Brazil as an Emerging Power: Its Role in the Transition to a Multipolar Order and the Consequences for Its Relations with the United States / O Brasil como um potência emergente: seu papel na transição para um ordem multipolar e as consequências para suas relações com os EUA

This master\'s thesis examines the effects of Brazil\'s economic and political rise on the nation\'s ability to have shaped global order through soft balancing during the presidency of Luiz Inácio Lula da Silva and the consequent impact on Brazil\'s relations with the United States. In order to contextualize the effects of Brazil\'s soft balancing on international institutions and Brazilian-American relations, this text first reviews the relevant theoretical and empirical literature on the liberal peace (and, conversely, trade-based conflicts), the democratic peace, and the nature and evolution of global governance. In the context of both the liberal peace and global governance, the literature implies the potential either for Brazilian-American cooperation to have grown or for heightened conflict to have arisen from the countries\' opposing interests and quests for influence in the transformation to a multipolar world. Meanwhile, the literature posits the potential for shared values to have promoted bilateral harmony but also points to shortcomings in Brazil\'s democratic consolidation that may have undermined the relevance of democracy as a catalyst for Brazilian-American relations during Lula\'s presidency. The empirical analysis in this text, after briefly examining Brazil\'s past quest for power vis-á-vis the United States and Lula\'s limited expansion of Brazil\'s hard (military) power, focuses on Lula\'s use of soft power as a tool to balance American influence in South America and around the world. Lula pursued a classic middle-power soft-balancing strategy by building regional and global coalitions and leveraging international institutions. Although Lula\'s efforts at coalition-building had somewhat limited effects, Brazil\'s soft-balancing strategy nevertheless succeeded in making Brazil\'s positions more consequential to global governance and American policy. Lula\'s incremental progress in checking American influence and solidifying Brazil\'s status as a middle power generally led to friction between Brazil and the United States, although the two countries were able to maintain constructive relations in areas of shared values and interests. / Esta dissertação de mestrado analisa os efeitos da ascensão econômica e política do Brasil sobre a capacidade do país em haver moldado a ordem global via soft balancing durante a presidência de Luiz Inácio Lula da Silva, bem como o consequente impacto dessa ascensão sobre as relações do Brasil com os Estados Unidos. A fim de contextualizar os efeitos do soft balancing brasileiro em instituições internacionais e nas relações brasileiro-americanas, este texto realiza, primeiramente, uma revisão da literatura teórica e empírica pertinente relativa a paz liberal (e, inversamente, conflitos relacionados ao comércio), a paz democrática e a natureza e evolução da governança global. No contexto tanto da paz liberal quanto da governança global, a literatura sugere o potencial ou de aumento da cooperação entre Brasil-Estados Unidos ou de intensificação do conflito decorrente de interesses divergentes dos países e da busca por influência na transformação para um mundo multipolar. Paralelamente, a literatura indica o potencial de que valores compartilhados tenham promovido harmonia bilateral, mas aponta ainda para as limitações da consolidação democrática do Brasil, cujos efeitos podem ter enfraquecido a importância da democracia como um catalisador das relações brasileiro-americanas durante a presidência de Lula. A parte empírica deste texto, após uma breve análise da história de busca brasileira por poder vis-à-vis aos Estados Unidos e da limitada expansão do hard power (poder militar) brasileiro, foca-se no uso que Lula fez do soft power como forma de contra-balancear a influência americana na América do Sul e ao redor do mundo. Lula adotou uma estratégia clássica de soft balancing de potências intermediárias por meio da construção de coalizões regionais e globais, além da influência em instituições internacionais. Apesar dos limitados resultados dos esforços de Lula em formar coalizões, a estratégia brasileira de soft balancing foi, no entanto, bem sucedida em tornar a posição brasileira mais relevante para a governança global e a política americana. Apesar dos dois países terem sido capazes de manter relações construtivas em áreas de interesse e valores comuns, o progresso crescente de Lula em limitar a influência americana e solidificar a posição brasileira de potência intermediária levou, de maneira geral, a atritos entre Brasil e Estados Unidos.

