Dive into Duty: The Call of Law Enforcement : A single case study investigating the significance of the motivating factors in the risk-filled career path and recruitment efforts.

Abstract:    Background: This study investigates Polismyndigheten (The Swedish Police Authority)  structure, recruitment challenges, and branding strategies. Despite extensive efforts, persistent recruitment shortages coincide with increasing crime rates. The authority employs multi-platform recruitment campaigns emphasizing both emotional and practical benefits of joining the police force. However, recruitment shortages persist, highlighting the difficulty in attracting qualified candidates to high-risk occupations.   Purpose: Public sector organizations like Polismyndigheten face challenges in attracting and retaining qualified individuals due to the risks of police work. This study investigates the motivations of individuals, especially police students, in pursuing high-risk occupations within the police force. Focusing on Borås Police Academy, it aims to enhance employer branding strategies.   Method: This qualitative study utilized semi-structured interviews with a selection of relevant participants from Borås Police Academy. Employing a deductive approach, the data were subjected to thematic analysis, enabling the identification of key themes and patterns. This method facilitated the interpretation and extraction of significant insights from the data.   Conclusion: Findings show internal values, societal influences, and personal aspirations as main motivators. While recruitment ads matter, employer benefits, societal impact, and personal growth opportunities are key. Suggestions for Polismyndigheten include aligning branding with student perceptions and emphasizing authenticity. Leveraging these insights can boost officer recruitment and retention, enhancing police advertising and public perception.

Den transparenta polismyndigheten : En fallstudie av ungdomspolisen på Ålands Facebookanvändande

Sociala medier skapar stora förändringar runt både människor och organisationer. Det betyder att organisationer behöver anpassa sin kommunikation för att nå ut till sin målgrupp. Myndigheter har idag en uppgift i vårt demokratiska samhälle att informera och upplysa samhället och det är även centralt för myndigheter att börja använda sig av sociala medier för att nå sin målgrupp. Syftet med undersökningen är att kartlägga hur en polismyndighet kommunicerar via sociala medier till sin målgrupp. Vi har valt att göra en fallstudie på en specifik polisgrupp - ungdomspolisen och hur de kommunicerar till sin målgrupp. Undersökningen ämnar besvara följande frågeställningar: Hur kommunicerar polisen på sociala medier? Hur kommunicerar ungdomspolisen på Åland genom sin Facebooksida? Och i vilket syfte använder ungdomspolisen sig av Facebook? För att besvara dessa frågor har två metoder använts - netnografisk observation och semistrukturerade intervjuer. Genom en observation av Facebooksidan besvaras frågan hur de kommunicerar på Facebook och genom intervjuer framkommer svaret på i vilket syfte de använder sig av Facebooksidan. Det insamlade materialet analyseras sedan i ljuset av uppsatsens teoretiska ramverk där public relations, Schneiders kommunikationsmodell och strategier för myndigheter på sociala medier presenteras. De övergripande resultat som framkommit genom denna studie är att ungdomspolisen inte har någon specifik strategi för hur de kommunicerar. Poliserna har dock olika sätt att skriva, vilket på så sätt leder till vad man skulle kunna kalla egna individuella strategier för användandet. Deras huvudsyfte med Facebooksidan är att göra polismyndigheten mer öppen och transparent, vilket de gör genom inlägg där de vill informera, visa arbetet som polis, uppmana och föra en dialog med målgruppen. Polisen hade från början ungdomar som målgrupp, men med tidens gång har målgruppen förändrats till föräldrar och egentligen hela allmänheten. Slutsatsen utifrån analysen är att myndigheter som använder sig av sociala medier måste använda rätt plattform för att nå sin målgrupp, men även att sociala medier är ett utmärkt verktyg för att upprätthålla relationer och skapa förståelse för polisyrket vilket i sin tur kan leda till förbättrade relationer mellan polisen och målgruppen. / Social media creates new conditions around both individuals and organizations. This means that organizations need to adjust their communication efforts to reach their target group. Therefore, it is central to the authorities to start using social media to reach their target group when the usage of social media increases. The purpose of this study is to identify how a specified police group communicate through social media to their stakeholders. We have chosen to do a case study on a specific group of police – The Youth Police and study how they communicate through social media to their stakeholders. The study aims to answer the following questions: How does the police communicate on social media? How does the Youth Police communicate through their Facebook page? And for what purposes are the Youth Police using the Facebook page? To answer these questions, we have used two methods - observation and interviews. The collected material is then analysed in the light of the theoretical framework, where we describe public relations, Schneider's communication models and different strategies for authorities on social media. The overall results obtained by this study is that the Youth Police do not have a specific strategy for how they communicate, but the police have their own ways of writing and thus form an unspoken individual strategy. Their purpose with this Facebook page is to make the police more transparent, which they do through Facebook posts where they inform, show their work and have a dialogue with their target group. The Youth Police had initially adolescents as a target group, but along with the passage of time, their target group has changed into the parents of the adolescents and the public instead. The conclusion from the analysis is that the authorities, who use social media, have to choose the right platform to reach their target group.  Social media is also a great tool for maintaining relationships and creating an understanding of the police work, which in turn can lead to improved relations between the police and their target group.

