Este trabalho pretende, sob a ótica das mais recentes descobertas no campo da identidade das nações, estudar como os conceitos de estereótipo e de reputação são observados e aplicados à realidade dos países, além de avaliar o papel que algumas organizações internacionais desempenham no processo cognitivo de construção do entendimento sobre regiões distantes e, por vezes, pouco conhecidas das pessoas. Para atingir este intento, o experimento realizado adota, como método, o instrumento de mensuração da imagem de países criado por Passow, Fehlmann e Grahlow. Às descobertas destes autores, foram introduzidas algumas modificações para possibilitar a inclusão de uma âncora. Objetiva-se conhecer a imagem desfrutada pelo Uruguai sob o ponto de vista de cidadãos franceses e a imagem desfrutada pela Letônia sob o ponto de vista de cidadãos brasileiros, bem como verificar se suas percepções sobre tais nações podem ser alteradas pela influência das âncoras Mercosul e União Européia. As análises do teste empírico dividem-se em três partes. As duas primeiras versam sobre a comparação, para um mesmo país, dos grupos que responderam o formulário com e sem a âncora, o que se viabiliza por meio de testes de igualdade de média e de variância e pela análise da participação porcentual de cada nota para o conjunto que compõe o retrato final desenhado pelos participantes da pesquisa. Por fim, é feito um cotejo entre o Uruguai e a Letônia, a fim de conhecer qual das nações goza de uma melhor imagem junto aos entrevistados nas dimensões: física, ambiente para negócios, econômica, liderança, cultural, social e emocional. O gerenciamento da imagem de um país, enfatizando seus aspectos positivos e amenizando os efeitos de pontos negativos, passa necessariamente pela sua detecção e entendimento, podendo lhe gerar como benefício uma melhora na qualidade dos relacionamentos com o resto do globo. / The scope of this paper is to study, from the perspective of the latest studies on national identity, how the concepts of stereotype and reputation are taken into account and applied to the countries reality, further assessing the role played by some international organizations in the cognitive process of acquiring knowledge of remote regions which may also be, occasionally, poorly known by the people. In order to attain this aim, the method adopted by the conducted experiment is the instrument for measuring countries image, developed by Passow, Fehlmann e Grahlow. Some modifications were introduced to these authors discoveries so that an anchor could be included. The purpose is to learn of Uruguays image from the point of view of French citizens and of Latvias image from the point of view of Brazilian citizens, as well as examine if their perception of such nations can be altered by the influence of Mercosur and European Union anchors. The analyses of the empirical test are divided in three parts: The first two deal with the comparison, for the same country, between the groups that responded to the form with and without the anchor, which is made feasible by means of mean and variance equality tests and by analyzing the percentage of relevance of each grade for the set which establishes the final panel drawn by the participants of this research. Finally, a comparison between Uruguay and Latvia is made by way of knowing which nation enjoys a better image in the respondents point of view in terms of: physical characteristics, environment for business, leadership, and economic, cultural, social and emotional aspects. Managing a countrys image, by emphasizing its positive features and mitigating the effects of negative subjects, is strictly related to the detection and understanding of such matters, what can bring as benefit the improvement of the nations relationships worldwide.

Os Hospitais Universitários (HUs) enfrentam muitos problemas em sua gestão financeira. Assim, receitas insuficientes para suprir despesas culminam numa situação deficitária. O índice de inadimplência dos hospitais é alto; por conseqüência, o prazo de pagamento dos fornecedores prorrogado. No ano de 2006, foi estabelecida uma reestruturação financeira e orçamentária denominada Plano Operativo Anual (POA), juntamente com o Ministério da Saúde e o Ministério da Educação, no intuito de tentar minimizar o déficit dos HUs. Tendo em vista tal situação, este trabalho de pesquisa visa a relatar como um Sistema Integrado de Gestão (ERP) pode aprimorar, bem como monitorar, o desempenho do POA e sua eficácia servindo de instrumento de orçamento das receitas hospitalares baseados em metas. A partir deste contexto, teremos como ponto de partida o estudo do caso do aprimoramento quanto à inserção do Hospital Universitário Gaffrée e Guinle (HUGG) no Sistema Único de Saúde (SUS), através da contratação dos serviços de saúde ofertados pelo hospital e seu respectivo modelo de financiamento, bem como os mecanismos de acompanhamento e avaliação das atividades de atenção, gestão, ensino e pesquisa. Com isso, ocorre a agilização dos procedimentos diários, maior eficiência na gestão hospitalar. Evita-se assim; entre outros; problemas concernentes ao setor financeiro da instituição. / The University Hospitals have to face many problems with its financial administration. So, insuficient proceeds in order to cover expences go up in a defective situation. The rates of hospital breaches are big; in consequence of that, the period of payment for the suppliers is postponed.In the year of 2006 a finantial and budgetary restructure was estabilished, which was called Anual Action Plan (POA) between the Health Ministery and the Education Ministery, with thepurpose to try to minimize the deficit of these hospitals. In order to solve this problem, this research intends to relate how an Integrated System of Administration is able to get better,as well as to monitorade, the performance of this plan and its eficiency, just being the instrument of the hospital rates based on targets. From this context we will have as the starting point the study of the improvement case as long as the insertion of the Gaffrèe Guinle University Hospital - HUGG in the Unique System of Health SUS through the contract of the health services offered by the hospitaland its respective financial model, as well as the mechanisms of following and evaluation of the attention, administration, teaching and research activities. So, this procedures will provide the agility of such plan,promoting bigger eficiency on the hospital administration,avoiding problems such as the related above.