Static Balancing of the Cal Poly Wind Turbine Rotor

The balancing of a wind turbine rotor is a crucial step affecting the machine’s performance, reliability, and safety, as it directly impacts the dynamic loads on the entire structure. A rotor can be balanced either statically or dynamically. A method of rotor balancing was developed that achieves both the simplicity of static balancing and the accuracy of dynamic balancing. This method is best suited, but not limited, to hollow composite blades of any size. The method starts by quantifying the mass and center of gravity of each blade. A dynamic calculation is performed to determine the theoretical shaking force on the rotor shaft at the design operating speed. This force is converted to a net counterbalance mass required for each blade. Despite the most careful methodology, there may still be large errors associated with these measurements and calculations. Therefore, this new method includes a physical verification of each blade’s individual balance against all other blades on the rotor, with the ability to quantify the discrepancy between blades, and make all balance adjustments in situ. The balance weights are aluminum plugs of varying lengths inserted into the root of each blade with a threaded steel rod running through the middle. The balance adjustment is thus not visible from outside. The weight of the plug and rod represent the coarse counterbalance of each blade, based on the dynamic calculations. The threaded steel rod acts as a fine adjustment on the blades’ mass moment when traveled along the plug. A dedicated blade-balance apparatus, designed and constructed in-house, is used to verify and fine-tune each individual blade and compare it to all other blades on the rotor. The resulting blade assembly is verified on a full rotor static balancing apparatus. The full rotor apparatus measures the steady state tilt of the rotor when balanced on a point. Next, the rotors' tilt is related to its overall level of imbalance with quantifiable error. Most error comes from the fact that the hub, comparable in mass to the blades, creates a false righting moment of the assembly not present in operation. The fully assembled rotor is tested, pre and post balance, in operation on the turbine at a series of predetermined speeds. This is accomplished with a 3-axis accelerometer mounted on the main turbine shaft bearing and a control system which regulates and records turbine speed at 100 Hz

Exploring coordinated software and hardware support for hardware resource allocation

Multithreaded processors are now common in the industry as they offer high performance at a low cost. Traditionally, in such processors, the assignation of hardware resources between the multiple threads is done implicitly, by the hardware policies. However, a new class of multithreaded hardware allows the explicit allocation of resources to be controlled or biased by the software. Currently, there is little or no coordination between the allocation of resources done by the hardware and the prioritization of tasks done by the software.This thesis targets to narrow the gap between the software and the hardware, with respect to the hardware resource allocation, by proposing a new explicit resource allocation hardware mechanism and novel schedulers that use the currently available hardware resource allocation mechanisms.It approaches the problem in two different types of computing systems: on the high performance computing domain, we characterize the first processor to present a mechanism that allows the software to bias the allocation hardware resources, the IBM POWER5. In addition, we propose the use of hardware resource allocation as a way to balance high performance computing applications. Finally, we propose two new scheduling mechanisms that are able to transparently and successfully balance applications in real systems using the hardware resource allocation. On the soft real-time domain, we propose a hardware extension to the existing explicit resource allocation hardware and, in addition, two software schedulers that use the explicit allocation hardware to improve the schedulability of tasks in a soft real-time system.In this thesis, we demonstrate that system performance improves by making the software aware of the mechanisms to control the amount of resources given to each running thread. In particular, for the high performance computing domain, we show that it is possible to decrease the execution time of MPI applications biasing the hardware resource assignation between threads. In addition, we show that it is possible to decrease the number of missed deadlines when scheduling tasks in a soft real-time SMT system.

Load balancing solution and evaluation of F5 content switch equipment

The Thesis focused on hardware based Load balancing solution of web traffic through a load balancer F5 content switch. In this project, the implemented scenario for distributing HTTPtraffic load is based on different CPU usages (processing speed) of multiple member servers.Two widely used load balancing algorithms Round Robin (RR) and Ratio model (weighted Round Robin) are implemented through F5 load balancer. For evaluating the performance of F5 content switch, some experimental tests has been taken on implemented scenarios using RR and Ratio model load balancing algorithms. The performance is examined in terms of throughput (bits/sec) and Response time of member servers in a load balancing pool. From these experiments we have observed that Ratio Model load balancing algorithm is most suitable in the environment of load balancing servers with different CPU usages as it allows assigning the weight according to CPU usage both in static and dynamic load balancing of servers.

