Editorial reaction of selected major Indiana daily newspapers to a national controversy : the Truman, MacArthur conflict

The dismissal of General Douglas MacArthur on April 11, 1951, from all of his commands by President Truman furnished the impetus for this survey of editorial opinion and reaction. The newspaper editorial opinion represents five major daily newspapers with broad geographic coverage of the State of Indiana, plus a wide range of political reaction to the topic. The editorial opinion is also representative ofea diverse socio-economic base.Of the five newspapers, the Evansville Courier was one of two that retained a consistently rational outlook toward the American scene during the Truman-MacArthur conflict. It took the position early that the Korean War should not be expanded, that the chance of an expanding war with China was to be avoided. The Courier expressed its dissatisfaction with the Truman foreign policy record, including the loss of China. It supported executive privilege and roundly attacked MacArthur.The Fort Wayne News Sentinel was very conservative, expertly vindictive, and at times somewhat irrational in its editorial opinion. At other times, its tenor was completely opposite. After fighting had been stabilized at the 38th parallel, it advised moving no further north,thus supporting limitation of the war. The News Sentinel supported MacArthur to the hilt and generally, deplored American negotiations and her "cringing" under Russian communism.The Gary Post Tribune's record in regard to the Truman Administration was that it had failed in its Far Eastern foreign policy and that the policy was unclear. It called MacArthur's dismissal unfortunate, but added that the move was supported in the interest of preserving civilian supremacy and the western alliances. Early in the Senate hearings, it applauded the conduct of those proceedings but as they ground on, pleaded for their end. Imploring its readers to rational thinking, the Post Tribune insisted "Cold Reason Must Rule" and deplored the fact that it felt that negotiation was becoming synonymous with appeasement.The Indianapolis Star's production of editorial opinion was prolific, in comparison to the other newspapers. The Star maintained a consistent conservative Republican approach to all issues. The Truman Administration was condemned for loss of the World War II "Pacific victory," for appeasement and defeatism, and for the formulation and execution of its Far Eastern foreign policy. Russia was seen as the real enemy of America, and early in the Korean War, military limitations were supported but later those same limitations were attacked vigorously. The concept of limiting the war was said to encourage further aggression. The Star advocated the protection of executive privilege, and as the Senate hearings progressed, informed its readers that no new information could be gained from the testimony.Of the five newspapers, the Palladium Item was the most reactionary and irrational. Although, at times, emotionalism and an occasional case of irrationality overcame the News Sentinel and Star, the Palladium Item made a steady diet of those "entrees." In describing the toll of American lives in the Korean War, the paper revealed its nature in the editorial, the "Truman Meat Grinder." Allies were seen as worthless and Truman as a "puppet" of England. The paper insisted that Truman's "hatchet-men" were trying to smear the General's character, because he was a "champion" against "traitorous" elements in America.The editorial reaction of the five papers was conservative and condemned the Truman Administration foreign policy, especially in the Far East. The Evansville Courier and the Gary Post Tribune presented well thought-out opinions based on a rational approach to the frustrations of Americans in the Korean War and adherence to the concept of limited war. The Republican newspapers, the Indianapolis Star, the Fort Wayne News Sentinel, and the Richmond Palladium Item, adhered to the Republican condemnation of the Truman Administration.

An Appeal to Reason: Daniel Webster, Henry Clay, and Whig Presidential Politics, 1836-1848

American politics from 1832 to 1848 underwent a profound transformation. Whereas in the early years of the republic politics had been based on deference and elitism, by the early 1830's a definite change in the political arena had occurred. With the coming of the "Age of Jackson, " the political rules and styles of the older era began to change. The politics of deference began to give way to the politics of "availability." Because this study is a discussion, examination, and analysis of Webster's and Clay's "appeal to reason, " the sources most heavily consulted were the published and microfilmed correspondence, speeches, and papers of these two statesmen. Other personal papers, correspondence, memoirs, and biographies of other central personalities of the middle period, both protagonists and antagonists, were used in order to place Webster and Clay in proper historical perspective. This dissertation is organized chronologically, and it traces and analyzes the evolution of the candidacies of Webster and Clay for the presidency from the early 1830's through the four presidential elections from 1836 to 1848. Each chapter includes an examination of Clay's and Webster's attempts to secure the Whig nomination and gain the presidency through forceful appeals to the voters' sense of logic and reason. Each chapter also includes a discussion and analysis of why these two men always failed.

Heterogeneity in political decision-making : the nature, sources, extent, dynamics, and consequences of interpersonal differences in coefficient strength

