Processos fluviais em barras de soldamento : rio Paraná - PR /

Resumo: O rio Paraná, em seu trecho natural, possui padrão multicanal caracterizado por canais secundários de diferentes ordens, separando diversas ilhas e barras fluviais. As barras fluviais são formas semi-submersas associadas à disponibilidade de sedimentos e a um dinamismo temporal cujas dimensões são controladas pelo fluxo e pela profundidade. Neste estudo, pretende-se compreender os processos que promovem a formação, desenvolvimento e movimentação de uma barra de soldamento situada junto à ilha Santa Rosa, no rio Paraná, município de Porto Rico - PR. Para alcançar os objetivos propostos, foram realizados levantamentos de parâmetros hidráulicos, morfométricos e granulométricos. Nos dados levantados dos parâmetros hidráulicos, verificou-se que a presença da ilha Santa Rosa, juntamente com barra fluvial, divide o canal em dois setores de dinâmica hidráulica e sedimentar distintas. O canal principal conduz a maior parcela da vazão, é mais energético, enquanto o canal secundário apresenta valores inferiores nestes dois parâmetros. A separação do fluxo também acarreta na formação de correntes divergentes à direção principal do canal, favorecendo a diminuição da velocidade e, consequentemente, a deposição de sedimentos no entorno da ilha Santa Rosa. Averiguou-se que a morfologia da barra está diretamente vinculada às flutuações de vazão do rio Paraná: em período de águas altas há maior retrabalhamento da forma, já no período de águas médias, esta se preservou parcialmente, inclusive com afloramento em parte. Quanto aos sedimentos, as partículas de diâmetro fino distribuem-se em locais de maior velocidade de fluxo e profundidade (talvegue) em ambos os períodos analisados As partículas de diâmetro médio a grosso encontram-se no período de águas altas distribuídas pela área estudada; já no período de águas médias, estes sedimentos... (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: The Paraná River, in its natural stretch, has a multichannel pattern characterized by secondary channels of different orders, which separates several islands and bars. The bars are forms semi-submerged associated with the availability of sediment and a temporal dynamic, whose dimensions are controlled by the flow and depth. This study intends to understand the processes which promote formation, development and movement of the annexation bar associated to the Santa Rosa Island, located on Paraná River, near to Porto Rico - PR. To achieve the proposed aims, surveys were carried out in hydraulic, morphometric and granulometric parameters. In the data hydraulic parameters survey it was found that the presence of Santa Rosa Island along with bar divides the river channel in two sectors of distinct dynamic hydraulic and sediment. The main channel leads to a higher portion of the flow, it is more energetic, while the secondary channel has lower values in these two parameters. The separation of the flow also causes the formation of divergent currents towards the main channel, favoring the decrease in velocity and consequent deposition of sediments near to Santa Rosa Island. It was found that the morphology of the bar is directly linked to fluctuations in the flow of the Paraná River, during periods of high water there is more reworking, since in this average water period partially preserved its shape, emerging in part. As for sediment, the fine diameter particles are distributed in areas of higher flow velocity and depth (thalweg) in both analyzed periods. From medium to coarse diameter particles are, in the high-water period, distributed in the studied area, although in the average water period these sediments are located in low flow velocity and depth (Bar and Secondary Channel). The Fiscal Implications of Municipal Annexation: The Roles of Local Government's Revenue Structure and Land Use

abstract: This research investigates the relationship between municipal annexation and local government's financial condition. It addresses a significant gap in the literature by focusing on the roles of local government revenue structure and land use situations in affecting annexation's fiscal implications. The major research question is how these two categories of local circumstances affect annexation's fiscal implications, and what patterns may emerge based on the empirical evidence. With two parts of empirical analyses, I explore the features of the moderating effects of these two local circumstances: how the interactions between annexation and local circumstances influence local government's financial condition. The first part of the analyses examines the role of local government's revenue structure in affecting annexation's fiscal implications. Using a sample of more than six thousand municipalities, empirical analyses of OLS and interactive regression models show the effects of local taxing authority and revenue reliance. The second part underscores the effects of land use along with annexations in municipalities in the Phoenix metropolitan area across two decades. Utilizing GIS data for annexation and land use, it presents spatial patterns of annexation activities and land use changes. A fixed effects model with panel data is used to investigate the joint effects of annexation and land use on local government's financial condition. The complicated effects of different land use situations are identified. The findings suggest that annexation has the potential for fiscal gains to local government, but its positive fiscal effects may diminish if the municipality has less capability to make suitable revenue arrangement, and if a high proportion of land in the municipality that remains undeveloped. It contains literature review that describes all types of unbreakable obstacles, engineering network and easements. The attention is paid to influence of road construction on land resources organization in Mojné-Skřidla cadastral area. The line of R3 expressway is projected in this area. The practical part focuses on description of interest location, solution of lands annexation, separation of plots and increase of rural road network. Maybe the fourth transit railroad corridor modernization will affect land organization in this area.

