Structural violence and the paradox of humanitarian interventionPapamichail, Andreas January 2018 (has links)
Humanitarian interventions tend to be justified by claims to the existence of an obligation upon ‘us' (the benevolent saviours) to intervene militarily when a state is responsible for large-scale atrocity crimes against its own population. However, this justification is paradoxical, given that there is rarely held to exist a commensurate obligation to address structural violence (even when ‘we' may be partly responsible for, or complicit within, structures that are violent). The paradox arises because structural violence can be harmful – even evil – in its own right, and can also lead to – or exacerbate – direct violence. Hence, intervening militarily, and inevitably causing further harm in the act of intervening, results in a moral shortfall. This shortfall is indicative of a prevailing understanding of harm that is blind to the potential for structures to be violent. In responding to the paradox, I adopt a critical cosmopolitan perspective to argue that because structural violence can be harmful on a great scale, and because it is co-constitutive of direct violence, we ought not to countenance intervening with the use of military force (with what this brings in the form of inevitable intended and unintended harm) to stop direct violence without also considering and addressing violent structures, especially if they are violent structures that we are, ourselves, embedded within. Therefore, it is morally imperative to engage in an ongoing process of illumination and addressing of evil structures to rectify the harms they cause, alongside any efforts to stem direct violence, if any sort of intervention is to be legitimate and just. This requires us to a) expand our understanding of harm and evil at the global level, and b) engage in consistent and sustained deliberative processes that bring to the forefront structural violence and structural underpinnings of direct violence.

The impact of an interim protection order (Domestic Violence Act 116 of 1998) on the victims of domestic violenceVogt, Tertia 03 1900 (has links)
Thesis (DPhil (Psychology))--University of Stellenbosch, 2007. / Domestic violence is a serious social problem, both in Southern Africa, as well as globally.
From March 2003 to February 2004 a total of 27 071 men and women were assisted by
Mosaic to apply for Interim Protection Orders (IPO), in the domestic violence sections of
eleven Magistrates’ Courts in the Western Cape in South Africa. Mosaic is a nongovernmental
organisation and provides free support services to all victims of domestic
violence.
The IPO, which is the practical tool and legal document of the South African Domestic
Violence Act 116 of 1998, is issued by a Magistrate’s Court. It is supposed to protect victims
from physical, sexual, emotional, psychological, verbal and/or economic abuse, harassment,
intimidation, stalking, damage to and entering of their property without their consent, in the
interim period before a Final Protection Order is granted.
The primary objectives of this study are to determine the impact of an IPO on the nature
and the extent of domestic violence, the impact of an IPO on the general well-being of the
victims of domestic violence and the efficiency of the application procedure for an IPO. The
secondary objectives are to compile a profile of the victims of domestic violence in different
cultural groups, to describe and compare the nature and the extent of domestic violence in
different cultural groups, to review the role of the police in the implementation of an IPO, to
make recommendations where applicable, and to inform the South African Government and
policy makers of the findings of this study.
An extensive literature study focusing on domestic violence, general well-being and the
link between the two concepts provides the theoretical basis of the study. The empirical study
confirms the link between domestic violence and general well-being.
A quasi-experimental research design is used in this study. The study comprises two
groups, namely an experimental group (N=884) and a control group (N=125). The control
group, which appears similar to the experimental group (in the sense that they also
experienced domestic violence) is drawn from the same communities as the experimental
group.
Both groups were pre-tested (completed a first set of questionnaires). The experimental
group was exposed to a treatment (the application for and granting of an IPO). Both groups
were then post-tested (completed a second set of questionnaires). Two standardised
questionnaires were used, namely The Abuse Disability Questionnaire (McNamara, 1999) and
The Spiritual Health and Life-Orientation Measure (Gomez & Fisher, 2003).
Participants in the experimental and control groups experienced all forms of domestic
violence as described in the Domestic Violence Act 116 of 1998 (RSA Government Gazette,
1998). Results indicated that the IPO did not contribute significantly to the reduction in total
abuse exposure, physical abuse, psychological/emotional abuse or sexual abuse, as both the
experimental and control groups experienced similar changes from the first to the second
measurements.
