Apesar desses programas institucionais fazerem parte das políticas públicas nacionais, a decisão de tratá-los em separado e realizar a análise em dois níveis deveu-se à especificidade que um programa de pesquisa relativo à agricultura familiar requer. Mais do que um visão interpretativa do tema, este trabalho busca contribuir com os ?Estudos sobre perspectivas da agricultura familiar?,destacando a dimensão cognitiva, enquanto um fator de sustentabilidade dos agricultores familiares no atual contexto de intenso processo de modernização da sociedade, de um modo geral, e do setor agrícola, em particular. Apoiando-se em dois referenciais teórico-metodológicos - a Análise de Política e os estudos de organizações - o trabalho identifica as características e tendências prevalentes nesses dois níveis. Por meio da reconstituição da trajetória das políticas federais e das ações da EMBRAPA, focando, sobretudo, no período mais recente (anos 2000), foi possível identificar algumas dinâmicas interessantes. No nível das políticas federais, observou-se um descompasso no que se refere ao grau de radicalidade das propostas. Aliado a isso, notou-se a prevalência de um discurso ?plural? e de uma ação mais moderada, pautada em ?soluções de compromisso?. No nível institucional, observou-se que a política proposta (federal e institucional) foi fortemente rechaçada pelo grupo hegemônico. Notou-se, também, a prevalência de um discurso conservador e desarticulador de grupos pró-agricultura familiar e de uma ação conservadora, tímida e pouco expressiva frente à demanda. Além disso, fica claro a tentativa de obscurecer o conflito entre agricultura familiar e agronegócio. O trabalho conclui que, embora tenha sido tímida a mudança no plano federal frente à demanda, seria esperado que ela tivesse induzido algum grau de transformação mais significativo na agenda de pesquisa da EMBRAPA, o que não foi verificado de forma significativa / Abstract: This thesis analyzes the coherence between the discourse and the actions implemented within the government relating to small family farming in the last decade in Brazil, focusing on two levels: a macro, that of national public policies, and a meso, or institutional, concerning institutional research programmes of EMBRAPA (Brazilian Agricultural Research Corporation). Despite the fact that these institutional programmes are part of the national public policies, the decision to treat them separately and perform the analysis on two levels was due to the specificities of programmes related to small family farming. More than being another interpretative view of the subject, this thesis seeks to contribute to the "studies on the prospects of small family farming," stressing the cognitive dimension as a factor supporting the farmers in the current context of intense modernization. Building on two theoretical and methodological approaches (Policy Analysis and organizational studies) the thesis identifies the characteristics and trends prevalent in these two levels. Through the reconstruction of the trajectory of federal policies and actions of EMBRAPA, focusing mainly on the most recent period (year 2000), it was possible to identify some interesting dynamics. At the level of federal policy, there was a mismatch with regard to the degree of radicalism of proposals. Allied to this, it was noted the prevalence of a "plural" discourse and a more moderate course of action, based on compromises. At the institutional level, it was observed that the proposed policy (federal and institutional) was strongly rejected by the hegemonic group. It was noted, also, the prevalence of an inarticulate and conservative discourse. Moreover, the attempt to dampen the conflict between small family farming and agribusiness is clear. The thesis concludes that although the change was very small at the federal level in terms of needs, one would expect it to have induced some significant changes in the research agenda of EMBRAPA, which was not observed / Doutorado / Doutor em Política Científica e Tecnológica

This diploma thesis tackles the issue of key reforms of the Common Agricultural Policy (hereinafter "CAP") made by the European Union (hereinafter "EU") during the last years and includes the context and the reasons which led to it. Despite the range of positive results which the CAP of the EU brings, it is followed by controversy. Agriculture as a topic rouses emotions and remains to be a delicate theme which often divides politicians. Disputes concerning conception of the policy are lead not only on the European and domestic level but also on the grounds of international organisations. Those which I would like to emphasize are particularly negotiations before the World Trade Organisation which tries to liberalize the international trade. A focus of this thesis is put on analysis of the development after year 2003 when the last significant turnover of the policy took place. Since this turnover until today we are witnessing only gradual changes. The aim of this thesis to analyse and evaluate whether if and in what areas did the EU make a change in the policy which reacted on its's objective issues and critics. Společná zemědělská politika Evropské unie na trhu mléka a mléčných výrobků / Common Agricultural Policy of the European Union on the Market with Milk and Dairy Products

The Common Agricultural Policy (CAP) was created in 1958 as one of the first policies of the European Economic Community. It is, however, also one of the most problematic ones. In this thesis I first address its creation, principles and targets. Then I describe reforms which had the goal of reducing some of the costs imposed by this policy on the society. As the main part of the thesis is devoted to the Czech farmers producing milk, I sum up the development of the Czech agricultural sector and in a great detail describe the regulation and subsidies connected with the production of milk and milk products. Using a simple microeconomic model, I analyze impact of various instruments of the CAP on domestic and foreign producers and consumers. In spite of many reforms, the biggest beneficiaries of the CAP are still the big producers of agricultural products -- support of small farmers is very limited. The costs of the CAP are born mainly by poor consumers and agricultural producers from non-EU countries. With a unique dataset obtained from the Czech State Agricultural Intervention Fund I describe the structure of subsidies utilized by Czech milk producers and its development in the period 2005--2008. Even though a substantial inequality in subsidy incomes is also evident among Czech milk quota holders, it is smaller than in the case of all farmers.

