A critical evaluation of developmental local government in the City of Johannesburg, 2001-2005 is a qualitative analysis drawn from participation in setting, interviews and primary and secondary sources. It notes that the notion of developmental local government is drawn from a wide range of discourses such as developmentalism, decentralised local government, public management, governance, urban fragmentation and integration and sustainable development. The study takes the view that the notion of developmental local government would be more concisely conceptualised in terms of and as a confluence of the concepts of good governance, urban integration and sustainable development. These concepts are used to frame and critically analyse the practise of developmental local government in the City of Johannesburg between 2001-2005. The overall conclusion of the study is that the City of Johannesburg has embraced developmental local government between 2001-2005, albeit with some deficiencies, mainly relating to the gap between policy and implementation.

La fragmentación de lo público en la ciudad: organización socioespacial, marco institucional y sociabilidad urbana / Fragmentation of the public in the city: socio-spatial organization, institutional framework and urban sociability

The configuration of cities has invariably impacted the production of public dimension, both in its institutional meaning where the central axis is constituted by the State, as in its relational and spatial aspects. Given this scenario, it is pertinent to question how the public dimension is configured within the framework of today’s cities? This article aims to contribute answering this question by examining three dimensions that are basic in the public dimension of the cities: socio-spatial organization / institutional framework and urban sociability. For this, a theoretical review is made, taking as reference the case of Mexico City, with the aim of shedding light on the processes that mark the limits and contents of what we define as public. As a conclusion, it is argued that the public dimension is highly fragmented, as a result of the way the urban order is structured, the focused and unlinked actions from the governments and the limitations and difficulties for the encounter and dialogue between different. / La configuración de las ciudades ha impactado invariablemente en la producción del ámbito público, tanto en su acepción institucional donde el eje central lo constituye el Estado, como en sus dimensiones relacional y espacial. Ante este escenario, es pertinente preguntarse cómo se configura la dimensión pública en el marco de las ciudades actuales. El presente artículo se propone contribuir a responder esta pregunta a partir de examinar tres dimensiones que son fundamentales en la dimensión pública en la ciudad: la organización socioespacial / el marco institucional y la sociabilidad urbana.Para esto, se realiza una revisión de carácter teórico, teniendo como referencia el caso de la Ciudad de México, con el objetivo de dar luz sobre los procesos que marcan los límites y contenidos de lo que definimos como público. Como conclusión se argumenta que la dimensión pública en la ciudad se encuentra altamente fragmentada, producto de la forma como se estructura el orden urbano, las acciones focalizadas y desvinculadas de los gobiernos y los limitantes y dificultades para el encuentro y diálogo entre diferentes.

Investissements chinois et fragmentation urbaine à Sihanoukville au Cambodge

Dans un contexte de déploiement des nouvelles routes de la soie, la ville portuaire et balnéaire de Sihanoukville au Cambodge est ciblée par des investissements chinois importants. Ces investissements s’accompagnent par la présence de multiples acteurs chinois – investisseurs, commerçants, ouvriers, touristes – qui produisent un nouvel urbain à Sihanoukville. Ainsi, de nombreux casinos se développent aux côtés de zones économiques spéciales, d’hôtels, de quartiers fermés et de commerces variés. La ville portuaire apparaît comme un front pionnier où les ressources touristiques, commerciales, industrielles et stratégiques doivent être exploitées et où les acteurs chinois jouissent d’une marge de manoeuvre conséquente. Ceci est possible car les élites cambodgiennes, autorités et propriétaires terriens en tête, mettent en place un cadre économique et politique favorable pour attirer les investissements chinois et ainsi profiter du développement de la ville. La nouvelle production urbaine de Sihanoukville limite l’accès aux ressources à certaines populations, ce qui mène à des dynamiques de fragmentation urbaine. Par-delà l’idée d’une opposition entre riches investisseurs chinois et habitants cambodgiens défavorisés, la récente production urbaine de Sihanoukville met plutôt en lumière des clivages entre ceux qui ont accès aux ressources et ceux qui n’y ont pas accès. Loin de l’image officielle mise de l’avant par Pékin concernant les nouvelles routes de la soie, la présence chinoise à Sihanoukville conduit à une production urbaine fragmentée. / In a context of deployment of the Belt and Road Initiative (BRI), the coastal city of Sihanoukville, Cambodia, is targeted by massive Chinese investments. Those investments come with the arrival of many Chinese stakeholders – investors, sellers, workers, tourists – who produce a new urbanization in Sihanoukville. Many casinos are being developed in the city, alongside special economic zones, hotels, gated communities, and various other businesses. The city seems to be a frontier where touristic, commercial, industrial, and strategic resources must be exploited, and where the Chinese stakeholders enjoy a certain autonomy. Based on neoliberal logics, Cambodian elites, authorities, and landowners above all, build a favorable economic and political environment to attract Chinese investments and take advantage of the situation. The new urbanization produced in Sihanoukville limits the access to the resources to certain populations, which leads to urban fragmentation. Beyond the idea of an opposition between rich Chinese investors and disadvantaged Cambodian inhabitants, the new Sihanoukville highlights divisions between those who have access to the resources and those who have not. Far from BRI’s official image putting forward by Beijing, the Chinese presence in Sihanoukville comes with a fragmented urban production.