In this thesis a vertical turbine mixed flow pump that has a flow rate of 40 l/s and 16 mwc head at 2900 rpm is designed. Effect of design parameters are investigated and flow inside the pump is analyzed with the help of numerical experimentations. The designed pump is manufactured and tested in Layne Bowler Pumps Company and completed in T&Uuml / BiTAK - TEYDEB project. Pump is designed in the tolerance limits that are defined in the standard TS EN ISO 9906. Numerical experimentation results for performance charecteristics show the same trend with the test results. In addition, axial thrust measurements are done on the designed pump with using load cells. Effect of balancing holes and balancing ring are investigated. Balancing holes are drilled at various diameters at the back side of the impellers and its effect is analyzed on the pump performance characteristics. Test results are compared with different approaches.

Errors In Delay Differentiation In Statistical Multiplexing

Different applications of communication networks have different requirements that depend on the type of application. We consider the problem of differentiating between delay-sensitive applications based on their average delay requirements, as may be of interest in signalling networks. We consider packets of different classes that are to be transmitted on the same link with different average delay requirements, to reside in separate queues with the arrival statistics for the queues being specified. This statistical multiplexer has to schedule packets from different queues in so that the average delays of the queues approach the specified target delays as quickly as possible. For simplicity, we initially consider a discrete-time model with two queues and a single work-conserving server, with independent Bernoulli packet arrivals and unit packet service times. With arrival rates specified, achieving mean queue lengths in a ratio which corresponds to the ratio of target mean delays is a means of achieving individual target mean delays. We formulate the problem in the framework of Markov decision theory. We study two scheduling policies called Queue Length Balancing and Delay Balancing respectively, and show through numerical computation that the expectation of magnitude of relative error in θ (1/m) and θ (1/√m) respectively, and that the expectation of the magnitude of relative error in weighted average delays decays as θ (1/√m) and θ (1/m) respectively, where m is the averaging interval length. We then consider the model for an arbitrary number of queues each with i.i.d. batch arrivals, and analyse the errors in the average delays of individual queues. We assume that the fifth moment of busy period is finite for this model. We show that the expectation of the absolute value of error in average queue length for at least one of the queues decays at least as slowly as θ (1/√m), and that the mean squared error in queue length for at least one of the queues decays at least as slowly as θ (1/m). We show that the expectation of the absolute value of error in approximating Little’s law for finite horizon is 0 (1/m). Hence, we show that the mean squared error in delay for at least one of the queues decays at least slowly as θ (1/m). We also show that if the variance of error in delay decays for each queue, then the expectation of the absolute value of error in delay for at least one of the queues decays at least as slowly as θ (1/√m).

