From the Viewpoint of V.C.S. on How to Promote the Function of Criminal Investigation of Police
Abstract
This research expresses the viewpoint of V.C.S. Strategy Management in Creating Public Value written by Moor, a public affairs manager and The Integration Frame of Public Affairs Manager written by Dr. Wang Ming Shan and discusses how the procedure of police
investigating crime becomes public values.
The new revision of the Criminal Procedural Act was promulgated February 6, 1993, totally revised 132 articles which was the biggest change that ever happened. It changed from the traditional ex officio principal to a litigant statement model which produced huge impacts on all judicial systems, especially on police authority. As a result, in this amendment, it makes sure that some principals such as in judicial decisions, the police should cross-examine before the Judge, and the evidence the police collect should be examined by the judge, the prosecutor who represents the plaintiff should declare the evidence, during the investigation, the police should obey the prosecutor and not only arrest convicts but also judge cases, the procedure of the investigation should be further limited, smaller cases should be simply dealt with on handled by the prosecutor directly. In this amendment it makes all criminal justice systems responsible to the demands of society. Within each system it doesn¡¦t move toward a parallel and mutual criminal justice system but with more emphasis on a bureaucratic class criminal justice system than before.
According to the regulation Police Act and Criminal Procedural Act the police authorities take responsibility for safeguarding human rights and maintain social order. However, besides criminal investigation the police authorities also take charge of traffic order, eliminate citizens danger, serve the people as well as associate with other administration authorities. Would police authorities achieve the expected goal of the amendment of the Criminal Procedural Act and match citizens expectations based on their equipment, training, education and organization? This research analyzed, compared and probed the transition of criminal policies in accordance with V.C.S. Strategy Management of Creating Public Values written by Moor, a public affairs manager. Furthermore, with V.C.S. frame as a reference it provides a theoretical counter step for the impacts and obstacles of the new revision of the Criminal Procedural Act on the police authorities and looks forward to promoting the level of evidence ability and judicious evidence during the investigation and construct of public values. Finally, conclude this search and provide some comments as follows: 1. It should make relevant measures for the judiciary to follow. 2. Construct prosecutor and police investigation together. 3. Promote the rank of the authorities which are in charge of criminal prevention.

An Analysis of Zeng Guaofan's Political and Military Administration with PAM and V.C.S.Liu, Tsai-chin 12 June 2009 (has links)
This thesis is an analysis of the characteristics and the public affairs management policies of the traditional Chinese society during the reign of Emperors Xian-feng and Ton-gzhi in late Qing Dynasty. Using Tang Hao-ming¡¦s three-book trilogy Zeng, Guo-fan as the main reference, this thesis first analyzes the phenomenon, characteristics, and conditions of the traditional society during late Qing Dynasty with the PAM framework, and then follows Zeng, Guao-fan¡¦s career from the time when he first established the Xiang Army in 1852 to his passing in 1872 with V.C.S. analysis. His two-decades long service in public administration and the military, from his being drafted into the army while in mourning to his appointment as the Viceroy of Liangjiang, is divided into 22 stages. A comprehensive V.C.S. analysis of his four administrative periods is also provided. The last part of this paper consists of a PAM-based assessment of Zeng¡¦s administrative strategies, which can serve as valuable reference for promoting cross-strait social development and exchange. A viable strategy is also drawn from this historical period with the hope of resolving cross-strait conflicts and strengthening the ties.

The Strategy and Content of Local Tax Bureaus Safeguarding Taxpayers Rights-- from the Aspect of Public ValueHuang, Mei-Fen 15 January 2012 (has links)
The thesis studies the execution of the protection of taxpayer rights by local tax bureaus. By having Ming-shen Wang¡¦s The Integrated Framework for Public Affairs Management (2006) as theory basis, the key issue about safeguarding taxpayer rights is analyzed. This thesis applies V.C.S. Strategic Triangle introduced by Mark H. Moore (1995) to define three dimensions, namely, value, capacity, and support, and takes the public service values of tax officials into consideration. This thesis has conducted in-depth interviews and retrieved 367 pieces of valid questionnaires from local tax officials in southern and northern Taiwan.
The thesis discovers that the public service values of tax officials incline to proficiency, responsibility, and fairness, emphasizing more on work performance than democratic administration. Most of the tax officials agree on the conceptions of value, capacity, and support of safeguarding taxpayer rights, and those conceptions are not affected by different public service values.
On the conception of value, tax officials believe that substantive taxation adhering to fairness and justice can truly safeguard taxpayer rights. Tax officials at basic level believe safeguarding taxpayer rights will affect work efficiency and tax income. Considering the aspect of capability, tax officials think that they have sufficient competence and attitude to ensure taxpayer rights. They attribute the difficulties in practice to the deficient tax system. Safeguarding taxpayer right will increase workload, and moreover, the efforts are not sufficiently reflected in annual performance assessment scores. On the aspect of support, tax officials agree on protecting tax payer rights but require more understanding in its content, and they feel the public do not see the efforts of tax administrations to safeguard their rights.
This thesis makes four suggestions: first, tax officials shall modify their concepts of public service values; second, administrations shall train the officials to help taxpayers with empathy; third, performance assessment shall be conducted with Balanced Scorecard and V.C.S. Strategic Triangle; fourth, tax reform shall be continued, in order to fulfill fairness and justice in taxation.