The IPO was found to contribute significantly to a reduction in total impairment. On a
physical level, the IPO contributes significantly to the reduction of health status issues. On a
psychological level, it contributes significantly to the reduction of concern with physical
harm, psychological dysfunction, life restriction and inadequate life control. On a social level,
the IPO contributes significantly to a decrease in relationship disability. The IPO does not
contribute to a reduction in anxiety and substance abuse as participants in both the
experimental and control groups experienced similar changes from the first to the second
measurements.
The IPO does not contribute significantly to an increase in the personal, communal,
environmental and transcendental well-being of participants in the experimental group as
participants in both the experimental and control groups experienced similar changes from the
first to the second measurements.
“Breaking the silence” and awareness of support had a similarly positive impact on
domestic violence in the control group, as did the IPO in the experimental group. This
indicates that it is not only the IPO, by itself, which has a positive impact on the victims of
domestic violence. There are shortcomings in the IPO and Interim Warrant of Arrest that need
to be addressed. Improving the information, education and support structures, both in the
courts and in the community, will empower the victims of domestic violence.
Although the present research was conducted in metropolitan areas in the Western Cape
in South Africa, improvements in the system that result from it will benefit all communities.
The key findings of this study have already been channelled to representatives of the
Department of Justice and Constitutional Development, the National Prosecuting Authority,
the Lower Court Judiciary, Non-Governmental Organisations, South African Police Service,
policy makers and other interested parties. Avenues for future research have also been
opened.

Safetifying from interpersonal violence through Phasic Protective Sequencing : a classic grounded metatheoryLast, Antony 11 1900 (has links)
This study generates a metatheory of interpersonal violence from an
initial qualitatively highest scoring academic literature item and
theoretically sampling over 200 additional literature items using classic
grounded theory methodological analysis and synthesis. Danger emerged
as the main concern of those experiencing interpersonal violence.
Safetifying from interpersonal violence through the socio-psychophysical
process of Phasic Protective Sequencing emerged as the resolution of the
main concern.
The metatheory of safetifying emerged in four parts:
1. The first was the socio-structural process of endangering with
interpersonal violence through the interaction of the people and the
elite resulting in endangerment (danger).
2. Danger precipitates the socio-psychological process of safetifying
before interpersonal violence which involves awarenessing, setting up,
and evaluating.
3. If the person is attacked, it precipitates the psycho-physical process of
safetifying during interpersonal violence including resiliencing,
finishing, and victoring.
4. The aftermath of an attack or the avoidance of an attack precipitates
the psycho-social process of safetifying after interpersonal violence
including reclaiming, relinquishing, and achieving.
The metatheory of safetifying was shown to contribute uniquely to the
field of interpersonal violence, to many related theories, and to have

This study was undertaken to determine the extent of aggressive behaviour exhibited by secondary school learners.
Many factors were considered when investigating the problem of aggressive behaviour. The problem was traced from the theorists' perspectives and factors related to the family, school and community. An extensive literature review showed that the above factors contribute to aggressive behaviour among adolescents.
In order to support or reject the findings of the literature study, quantitative (questionnaire) research and qualitative research (interviews) were conducted. The results of the quantitative research concerning learners' aggressive behaviour in secondary schools were analysed and interpreted while at the same time a deeper understanding of aggressive behaviour was revealed through qualitative research.
The results of the empirical research indicated that the more negative the family climate, school climate, community climate or influence of friends are, or the more negative the emotional self-concept of the adolescent is, the more aggressive the adolescent is, and vice versa. serious social problem. In South Africa thousands of women are victims of violence
inflicted by their intimate partners. Although violence against women is a serious
violation of human rights, it is often not recognised as such. Violence against women in
intimate relationships often results in women experiencing serious physical,
psychological and reproductive health problems. When living or trapped in abusive
relationships, women are exposed to injuries, ailments and diseases, wounds, chronic
pain, infertility and internal bleeding. In spite of the fact that governments, including the
South Africa government, have committed themselves to addressing women abuse
through legislation, large numbers of women still experience extraordinary high levels of
violence. However, many women neglect to report incidents of violence. Many women
remain in such relationships, legislation aimed at protecting their rights not withstanding.
The aim of this study was to explore why women neglect to report incidents of violence
and to explore women's experiences of violence. Seven coloured women between the
ages of 21 and 38 years and living in a small rural town in the Western Cape participated
in the study. In-depth interviews were used to obtain information from these women.