The diploma thesis deals with the role of the police authority in preliminary criminal proceedings. The thesis is divided into twelve chapters which are further structured into subchapters, describing in more detail the given procedure or institute. According to the phases of preliminary proceedings, the diploma thesis is chronologically divided into the examination phase and investigation phase, describing further the police authority proceedings. The objective of the diploma thesis is particularly to describe the procedure and actions of the police authority in individual phases of preliminary proceedings and to explain its role. The content of the diploma thesis is focused on the relation of the person against whom the criminal proceedings are being conducted (i.e. the suspected or accused) and the police authority. This thesis deals with the verification procedure, which is the first part of the preliminary proceeding and thus part of criminal proceedings. The introductory part of the thesis briefly covers basic instruments of the preliminary proceeding including the investigation phase whose knowledge is key to realize the position and importance of the verification procedure in the overall structure of the criminal proceedings. Bodies that are involved in the criminal proceedings are discussed including their definition, organization and determination of their competence in the verification procedure. The core of the thesis is divided into several parts that deal with the analysis of the verification procedure as well as activities that precede the formal beginning of the criminal proceedings. The ways are discussed by which bodies become aware of offences as well as the first steps of the police authority in the unofficial phase that precedes the criminal proceedings. The core part of the thesis also looks at the prosecutor's and especially police authority's powers that are typical of this phase and whose records are not directly admissible as evidence before court. African American Men's Deaths in the U.S. and Perceptions of Procedural Justice

African American men between the ages of 18-35 years are increasingly likely to die during arrests by police under the purview of procedural practices. Using procedural justice and critical race theory as the foundation, the purpose of this correlational study was to evaluate the statistical relationship between procedural justice, consent to police authority, and certain demographic characteristics including socioeconomic status and age in a large Metropolitan area in the southern United States. Survey data utilizing the Procedural Justice Inventory and Willingness to Submit to Police Authority Survey were collected from African American adult males (n = 69) and analyzed using least-squares regression. Regression analyses revealed a significant relationship between procedural justice and consent to police authority (p < .05). In addition, socioeconomic status and age did not affect the relationship between procedural justice and consent to police authority (p < .05). Implementation of recommendations for training may provide police practitioners with the basis to develop training programs to affect behavioral outcomes of police. Following these recommendations may change the systemic relationship between the community and police. The findings of this study may also serve African American males by allowing them to take an introspective look at how they may react in certain statutory situations and taking positive actions as opposed to being reactive; thereby, possibly mitigating deaths during police interaction. The implications for positive social change afford community practitioners an opportunity to develop community programs that support individuals and communities to change systemic practices that foster procedural injustice.