The pan-green coalition¡¦s perspectives towards development of Kaohsiung under cross-strait pattern are investigated in this disquisition. The gist of the study, that adopts Dr. Ming-shen Wang¡¦s original PAM (Public Affairs Management) and SDM (Social Development Matrix) methods as a foundation of its theory, and that combines MOORE¡¦s V.C.S. ( Value, Capacity, Support ) policy characterized in triangle interview issues, looks into whether the management and operation are available for Kaohsiung government¡¦s communicating of cross-strait trades. After dealing with the pan-green opinions, by interviewing 55 persons who belong to pan-green and neutral constituencies, including delegates, scholars, media, public officials, all sorts of trades, and citizens, the conclusion appears their common believes and various values of their statements.
However, the conflict exists among the constituencies¡¦ knowledge towards the development of Kaohsiung city under the cross-strait circumstance. For example, at the controversial film festival year when Rebiya Kadeer was displayed without being censored, there are convincing conflicts over it between public officials and citizens. In the official group, 100 percent reveals that in democratic Taiwan, it is unnecessary to be censored at all. Comparing the citizen group, 29.4 percent suggests that it is unnecessary either, 12.6 percent accounts for the fact that it related nothing to administrators¡¦ abilities, 25.2 percent says that it needs censorship before displaying, 21 percent shows that it belongs to an ideological subject, 12 percent is miscellaneous. The final goal of two groups¡¦ statistics proves the necessaries of the equally developments between northern Taiwan and the southern, draining foreign institutional investors into Kaohsiung, promoting its development of economy, increasing the opportunities of employment, stable living and people owning their houses, prosperity in all.

According to governmental delegation-authority and people¡¦s trust, police authority acts as guardians in public field to maintain social order and serve the public as well as a carrying-gun group. However, at present, the so-called people¡¦s police are still restricted because of extrinsic influences and complicated environment. Moreover, they are still satisfied with immersing in subjective achievements. Therefore, it is a pity that they rarely make efforts to analyze and resolve deep-rooted problems.
In a pluralist society, in order to manifest governmental effectiveness, police duty must pursuit perfection to meet more and more complicated public issues. Consequently, it is essential to define the implementation of corn value. Namely, it is to deeply discuss and analyze the value definition of research issues, and insist on the principles of planning, making decision objectively, judging subjectively, analyzing, managing and operating practice, realizing society changes and controlling trend with macro perspectives and micro angles to predict the future by reviewing the past so as to combine knowing and doing.
This research referred to the viewpoint of ¡§An Integrated Public Affairs Management Framework¡¨ planned by Ming-Shen Wang to discuss the casual relation in the dramatic changes of Kaohsiung society and deeply analyze on the main police functions with V.C.S. strategic management method and focused on promoting the capacity of police organization to draw appropriate projects from out-of-date issue of police on-the-job training education to look forward to advancing police professional functions and response citizens¡¦ eager expectation.