"Without Conquest or Purchase": The Annexation Moment in British Columbia, 1866-1871

While the annexation movement in British Columbia appears to have been short-lived and disorganized, it was nevertheless understood as a serious threat to British rule. This study seeks to reconcile this contradiction through an examination of newspapers, debates, despatches, and correspondence drawn from British Columbia, Britain, Canada, and the United States. In examining the movement, this study reveals both the peculiar capacity of the minor agitation to present an exaggerated image of its popularity, and the key geopolitical assumptions which led observers to overestimate its importance. As the narrative spectre of annexationism outpaced the actual strength of the movement, confederationist leaders and British and American authorities were led to embark on misguided political strategies. The British Columbian annexation movement’s disproportionate impact reveals the complex interaction between local politics and global forces in British North American history, and demonstrates the role of ideology and rumour-making in shaping global political narratives.

Regulating urban encroachment on agricultural land : a study of the relationship between small municipalities and the British Columbia Agricultural Land Commission

This is a study of the involvement of small municipalities with the British Columbia Agricultural Land Reserve (ALR) system. The analysis focusses on how the system operates to resolve differences between the province and localities over use of agricultural land. Case studies of five municipalities are presented. The thesis concludes that municipal priorities in use of designated agricultural land have usually prevailed, sooner or later, through operation of Reserve system procedures. Part I develops the implications of the ALR system, established in 1973, for small communities. On one hand, the Provincial Agricultural Land Commission (PALC) was mandated to slow the conversion of agricultural land to urban uses, and was impowered to exercise a form of zoning control for this purpose even within municipal areas. On the other hand, municipal governments with different priorities, such as creating new housing or industrial space, have typically wished to continue patterns of conversion of the agricultural lands within which they are situated. The Reserve system includes procedures, such as block exclusion applications, through which local governments can seek to have ALR land converted to urban purposes. Chapter 1 raises four questions about the experience of small municipalities with these procedures: 1. Are outcomes reasonable in the local situation? 2. Do small municipalities play an active and significant role in the process of deciding applications? 3. Is the ALR system subject to "regulatory capture" by municipalities? 4. Does "official community planning" supplement the formal Reserve system as a means of resolving provincial-local conflicts over use of agricultural land? Chapter 2 outlines the procedures and policies of the PALC for dealing with municipal applications and community plans. In Part II, case studies are reported for the municipalities of Keremeos, Armstrong, Salmon Arm, 100 Mile House and Merritt. In each case, all municipal transactions with the PALC from 1974 to 1979 are described. Information was obtained from Commission files, supplemented by interviews, site visits and local files. Community plans are also reviewed for their stance toward Agricultural Reserve land. Part III summarizes the experiences of the five municipalities and draws conclusions. Outcomes of municipal PALC relations are found to have been "reasonable" for the localities, inasmuch as the PALC has ultimately acceded to most exclusion applications, and these decisions have caused no evident "hardship" to local interests. The procedures suited the needs and resources of small municipalities well. Indeed, there is some indication of "capture" of the PALC and cabinet in the general success of initiatives from regulated communities. Community planning has rarely served as a means of resolving provincial-municipal differences, since the PALC has played a passive and pro forma role in assuring that the provincial interest in agricultural land preservation is expressed in key sections of plans which designate future land uses. The final chapter reflects on the implications of these findings for the balancing of provincial and municipal interests within the existing regulatory framework. Human security and the case of Crimean Tatars : A comparative study of Crimean Tatars security issues under Ukrainian and Russian rule

The study will focus on how the Crimean Tatars situation from a human security perspective has changed over time. To fully understand the depth of how and why, the thesis will start by introducing some of the issues faced by the Crimean Tatars as a minority group and then providing a historical background. With help from the theoretical framework of “Human Security” (Tadjbakhsh & Chenoy, 2007) the study is comparing how secure the Crimean Tatars are perceived to be under Ukrainian rule 1991-2014 and Russian rule 2014-present day. In the thesis it will be further examined if the Tatars security has in fact been compromised. Concluding that the rules over Crimea, Ukrainian and Russian, has both comprised the security of the Crimean Tatars but in different ways and sometimes more or less within certain categories of the Human Security framework. In the later years there are especially three categories that has been more prominent threats which becomes clear in the findings chapter.

This paper analyses how Putin legitimizes his role conceptions in order to justify his annexation of Crimea. In order to reduce the likelihood of the foreign role being challenged while subscribing to the ego and alter expectations, it is necessary for decision makers to legitimize role perceptions. In this paper, the concept of role legitimation is developed and two mechanisms for legitimating roles are proposed. The first mechanism is ego expectations, namely the revival of roles from a specific period of time that is deeply embedded as an inalienable historical feature of the state. The second is alter expectations, namely the reproduction of international expectations in foreign policy discourse. To illustrate the argument, Putin's speech after the annexation of Crimea in 2014 is analyzed.