Effiziente MapReduce-Parallelisierung von Entity Resolution-Workflows

In den vergangenen Jahren hat das neu entstandene Paradigma Infrastructure as a Service die IT-Welt massiv verändert. Die Bereitstellung von Recheninfrastruktur durch externe Dienstleister bietet die Möglichkeit, bei Bedarf in kurzer Zeit eine große Menge von Rechenleistung, Speicherplatz und Bandbreite ohne Vorabinvestitionen zu akquirieren. Gleichzeitig steigt sowohl die Menge der frei verfügbaren als auch der in Unternehmen zu verwaltenden Daten dramatisch an. Die Notwendigkeit zur effizienten Verwaltung und Auswertung dieser Datenmengen erforderte eine Weiterentwicklung bestehender IT-Technologien und führte zur Entstehung neuer Forschungsgebiete und einer Vielzahl innovativer Systeme. Ein typisches Merkmal dieser Systeme ist die verteilte Speicherung und Datenverarbeitung in großen Rechnerclustern bestehend aus Standard-Hardware. Besonders das MapReduce-Programmiermodell hat in den vergangenen zehn Jahren zunehmend an Bedeutung gewonnen. Es ermöglicht eine verteilte Verarbeitung großer Datenmengen und abstrahiert von den Details des verteilten Rechnens sowie der Behandlung von Hardwarefehlern. Innerhalb dieser Dissertation steht die Nutzung des MapReduce-Konzeptes zur automatischen Parallelisierung rechenintensiver Entity Resolution-Aufgaben im Mittelpunkt. Entity Resolution ist ein wichtiger Teilbereich der Informationsintegration, dessen Ziel die Entdeckung von Datensätzen einer oder mehrerer Datenquellen ist, die dasselbe Realweltobjekt beschreiben. Im Rahmen der Dissertation werden schrittweise Verfahren präsentiert, welche verschiedene Teilprobleme der MapReduce-basierten Ausführung von Entity Resolution-Workflows lösen. Zur Erkennung von Duplikaten vergleichen Entity Resolution-Verfahren üblicherweise Paare von Datensätzen mithilfe mehrerer Ähnlichkeitsmaße. Die Auswertung des Kartesischen Produktes von n Datensätzen führt dabei zu einer quadratischen Komplexität von O(n²) und ist deswegen nur für kleine bis mittelgroße Datenquellen praktikabel. Für Datenquellen mit mehr als 100.000 Datensätzen entstehen selbst bei verteilter Ausführung Laufzeiten von mehreren Stunden. Deswegen kommen sogenannte Blocking-Techniken zum Einsatz, die zur Reduzierung des Suchraums dienen. Die zugrundeliegende Annahme ist, dass Datensätze, die eine gewisse Mindestähnlichkeit unterschreiten, nicht miteinander verglichen werden müssen. Die Arbeit stellt eine MapReduce-basierte Umsetzung der Auswertung des Kartesischen Produktes sowie einiger bekannter Blocking-Verfahren vor. Nach dem Vergleich der Datensätze erfolgt abschließend eine Klassifikation der verglichenen Kandidaten-Paare in Match beziehungsweise Non-Match. Mit einer steigenden Anzahl verwendeter Attributwerte und Ähnlichkeitsmaße ist eine manuelle Festlegung einer qualitativ hochwertigen Strategie zur Kombination der resultierenden Ähnlichkeitswerte kaum mehr handhabbar. Aus diesem Grund untersucht die Arbeit die Integration maschineller Lernverfahren in MapReduce-basierte Entity Resolution-Workflows. Eine Umsetzung von Blocking-Verfahren mit MapReduce bedingt eine Partitionierung der Menge der zu vergleichenden Paare sowie eine Zuweisung der Partitionen zu verfügbaren Prozessen. Die Zuweisung erfolgt auf Basis eines semantischen Schlüssels, der entsprechend der konkreten Blocking-Strategie aus den Attributwerten der Datensätze abgeleitet ist. Beispielsweise wäre es bei der Deduplizierung von Produktdatensätzen denkbar, lediglich Produkte des gleichen Herstellers miteinander zu vergleichen. Die Bearbeitung aller Datensätze desselben Schlüssels durch einen Prozess führt bei Datenungleichverteilung zu erheblichen Lastbalancierungsproblemen, die durch die inhärente quadratische Komplexität verschärft werden. Dies reduziert in drastischem Maße die Laufzeiteffizienz und Skalierbarkeit der entsprechenden MapReduce-Programme, da ein Großteil der Ressourcen eines Clusters nicht ausgelastet ist, wohingegen wenige Prozesse den Großteil der Arbeit verrichten müssen. Die Bereitstellung verschiedener Verfahren zur gleichmäßigen Ausnutzung der zur Verfügung stehenden Ressourcen stellt einen weiteren Schwerpunkt der Arbeit dar. Blocking-Strategien müssen stets zwischen Effizienz und Datenqualität abwägen. Eine große Reduktion des Suchraums verspricht zwar eine signifikante Beschleunigung, führt jedoch dazu, dass ähnliche Datensätze, z. B. aufgrund fehlerhafter Attributwerte, nicht miteinander verglichen werden. Aus diesem Grunde ist es hilfreich, für jeden Datensatz mehrere von verschiedenen Attributen abgeleitete semantische Schlüssel zu generieren. Dies führt jedoch dazu, dass ähnliche Datensätze unnötigerweise mehrfach bezüglich verschiedener Schlüssel miteinander verglichen werden. Innerhalb der Arbeit werden deswegen Algorithmen zur Vermeidung solch redundanter Ähnlichkeitsberechnungen präsentiert. Als Ergebnis dieser Arbeit wird das Entity Resolution-Framework Dedoop präsentiert, welches von den entwickelten MapReduce-Algorithmen abstrahiert und eine High-Level-Spezifikation komplexer Entity Resolution-Workflows ermöglicht. Dedoop fasst alle in dieser Arbeit vorgestellten Techniken und Optimierungen in einem nutzerfreundlichen System zusammen. Der Prototyp überführt nutzerdefinierte Workflows automatisch in eine Menge von MapReduce-Jobs und verwaltet deren parallele Ausführung in MapReduce-Clustern. Durch die vollständige Integration der Cloud-Dienste Amazon EC2 und Amazon S3 in Dedoop sowie dessen Verfügbarmachung ist es für Endnutzer ohne MapReduce-Kenntnisse möglich, komplexe Entity Resolution-Workflows in privaten oder dynamisch erstellten externen MapReduce-Clustern zu berechnen.