Au cours des débats relatifs à la future Politique agricole commune (PAC) pour la période 2014-2020, nous avons pu constater un recours de plus en plus fréquent à la notion de bien public, permettant de justifier le maintien de cette politique dans un contexte de dérégulation et de libéralisation économique de plus en plus marqué. En nous appuyant sur un cadre théorique original, construit à la croisée de l’économie rurale française, de l’ancienne économie institutionnaliste américaine et de la théorie de la régulation, cette thèse propose de s’interroger sur le rôle joué par la notion de bien public dans la recherche d’un nouveau compromis entre les différents acteurs et groupes d’intérêts impliqués dans ces débats. Le premier chapitre de cette thèse, propose un état de l’art de la notion de bien public en sciences économiques et met en évidence que cette notion apparaît finalement peu stabilisée dans ce champ disciplinaire. Face à ce premier résultat, nous proposerons de stabiliser cette notion pour la suite de notre thèse, en nous appuyant sur un cadre d’analyse d’économie politique élargi.Dans un second chapitre, nous interrogerons les origines de cette notion dans les débats européens relatifs à la PAC, ainsi que son interprétation et son lien avec la notion de multifonctionnalité agricole précédemment mobilisée dans ces débats. Finalement, nous mettrons en évidence à travers un dernier chapitre, l’existence d’interprétations différenciées de la notion de bien public selon certains États membres et régions étudiés, en rapport direct avec les intérêts défendus par les principaux groupes d’acteurs participants aux débats régionaux et nationaux relatifs à la future PAC. / During the debates about the future common agricultural policy for the 2014-2020 period, we noticed an increasingly use of the concept of public good in order to justify the continuation of this policy in a context of deregulation and economic liberalization.Drawing on an original theoretical framework that built at the crossroads of the French rural economy, of the former U.S. institutional economics and of the theory of regulation, this thesis proposes to examine the role played by the notion of public good dealing with a new agreement between the different actors and interests involved in the CAP debate.The first chapter of this thesis offers a state of the art of the concept of public good in economics and highlights the notion that finally appears somewhat stabilize in this area. In line with this first result, we propose to stabilize this concept for the rest of our argument by relying on a broader political economy framework of analysis.In the second chapter, we examine the origins of this notion in the European debates about the CAP, its interpretation by the European commission and its relationship with the concept of agricultural multifunctionality previously mobilized in these debates.Finally, we highlight through the last chapter , the existence of different interpretation of the concept of public good by some Member States and regions studied, linked with the interests defended by key stakeholder groups involved in the regional and national debates about the future CAP.

The aim of this diploma thesis is to analyze the agricultural policy of the Communist Party in Czechoslovakia during this period and assess the impact of the established goals for the results of agricultural production. The thesis is also focused on the analysis of crop and animal production based on parameters which are statistically monitored and reported. In conclusion, there is a summary of the results, which were achieved in agriculture during the 60s of the 20th century and also evaluated successes and failures. Thesis will be based on resources that are processed in the National archive in Prague and contemporary literature.

Contratos de opção: análise do potencial de sustentação de preços para o mercado de arroz / Put option contracts: analysis of the price support potential in the rice market

Com o objetivo de analisar o papel dos contratos de opção no mercado de arroz em casca como instrumento de estabilização de preço desenvolveu-se um modelo econômico que explica a alocação das disponibilidades de produto entre os períodos de safra e entressafra, em que as compras do governo podem ser acionadas para que o preço mínimo seja assegurado. As opções teriam o papel de reduzir os riscos de adiar a venda para o período da entressafra. O modelo é aplicado para analisar a operacionalização desse instrumento na safra de 2004/2005. Para isso foi estimada a demanda quinzenal por arroz no mercado nacional. Para a análise foram usadas as seguintes informações: o preço mínimo estabelecido pelo Governo Federal em 2005, os custos de armazenagem quinzenal, a oferta de arroz em casca em 2005, os preços de importação do arroz em casca e as Aquisições do Governo Federal (AGF). Os resultados mostram que os preços de mercado se elevam quando o governo atua através de AGF e as opções de venda servem para que os preços sigam uma trajetória compatível com o armazenamento competitivo. Estimou-se que a probabilidade dos detentores das opções exercerem suas opções é maior quando o Governo não contrata AGF, pois os preços no mercado são menores sem a intervenção do governo. Conclui-se que os dois instrumentos (AGF e opções de venda) podem ser utilizados de forma complementar, com a AGF elevando os preços de mercado no período da safra e os contratos de opção de venda garantindo que os preços sigam uma trajetória de armazenamento competitivo e reduzindo os riscos de preços futuros, já que assegura o preço de exercício da opção que é o preço futuro que deve ser estabelecido a um valor inimamente remunerador para o produtor de arroz em casca. / An economic model was developed to analyze the put option contract role to stabilize prices in the paddy market. The possibility of using Federal Government Acquisitions (AGF) to complement the option instrument was considered. The role of the options was to reduce the risks of storing the product for later sale. The model is applied to analyze the option instrument implementation in the 2004/05 season. A two week demand for rice was estimated for the Brazilian market. The results show that the market prices go up when the government acts through the AGF. The options serve the purpose of making prices follow a compatible path. It was estimated that the probability for the option owners exercise their options is greater when the AGF are not used. One can conclude that these two tools (AGF and put options) can be used in a complementary way, with the AGF raising the market prices in the harvesting period, and the put option contracts making sure that the prices follow a competitive path and reduce the risks of future prices.
