An exploration of ethical conduct in the South African public sector: a case of the Eastern Cape Department of Education

The Eastern Cape Department of Education has become like a problem child in the Republic of South Africa. It is a cause for concern to both the provincial and national government. This is a department where service delivery is problematic. Schools are not built or renovated and children are taught in dilapidated structures or sometimes under trees. Hardly a week passes without the department making the headlines in the media for the wrong reasons. It is widely accepted that the department is dysfunctional and education is in a crisis. The department has emerged as the number one culprit of engaging in corrupt activities in the province. Public officials in the department have been identified as being at the helm of these corrupt activities. In the 200/10 financial year, the Auditor General issued a disclaimer to the department and highlighted a lack of direction, accountability and a total breakdown of internal control systems and supply chain management within the department. Numerous fraud risk indicators were identified during the audit and underlined by findings that are indicative of fraud and corruption within the department. This unfortunate state of affairs is contrary to the requirements of section 195(1) of the Constitution of the Republic of South Africa which provides for the democratic values and principles governing public administration including inter alia, that: A high standard of professional ethics must be promoted and maintained. Efficient, economic and effective use of resources must be promoted. Public administration must be accountable. This raises several questions about the ethical fitness of public officials in the department as the custodians of the public resources and trust. Though several reasons abound for this unfavourable state of affairs in the department, the researcher has singled out unethical conduct by public officials in the department and its impact on service delivery. The approach followed in this research was to analyse the 2009/10 Department of Education Annual Report and the 2009/10 Auditor General’s Report to the Eastern Cape Department of Education. The analysis confirmed the existence and occurrence of multiple cases of unethical conduct in the department. At the end scientific recommendations are proposed to alleviate this ill.

This chapter focuses on the literature relevant to the study and more significantly on the issues that are pertinent to the critical questions and the objectives of this research. The chapter will provide definitions of community participation and their intricate relationship with the Integrated Development Planning as a strategic framework for development within the King Sabatha Dalindyebo Municipality. In this context the chapter presents a review of literature dealing with the theoretical arguments surrounding public participation. Hart (1998:13) views literature review as the selection of available documents - both published and unpublished - on the topic, which contains information, ideas, data and evidence written from a particular standpoint to fulfill certain aims This chapter is divided into two main review sections. The first section reviews the relevant policy, legislation and guidelines in which public participation and the IDP process is located in South Africa. The second section focuses on the literature and theories of public participation and the IDP process as it is applied in South Africa.

An assessment of the supply chain management policy: the case of the King William's Town district municipality period 2009-2011

The intention of the study was to assess the supply chain management policy at the King William’s Town District Municipality. It became apparent from the Literature review that any municipality to play a meaningful role in ensuring that South Africa achieves the goal of becoming a developmental state, capable of confronting service delivery challenges, there needs to be a proper implementation of the supply management system policy. The study was also aimed at identifying the factors that support or hinder the implementation of the supply chain management within the King William’s Town District Municipality. In order to achieve this objective, interviews and self-administered questionnaires were conducted with various respondents in the municipality. The respondents insured the councillors from the five political parties comprising the municipality, municipal manager and section 57 managers, supply chain practitioners. It would therefore be critical important for the management of the King William’s Town District municipality to take into account the results of this study and its recommendations so as to ensure that there is a proper implementation of the supply chain management system within the municipality.

