Migration patterns of foreign informal traders at the Hartebeespoort Dam

This study aimed to determine the applicability of western migration models to the movement patterns of foreign migrant traders at the Hartebeespoort Dam. After reflecting on theoretical dimensions of migration and the informal sector, an overview was provided of the historical development of migration patterns to and within South Africa. The complex nature of migration phenomena ensures the application of qualitative and quantitative research methodologies. A snowball sampling technique was used to select 30 respondents for the purpose of the questionnaire survey. Information obtained from this survey was supplemented by five in-depth interviews. Descriptive statistical techniques were used to analyse the information obtained from the survey. The study concluded that western migration models do not offer adequate explanation for the migration patterns observed among foreign migrant traders at the Hartebeespoort Dam. The study also established the merit of the combined use of qualitative and quantitative research methodologies in migration studies. / Geography / M.A. (Geography)

Competitiveness of small businesses owned by Asians and expatriate Africans in South Africa compared to those owned by indigenous citizens

Asians and expatriate Africans have been prominent in the SMME economy of South Africa. This work seeks to establish reasons for the growth and competitiveness of SMMEs run by these groups compared to those operated by local citizens. Reasons for this competitiveness are gleaned from existing literature and presented in accordance with the Perren model which attributes the growth of SMMEs to the owner’s motivation, expertise in managing growth, access to resources, and demand. In this work, the Perren model was first applied to Asians and Lebanese in East and West Africa to set a foundation for comparison with the South African situation. This work concluded that it is the four interim growth drivers acting together that cause competitiveness of Asian- or expatriate African-owned SMMEs. Policy recommendations to improve competitiveness of SMMEs owned by local citizens are then suggested at the end. / Economics / M. Com. (Economics)

The policing of undocumented foreign nationals in South Africa

The increasing numbers of undocumented foreign nationals in South Africa not only has affected the provision of services provided by the local municipalities and the Department of Home Affairs but is also a huge challenge to the services provided by the South African police. The aim of this study was to explore the police experiences of dealing with undocumented foreign nationals in South Africa. A literature review was conducted to provide an overview of this problem nationally and internationally. Interviews, observations and document analysis were also considered to explore police experiences of dealing with undocumented foreign nationals. The findings of this study show that the South African police are “caught between a rock and a hard place” when dealing with undocumented foreign nationals within the constitutional framework of this country. They receive little support from the government and the relevant stakeholders on this matter, while on the other hand they are exposed to constant threats and lack of compliance from the undocumented foreign nationals and the criminal syndicates that facilitate illegal cross-border movements and the pressure from advocates of human rights principles and the media. These factors lead to increased frustrations among police officials and self-protective measures such as turning a blind eye to this problem. To deal with the problem the Inclusive and Interactive Refugee Management Model, which focuses on constant interaction among stakeholders, is recommended. Inclusive strategies are also recommended for dealing with undocumented foreign nationals. A legal and ethical analysis of the South African government’s response toward Zimbabwean immigrants

Thesis (MA (Political Science))--University of Stellenbosch, 2010. / ENGLISH ABSTRACT: This thesis is a study of the South African government‘s response toward Zimbabwean immigration, focusing on the period from 2000 to July 2009. The aim is to shed light on why the government has acted in the manner that it has, using a human security framework. South Africa‘s legal obligations under international, regional, and domestic law are investigated and the ethical debate concerning issues of entrance and borders is explored. Concepts of morality, universality, and human dignity are central to this discussion. Against this backdrop, the Zimbabwean migration is briefly analysed in terms of push and pull factors and numbers; and the legal debate concerning the classification of Zimbabweans is explored. The challenges Zimbabweans face in South Africa and how the government has dealt with the Zimbabwean immigration is covered. Key actors from civil society and government are interviewed in an attempt to engage opinions about the government‘s response. The main opinions as to why the government has responded in the manner it has are then discussed and other factors are considered. Issues of solidarity, land reform, and South Africa‘s involvement in the Zimbabwean mediation process are some of the factors considered. The conclusion of this study is that the South African government has not succeeded in meeting its legal obligations nor acted ethically concerning Zimbabwean immigrants. The particular sentiments of ex-president Thabo Mbeki, the solidarity amongst national liberation movements, regional considerations, and the capitalist interests of some South Africans are factors that carry the most weight in explaining the South African government‘s response to the Zimbabwean crisis and its subsequent migrants. / AFRIKAANSE OPSOMMING: Hierdie tesis is 'n studie van die Suid-Afrikaanse regering se reaksie op die immigrasie van Zimbabwiërs na Suid-Afrika, met die klem op die tydperk tussen 2000 en Julie 2009. Die doel is om lig te werp op die regering se optrede in dié tydperk aan die hand van 'n menslike veiligheidsnetwerk. Suid-Afrika se regsverpligtinge onder internasionale, streek- en plaaslike reg, sowel as die etiese debat rakende kwessies soos die binnekoms van immigrante en grense, word ondersoek. Konsepte van moraliteit, universaliteit en menslike waardigheid , staan sentraal tot hierdie bespreking. Teen hierdie agtergrond word die Zimbabwiese migrasie kortliks ontleed in terme van die stukrag-en-trefkrag faktore en getalle; en word die regsdebat oor die klassifisering van Zimbabwiërs onder die loep geneem. Die uitdagings wat Zimbabwiërs in Suid-Afrika in die gesig staar en hoe die regering Zimbabiese immigrasie hanteer het, word bekyk. Coping with xenophobia : Senegalese migrants in Port Elizabeth

