O estudo está voltado para o Brasil pós 1990, além da análise de duas políticas públicas que objetivam ingressar os jovens no mercado de trabalho: CIEE, organização não governamental desenvolvida para integrar empresas e escolas, e o PNPE, programa estatal que visa estimular a geração de empregos para os jovens. O primeiro capítulo do estudo discute o desemprego dos jovens, o segundo e terceiro analisam respectivamente o CIEE e o PNPE / Abstract: The dissertation deals with the problem of unemployment of Young people, and the public policies supposed to combat it. Focusing on Brazil from 1990 onwards, the research takes two cases of public policy whose objective is to include these young workers in the labor market: CIEE (a non governmental organization developed to the integration between school and firms) and PNPE (the state program to stimulate the supply of employment for young people). 我國青年就業促進政策之探討-以「青年就業讚計畫」為例 / A Study on the Employment Promotion Policy of the youth in Taiwan

在經濟全球化的發展下,勞動市場與就業結構也隨著改變,全球青年皆受到失業問題的衝擊,尤其是青年的失業率高於成年失業率。根據國際勞工組織ILO在「2015年全球就業與社會趨勢」報告中強調,2014年的全球青年失業率高達13%,有多達7,400萬名的青年處於失業困境中。而全球青年失業率是全球整體失業率的近3倍。突顯出青年高度失業的現象已成為各國必須積極面對的議題。 本研究係進行「青年就業讚計畫」之執行成效評估,藉由相關文獻回顧各國曾經施行的方案制度及我國近年相關的就業促進政策的制度,以作為分析「青年就業讚計畫」的基礎工作。透過半結構式的深度訪談青年、辦訓單位及公立就業中心就業服務員三方探討該計畫是否對青年之就業有所助益,並據以提出調整、改善後續工作之規劃與執行建議,以作為未來政策或制度設計修正之依據,期望能有效解決青年的高失業問題。 經過深度訪談,本研究發現如下: 一、青年就業讚計畫有助青年提升就業力,但缺乏後續協助就業配套措施 二、受訓青年訓後就業與參訓職類有相當程度關聯性 三、未建立就業追蹤平台,無法追踨訓後就業關聯性 四、課程審核流程時間過長,影響招生進度 五、參加訓練計畫需事先繳費,對經濟弱勢青年經濟負擔大 六、同質性計畫多, 造成資源重疊 本研究經訪談結果建議如下: 一、加強培訓公立就業服務中心人員職涯諮商、導引角色 二、課予辦訓單位就業媒合責任,提升青年就業率  三、青年調整就業心態,鼓勵及早規劃職涯,建立正確職業觀念 四、建置「訓後青年追蹤資料庫」,追蹤就業歷程 五、建立課程審核進度查詢機制,簡化行政流程 六、研擬課程分期付款機制,另設排富條款 / The phenomenon of economic globalization has affected labour market and employment structure, also impact on the unemployment rate around the world. In particular, Youth unemployment is higher than adult unemployment. According to the ILO “World Employment and Social Outlook: Trends 2015“report, it find that over 13% youth unemployed rate in 2014 around the world, and almost 74 million young people were looking for work in 2014. The youth unemployment rate is practically three times higher than the worldwide unemployment rate. Consequently, the high rising youth unemployment is a conspicuous problem that every countries around the world have to facing. The purpose of this study was to assess the effectiveness of the“Youth’s Employment Ultimate Plan”by literature review of Taiwan’s and other countries’employment promoting policies, in addition, to explore whether the plan is helpful for youth employment by semi-structured in-depth interview with youth people, the staff of training resource center and employment service center, afterwards, give information on the plan, thus a reference can be provided for the suggestion of the policy modify in the future. After in-depth interviews, this study found the following: 1.The“Youth’s Employment Ultimate Plan” help to raise employment rate but it’s short of provide after assistance and complementary measures. 2.The youth people after vocational training employed have a significant degree and correlation to the trained categories. 3.Lack of establishing employed tracking platform, thus can not track the correlation to the trained categories. 4.The time of approving course is too long to affect recruiting. 5.Joining the“Youth’s Employment Ultimate Plan”requires payment in advance, economically disadvantaged youth people can’t afford. 6.Many homogeneity plans result in resources overlapping. After in-depth interviews, this study suggested: 1.To enhance the employment service center staffs’consulting and introducing abilities. 2.To assign the response for employment matching services. 3.To encourage youth to adjust the attitude, to plan career earlier, and to establish correct views about career. 4.To establish the”database of trained youth people” to track the employed history. 5.To establish the inquiry system of the approving course progress rate, and to simplify process. 6.To develop a course installment system, and to set clause of wealth restrictions.

