Práce objasňuje různé přístupy k definici trvale udržitelného rozvoje a popisuje významné konference, které s ním souvisejí. Dále se zaměřuje na analýzu indikátorů udržitelného rozvoje. Jsou vysvětleny celosvětové indikátory, společné evropské indikátory, ekologická stopa a specifické indikátory. V další části je uvedeno, jak dochází v praxi k naplnění principů udržitelného rozvoje v městě Třebíč, které je zapojeno do mezinárodního Projektu Zdravé město.

The Nixon Environmental Agenda: An Insider's View of Republican Decision-Making, 1968-1973

Richard Nixon, the president, has been given little historical credit for the environmental accomplishments of his administration. Indeed, in his post-presidency memoirs Nixon himself shows no interest in the environment and when he does speak to the issue, it is disparagingly. But ironically, my thesis shows that no administration, before or since, has brought such progress to the multiple issues of environmental quality. The thesis explores the political, social, and historical factors that contributed to the "environmental revolution" of the late 60s and early 70s. The quality of the leaders chosen within the administration helps explain the dichotomy between a negative president and the environmental reform accomplished by his government agencies. It was my privilege to serve with or under these men: Walter Hickel, Russell Train, William Ruckelshaus, John Whitaker, and John Ehrlichman. Dedicated civil servants and other bright, young political appointees joined with me on the environmental agenda.

This thesis is an applied study of the response of a selected group of large construction companies in the Sydney Basin to the National Training Reform Agenda (NTRA). The thesis emanates from an interest in the modern view of public policy that suggests public sector intervention should 'augment rather than impede market forces' (Dollery, 1994:225). This view argues that too much public intervention has the potential to culminate in government failure because governments can be self-interested bureaucracies that are divorced from the interests and constraints of the market. To avoid such an outcome, this policy position advocates that governments should develop and implement public policy that encourages community, industry and individual participation in the policy agenda. This minimalist approach to public sector intervention, and the values it espouses, was investigated through research into the NTRA and the construction industry. / Doctor of Philosophy (PhD)

<p>Syftet med denna uppsats var att se hur Aftonbladets förmedling av risken för ett utbrott av fågelinfluensan har skildrats. Vi var intresserade av att undersöka om risken har förändrats genom de fyra första upptäckterna i Sverige.</p><p>I vår undersökning har vi kommit fram till att Aftonbladet använder sig av de diskurser som råder i samhället tex. sjukdomsdiskursen, expertdiskursen och nationsdiskursen. Detta anser vi att de gör för att appellera till läsare och skapa ett intresse för tidningen. </p><p>En annan intressant aspekt som vi har kunnat utläsa var att Aftonbladet har byggt upp och breddat risken för fågelinfluensan, genom att identifiera nya riskgrupper i artikelserien. Detta trotts att myndigheter och experter har försökt att tona ner risken för att smittan skall kunna nå nya riskgrupper.</p>

WORK WITH AGENDA 21 IN EUROPEAN CITIES. : A case of study: the waste's management in Barcelona and Gävle

<p>Sweden is a long-term world reference country in terms of sustainable development. On the other hand, Barcelona has recently made great efforts in order to improve and to make society aware of the importance of environmental issues. Hence, it would be interesting to investigate if these efforts had succeeded in the waste’s management in Barcelona compared to other leading European cities, and particularly to the case of Gävle.</p><p>In this work, the operation of the management of the urban solid wastes of the two cities is explained.</p><p>First, the objectives marked by Agenda 21 of each locality are exposed. Next, a theoretical perspective about management, generation of wastes and types of waste treatment is provided. In the following chapter, the results of the generation of wastes, selective collection and the treatments of the wastes are shown for both the cases of Barcelona and Gävle until the 2006.</p><p>Finally, the two cities are compared and the results obtained in the management of the wastes are discussed.</p><p>The conclusion in this study is that Barcelona has improved noticeable in terms of environmentally safe management of the wastes. This has happened thanks to the efforts of the city council and of the citizens.</p><p>But It is still necessary to make a major effort by the inhabitants of Barcelona.</p>

