Previous issue date: 2017-09-21 / The dissertation investigates the development of educational public policies for
the universalization of literacy in Paraná, the population in the context of
deprivation of liberty by the EJA and government program, according to the
Federal Constitution / 1988, the Law of Directives and Bases of Education - Law
9394/1996, with the objective of unveiling them. The methodology of the
descriptive and documental research includes analysis of the legislation on the
quality of the criminal treatment, including consultation in the SPR in search of
the profile and school data of the prisoners in the State Penitentiary of Cascavel /
PR. The theoretical reference is constituted by conceptual and contemporary
approaches to public educational and criminal policies, based on the study, in
addition to the aforementioned legislation, Law 10.172 / 2001, the Ibero-
American Plan and the Internet, including official websites. The EJA, at the
beginning of the 21st century, emerges as a policy of basic education
implemented and brings important transformations with respect to the diversity
and specificities of the subjects. In 1990 at the World Conference on Education
for All in Jomtien, Thailand, valuable progress was made in discussing and
creating the basic documents for eradicating illiteracy. In Latin America, in 1st
place is Brazil, with 14 million and 815 thousand (IBGE-2000). In 2003, it created
the Literate Brazil Program with a target of 50% reduction in the regions with the
largest public target and by adhesion in the state , the so-called Parana
Alfabetizado, with ⅓ of the investment by the Union. The commitment of the
Ibero-American Plan, coordinated by the Organization of Ibero-American States

(OEI), after studies in 2006, indicated actions as a solution to the countries, and
to Brazil: during 9 years, investment of 3% of the MEC budget, but only applied
1%. Legal frameworks for prison education were strengthened through
cooperation and governmental partnership between MEC / MJ and Paraná,
between SEED / SEJU, to the universalization of literacy, culminating in the
creation of specific CEEBJA / APED in the context of deprivation of liberty and
selection of Public Server by public notice. The creation of CEQP / DEPEN-PR in
2012, with identified demand of 799 illiterate prisoners in the screening, (re)
defined actions and methodologies to expand Educational Assistance, listing
illiteracy, as a priority among the challenges to be faced. Thus, the government
program is implemented in 2013 to enroll, by security measure, that prisoner
unable to attend class daily, collaborating with the reduction to 77 illiterates in
2014 and proposal to overcome illiteracy in 2016. In the PEC, from the beginning
of the the highest index was in 2011 with 5.05% and in 2014 with 0%. In the
operational milestones, the SEJA-DEB / SEED Pedagogical Technician
conceives the name of the Monitor / Alphabet, selected by specific edict, with
criteria established to the function, to teach up to 05 Literate (illiterate) in the cell.
In conclusion, in the state of Paraná, two forms of insertion of the illiterate to the
universalization of literacy were developed: by the EJA (formal education) and by
the PPA as a result of the consensus elaborated in the national and international
scope. The need to increase the supply of prison education by the EJA is clear,
with more investments including construction of classrooms in the penal units. / A dissertação investiga o desenvolvimento de políticas públicas educacionais
para a universalização da alfabetização no Paraná, à população no contexto da
privação de liberdade pela EJA e programa de governo, segundo a Constituição
Federal/1988, a Lei de Execução Penal – Lei 7.210/1984, a Lei de Diretrizes e
Bases da Educação – Lei 9394/1996, com objetivo de desvendá-las. A
metodologia da pesquisa descritiva e documental inclui análise da legislação na
qualidade do tratamento penal, inclusive consulta no SPR em busca do perfil e
dados escolares dos presos na PEC–Penitenciária Estadual de Cascavel/PR. O
referencial teórico constitui-se por abordagens conceituais e contemporâneas de
políticas públicas educacionais e penais, a partir do estudo além da legislação já
citada, da Lei 10.172/2001, do Plano Ibero-Americano e na internet, inclusive em
sites oficiais. A EJA, no início do século XXI, emerge como política da educação
básica implementada e traz importantes transformações com respeito a
diversidade e especificidades dos sujeitos. Em 1990, na Conferência Mundial de
Educação para Todos, em Jomtien -Tailândia, alcançou-se valioso progresso de
discussão e criação dos documentos básicos para erradicação do
analfabetismo. Na América Latina, em 1º lugar está o Brasil, com 14 milhões e
815 mil (IBGE-2000), cria em 2003, o Programa Brasil Alfabetizado com meta de
