The Azee' Bee Nahághá Of Diné Nation (ABNDN) Inc. is a critical element to the formation and maintenance of, protection, preservation, promotion, and fostering of Navajo peyote ceremonial history, culture and identity. The Navajo people have developed and established the ABNDN in a manner that can only be described as "persistence". The purpose in which the ABNDN has been established, the day to day functions of its leadership and the internal operational management planning and strategies structures are not entirely understood by many. This Master's thesis analyzes the ABNDN's past and current initial concerns. This thesis analyzes different theoretical sources on the topic of strategic planning and management, seeking to find new ways of approaching the ABNDN's concerns in finding solutions to be more efficient to ensure their stability for future generations.

Suicide Ideation Amongst Adolescent American Indains in a Longitudinal Context

The objective of this study is to compare suicidal thoughts amongst American Indian/Alaskan Native's (AI/AN) to a non-AI/AN comparison group, using data from the National Longitudinal Study of Adolescent Health, a nationally-representative, longitudinal study. At wave one a statistical difference is present between NA/AN and comparisons, but at wave four the difference is no longer significant. Using Agnew’s General Strain theory as a theoretical framework, factors that may contribute to these differences addressed in this study include: alcohol abuse, exposure to suicidal behavior of friends and family, depression, and weapon access. Implications for prevention and treatment are discussed.

Infusing Tribal Curriculum into K-12 Schools: A Case Study of Oregon’s Native American Educational Policies

Not having accurate contemporary, historical and place-based curriculum drafted in consultation with tribes is a huge disservice and a violation of the trust agreements the United States government entered into with its sovereign nations. Through a single state case study, this research explores how a tribally written curriculum attempts to address this violation by examining the state context of the Native American education landscape and state policy. This research utilizes the theoretical frameworks of Red Pedagogy, Tribal Critical Theory and Culturally Sustaining Pedagogy to explore the intentions of the tribal curriculum writers and the professional development provider of the Confederated Tribes of Grand Ronde Tribal History curriculum unit; Oregon’s American Indian/Alaska Native Education State Plan, and the legislative policy of Senate Bill 13. The study concluded with the following implications for policy, theory, and practice: Indigenous curricular endeavors that center indigenous values, incorporate local context are important, and acknowledge the role of colonialism and are just part of the larger systemic response of decolonization; Implementation challenges are rooted in a colonized paradigm and expanding reform to the educator preparation and policy realm is critical so that all educators (Native and non-Native benefit); Addressing power and hegemonic structures in contexts outside of education (with the local indigenous communities) create a larger and necessary accountability scope; Indigenous knowledge is nuanced, varied, and evolving and thus, needs robust professional development that incorporates best and promising practices in concert with local indigenous communities for both inservice and preservice fields; And without policy and state incentives, the implementation challenges will continue. / 10000-01-01

Restricted Citizenship: The Struggle for Native American Voting Rights in Arizona

abstract: This thesis explores the story behind the long effort to achieve Native American suffrage in Arizona. It focuses on two Arizona Supreme Court cases, in which American Indians attempted, and were denied the right to register to vote. The first trial occurred in 1928, four years after the Indian Citizenship Act granted citizenship to all Native Americans born or naturalized in the United States. The Arizona Supreme Court rejected the Native American plaintiff's appeal to register for the electorate, and subsequently disenfranchised Native Americans residing on reservations for the next twenty years. In 1948, a new generation of Arizona Supreme Court Justices overturned the court's previous ruling and finally awarded voting rights to all qualified Native Americans in the state. However, voting rights during the Civil Rights era did not necessarily mean equal voting rights. Therefore, this thesis also investigates how the Voting Rights Act of 1965 greatly reduced the detrimental effects of voter discrimination. This study examines how national events, like world war and the Great Depression influenced the two trials. In particular, this thesis focuses on the construction of political and social power in Arizona as it related to Native American voting rights. In addition, it discusses the evolution of native citizenship in the United States at large and for the most part within Arizona. The thesis also considers how the goal of native assimilation into American society affected American Indian citizenship, and how a paternalistic and conservative American Indian policy of the 1920s greatly influenced the outcome of the first trial. Another thread of this story is the development of mainstream white views of Native Americans. Lastly, this thesis identifies the major players of this story, especially the American Indian activists and their supporters whose courage and perseverance led to an outcome that positively changed the legal rights of generations of Native Americans in Arizona for years to come. / Dissertation/Thesis / M.A. History 2011