Nonprofit organization (NPO) management has recently been a popular study field, to which the concept of strategic management has been also broadly applied. Notwithstanding it is nearly impossible for NPOs to calculate their outcomes accurately by evaluating the operational performance in monetary terms. The business world utilizes SWOT, the strategic analysis tool, to emphasize the external and internal environments and competitive advantages. That is however different form the nonprofit world which focuses on achieving public value. In order to effectively evaluate NPOs¡¦ operating performance, this study adopted the points of view of Mark H. Moore¡¦s (2003) V.C.S. Strategic Triangle and Ming-Shen Wang¡¦s (2005) Integrated Frame of Public Affair Management to manifest that public value could be the strategic management object for NPOs. By discussing the introduction of V.C.S Strategic Triangle to the NPOs in Taiwan, this research intended to discover the possible measures to improve operational performance.
This study takes the Kaohsiung Jen-Ai¡As Home (KHJA) as a case example. The board members, consultants, committee members, and executives of the KHJA, officials of pubic sector, and clients were vis-a-vis interviewed based on a structured questionnaire. The goal of conducting the interviews was to discover whether the interviewees expected to improve the future performance when they put in labor power, finance, and facilities due to the organizational culture, value, and capacity. In other words, whether they responded to the social value and the support from both internal and external environments; shaped future organizational culture and capacity based on today¡¦s working experience; and remained the vision for public value in organizational short-term, midterm, and long-term plans and strategic management. .
Research results: 1. social capacity could create people¡¦s well-being¡Xinstitutional design protects the people in need and ceases the plight; deprived situation would not be permanent. Bringing fortunate people and unfortunates, suppliers and dependents, as well as the young and the old people together would establish a stable social foundation for cohesive social welfare. 2. Re-positioning social welfare organizations as multi-service NPOs which are not only for traditional service of help but also the expression of the value of living quality and creation of public value. 3. Social welfare organizations could increase the supply efficiency, service flexibility and living quality with the model of mixed welfare economy, and avoid the financial crisis of welfare states. 4. The roles and functions of social welfare organizations have to be planned in a view of strategy including three key components¡X¡§value¡¨, ¡§capacity¡¦, and ¡§support¡¨ to guide the NPOs¡¦ future position and direction.

Kaohsiung Citizens and Households Officers¡¦ Cognitive Analysis of the Household Registration Office in the Public ValueLee, Shu-Hua 24 July 2012 (has links)
In the face of the global trend of administrative reform, to cope with changing times and enhance the competitiveness, Taiwan restructures the administrative division into five Metropolitan Cities. To improve the administrative efficiency of the Government and responding to people's need, Central and local government implement reconstruction, rebuilding the organizational culture and the core values.
After the Reform, among the five new Metropolitan Cities, Kaohsiung City has the biggest transformation in size of the city and organizational changes, also in geography, culture, industry, transportation, community, and more. It becomes more challenging for the local government to face the new problems. The Household Registration Office is the front-line of customer services and their core value is ¡§to better serve people¡¨. During the general public¡¦s visit to the Household Registration Office, people can feel the changes of better customer services and efficiency. This will change public¡¦s view of the government operation. Therefore, the Kaohsiung Household Registration Office has to set a very clear organizational mission and vision. Furthermore, with the limited resources, managers must worry about how to build the public value and vision, which will be recognized and implemented by the members of the Office. At the same time, these values and vision should be also recognized by the general public.
The purpose of this study is to explore public value differences among different parties within the Kaohsiung Household Registration Office. Through Public Affairs Management and literature analysis, I outline the characteristics of regional governance in Kaohsiung City. With in-depth interview of the policy-setting officials of the Kaohsiung Household Registration Office, I also focus on the public values of the Household Registration Office. This study corresponds to four structure (Organization internal process, and financial, and customer, and learning and growth) of Balanced Score Card, and to establish a goal to evaluate the organizational performance. The Social Judgment Theory questionnaires are also based on this. Test target are the entry-level Household Registration Officers of previous known as Kaohsiung City and Kaohsiung County. At the same time, I asked the general public to answer the same Balanced Score Card questionnaires. This will help the manager to understand the variation of public value differences among different parties. This will also help the managers to solve the problem in-time, change the content of public value and to achieve the goal set by the Local Government.
This result of the study, for the Household Registration Office, there are no big discrepancy before and after the Reform. The main reason is that Household Registration Office utilizes the nationwide Standardized Computer Operation System. And the regulation is base on Household Registration Act. Both Computer System and regulation are put in place by the Central Government. However, from this study, after the merger of city and County, I did find that the Kaohsiung Household Registration Office need to do an overall adjustment in the allocation of financial resources and staffing, local application of the separate regulations and organizational cultural.