50% de redução nas regiões com maior público alvo e por adesão, no estado, o
denominado Paraná Alfabetizado, com ⅓ do investimento pela União. O
compromisso do Plano Ibero-Americano, coordenado pela Organização dos

Estados Ibero-Americanos (OEI), após estudos em 2006, indicou ações como
solução aos países, e ao Brasil: durante 9 anos, investimento de 3% do
orçamento do MEC, porém aplicou-se somente 1%. Os marcos legais à
educação prisional se fortaleceram a partir da cooperação e parceria
governamental entre MEC/MJ e no Paraná, entre SEED/SEJU, à universalização
da alfabetização, culminou na criação dos CEEBJA/APED específicos ao
contexto da privação de liberdade e seleção de Servidor Público por edital. A
criação da CEQP/DEPEN-PR em 2012, com demanda identificada de 799
presos analfabetos na triagem, (re) definiu ações e metodologias para ampliação
da Assistência Educacional, elencando o analfabetismo, como prioridade entre
os desafios a enfrentar. Assim, o programa de governo é implantado em 2013
para matrícula, por medida de segurança, daquele preso impossibilitado de
frequentar aula diariamente, colaborando com a redução para 77 analfabetos em
2014 e proposta de superação do analfabetismo em 2016. Na PEC, do início da
pesquisa, o maior índice foi em 2011 com 5,05% e em 2014 com 0%. Nos
marcos operacionais, o Técnico Pedagógico SEJA-DEB/SEED concebe o nome
do Monitor/Alfabetizador, selecionado por edital específico, com critérios
estabelecidos à função, para ensinar até 05 Alfabetizandos (analfabeto), na cela.
Em conclusão, no estado do Paraná, foram desenvolvidas duas formas de
inserção do analfabeto à universalização da alfabetização: pela EJA (educação
formal) e pelo PPA como resultado do consenso elaborado no âmbito nacional e
internacional. É notória, a necessidade de ampliar oferta à educação prisional
pela EJA, com mais investimentos inclusive para construção de salas de aula
nas unidades penais.

Previous issue date: 2010-04-14 / Evaluates the process of implementing the Program Literate Brazil - PBA, developed
by the city of São Luís, MA in 2008, and there are the degrees of efficiency and
effectiveness of actions implemented. It discusses the effectiveness of state
initiatives in tackling illiteracy of young and adult population over the last six decades,
in particular, the policy implemented by the current federal government - the Literate
Brazil Program - highlighting the nuances of his neo-liberal bias. We analyze the
conditions that acted as facilitators or obstacles in achieving the goals designed by
the policy. We used as instruments literature, with reasoning in the studies of Silva
(2001, 2008), Draibe (2001), Arretche (1998), Haddad and Di Pierro (2000),
Beisiegel (2004), Romanelli (2006), Azevedo (2004), Ribeiro (2003), Gadotti (2001),
Freire (2003), Lebanon (2004) and Frigotto Ciavatta (2003), Meszaros (2005),
Rummert and Ventura (2007), among others, document analysis, as of resolutions
regulating the political and field research, which had the locus Board of Education of
the City of St. Louis, specifically the Office of the Literate Brazil Program - PBA. It
was found that the process of implementing the program developed by the
municipality of São Luís-MA had a higher incidence of negative conditions that
contributed to the decreased performance obtained even in the eradication of
illiteracy in the capital ludovisence. / Avalia-se o processo de implementação do Programa Brasil Alfabetizado PBA,
desenvolvido pelo município de São Luís-MA no ano de 2008, verificando-se os
graus de eficiência e eficácia das ações implementadas. Discute-se sobre a eficácia
das iniciativas do Estado no enfrentamento do analfabetismo da população jovem e
adulta ao longo das seis últimas décadas, de modo particular, a política
implementada pelo atual governo federal o Programa Brasil Alfabetizado pondo
em relevo as nuances de seu viés neoliberal. Analisa-se os condicionantes que
atuaram como facilitadores ou óbices na consecução dos objetivos desenhados pela
política. Utilizou-se como procedimentos metodológicos pesquisa bibliográfica, com
fundamentação nos estudos de Silva (2001, 2008), Draibe (2001), Arretche (1998),
Haddad e Di Pierro (2000), Beisiegel (2004), Romanelli (2006), Azevedo (2004),
Ribeiro (2003), Gadotti (2001), Freire (2003), Libâneo (2004) Frigotto e Ciavatta
(2003), Meszáros (2005), Rummert e Ventura (2007), dentre outros; análise
documental, a partir das Resoluções que regulamentam a política e pesquisa de
campo, que teve como lócus a Secretaria de Educação do Município de São Luís,
precisamente a Unidade do Programa Brasil Alfabetizado PBA. Constatou-se que
no processo de implementação do Programa desenvolvido pelo município de São
Luís-MA houve uma maior incidência de condicionantes negativos que contribuíram
para que o mesmo obtivesse desempenho reduzido na erradicação do
analfabetismo na capital ludovisence.