A comparison between household wealth across the wealth spectrum in South Africa

South African households are concerned with their financial wellness. This is evident through the recent social unrest, violent labour strikes and protest against government policies such as the demand for free higher education. The South African government’s redistributive policy to transfer funds from the financially well to the increasing number of financially unwell households are narrowing as the financially well households are declining in proportion to the total households. It is palpable that the situation is critical and decisive intervention is needed from the South African government, the private sector and labour unions. The main objective of this study was to investigate the main differences between households on the bottom end of the wealth spectrum compared to those on the top end in order to identify differentiating characteristics of the various groups in order to suggest targeted policy recommendations for the South African government to improve stability and increase the number of financially well households. In order to achieve this objective, the study was done in two phases. Phase 1 consisted of a traditional literature review where the balance sheet composition and characteristics across disaggregated households on a local and international level was examined. The purpose of phase 1 was to gain insight into the trends and characteristics of different categories of households internationally and in South Africa. Phase 2 consisted of secondary data analysis which was performed in three sub-phases. In sub-phase 2.1 the household balance sheet was used to determine the per asset and liability class contribution to total assets and liabilities for each of the disaggregated financial wellness categories. Each asset and liability class component was ranked according to its contribution percentage within each of the financial wellness categories. The outcome of the ranking highlighted differences in the asset and liability classes’ contribution to total assets within each financial wellness grouping. Sub-phase 2.2 evaluated the optimality of the household balance sheet composition of a financial wellness category in relation to the next financial wellness category by making use of game theory. The last sub-phase (2.3) iv examined possible reasons, through correlation, for the sub-optimality found in phase 2.2. The results of the study indicated differences in each financial wellness category asset and liability compositions in the household balance sheet. Age, gender and number of household members did not affect household wealth in this study. In contrast, income level, employment status, home ownership, education and marital status affected household wealth. Game theory indicated that the highest financial wellness category (Anchored Well) did not have the strongest balance sheet. The probable implication of declaring schools as fee-paying and no-fee-paying on the secondary schools financial management in Soshanguve

The research centres on the degree to which the no-fee-paying policy is influencing the financial management of schools in Soshanguve. The no-fee-paying policy stems from the Education Laws Amendment Act 24 of 2005 according to which the levying of mandatory fees was abolished at public schools that are declared no-fee-paying institutions. The state funded these newly declared no-fee-paying schools in order to create greater access to quality education and to improve the educational resources and equipment in impoverished schools. According to the findings of this research, there is little or no financial management in the former underprivileged schools in Soshanguve. This lack of proper financial management in these schools appears to be due to the lack of capacity within both the schools and the school governing bodies themselves. In addition, there appears to be a lack of equality and equity between the formerly underprivileged schools and the advantaged schools. In the words of Fiske and Ladd (2004b:248), equality and equity seem to be elusive. Schools in the cities are still advantaged since the parents are paying fees and schools are managing their funds, while parents in the township schools (especially in Soshanguve) have been found to be unsupportive financially. Political unification before economic integration : a critical analysis of Kwame Nkrumah's arguments on the United States of Africa

Kwame Nkrumah was the first African leader to pursue the idea of Africa’s continent-wide unity with fervour. Many thought that African unity will only be the pooling of poverty and that Nkrumah’s dream was impossible. Nkrumah was known for his philosophy "Seek ye first the political kingdom and all things shall be added unto it". He thought that political unity should precede economic unity, which would naturally follow. Even though the newly independent African states agreed on the necessity of unity, his philosophy was not welcomed when the Organisation of African Unity was established in Addis Ababa (Ethiopia) in 1963. Rather, delegates opted for incremental political integration leading to economic integration –an aspiration that Africa is still struggling to bring to fruition. This study demonstrates that Nkrumah’s idea of political unity before economic integration was and still is valid for Africa’s continent-wide unity. The understanding of poverty by poverty-alleviation project participants

The war on poverty is South Africa's priority and challenge. Many poverty alleviation programmes have been established in South Africa in an effort to overcome poverty. However, poverty alleviation projects have had little impact on the poverty profile of the country. Poverty continues to be pervasive, intractable, and inexcusable. The purpose of this study was to gain insight into the personal definition of poverty as constructed by the poor themselves. In this study the researcher's main argument was that sustainable poverty reduction calls for effective strategies based on clear and consistent concepts and approaches. Different ways of understanding poverty lead to different ways of dealing with it. A common and clear understanding of poverty helps build a common agenda with development partners, linking specific causes of poverty in each setting with sustainable policies and action. A qualitative study was conducted with fifteen (15) poverty-alleviation projects participants from three (3) different projects. Data was collected with the use of an interview guide. The participants' responses revealed that poverty, like beauty, is in the eyes of the beholder. The participants attached varying and interesting meanings to explaining the concept of poverty. Emigration of South African migrants to Australia and New Zealand : a mixed-method study