This thesis seeks to investigate Senegalese migrants' experiences of xenophobia in South Africa. It explores prevailing theories used to explain the phenomenon of xenophobia and uses data collected via anthropological fieldwork to support arguments made. It is argued that a culture of migration in Senegal and the significance of migration as a rite of passage in Senegalese masculinity assists migrants to orientate themselves in host countries, and influences the way Senegalese are „received‟ by South Africans. In addition, Senegalese Islam (Sufi Orientation), which organises its members into brotherhoods, assists in the social integration of Senegalese men in Port Elizabeth. The men belong to the Mouride Brotherhood and the thesis shows how membership to the brotherhood provides a strong network of support for migrant men without resulting in the enclaving of the men in the broader social and economic context of Port Elizabeth. This has important implications for the individual and collective migration experience of Senegalese and influences the men's creation of meaning in their experiences as migrants. The thesis makes use of the concept of transnationalism to analyse the complex and multifaceted nature of transnational migration, arguing that migration experiences are influenced by a range of transnational factors and is deeply culturally influenced. The research suggests that migration experts and government departments in South Africa should take these complexities into account when formulating new programmes and policies for migrants.

Potentially hurdling over the psychological barriers to reporting xenophobic incidents through a third-party reporting mechanism

Abstracts in English, Afrikaans and Southern Sotho / The prevalence of hate victimisation in South Africa remains unknown, as does its full impact. Anecdotal evidence, borne out by recent research findings, suggests hate-based attacks on non-nationals have increased in recent years, distinctly reflecting a picture of heightened vulnerability. For several reasons, the severity of such victimisation, and their physical and psychological impact, go mostly unseen. Hate-motivated incidents, such as hate speech and intentional unfair discrimination, are possible precursors to additional criminal victimisation. Records of such incidents can be helpful to demonstrate both a context of harassment and evidence of escalating patterns of violence. Worldwide, under-reporting of hate victimisation is a longstanding concern and requires an urgent solution. In South Africa, under-reporting has contributed to the nonrecognition of hate crime as a separate crime category. Towards aiding in finding a solution, this study explored the psychological barriers to reporting xenophobic victimisation to relevant authorities. The study, furthermore, explored with a group of victims who experienced xenophobia whether they reported victimisation, the reasons for reporting and under-reporting, and their thoughts and opinions on the workability of a third-party reporting mechanism. Non-probability sampling, specifically applying convenience and purposive sampling was used to obtain 19 participants for the four semi-structured focus groups. While all participants reported being victimised because of their nationality, the study found that multiple psychological barriers prevent such victims of xenophobia from reporting victimisation to authorities. Many of the participants do not believe in the workability of third-party reporting mechanisms. / Dit is onbekend hoe algemeen viktimisering op grond van haat in Suid-Afrika voorkom, en daarom ook wat die volle impak daarvan is. Onlangse navorsingsresultate dui egter daarop dat aanvalle op nielandsburgers wat uit haat voortspruit, toegeneem het die afgelope paar jaar, wat hulle groter kwesbaarheid duidelik weerspieël. Die intensiteit van hierdie viktimisering, asook die fisieke en sielkundige impak daarvan word in die meeste gevalle om verskeie redes ook nie bekendgemaak nie. Voorvalle wat uit haat voortspruit, soos haatspraak en doelbewuste onregverdige diskriminasie, is moontlik voorlopers van verdere kriminele viktimisering.
