A liberal understanding of international politics is currently dominant. However, it is important to note that there are still states that have not adopted this understanding, yet, which brings complications here. The current clash of these two understandings, i.e. liberalism and realism, thus constantly forms the security environment. Probably the most obvious case of the present seems to be the case of Ukraine and the related Ukraine crisis. The aim of this diploma thesis is to give a picture of the causes of the Ukraine crisis in a broader context than is generally interpreted across individual media, using an offensive-realistic framework. The motives of the individual actors of the conflict, especially Russia, will be examined in an attempt to present those motives as not primarily offensive but to some extent as defensive. Several research questions will serve me to fulfil the above-mentioned goal - How can the main causes of the outbreak of the conflict in Ukraine be explained from the perspective of offensive realism? According to offensive realism, what actor is responsible for the outbreak of conflict? In terms of offensive realism, how can the motives of the key actors (i.e. Russia, the West) be explained?

Les relations commerciales entre la Russie et l'Ukraine : la recherche d'une souveraineté économique, 1990-1997

Analysant les rapports économiques entre la Fédération de la Russie et l'Ukraine à partir des dernières années de l'U.R.S.S. jusqu'en 1997, ce mémoire aborde les premiers pas de ces États en tant que pays politiquement souverains et se questionne sur la dimension que prennent leurs relations économiques dans l'affirmation de leur autonomie en tant qu'État. Cette analyse explore les variations macroéconomiques, à l'aide de différents indicateurs économiques clés, qui ont façonné les relations entre les deux pays durant la première période de leur vie politiquement souveraine, et se veut une contribution à l'étude des relations économiques internationales, particulièrement concernant ces deux acteurs majeurs dans la région de l'ex-U.R.S.S. que sont la Russie et l'Ukraine. Trois parties constituent l'essentiel de ce mémoire et visent à répondre à une problématique de recherche, soit la compréhension des obstacles à rétablissement d'une structure équitable des activités commerciales entre la Russie et l'Ukraine durant les cinq premières années de leur vie politique d'États souverains. L'héritage soviétique est manifestement un point d'ancrage qui donne aux rapports commerciaux entre les deux anciennes républiques un sens particulier où les conditions économiques des pays au crépuscule du démembrement de l'Union soviétique sont déterminantes dans l'établissement d'une structure stable des échanges. Dans un deuxième temps, l'étude s'interroge sur les causes intrinsèques, les réformes pour réaliser la transition, qui ont engendré au niveau conjoncturel des difficultés de taille à la réalisation d'un partenariat équitable entre les deux pays, pouvant être basé sur une souveraineté économique mutuelle. Dans un dernier temps, le troisième chapitre vient illustrer révolution et la structure des échanges entre la Russie et l'Ukraine au cours de la période à l'étude, soit de 1992 à 1997, en explorant les données relativement aux exportations et aux importations, particulièrement en prenant l'exemple des différentes formes d'énergie échangées. Les changements économiques et politiques provoqués par l'écroulement de l'Union soviétique ont mené les plus grands héritiers de cette dernière à traiter ensemble sur de nouvelles bases, balisées cependant par des facteurs tout à fait déterminants. Par l'analyse d'indicateurs macroéconomiques dont les premières révélations nous démontrent les difficultés que ces États ont à affronter, ce mémoire vise à se demander si la souveraineté économique dans les échanges commerciaux entre ces deux États est possible alors que la souveraineté politique est acquise. / Québec Université Laval, Bibliothèque 2014

DIFFUSION OF NONVIOLENT CIVIL RESISTANCE AND THE UKRAINIAN INDEPENDENCE MOVEMENT OF THE 1980S

Much research has been conducted about the diffusion of nonviolent civil resistance and its various mechanisms, with a majority of the attention being paid to diffusion on a global level via external pressure and normative imitation. There is little research, however, about the mechanisms that occur on a much narrower field via individual-level communications, which lead to individuals learning from surrounding ideas and adapting them to fit their situation. Using the case study of the independence movement of the late 1980s in the former Ukrainian Soviet Socialist Republic, I provide a nuanced analysis of these communications between the former republic and its neighbors, specifically Poland, Lithuania, Latvia and Estonia, all of which were going through their own independence movements at the same time. I address the importance of these individual-level communications to the movement's success and ultimately conclude that without them, the diffusion of nonviolent civil resistance into Ukraine would not have occurred and the movement would not have proven to be successful in bringing down the Soviet regime.

Résumé Association Agreement with Ukraine This thesis is devoted to the EU-Ukraine Association Agreement. Being an innovative and comprehensive instrument of the EU external action this Association Agreement represents a relevant topic, which draws not only professional audience's attention. The thesis comprises of an introduction, three chapters and conclusion. The introduction of the thesis outlines its purpose and content, defines the main points of research the thesis is focused on, indicates the reasons of its relevance and explains the structure of the thesis. The first chapter of the thesis describes legal framework of the relevant changes in the area of the EU external action after the Treaty of Lisbon and examines possible legal basis of the Association Agreement with Ukraine in the scope of these changes. In this part there is a short description of the basic principles of the EU external action, the EU legal personality, new EU bodies for external action after the Treaty of Lisbon, EU power in external action. The aim of this thesis is to examine the relationship between language and nation-building. The research is based on critical analysis of nation, nationalism, nation-building and language ideology theories. These theories are applied in the case study: Language as a symbol of the Ukrainian national identity. In order to analyze the origins of such symbolism, the Ukrainian nation-building project is analyzed in historical and political context. In the case study the model of the Ukrainian nation-building is examined through the prism of language policy. This thesis outlines the shortcomings of current state language policy and suggests recommendations for its future improvement.

The thesis Art during the Revolution in Ukraine 2013-2014 aims to gather art and artefacts created during the Revolution of Dignity. The thesis can be divided in three main parts. The first one is devoted to the history of contemporary Ukrainian art, how it originated and how relationships between art and politics can be identified. The next part is an analysis of the pre- revolutionary art scene, where we first focus on the problem of censorship in 2013 and then look at pre-revolutionary artworks by Ukrainian artists. The last part of the thesis is devoted to the events of the revolution themselves. The thesis is an attempt to collect and analyse artworks and artefacts created from November 2013 to February 2014, as well as giving an analysis of the influence of politics on the art scene in Ukraine.

This thesis is concerned with public procurement system in Ukraine. The aim of this thesis is to analyze the system with a focus on the risks, which are facing foreign applicants in public procurement. The paper presents the various elements of the procurement system: Creating and implementation of public procurement policy, regulation of public procurement; authorization and approval of procurement; realization of public procurement; feedback. In the thesis, a case study with the company Kvazar Plus has been realized. This company has great experience with the Ukrainian procurement. The results of the case study have been compared with the analysis of the World Bank. Case study confirmed some of the problems of the procurement system: Poor communication of the Ministry of Economy as the responsible body, hasty selection procedures due to the late receipt of funds into the budget, frequent delays of payments to candidates, lenghty provision of necessary documents, bank guarantee, previously often needed, strong competitive manufacturers with lower quality but cheaper goods and often disadvantageous contract terms for applicants. Other challenges for the candidate are: frequent change of legislation, public procurement duty of state enterprises, lobbying of the Ukrainian competition, pre-selected winner of some contracts and corrupt customs administration, which complicates and delays the delivery of goods to Ukraine.