This research investigates the existing conditions of the present urban settings, in particular some city clippings, focusing on urban dynamics found in the open spaces system (SEL), alongside with the process of use and occupation of the urban land and its possible socio environmental impacts. To develop this work clippings were chosen in different contexts of formation of the territory as well as a diverse socioeconomic and cultural reality, each one presenting its own urban growth milestone which characterized by: a) the peripheral zone composed by industries and low-income population; b) by the installation of large scale commercial initiatives and c) housing demand of high standard - Residencial Cosmos/Jardim Florence I, Parque Dom Pedro Shopping e Alphaville I (Rod. Campinas ? Mogi-Mirim) respectively. Using the urban morphology as a reading method of these process and the open spaces system (SEL) as protagonist of analysis, was adopted as a research method a study of the history and urban growth for each crop selected identifying: a) the different agents involved; b) management plans; c) socioeconomic and cultural contexts and d) the functional, aesthetic and environmental aspects of public and private open spaces. As a result it was possible to identify dialectical processes in the formation of the urban landscape identifying in the different morphological types their potential, barriers and conflicts. / O crescimento de Campinas entre o final do s?culo XX e o in?cio do XXI, esteve apoiado na forma??o de tecidos urbanos fragmentados, distantes e mal conectados entre si e da regi?o central. A presente pesquisa investiga as condicionantes existentes dessas atuais configura??es urbanas, em recortes espec?ficos da cidade, tendo como foco as din?micas urbanas encontradas no sistema de espa?os livres (SEL), junto aos processos de uso e ocupa??o do solo urbano e seus poss?veis impactos s?cio ambientais. Cette thèse s’attache à décrire les formes de la fragmentation urbaine à Marseille ainsi que leurs conséquences socio-spatiales à travers les modalités de l’offre scolaire au niveau collège et les pratiques de choix des lieux de scolarisation à l’entrée en sixième, à plusieurs échelles, en 2006 et 2009. La carte scolaire impose aux familles un collège de secteur mais face aux importantes recompositions socio-territoriales qui affectent la ville de Marseille, des décalages s’opèrent entre les collèges, les attentes éducatives des parents et les conditions locales de scolarisation. L’étude porte d’une part sur la quantification et à la localisation du phénomène de l’évitement scolaire à Marseille et d’autre part, sur l’analyse fine de contextes territoriaux, dans lesquels se développent plusieurs types de stratégies scolaires. Les fortes différenciations et les rapides recompositions socio-territoriales urbaines de la ville de Marseille impliquent des pratiques scolaires hétérogènes qui illustrent le creusement des inégalités socio-résidentielles dans la ville et constituent d’excellents indicateurs pour décrypter une fragmentation urbaine croissante. L’analyse des stratégies des différents acteurs institutionnels et individuels, permet d’appréhender les mécanismes de production d’un espace scolaire systémique et hiérarchisé. L’approche territoriale est largement valorisée et l’analyse des contextes locaux souligne l’existence de territoires scolaires multiples et différenciés. / This dissertation aims at describing the forms of urban fragmentation in Marseille as well as its socio-spatial consequences through the modalities of school supply at the middle-school level (collège) and the practices of choosing schools for 6th graders (élèves de sixième), at various levels, in 2006 and 2009. School mapping (carte scolaire) imposes to families a neighborhood middle school, but in the face of important socio-spatial reconfigurations affecting the entire city of Marseille, discrepancies between schools, parent’s pedagogical expectations and local schooling conditions widen. The study focuses on the one hand on the quantification and localization of the phenomenon of school dodging (évitement scolaire) in Marseille, and on the other on the detailed analysis of territorial contexts, where several types of schooling strategies develop. Strong differentiations and quick urban socio-territorial recompositions in Marseille imply heterogeneous school practices illustrating the widening of socio-residential inequalities in the city and representing excellent markers to probe into increasing urban fragmentation. An analysis of the strategies of different institutional and individual actors allows one to grasp the mecanisms of production of a systemic, top-down school space. The territorial approach is largely valued here and the analysis of local contexts underlines the existence of multiple, differentiated school territories.