Ett rättsväsende som Polismyndigheten finns till för att upprätthålla tryggheten i det svenska samhället genom att skydda oss medborgare. Det har tidigare genomförts organisationsförändringar på Polismyndigheten men inte en lika omfattande som den som skedde 2015. Polismyndighetens omorganisation syftade till att grunda “En sammanhållen svensk polis” vilket innebär att alla Polismyndigheter i Sverige likriktades så att samordningen och ledningen över verksamheten ska fungera mer effektivt. Syftet med denna studie var att få en bild av chefernas ledarskap på Polismyndigheten och se vilken betydelse ledarskapet har inom organisationen enligt cheferna. Dessutom ville vi öka förståelse kring omorganisationens påverkan på ledarskapet inom Polismyndigheten. Vi har utfört en kvalitativ studie där vi intervjuat fem chefer på Polismyndigheten. Analysen talar för att cheferna uppmuntrar självständighet vilket skapar en relation där cheferna har stort förtroende och tillit till sina medarbetare. Respondenterna uttrycker sin otillfredsställelse med omorganisationen och dess problematik med att ta bort nödvändiga resurser. Vår uppfattning som vi kan få fram genom vår analys är att vi finner tydliga liknelser mellan cheferna och det transformativa ledarskapet, som innebär att medarbetarna delar samma vision som sin ledare. Vi fann däremot även små spår av transaktionellt ledarskap, som innebär att en ledare vill ha mycket kontroll över medarbetarna. Ledarskapets betydelse på den direkta nivån där våra respondenter befinner sig på spelar ingen stor roll i jämförelse med hur cheferna på den högre nivån uppfattar ledarskapets betydelse. Resultatet visar att en omorganisation inte var nödvändig då vissa åtgärder bör utföras då förändringen skedde i för hastig takt. / A judicial system such as the police authority exists to maintain the security of Swedish society by protecting our citizens. Organizational changes have taken place at the police authority before, but not as big as the last one was. The police authority conducted a reorganization in 2015 that was aimed to establish "A coherent Swedish police", which means that all police authorities in Sweden were aligned so that coordination and management of operations would work more efficiently. The purpose of this study was to gain a clearer picture of the leadership of the police chiefs at the police authority and to try to interpret the importance of leadership within the organization according to the chiefs. In addition, we wanted to increase understanding of the reorganizations impact on leadership within the police authority. We have conducted a qualitative study where we interviewed five chiefs at the police authority. The analysis speaks that the chiefs encourage independence among their employees, and that the leadership of the police authority plays a major role, but that it may differ slightly depending on the level within the police authority. Respondents express their dissatisfaction with the reorganization and its problems with removing necessary resources. The conclusion we can get through our analysis is that we find clear similarities between the managers and the transformational leadership, but we also found small traces of transactional leadership. In addition, leadership plays a major role, but for some leadership may not be decisive for the survival of police forces. We can also see that a reorganization was necessary, but that certain measures should be taken, because the change took place at too high and rapid pace. The management of governmental policies for a gender-equal society of power distribution. : The case of the Swedish Police Authority.

The Swedish police authority is an extended arm of the Swedish government. The government implements governmental policies for its authorities, aiming at sustaining and improving the safety and wellbeing of society. In Sweden, one of the main policy safeguards is gender equality, which has been the focus of this study. It builds upon a well-established regulatory system for the representation of women in leading positions and argues for the benefits associated with tackling certain equality challenges. Up until now, most of the scholarly contributions on organization management, in relation to governmental policy, have dealt with leadership power and its efficiency, rather than equality. This study showed that the contemporary application of governmental policy has an impact on organizational culture. Through policy, gender equality could be increased as it encompasses potential benefits associated with leadership and power distribution. The study showed that this is also the case for the police authorities in Sweden in which applying gender policies has implications for managers' decisions when these are used to make the organizational leadership structures more equal. The application of policies to allow gender equality has also implications for employees regarding their work performances when advancing up in hierarchies.

The aim of this study was to examine how the police authority in Malmö works with crime prevention against juvenile delinquency. Furthermore, the study refers to questions regarding cooperation with other authorities such as the social services, schools, youth recreation centers and property owners. Consistent throughout the study is to reproduce the police officer's own thought about various forms of preventive measurses that they carry out in their daily work. In order for the police to be able to work preventively, it is important for them to be able to identify young people at risk for developing a criminal identity. The study presents various forms of preventive measurses such as situational crime prevention, social crime prevention and community prevention, which have different meanings and outcomes in the police's daily work. Situational crime prevention is used as a tool to reduce or make it more difficult for crimes to be committed in certain prime locations. Furthermore, questions about the police officers' own opinions about camera surveillance and visitation zones are discussed. Social crime prevention involves a long-term approach with a high police presence at schools, youth recreation centers and in residental areas. Community preventive measures involve neighbourhood watch, informative meetings with communtity citizens and safe residental areas. The results show that relationship building and cooperation with other authourities are the most important building blocks for successful preventive work regarding juvenile delinquency.
