台灣電力市場用戶群代表制度之研究 / Analysis of aggregator systems for the Taiwan electricity market

本研究針對先進國家「用戶群代表」制度之政策與法規進行探討,並進一步探討如何施行於台灣電力市場。首先定義並解釋「用戶群代表」涵意後,整理出先進國家(包含美國、歐盟、德國、澳洲、韓國五個地區與EnerNOC、Comverge、CPower、OhmConnect四個公司)的用戶群代表商業模式案例,藉由文獻分析與個案研究,觀察先進國家政策方向與用戶群代表市場定位差異。同時,本研究由我國用戶群代表相關制度法規,探討用戶群代表於我國電力市場實施之適法性。此外,本研究根據文獻回顧整理出發展用戶群代表制度的關鍵成功因素,並詳細探討我國當前條件是否適合發展。最後針對政府與台電、產業界、學術界、電力用戶的不同角度,提出可行的政策法規建議。 / This thesis explores the policies and regulations of aggregator systems in advanced countries and explores how to implement aggregator system in Taiwan electricity market. In order to achieve this objective, we first define and elaborate the meanings of aggregator. Then, experience and case studies of USA, European Union, Germany, Australia and Korea are studied. In addition, business models of four aggregators, EnerNOC, Comverge, CPower and OhmConnect are presented. Furthermore, we examine current related regulations of an aggregator in Taiwan electricity market for feasibility analysis. In addition, this study summarizes the key success factors of the development of aggregator systems according to the literature review, and discusses in detail whether Taiwan's current conditions are suitable for development. Finally, market models and policy regulations in relation to the aggregator are recommended.

Setting Up Shop in the Digital Bazaar – Bangladeshi Blue-Collar Service-Providers’ Adoption of a Business Aggregator

This essay explores the early experiences of Bangladeshi blue-collar service workers in digitalising their livelihoods. It is a qualitative study that surveys and interviews service-providers in Dhaka who use the business aggregator platform Sheba.xyz, an online service marketplace, and seeks to understand what brought these self-employed micro-entrepreneurs, previously outside the digital economy, to adopt an ICT-enabled solution. The study is guided by Diffusion of Innovations (DOI) theory, one of the historically dominant paradigms in the field of communication for development (C4D). The overarching research question is, “Why did blue-collar service-providers in Dhaka adopt and use a digital business aggregator platform?” The aim is to explore what motivated/discouraged and enabled/hindered innovation adoption among a group of users previously marginalised from digital and financial inclusion. The findings suggest that adoption of Sheba.xyz among service-providers was not driven so much by a desire to digitalise one’s business per se, and as a means of mitigating a previous inability to do so. Rather, the factors that emerge from the qualitative data are other perceived relative advantages of the solution – of increase in customers, income, and opportunity. Survey respondents and interviewees also displayed strong affiliation with, and trust in, the platform provider; an alertness for fair treatment; and a drive to prosper, suggesting that they embraced a comprehensive concept and altered life situation where belonging, respect, and self-fulfilment matters, rather than narrowly adopted a new mobile application.

Durch die Vielzahl von heterogenen Informationsquellen sehen sich viele Nutzer einer kaum überschaubaren Informationsflut gegenüber. Aus diesem Grund werden durch diese Arbeit die gängigen Nachrichtenformate analysiert und der aktuelle Stand der Technik im Bereich der Nachrichtenaggregatoren dargelegt. Dabei werden diese Analysen immer mit Blick auf die Möglichkeiten einer personalisierten Filterung der Inhalte durchgeführt. Anschließend wird eine im Rahmen dieser Arbeit entstandene Infrastruktur für die Aggregation, personalisierte Filterung und kollaborative Empfehlung von Inhalten aus heterogenen Nachrichtenquellen vorgestellt. Dabei wird detailiert auf die zu Grunde liegenden Konzepte eingegangen und deren praktische Umsetzung beschrieben.

Цель исследования – реализация проекта по автоматической проверки контрагентов с использованием современных технологий и методов машинного обучения, выявление проблем конкурентного окружения и разработка способов их решения. Исследование также направлено на определение эффективности такого проекта по автоматизации процесса по сравнению с ручными методами проверки контрагентов и определение его потенциальной экономической выгоды. Объект исследования: процесс автоматизации проверки контрагента на предприятии. Основными результатами работы являются выделенные текущие проблемы в процессе автоматизации проверки контрагента, разработанные пути их решения и собственный проект по автоматизации процесса. Практическая значимость исследования заключается в применении авторских предложений по совершенствованию процесса автоматизации проверки контрагента на предприятия. / The purpose of the study is to implement a project to automatically check counterparties using modern technologies and machine learning methods, identify problems in the competitive environment and develop ways to solve them. The study also aims to determine the effectiveness of such a project to automate the process compared to manual methods of verifying counterparties and determine its potential economic benefits. Object of study: the process of automating the verification of a counterparty at an enterprise. The main results of the work are the identified current problems in the process of automating the verification of a counterparty, developed ways to solve them and our own project to automate the process. The practical significance of the study lies in the application of the author’s proposals for improving the process of automating the verification of counterparties at enterprises.
