basis of a review of official U.S. documents before and after 9/11, I argue that the U.S. response to China’s framing of the Uyghur is not as clear-cut, and that multiple and conflicting U.S. responses emerged to the Uyghur-terrorist discourse. Specifically, the U.S. shifted from purely framing the Uyghur as victims of human rights abuses to projecting three new frames onto the Uyghur: victims of the war on terror; a minority group that may resort to violent methods of protest; and suspected terrorists. This new interpretation holds important ramifications for how scholars should understand China’s treatment of the Uyghur, as well as for Sino-U.S. relations.