Previous issue date: 2010 / This study aimed to analyze the contribution of the Brazil Literate Program, run by UECE, regarding the inclusion of students of the fifth-period 2007/2008. Based on this objective we verified if this literacy experience led the students of this class to keep on reading and writing with the appropriate understanding. We decided for the descriptive, qualitative study, and as a technique, a semi-structured interview of which took part 13 literates of three classes of the program, which took place in the neighborhoods of Jardim das Oliveiras, Pio XII and Aerolândia. A questionnaire was carried out with the teachers of these classes and another with the educational coordinator of the project. The results indicate that the experience of literacy performed by UECE did not lead the literates of the fifth class to keep on reading and writing, failing on the acquisition of reading, writing, basic arithmetics and the continuity of these skills used in everyday life, as well as on the studies related to adult education. It is noteworthy, as positive in this program, 'small steps' such as learning how to sign their own names, what means the development of oral language and the appropriation of a new vision of life. Such fact led them to raise self-esteem. The results of the survey suggest that to seek paths or solutions which are favorable to the inclusion through literacy, we must consider the concrete conditions of life of learners and adopt measures of selection for educators in the sense that the initial, continuing and permanent training of those, move towards the establishment of a new teaching with committed, qualified and certified professionals in the area of adult education; an offer which is not of compensatory policies. However, the proposal of EJA policy is able to break up with the practices of old campaigns of assistance, uncommitted with the continuity of schooling and the transformation of society. Such education proposal must consider and respect diversity as a value which is continuing and liberating. / O objetivo desta pesquisa foi analisar a contribuição do Programa Brasil Alfabetizado executado pela UECE quanto à inclusão social dos alunos da quinta turma – período 2007/2008. Com base nesse objetivo verificamos se essa experiência de alfabetização levou os egressos dessa turma a permanecer lendo e escrevendo com a devida compreensão. Optou-se pela pesquisa de caráter descritivo, de natureza qualitativa, e como técnica uma entrevista semi-estruturada da qual participaram 13 alfabetizados de três turmas do Programa, que funcionaram nos bairros do Jardim das Oliveiras, do Pio XII e da Aerolândia. Foi aplicado um questionário com as educadoras dessas turmas e outro com a coordenadora pedagógica do projeto. Os resultados indicam que a experiência de alfabetização executada pela UECE não levou os alfabetizados da quinta turma a permanecer lendo e escrevendo. Isso deixou a desejar no que concerne à aquisição da leitura, escrita e noções de Aritmética e da continuidade do uso dessas habilidades no cotidiano, como também dos estudos na EJA. Ressaltam-se como positivos desse Programa “pequenos avanços” como aprender a assinar o nome e o desenvolvimento da oralidade, o que significa apropriar-se de uma nova visão de vida, fato que os levou a elevar a auto-estima. Os resultados da pesquisa sugerem que, para se buscar os caminhos ou soluções favoráveis à inclusão pela alfabetização, deve-se considerar as condições concretas de vida dos alfabetizandos e adotar medidas de seleção para os educadores no sentido de que a formação inicial, continuada e permanente destes, caminhem para a constituição de uma nova didática com profissionais comprometidos, qualificados e habilitados ao magistério na área de EJA; uma oferta que não seja de políticas compensatórias, mas uma proposta de Política de EJA capaz de romper com as práticas das antigas campanhas de caráter assistencialista, descomprometidas em relação à continuidade da escolarização e com a transformação da sociedade; uma proposta de educação que considere e respeite a diversidade como valor, que seja continuada e libertadora.