The extent of the problem of women abuse worldwide and in South Africa is illustrated
by research conducted internationally as well as locally. Radical feminism is used as a
theoretical framework to interpret the causes of women abuse, the 'acceptance' of women
abuse by the community and society and the reasons why women choose not to report
incidents of abuse. The analysis and the interpretation of the data is done against the
background of social practices embedded in the patriarchal structuring of society. It was
found that women's experiences and lives are predominantly structured in terms of their
sex and that women comply with expectations set by their intimate partners, family and
friends. In order to maintain their relationships, secure a household income and to protect
their children against poverty, women remain silent about the abuse they suffer. The
study also found that women's responses to abuse relate to the sources and options
available to them. / AFRIKAANSE OPSOMMING: Geweld teen vroue wat algemeen bekend staan as vrouernishandeling, is tans besig om in
'n ernstige sosiale probleem te ontwikkel. Binne die Suid-Afrikaanse konteks is duisende
vroue die slagoffers van geweld binne intieme verhoudings. Alhoewel vrouernishandeling
'n ernstige skending van menseregte is, word dit nie altyd as sodanig erken nie.
Mishandeling binne intieme verhoudings lê dikwels ten grondslag van vroue se fisiese,
sielkundige en reproduktiewe gesondheidsprobleme. Vroue wat vasgevang is in sulke
verhoudings word blootgestel aan beserings, kwale en siektes, wonde, kroniese pyn,
onvrugbaarheid en interne bloeding. Ten spyte van die feit dat verskeie lande se
regenngs, insluitende Suid-Afrika, hulself verbind het tot 'n stryd teen
vrouernishandeling met behulp van wetgewing, ervaar groot getalle vroue wêreldwyd nog
steeds buitengewone vlakke van geweld. Baie vroue versuim egter om insidente van
mishandeling te rapporteer. Baie vroue bly in intieme verhoudings ten spyte daarvan dat
wetgewing wat gerig is op die beskerming van hul regte in plek is. Die doel van hierdie
studie was dus om vas te stel waarom vroue versuim om insidente van mishandeling te
rapporteer en om insig te verkry in die ervaringswêreld van mishandelde vroue. Sewe
Kleurling vroue tussen die ouderdomme van 21 en 38 jaar en woonagtig in 'n klein
plattelandse dorpie in die Wes-Kaap het aan die studie deelgeneem. 'n Kwalitatiewe
benadering is gevolg en data is met behulp van in-diepte onderhoude ingesamel.
Die omvang van vrouernishandeling wêreldwyd en binne die Suid-Afrikaanse konteks
word geïllustreer aan die hand van internasionale en plaaslike navorsing oor die
verskynsel. Radikale feminisme word as teoretiese vertrekpunt geneem in die
interpretasie van die oorsake van vroumishandeling, die 'aanvaarding' van die verskynsel
deur die gemeenskap en samelewing en die redes waarom vroue nie insidente van geweld
rapporteer nie. Die analise en interpretasie van data is gedoen teen die agtergrond van
sosiale praktyke binne die konteks van patriargale strukturering van die samelewing. Die
studie bevind dat vroue se ervarings grootliks gestruktureer word in terme van hul geslag
en dat hulle hul gedrag in ooreenstemming bring met die verwagtings van hul intieme
maats, vriende en familie. Ten einde hulle verhoudings in stand te hou, 'n huishoudelike inkomste te verseker en hul kinders teen armoede te beskerm, besluit vroue om 'n
stilswye rondom hul mishandeling te handhaaf. Die studie toon dat vroue se response
verband hou met die bronne en opsies wat tot hul beskikking is.

Community counsellors' experiences of trauma and resilience in a low-income communityBenjamin, Arlene 04 1900 (has links)
Thesis (PhD)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: Violence is considered a global mental health problem. The rate of violence in South Africa is amongst the highest in the world and much of this violence is disproportionately skewed towards the poorer and historically disadvantaged communities. Low-income communities continue to bear the brunt of historical legacies of violence which are perpetuated through current ongoing cycles of interpersonal and community violence. While much has been documented about trauma and resilience in environments where the violence or traumatic event has ceased, there is a dearth of literature conceptualising trauma and resilience in contexts where the violence persists. Furthermore, even fewer studies have captured how trauma and resilience are conceptualised from the perspectives of the voices who experience this violence daily.