The perceptions and experiences of out-of-school youth regarding youth services in KwaZakhele

This research study has been conducted to explore and describe the perceptions and experiences of out-of-school youth regarding their access to the youth services available to them. A qualitative approach is followed and an exploratory, descriptive and contextual research design is utilized. The sample of the study was procured by means of purposive sampling. Data were collected by means of focus group discussions which were conducted using a questioning guide. Data were analysed according to the steps for qualitative data analysis provided by Tesch in Creswell (1994). To ensure the trustworthiness of the research findings, Guba’s model in Krefting (1991) was employed. The research findings were verified against the existing body of knowledge in order to compare and contrast the themes and sub-themes that emerged from the process of data analysis. The main themes that emerged from the study are lack of knowledge regarding available services, Needs or desires of out-of-school youth, hindrances or obstacles to access available youth services, suggestions for services relevant to needs of out-of-school youth and suggestions to make out-of-school youth aware of available services.

Changing behaviour patterns of disadvantaged unemployed youth through an intervention strategy using computer-based training techniques

This thesis is concerned with changing behaviour patterns of a number of unemployed disadvantaged youth associated with an intervention strategy called Career Start. Career Start uses computer-based technology in its instructional program, which attempts to address simultaneously three significant barriers to youth employment. These barriers are grade level attainment, low self-esteem, and destructive attitudes towards work. The participants in Career Start numbered 169 youths between the ages of 15 and 24. All had been classified as severely employment disadvantaged by the classification methods of Employment and Immigration Canada. The youths were interviewed to ascertain specific background characteristics and the reasons why they were unemployed. They were also tested before and after participation in the program to determine whether or not barriers to employment had been reduced. There was some evidence of improvement in academic scores, primarily in the language and mathematics areas. In addition, there was a reduction in the barriers to employment as measured by the Vocational Opinion Index. The Culture Free Self-Esteem Index also showed that the self-esteem of the participants was raised after participation in the program. The employment objectives of Employment and Immigration Canada were also taken into consideration during the study. During the first year the objectives were exceeded by 36 percent of the subjects and, during the first nine-month period of the second year, the objectives were again exceeded. Data were statistically analyzed using the Chi-square Test for Independence, the Non Parametric Sign Test, cross-tabulations, and frequency tables. The study indicated that Career Start had the potential to be a successful intervention strategy in addressing the problems of unemployed and disadvantaged youth. Self-employed youth and youth employed in governmental positions: an analysis of high school and beyond data