There is mounting evidence that the public's political decisional processes are heterogeneous (Rivers, 1988; Sniderman, Brody & Tetlock, 1991; and Johnston, Blais, Gidengil & Nevitte, 1996). All citizens do not reason the same way about politics: they rely on different considerations, or they give different weights to similar considerations. However, our understanding of this phenomenon remains sketchy, in many regards. I address the conceptual and empirical ambiguity by exploring the nature, the sources, the extent, the consequences, and the campaign dynamics of interpersonal heterogeneity in political decision-making. The analysis relies on Canadian and American public opinion survey data. The evidence reveals that heterogeneity is a very important phenomenon. Relationships between dependent and explanatory variables are rarely stable and consistent across the entire population. Most political decisions (especially the more common ones) and most independent variables exhibit interpersonal diversity in coefficient strength. Hypothesis-testing and explanationbuilding can be led astray if researchers limit their analyses to the whole citizenry. Normatively, heterogeneity is responsible for individual and aggregate deviations from enlightened preferences. Heterogeneity, however, is a very complex phenomenon. One can not deal with it in any simple way. A researcher can not simply capture it, take it into account, and move on to other concerns. Heterogeneity permeates through our models of political behaviour in significant, pervasive and perplexing ways. This research raises concerns about the complexity of political behaviour and our ability to understand citizens, campaigns, elections, and democracy. The world is not a simple, straightforward and easily comprehensible subject. It is much more intricate and difficult to grasp than we currently believe. In order to understand reality, our approaches, theories, and models need to be as complex and multidimensional as reality. From Isolation to Action: A Metaphoric Analysis of Franklin Roosevelt's Pro-Preparation Rhetoric

Virtually all studies on the presidential use of metaphor focus on one particular event and speech. These studies look only at speeches that justify military actions after they have already occurred, and these researchers seek to discover a relationship between the use of the metaphor and the public's support of a military action. In order to analyze the persuasive elements of President Franklin Roosevelt's rhetoric in developing popular and Congressional support for war preparation, this study seeks to answer three specific questions. To what extent does Franklin Roosevelt develop a common theme in selected speeches of war preparation immediately prior to World War II? To what extent was Roosevelt's development of this theme persuasive to the American public? What consequences can be anticipated if future presidents or speakers for social movements employ these procedures.

Montesquieu, Diversity, and the American Constitutional Debate

It has become something of a cliché for contemporary scholars to assert that Madison turned Montesquieu on his head and thereafter give little thought to the Frenchman’s theory that republics must remain limited in territorial size. Madison did indeed present a formidable challenge to Montesquieu’s theory, but I will demonstrate in this dissertation that the authors of the Federalist Papers arrived at the extended sphere by following a theoretical pathway already cemented by the French philosopher. I will also show that Madison’s “practical sphere” ultimately concedes to Montesquieu that excessive territorial size and high levels of heterogeneity will overwhelm the citizens of a republic and enable the few to oppress the many. The importance of this dissertation is its finding that the principal mechanism devised by the Federalists for dealing with factions—the enlargement of the sphere—was crafted specifically for the purpose of moderating interests, classes, and sects within an otherwise relatively homogeneous nation. Consequently, the diverse republic that is America today may be exposed to the existential threat anticipated by Montesquieu’s theory of size—the plutocratic oppression of society by an elite class that employs the strategy of divide et impera.

The Institutional Development of the American Vice Presidency

The ongoing disregard for the American vice presidency, and for those who would and do hold the office, in conjunction with the scarcity of academic research devoted specifically to the development of the institution, warrants the following study. Indeed, this study is relatively novel to the existent body of political science research which ventures to evaluate the vice presidency. Generally, research and publications on the vice presidency have tended to focus on variables such as ticket-balancing and home-state advantage; critiques of individual vice presidents; and more recently, specific policy spheres where modern vice presidents have been involved. In contrast, this project is devoted exclusively to isolating the institutional markers that have increased the broad utility of the position of vice president of the United States and, in the process, have augmented the development of the vice-presidential institution. These institutional markers include augmentation by precedent, statute, and constitutional amendment; increases in the resources made available to the institution; the addition of institutional identifiers; and the gradual accumulation of policy portfolios and responsibilities assigned to vice presidents. Underscoring each of the preceding institutional markers has been the vital role specific presidents have played in facilitating the development of the vice-presidential institution; indeed, the form and the substance of the vice presidency today is almost entirely the product of presidential initiative. In total, this study represents an interpretive synthesis of the historical record of the American vice presidency and how that record reflects the development of the institution. In the end, salient institutional markers have led to the development of a modern, utilitarian institution, one that is now fully integrated into the executive government. Of equal import, the standing of the vice presidency today, legitimizes the individual serving in the office, and furthers the influence of the vice president in the executive government. And, in telling the story of the development of the vice presidency, it is readily apparent that a combination of anecdotal and empirical evidence support the thesis of a changed institution, closely integrated with, and dependent upon, the presidency.

A historical analysis of the nomination of Wendell Lewis Willkie for the presidency of the United States of America

In this rather apt description of Wendell Willkie, the 1940 Republican presidential nominee, two important characteristics of the man stand out: his personal traits and energy and his strength of conviction in fighting for the principles in which he believed. Willkie cannot be regarded a politician in the usual sense; he was a businessman who, because of his convictions, waged a personal war against Franklin Roosevelt and the New Deal - a war conducted outside the realm of partisan politics. His successes in the fight with the administration brough Willkie a measure of recognition and aroused the interest of certain Republicans who held similar opinions of the New Deal; his personality and continued expression of his nomination. It is the purpose of this study to analyze the conditions which enabled Willkie to rise from comparative obscurity to become the 1940 G.O.P. standard bearer, presenting in the analysis the Republican campaigns for the nomination, the G.O.P. convention, and the influence of Roosevelt's third term decision and the European war on the selection of the party’s nominee.