Elementary School and Junior High School Teachers¡¦ Social Values and Cognitive Judgment on the Grade 1-9 Curriculum Policy AdministrationLan, Wang-Feng 08 May 2007 (has links)
The Grade 1-9 curriculum policy has changed the traditional curriculum rationale and curriculum design. The large scale and profound influence of this change can be considered a revolutionary transformation during the educational process in Taiwan. The policy implementation has particularly focused on the elementary school and junior high school teachers, which involves not only the change in teachers¡¦ instructional patterns, but also teachers¡¦ professional roles as well as the transformation of their values.
¡@¡@Ideas of the Grade 1-9 curriculum policy have conveyed certain concepts. However, when the policy is implemented, a lot of details are involved, such as instructional plan, instructional method, action research, which require teachers¡¦ abilities for preparation, accompanying measures related to administration, or even the general public¡¦s and parent¡¦s questions about and support of the policy. All these have caused a lot of difficulties during the process of policy administration. Among them, the key point is whether the elementary school and junior high school teachers can identify themselves with the ideas of the curriculum reform, and dedicate themselves to implement this policy goal, which is closely tied to the substantial outcomes of this policy. Based on the context of this problem, it is worthy of a study on understanding this problem, and even resolving the problem.
¡@¡@An educational philosophy works as a basis to form a policy, and does not happen independently in the system of an educational structure. In turn, it is a response to the social context at that time, and is related to the social value system then. When the policies and ideas are implemented, a critical examination of social habits should not be ignored. In order to emphasize the policy analysis of curriculum reform implementation, if the society is considered the conceptual background of policy analysis, the policy formation can be more correctly and comprehensively understood, and can work as a basis to explain the problems due to the policy administration.
¡@¡@On these grounds, this study is based on the social concepts of the Grade 1-9 curriculum policy, and attempts to investigate the correlation between grassroots teachers¡¦ social values and the reform of the Grade 1-9 curriculum policy. The purpose is to explain the relationship between different teachers¡¦ social values and the policy of the curriculum reform, to understand cognitive differences as well as to test and verify the applicability of the methods to reduce the cognitive differences and resolve the cognitive conflicts.
¡@¡@In terms of the research method, the researcher first has referred to Inglehart¡¦s hierarchy of needs (1990:25) to measure the priority of the value index in the social values, and categories the teachers in the study into two different social value groups: materialism and post-materialism. The quasi-experimental method of the Social Judgment Theory (SJT) is applied to judge and analyze the study. The concept of ¡§V.C.S. Strategic Triangle, ¡¨ is applied to define the three indices, value-capacity-support (V.C.S.), in the Grade 1-9 curriculum policy implementation. The function and application of the lens model in the SJT, thus, are verified. It is hoped to test, verify and explain the different cognitive judgments on the beneficial results of the curriculum reform and V.C.S. policy implementation made by the teachers with different social values (criteria, cues, function form, weights, judgment policy and cognitive feedback).
¡@¡@Among the above-mentioned methods, the cognitive feedback model is especially applied to present the subjects¡¦ internal cognitive judgment on policy reference variables, for the purpose of helping the subjects to judge their level of cognitive change after they directly understand and compare their interpersonal learning with others.
The findings are as follows:
1. Teachers with different social backgrounds and conditions have different value orientations.
2. Based on the SJT method, two groups with different social values have different cognitive levels of the curriculum policy reform¡¦s beneficial results.
(1) The criteria of the curriculum policy reform¡¦s beneficial results among the subjects with different value orientations are very inconsistent, which indicates the cognitive differences between these two groups.
(2) Groups with different social values cause different function form models and weights of the three policy reference variables: ¡§V¡¨ ¡§C¡¨ and ¡§S¡¨. Materialists tend to identify themselves with the variable, ¡§S¡¨ while the post-materialists with the other two variables, ¡§V¡¨ and ¡§C¡¨.
(3) The three policy reference variables; namely, ¡§V¡¨ ¡§C¡¨ and ¡§S¡¨ among groups with different social values show lower similarity in the judgment policy.
3. After experiencing the interpersonal learning of cognitive feedback, groups with difference social values will make cognitive changes, which result in the narrowed cognitive differences between these two groups.
(1) After the cognitive feedback, the cognitive consistency with the subjects will increase.
(2) After the cognitive feedback, the actual value and estimated value of the test results among groups with different social values will have higher agreement.
(3) After the cognitive feedback, the three function form, and weights, namely, ¡§V¡¨ ¡§C¡¨ and ¡§S¡¨ among groups with different social values have been adjusted toward the cognitive orientation different from theirs
(4) After the cognitive feedback, the three cues, namely, ¡§V¡¨ ¡§C¡¨ and ¡§S¡¨ among groups with different social values show higher similarity in the judgment policy.
4. The results of the questionnaire found that groups with different social values and social attributes (such as social conditions during the growing process, family¡¦s social-economic status, age and educational background) have different levels of identification with the three indices, namely, ¡§V¡¨ ¡§C¡¨ and ¡§S¡¨ Materialists tend to identify themselves with the variable, ¡§support,¡¨ while post-materialists with the other two variables, ¡§V¡¨ and ¡§C¡¨. The research results are identical with the research results of the SJT.