This ex post facto descriptive study used personal and environmental variables to differentiate 1,318 youth who attained either self-employment or positions working for a governmental entity within four years after high school. Differentiation was assessed based on the "push" and "pull" theories of employment. The sample was taken from the High School and Beyond 1980, 1982, 1984 and 1986 Sophomore Cohort database. The sample was analyzed as a whole, by females only, and by males only. Statistical techniques used in this study included factor analysis, logistic regression, Cramer's phi, and canonical correlations. Attainment of either self-employment or employment in a government position for the sample as a whole,for females, and for males could not be explained by the study. Neither could environmental variables indicate type of employment (signifying that these youth were not "pushed,") nor did substantial evidence exist favoring the impact of personal variables on employment choice (indicating that these youth were not "pulled.") Further research is needed to understand the self-employed/small business owner profile for developing potential entrepreneurs and an appropriate high school level, entrepreneurship curriculum. / Ed. Esta produção apresenta a construção de uma pesquisa sobre a história da EEP SENAI Nilo Peçanha que, em seu contexto, sonda os elementos vinculados ao princípio educativo do trabalho. Esta pesquisa teve por base diversas fontes, principalmente orais e documentais, tendo a evocação da memória como um elemento fundente, sendo composta por um breve histórico da educação para o trabalho no Brasil, do SENAI, da FIERGS e da EEP SENAI Nilo Peçanha. O tema da educação para o trabalho foi apresentado dentro da perspectiva de uma educação plena, voltada não apenas aos aspectos técnicos da execução de atividades laborais, mas à formação do ser humano, em diversos aspectos, como a ética e a sociedade, abordando o trabalho como um agente construtor e transformador da vida humana, nos aspectos ontológicos e profissionais. Foram realizadas entrevistas com treze ex-alunos da EEP SENAI Nilo Peçanha, oriundos de cursos da modalidade de Aprendizagem Industrial, voltados à área de Usinagem Mecânica, no período de 2000 a 2012, com apoio de questionários, gravação de áudio, reprodução e transcrições das informações e narrativas produzidas. As entrevistas ocorreram concomitantemente com a pesquisa em documentos para a obtenção de informações referentes ao histórico da Escola e estudos abrangendo as áreas da História Oral, História Cultural, Narrativas de Vida, Trajetórias Juvenis, Trabalho, Memória, Educação para o Trabalho, Identidades Juvenis, entre outros, os quais catalisam as narrativas. Os dados empíricos evidenciam que a Educação para o Trabalho, através dos cursos de Aprendizagem Industrial, na EEP SENAI Nilo Peçanha, foi fundamental para o exercício e o êxito profissional dos ex-alunos entrevistados. A trajetória profissional deles foi analisada através dos detalhes de sua inserção e atuação no mercado de trabalho, bem como, nas trocas de áreas de atuação, de cargos ou funções e nas relações destas funções com o aprendizado obtido nos cursos profissionalizantes. Em meio aos relatos dos ex-alunos são narrados alguns detalhes do funcionamento da Escola, suas regras, a metodologia aplicada, a cultura escolar, as percepções e expressões de sentimentos dos ex-alunos, fundindo-se com as narrativas de vida de um dos instrutores, que traça um paralelo entre sua experiência como aluno, profissional da indústria e docente, com as experiências dos seus ex-alunos, chegando até a realidade atual da instituição. Na visão dos interlocutores da pesquisa, os fatores mais significativos da atuação da EEP Nilo Peçanha, não estão relacionados com a parte técnica, ou nas informações essenciais para a execução operacional do trabalho, fatores que não foram discutidos pelos entrevistados, apenas referenciados como a marca da qualidade da Escola. The theme of education for work was presented from the perspective of a full education focused not only the technical aspects of performing work activities, but the formation of the human being, in many aspects, such as ethics and society, addressing the work as a builder and transforming agent of human life, the ontological and professional aspects. Interviews with thirteen alumni EEP SENAI Nilo Peçanha, from courses of Industrial Training mode, directed to the area of Mechanical Machining, in the period 2000- 2012, with support from questionnaires, audio recording, playback and transcripts were made information and narratives produced. The interviews took place concurrently with the research documents in order to obtain information regarding the history of the School and studies covering the areas of Oral History, Cultural History, Lore of Life Trajectories Youth, Work, Memory, Education for Work, Youth Identities, among others, which catalyze the narratives. Empirical data show that the technical training through courses of Industrial Training, the EEP SENAI Nilo Peçanha, was fundamental to the practice and the professional success of alumni respondents. The professional career of them was analyzed through the details of their integration and performance in the labor market as well as in trade of practice areas, positions or roles and relationships of these functions with the knowledge gained in professional courses. Amid reports of former students are recounted some details of the operation of the school, its rules, the methodology applied, the school culture and the perceptions and expressions of feelings alumni, merging with the stories of the life of one of instructors, which draws a parallel between his experience as a student, teacher and industry professional, with the experiences of his former students, even to the present reality of the institution. In view of the interlocutors of the research, the most significant factor of the performance of EEP Nilo Peçanha, are not related to the technical part, or the essential information for the operational execution of work, factors that were not discussed by the interviewees, only referred to as the mark the quality of the school. The aspects most remembered by former students are related to education focused on human development, where themes were presented as: ethics, respect, organization, human relations, diligence, commitment, responsibility, team spirit, friendship, entrepreneurship, among others, that were raised by respondents as important aspects of an education, which some have characterized as "the education of the person to be a professional." Such statements, allied to studies, meet the educational principle of the idea of work as a line of action for Vocational Education.

