Bergnéhr, Per, Sjöberg, Marcus January 2009 (has links)

This essay is about needs assessors within public elder care. The method is a quantitative vignette study. The aim of the study is to find out whether there is an existing consensus among the needs assessors when a relative to a client with reduced cognitive functions wants to make an application even though the client does not want to. We also wanted to find out whether there are any underlying circumstances which have influence on the needs assessors’ reactions to this specific situation. We used a questionnaire which consisted of four vignettes that illustrated a meeting between a needs assessor, a client and a relative to the client. The vignettes was complemented with questions that made it possible to find underlying circumstances that determine whether the needs assessors do accept the application from the clients relative. The result shows that professional experience and education is significant for whether the needs assessors choose to accept the application or not. It is also clear that there are variations depending on which town district the needs assessors work in. In some town district the needs assessors act with great similarity while there are huge differences in other town districts.

Sweden has a vision of digitizing all domains of the public sector, with a goal of achieving good health and welfare for the entire population. The organizations that are increasingly becoming the subject of digitalization are, among other things, those that deal with financial aid matters. The purpose of this study is to investigate how the digitalization of the application for financial aid affects the social work and its clients. To answer this, we have sent out web surveys to 15 financial aid organizations in Sweden. The results show that the social workers for the most part are positive concerning the digitalization since the application process has become easier and more efficient. The social workers express that they have been assigned more clients than before and that they have gotten less time with each individual client. One prominent limitation regarding the digitalization of the application is when individuals who do not possess the digital tools required to apply have to apply via paper application. Our results show that digitalization can contribute to social work being more efficient and easily accessible for clients. Thus, for it to be accessible for the whole Swedish population more development needs to be done.

Sweden´s Process to Enter the North Atlantic Treaty Organization (NATO) : Decision-making and Bounded Rationality in Times of CrisisHartman, Moa, Akrami Hasan Kiadeh, Nadia January 2024 (has links)
The Russian invasion of Ukraine in February 2022 set Europe in sorrow, distress, and emergency. The North Atlantic Treaty Organization (NATO) is something Sweden has refrained from joining due to the country’s neutral stance. However, despite Sweden's long-standing neutrality of over 200 years, it was abandoned within only weeks. The short timeframe of decision-making raised questions about the level of rationality in the decision of the Swedish NATO application. Scholars and researchers have through different methods and theories attempted to explain this unpredictable shift, but still, the process appears to lack a clearly defined rationale. This case study seeks to understand the decision-making process of the government in times of crisis, examining how the rationality of such decisions may have been compromised by analyzing secondary data. The aim is to address the research gap, concerning the rapid and framed process for Sweden to join NATO. Analyzing the decision through the lens of Bounded Rationality Theory, applying variables such as (1) time pressure, (2) cognition, and (3) access to information (Simon, 1947), the possibility arises to shred light on the factors contributing to Bounded Rationality in the Swedish NATO process. These aspects were all present in the Swedish NATO process. In combination with characteristics of a government in crisis (Boin, Hart, Stern & Sundelius, 2005), one can to a great extent understand the significant shift in stance towards NATO membership, given that governments tend to act differently when being subject to a crisis. It can be concluded that rationality was significantly bounded by limited access to information, to some extent by the ability to process information, and comprehensively by the constraints of time pressure. The Swedish NATO process, consisting of a government amid a crisis, was subject to and exemplifies Bounded Rationality in decision-making.