The social constructionist framework of this study aims to contribute to the knowledge of how trauma and resilience is constructed by those who experience ongoing violence, and whether resilience and healing does occur in an environment of continuous traumatic stress. The voices of the participants of the study provide an additional perspective from that of community-based counsellors. Their dual experience of living and working in a violent community gives a rich insight into the relationship between trauma and resilience.
The study is located in Hanover Park, a low-income community, notorious for its high levels of community violence. The participants are community-based counsellors who volunteer at Organisation X, a community-based ecological intervention that has been developed in response to addressing the cyclical impacts of ongoing violence and continuous trauma.
The research design is a purposive in-depth case study of eighteen counsellors, investigating the narratives of their lives within its real-life context. Follow-up focus groups held with the counsellors were guided by ideas and practices of narrative theory. The narratives were analysed using thematic content and experience-centred form analysis. Multi-level themes related to trauma and resilience were constructed by the participants. It was revealed that the trauma effects related to systemic ongoing violence are viewed as maladaptive features of negative resilience. At the same time positive resilience which promotes healing, empowerment and transformation is possible despite negative and violent environments.
The perspectives of community counsellors which offer critically important insight into their experience of the context of violence, and the complex interconnecting of individual, interpersonal and social aspects of trauma and healing in disadvantaged communities, could also inform future evidence-based interventions, provide alternate paradigms within which mental health professionals could position themselves to engage in issues of social justice and psychosocial health. / AFRIKAANSE OPSOMMING: Geweld word wêreldwyd as 'n geestesgesondheidsprobleem beskou. Die voorkoms van geweld in Suid-Afrika, is tans een van die hoogstes in die wêreld en die meeste van hierdie geweld neig om veral die armer en histories benadeelde gemeenskappe negatief te raak. Gemeenskappe in die laer inkomstegroepe is dus die mense wat die spit afbyt, omdat hierdie historiese nalatenskap van geweld deur die huidige voortdurende kringloop van interpersoonlike en gemeenskapsgeweld voortleef. Alhoewel daar alreeds baie dokumentêre bewyse bestaan oor trauma en veerkragtigheid in omgewings waar geweld of traumatiese gebeure beëindig is, is daar 'n gebrek aan literatuur wat trauma en veerkragtigheid vasvang waar geweld die orde van die dag is. Daar is verder nog minder studies wat vaslê hoe trauma en veerkragtigheid uit die oogpunt van die betrokkenes wat geweld daagliks ervaar, gekonseptualiseer word.
Die sosiale konstruksionisme raamwerk van hierdie studie beoog om 'n bydrae te lewer oor hoe , indien wel, trauma en genesing beleef word deur diegene wat voortdurende geweld ervaar in 'n omgewing waar aanhoudende traumatiese stres voorkom. Die deelnemers aan hierdie studie verskaf 'n addisionele perspektief van die van gemeenskapsberaders. Hul tweeledige ervaring van leef en werk in 'n gewelddadige gemeenskap verskaf 'n dieper insig in die verhouding tussen trauma en veerkragtigheid.
Die buurt waar die studie gedoen is, is Hanover-park - 'n lae inkomste gemeenskap wat berug is vir hoe vlakke van gemeenskapsgeweld. Die deelnemers is beraders uit die gemeenskap wat vrywillige werk doen by Organisasie X - 'n gemeenskapsgebaseerde ekologiese intervensie wat ontwikkel is om die sikliese impak van voortdurende geweld en trauma te verminder. Dit het aan die lig gebring dat die effek van trauma wat verband hou met voortdurende sistemiese geweld geag word as wanaangepaste kenmerke van negatiewe veerkragtigheid. Terselfdertyd is die positiewe veerkragtigheid wat genesing, bemagtiging en verandering evorder moontlik, ten spyte van negatiewe en gewelddadige omgewings.
Die vooruitsigte van die gemeenskapsberaders wat belangrike en kritiese insig in hul ervarings binne geweldsverband bied, die ingewikkelde verbondenheid van die indiwiduele, interpersoonlike en sosiale aspekte van trauma en genesing in benadeelde gemeenskappe kan insiggewend wees vir toekomstige ingryping. Dit kan alternatiewe modelle voorsien waarvolgens beroepslui in die geestesgesondheidveld hulself kan inrig om kwessies van sosiale geregtigheid en psigo-sosiale gesondheids-toestande aan te spreek.