Oregon and the Blue Eagle: a Study of the Response of Oregonians to the National Recovery Administration

The original response of Americans to the National Recovery Administration (NRA) was almost unbounded enthusiasm in mid-1933. But the enthusiasm of the public, business and labor for the NRA noticeably declined by early 1934 and it continued to decline until the NRA was declared unconstitutional in May of 1935. The primary objective of this study is to determine whether the response of Oregon to the NRA followed that of the nation. Focusing mainly upon the Portland metropolitan area, this study is based on information drawn from newspapers and other primary source materials available for the period during which the NRA was in existence. While this study does not purport to be a definitive analysis of the response of Oregon to the NRA, it does, hopefully, outline the general reaction of that state as a whole. The response of Oregon to the NRA roughly parallels the nation’s. The public, the business community, and the labor movement in Oregon responded to the NRA much in the same fashion as their counterparts nation-wide.

Care coordination, family-centered care and functional ability in children with special health care needs in the United States

Children with special health care needs (CSHCN) generally have physical, mental, or emotional conditions that require a broader range and greater quantity of health and related services compared to typical children. Care coordination (CC) and family-centered care (FCC) are necessary in the quality of health care for CSHCN. A gap exists in the literature regarding the impact of CC and FCC on children's functional ability (FA). Previous researchers have focused on met and unmet health care needs, but not on health outcomes or functionality. The purpose of this study was to determine if there was an association between CC, FCC, and FA in CSHCN. The design of this study was a secondary analysis of data from the 2005--2006 National Survey of CSHCN. The study was guided by an adapted socioecological multilevel conceptual framework. Statistical methods included univariate, bivariate, and multiple logistic regression analysis. Results indicated that CC was associated with FA in CSHCN. CSHCN that did not receive CC had a 53% increased risk (OR =1.53, 95%CI 1.21--1.94, p < 0.001) for a limitation in FA compared to CSHCN that received CC, controlling for age, gender, number of conditions, household poverty level, parental educational level, and health insurance. FCC was not associated with a limitation in FA in CSHCN ( p = 0.61). Findings from this study were consistent with the socioecological multilevel framework and the literature on care coordination. This study contributed to positive social change by providing information that can be used by public health officials, health care providers and policy makers in developing policies to assure that care coordination is provided to CSHCN and their families in order to improve their health outcomes and functionality.

Investigations into the quality of public services in Malaysia

This thesis emerged as a result from the desire to know how the Public Service of Malaysia is coping up with the demands of quality services from the public. The Public Service, in meeting the aspirations of the Government, on providing quality services to the public, has introduced a number of quality programmes. In spite of this positive move to inculcate a quality work culture among the Public Service employees, the public is said to be still complaining about public services. In this situation, investigations are required to determine the true status of the level of quality of services delivered by the Public Service. These investigations involved measuring service quality and the SERVQUAL instrument of measuring service quality, which has been tested for its reliability, has been introduced. After obtaining the measurements, shown in the form of service quality gaps, further investigations was carried out to identify the cause of the service quality gaps. It was discovered that service quality can be affected by the internal service gaps and in this case, the service performance gap is the main cause of the service quality gap. Further investigations narrowed down the cause of the service quality gap to performance appraisal. Therefore insight was gained about the improper implementation of performance appraisal which can affect quality. The invaluable findings obtained from the thesis about the Public Service prompted suggestions to be made about ways of improving quality services delivered by the Public Service.

The Use Of Non-monetary Incentives As A Motivational Tool: A Survey Study In A Public Organization In Turkey

The purpose of this study is to demonstrate to what extent non-monetary incentives are utilized in the public sector of Turkey and whether non-monetary incentives have the potential to increase the motivation of public employees as much as the monetary incentives. Incentive is any means that makes an employee desire to do better, try harder and expend more energy. Non-monetary incentives such as participation in decision making, verbal or written recognition of good work etc. are the kinds of incentives that do not involve direct payment of cash. To realize the objectives of the thesis, a survey study was administered at the General Directorate of Investment and Enterprises, under the Ministry of Culture and Tourism. According to the results of the study, most of the employees think that the level of utilization of the non-monetary incentives in their organization is inadequate. Also, the findings suggest that they value non-monetary incentives as much as monetary incentives. Thus, within the limitations of the survey study, it may be concluded that non-monetary incentives have the potential to increase the motivation of personnel in this public organization.