Over the past 30 years South Africa has lost valuable human capital due to high volumes of emigration. South Africa has also seen numerous changes in its political, economic and social structure specifically in these decades, but little investigation has been done into the possibility of an association between political, economic and social, as well as personal factors, and the decision to leave South Africa. This study refers to Lee’s Migration Model (1966) that was used as a broad theory for migration. The model involves four sets of factors: factors associated with the area of origin, factors associated with the area of destination, intervening obstacles and personal factors. Maslow’s Hierarchy of Needs Theory also explains the personal motivational theory for migration. Lee’s Model of Migration is used to investigate which political, economic, social and personal factors in the area of origin (South Africa) pushed South African emigrants to leave the country. It also investigates which political, economic, social and personal factors in the area of destination (Australia and New Zealand) pulled South African emigrants toward these countries. This study involved mixed-methods research (Creswell, 2009), thus the data collection methods were both qualitative and quantitative. The study followed a sequential exploratory strategy in two stages with the qualitative data collection occurring first, followed by a quantitative study – ‘QUALquan’ study. The data are mixed between analysis of the qualitative data and the quantitative data collection (Creswell, 2009:211). The qualitative data collection instruments used in the first stage of the study in 2009, were face-to-face interviews consisting of one focus group and six personal interviews in New Zealand, as well as twelve personal interviews in Australia. In the second stage of the study in 2015, namely the quantitative research, respondents were selected by contacting 17 closed (secured) Facebook groups that were formed for South Africans living either in Australia or New Zealand. There is no alternative sampling frame available since emigrants do not need to declare themselves as migrants on a work visa, furthermore, official documentation is not accessible to the public. A quantitative data collection instrument was administered with an online questionnaire. In the Australian Facebook groups, 137 respondents completed the questionnaire, and in New Zealand Facebook groups, 118 respondents, which adds up to a total of 255 respondents who completed the questionnaire. The results concluded that South Africa’s governance framework, its infrastructure and legislation acted as political push factors motivating South Africans to emigrate, while an uncertain economy contributed as an economic push factor. Socially, a perception of a limited future and a narcissistic society is what pushed South Africans to emigrate. Personal push factors that drove the emigration decision included, unmet physical, safety, belonging and esteem needs. The political factors that pulled South African emigrants to Australia and New Zealand involved effective government services and governmental aid. Economic pull factors included economic certainty and a lower cost of living. Social pull factors proved to be familiar circumstances and a better future. Personal pull factors were safety, belonging and self-actualisation needs. This mixed-method approach focussed on the gap to a followup study that was identified in previous individual qualitative and quantitative studies. Analysis of South African pension fund conversions: 1980-2006; developing a model for dealing with environmental change

Between 1980-2006, thousands of South African pension funds converted members from defined benefit to defined contribution structures. This research set out to answer the questions of why this phenomenon occurred and whether peculiar environmental circumstances influenced the outcome. The research framework identified various stakeholders in the retirement fund industry - government; regulator; pension fund adjudicator; ombudsman for long term insurance; trade unions; members; trustees; business; employers and service providers - and isolated the elements to be considered in the research. Industry experts were interviewed to obtain a macro view of the phenomenon and specific manifestations of the phenomenon were also considered in case studies. The purpose of the research was to develop a model for managers to assist them in dealing with environmental change. Qualitative research methodology was utilised and feedback from semi-structured interviews was categorised into several emergent themes. Within-case and cross-case analyses were conducted. Research results indicate that the conversion phenomenon occurred in two waves - one initiated in the 1980s and driven by the trade unions and a second in the 1990s, driven by employers, often at the advice of their consultants. Evidence of the start of a third wave also emerged. Results indicate that an environmental shock exerted a substantial influence on the course of events. Under these:  Various factors combined to drive organisational evolution (i.e. adaptation to the environment).  Adaptation speed was inappropriate and exceeded that which was required for sufficient thought.  Uncertainty and vacuum circumstances arose leading to consequences that require redress.  The power of the relative stakeholders changed and influenced the strategic outcome.  An imbalance in stakeholder interests arose and ethical factors became consequential.  Business acted to restore certainty for itself. Existing literature explained organisational behaviour in environments of competitive shock and high turbulence, but not in circumstances of environmental shock. A model emerged to assist managers to deal with environmental change, which was applied to an analysis of pension fund reform. It was also applied to the pension fund perspective on Broad-Based Black Economic Empowerment.