Promoting Entrepreneurship in a Tribal Context: Evaluation of the First Innovations Course Sequence

abstract: In the First Innovations Initiative at Arizona State University students are exposed to the culture of innovation and the entrepreneurial process through two courses situated intentionally within an American Indian sustainability context. In this action research dissertation, a summer field practicum was designed and implemented to complement the two in-classroom course offerings. The first implementation of the new summer field practicum was documented for the two participating students. A survey and focus group were conducted to evaluate the spring 2011 classroom course and, separately, to evaluate the summer field practicum. Students in the spring 2011 course and summer field practicum reported that they were stimulated to think more innovatively, gained interest in the subject area and entrepreneurial/innovation processes, and improved their skills related to public speaking, networking, problem solving and research. The summer practicum participants reported larger increases in confidence in creating, planning and implementing a sustainable entrepreneurship venture, compared with the reports of the spring in-classroom participants. Additionally, differences favoring the summer practicum students were found in reported sense of community and individualism in support of entrepreneurship and innovation. The study results are being used to revamp both the in-classroom and field practicum experience for the benefit of future participants. Specifically, the American Indian perspective will be more fully embedded in each class session, contemporary timely articles and issues will be sought out and discussed in class, and the practicum experience will be further developed with additional student participants and site organizations sought. Additionally, the trans-disciplinary team approach will continue, with additional professional development opportunities provided for current team members and the addition of new instructional team members. / Dissertation/Thesis / Ed.D. Contention through Education: From Indian Education to Hopi Education

abstract: This paper primarily focuses on the Hopi Tribe of northeastern Arizona and how historical events shaped the current perception and applications of educational systems on the Hopi reservation. This thesis emphasizes the importance of understanding historical contexts of a community in order to understand the current predicament and to devise solutions to contemporary issues in which I primarily focus on education. Education is broken down in regards to the Hopi communities by history, how this history has affected those communities, ideas of sovereignty and power within education and then future probable solutions to integrating language and culture into Hopi schools. This research is primarily literature and educational reports on the Hopi Tribe and other American Indian communities. The research was then compiled to find commonalities with other Indian communities to depict barriers to educational success as well as effects of western education such as traditional culture and language decline. The Student Body: A History of the Stewart Indian School, 1890-1940

abstract: In 1890, the State of Nevada built the Stewart Indian School on a parcel of land three miles south of Carson City, Nevada, and then sold the campus to the federal government. The Stewart Indian School operated as the only non-reservation Indian boarding school in Nevada until 1980 when the federal government closed the campus. Faced with the challenge of assimilating Native peoples into Anglo society after the conclusion of the Indian wars and the confinement of Indian nations on reservations, the federal government created boarding schools. Policymakers believed that in one generation they could completely eliminate Indian culture by removing children from their homes and educating them in boarding schools. The history of the Stewart Indian School from 1890 to 1940 is the story of a dynamic and changing institution. Only Washoe, Northern Paiute, and Western Shoshone students attended Stewart for the first decade, but over the next forty years, children from over sixty tribal groups enrolled at the school. They arrived from three dozen reservations and 335 different hometowns across the West. During this period, Stewart evolved from a repressive and exploitive institution, into a school that embodied the reform agenda of the Indian New Deal in the 1930s. This dissertation uses archival and ethnographic material to explain how the federal government's agenda failed. Rather than destroying Native culture, Stewart students and Nevada's Indian communities used the skills taught at the school to their advantage and became tribal leaders during the 1930s. This dissertation explores the individual and collective bodies of Stewart students. The body is a social construction constantly being fashioned by the intersectional forces of race, class, and gender. Each chapter explores the different ways the Stewart Indian School and the federal government tried to transform the students' bodies through their physical appearance, the built environment, health education, vocational training, and extracurricular activities such as band and sports. / Dissertation/Thesis / Ph.D. History 2013

Data about Indigenous populations in the United States are inconsistent and irrelevant. Federal and state governments and researchers direct most collection, analysis, and use of data about U.S. Indigenous populations. Indigenous Peoples' justified mistrust further complicates the collection and use of these data. Nonetheless, tribal leaders and communities depend on these data to inform decision making. Reliance on data that do not reflect tribal needs, priorities, and self-conceptions threatens tribal self-determination. Tribal data sovereignty through governance of data on Indigenous populations is long overdue. This article provides two case studies of the Ysleta del Sur Pueblo and Cheyenne River Sioux Tribe and their demographic and socioeconomic data initiatives to create locally and culturally relevant data for decision making.

A Journey: American Indian Behavioral Health Programs Building Culturally Competent Clinical Skills and Adapting Evidence-Based Treatments

abstract: There are federal mandates attached to funding for behavioral health programs that require the use of evidence-based treatments (EBTs) to treat mental health disorders in order to improve clinical outcomes. However, these EBTs have not been constructed with American Indian/Alaskan Native (AI/AN) populations. There are over 340 EBTs, and only two outcome controlled studies have demonstrated effectiveness with AI/AN populations to treat mental health disorders. AI/AN communities often have to select an EBT that is not reflective of their culture, language, and traditions. Although EBTs are frequently used in AI/AN communities, little is known about the adaptation process of these interventions with the AI/AN population. For this study, a qualitative design was used to explore how American Indian behavioral health (AIBH) organizations in the Southwest adapted EBTs for cultural relevancy and cultural appropriateness. One urban and two tribal AIBH programs were recruited for the study. Over a six-week period, 24 respondents (practitioners and cultural experts) participated in a semi-structured interview. Transcripts were analyzed using the constant comparative analysis approach. As a result, four themes emerged: 1) attitudes towards EBTs, 2) how to build culturally competent clinical skills, 3) steps to adapt EBTs, and 4) internal and external organizational factors required to adopt EBTs.