A demografia, como campo por excelência dos estudos da população, contribui nesse debate não somente através do reconhecimento das unidades espaciais, dos períodos e dos segmentos da população particularmente afetados por esse tipo específico de violência. Partindo das concepções teóricas que associaram - em décadas passadas - o processo de transição da estrutura etária ao agravo nas condições de ocupação laboral e às tendências de elevação das taxas de homicídio para a população juvenil masculina, procura-se avaliar se o momento atual da dinâmica sócio-demográfica poderia ainda hoje estar potencializando contextos propícios à disseminação de formas não convencionais de inserção socioeconômica, o que inclui a integração de homens jovens na criminalidade urbana violenta. A diversidade de fatores reconhecidos no debate atual sobre a expansão da criminalidade e da violência juvenil homicida no Brasil sugeriu uma análise multiescalar através da qual a população juvenil masculina e os sub-espaços urbanos relativamente desassistidos pelo poder público estariam servindo como recursos úteis à expansão de economias transnacionais do ilícito. Dentro dessa perspectiva vislumbra-se a disseminação da violência letal entre homens jovens em Brasília (DF)/Entorno de Brasília (GO) como manifestação essencialmente ligada à disseminação de oportunidades de reprodução social e econômica através da integração à circuitos transnacionais do crime, visto que a elevação recente (2000/2010) das taxas de homicídio juvenil masculino não corresponde aos períodos caracterizados pelo crescimento proporcional e absoluto da população jovem e nem mesmo pelo agravo nas condições de ocupação laboral formal e remunerada. Com o intuito de melhor vislumbrar a relevância dos aspectos sócio-demográficos nesse processo, utiliza-se uma contraposição entre as dinâmicas recentemente observadas em Brasília/Entorno de Brasília e em Parecis/Alto Teles Pires (MT), sub-região mato-grossense marcada pelo crescimento absoluto e proporcional da população de homens jovens, onde o homicídio juvenil masculino não aparece como tendência contemporânea predominante / Abstract: For decades the male juvenile homicide has been envisioned as a booming phenomenon in Brazil. The demography, as a field of study par excellence of the population, contributes to this debate not only through recognition of spatial units, periods and segments of the population particularly affected by this particular type of violence. Based on the theoretical concepts associated with that - in past decades - the transition in age structure to the offense in terms of occupation and employment trends of rising homicide rates for young male population, attempts to assess whether the current time dynamics socio-demographic could still be leveraging contexts conducive to the spread of unconventional ways of socioeconomic status, which includes the integration of young men in violent urban crime. A variety of factors recognized in the current debate over the expansion of crime and youth violence homicide in Brazil suggested a multiscale analysis whereby the male youth population and sub-urban areas relatively underserved by the government would serve as useful resources for expansion transnational illicit economies. Within this perspective glimpses the spread of lethal violence among young men in Brasília (DF)/Entorno de Brasília (GO) as a manifestation essentially linked to the spread of opportunities for social and economic reproduction through integrating the circuits transnational crime, since the recent high (2000/2010) of male juvenile homicide rates does not correspond to periods characterized by absolute and proportional growth of the youth population and even by worsening conditions in formal employment and gainful occupation. In order to better discern the relevance of socio-demographic aspects in this process uses up a contrast between the dynamics recently observed in Brasilia/Entorno de Brasilia and Parecis/Alto Teles Pires (MT), sub-region of Mato Grosso marked by the absolute and proportional growth of the young men population, where the male juvenile homicide does not appear as an dominant contemporary trend / Doutorado / Demografia / Doutor em Demografia