<p>This thesis concerns how local governments use the concept sustainable development, and what the concept means. The concept of Agenda 21 and local Agenda 21 will also be discussed in this essay, because it's an instrument for local governments to specify their work towards sustainable development. I have interviewed civil servants in leading positions in the municipalities’ work with environmental questions and sustainable development. In the choice of method for this thesis, I use the qualitative method and for the interviews I chose the “semi structure way of interviewing”.</p><p>This thesis shows that local governments’ implementation of sustainable development and Agenda 21 differ between the municipalities. In one local government was the focus on an adapted local Agenda 21-document. Another local government worked with a complement to the local Agenda 21-document in shape of commitment to the Ålborg-declaration instead. An explanation to that was that the government wanted to integrate additional dimensions to the local government work with sustainable development. A third local government does not longer follow the Agenda 21-document, even though such a manual had been designed earlier. The government works with the own profession of the government employee instead, and a climate and energy strategy is now under development. The idea is that the strategy is going to be a new complement to the local Agenda 21.</p><p>The concept of sustainable development is, in a theoretical way, quite broad. This has resulted in the fact that all of the three local governments have different views to what sustainable development involves. However, this might have been the intention behind the concept of sustainable development, because you have to adapt the investment to the local level to match the own local government in the best way. All the informants agreed that the Bruntland reports’ definition of sustainable development is the starting-point for their own versions of sustainability strategies.</p>

Variable plutôt ignorée au niveau de la littérature portant sur l’analyse du parti au gouvernement, les élites exécutives, leurs trajectoires politiques et leurs expériences de socialisation peuvent constituer une explication alternative pour l’articulation de l’activité des exécutifs. Par le biais d’une étude de cas, portant sur les élites politiques en Roumanie postcommuniste, la recherche procède à une interrogation concernant l’impact des acteurs individuels sur la formulation des politiques publiques et la coordination de l’activité gouvernementale. De la sorte, menée d’une manière constructiviste, la recherche suscite la délimitation d’une série de réponses à la question : Comment les trajectoires politiques des ministres et des secrétaires d’Etat influent-elles sur la prise de décision gouvernementale en Roumanie postcommuniste ? L’influence des élites gouvernementales est analysée sur deux grands axes de recherche : (1) une dimension qui vise les relations qui se forgent entre les acteurs au niveau organisationnel –institutionnel et (2) une dimension qui porte sur le contenu même des politiques entamées. D’une manière compréhensive, intégrant plusieurs approches centrées sur les élites, le cadre analytique imbrique les effets estimés au niveau du parti et les effets établis au niveau du fonctionnement des exécutifs. Les conclusions de la thèse soulignent l’importance du profil des acteurs gouvernementaux dans la coordination de l’activité des exécutifs durant la période 1989-2007. L’expérience politique des acteurs, tout comme leur position dans le parti sont des facteurs essentiels dans la définition des degrés d’autonomie décisionnelle et des marges de liberté dont les gouvernants disposent dans la création des politiques. L’étude met en exergue le fait que cette caractéristique décrivant l'existence d'un impact direct des acteurs individuels sur le caractère collégial, consensuel ou conflictuel de l’activité du cabinet, tout comme leur influence sur la réalisation du programme gouvernemental ne constituent pas une idiosyncrasie de la transition démocratique, mais un modèle de comportement consolidé dans le cas des exécutifs roumains.

Kenya har i många sammanhang varit den ledande nationen i Östafrika men när det kommer till en gemensam nationell identitet ligger landet långt efter sina grannländer. Gällande t ex kultur, traditioner eller vem man gifter sig med har istället den etniska identiteten en större betydelse för de Kenyanska medborgarna. Betydelsen av stamtillhörighet har genom historien bidragit till oroligheter mellan olika etniciteter inom landet, den senaste och mest förödande uppstod i och med presidentvalet i december 2007. Stamtillhörighetens betydelse ligger till grund för denna uppsats; vi undersökte den kommunikativa meningen av identitetsskapandet i interpersonell kommunikation och massmedia bland unga vuxna i Nairobi. Vi ville med andra ord ta reda på hur man genom diskurs skapar konstruktioner och uppfattningar om sin identitet. Teorier vi valt att basera vår studie på är Newcomb’s triangulära kommunikationsmodell och Westley och McLean’s masskommunikationsmodell. Vi diskuterar relationen mellan kommunikation och makt, socialkonstruktivism och de teoretiska begreppen identitet, etnocentrism och förställda gemenskaper. Metoder vi använt oss av är kvalitativa gruppintervjuer och innehållsanalys. Resultatet är analyserat utifrån ett diskursanalytiskt perspektiv. Vi kom fram till att den kenyanska identitetsdiskursen kännetecknas av betydelsen av den etniska tillhörigheten, vilken är mer central än den nationella tillhörigheten