This paper proposes an analytic framework for the balancing or weighing test, as an instance of a Multiple-Criteria Decision Analysis (MCDA), like the ones used in disciplines like management or operations research. The change in perspective allows for an enrichment of our comprehension concerning the test, and permits an increment in its pretentions of rationality in the process of solving conflicts, in which is necessary to arrive to an optimal solution. In the first section we propose a conceptual framework concerning the development of MCDA models. Then we show three models of balancing tests proposed in the specialized literature, one of which is the model proposed by Robert Alexy. Finally, departing from a comparison between constitutional balancing and the reasonableness test, used by Indecopi, we present a complex model of balancing, which counts with two perspectives: one synchronic, and the other diachronic. / El presente artículo propone un análisis del test de ponderación como una caso particular de los exámenes o test de decisión multicriterio (MCDA) desarrollados en otras disciplinas como la gestión y la investigación de operaciones. Este cambio de perspectiva permite enriquecer nuestra comprensión de dicho test, e incrementar sus pretensiones de racionalidad para resolver conflictos en los que se debe arribar a una solución óptima. En la primera parte se plantea un marco teórico sobre el desarrollo de los análisis de toma de decisiones multicriterio. A continuación se analizan las interrelaciones entre tres modelos ponderativos que se han propuesto en la literatura especializada, entre los que se encuentra el de Robert Alexy. Finalmente, a partir de una comparación entre la ponderación constitucional y el examen de razonabilidad de una medida, empleado por Indecopi, se presenta un modelo complejo de toma de decisiones en la ponderación. Dicho modelo cuenta con una perspectiva diacrónica y sincrónica de análisis.

Static Balancing of Rigid-Body Linkages and Compliant Mechanisms

Static balance is the reduction or elimination of the actuating effort in quasi-static motion of a mechanical system by adding non-dissipative force interactions to the system. In recent years, there is increasing recognition that static balancing of elastic forces in compliant mechanisms leads to increased efficiency as well as good force feedback characteristics. The development of insightful and pragmatic design methods for statically balanced compliant mechanisms is the motivation for this work. In our approach, we focus on a class of compliant mechanisms that can be approximated as spring-loaded rigid-link mechanisms. Instead of developing static balancing techniques directly for the compliant mechanisms, we seek analytical balancing techniques for the simplified spring–loaded rigid–link approximations. Towards that, we first provide new static balancing techniques for a spring-loaded four-bar linkage. We also find relations between static balancing parameters of the cognates of a four-bar linkage. Later, we develop a new perfect static balancing method for a general n-degree-of-freedom revolute and spherical jointed rigid-body linkages. This general method distinguishes itself from the known techniques in the following respects: 1 It adds only springs and not any auxiliary bodies. 2 It is applicable to linkage shaving any number of links connected in any manner. 3 It is applicable to both constant(i.e., gravity type) and linear spring loads. 4 It works both in planar and spatial cases. This analytical method is applied on the approximated compliant mechanisms as well. Expectedly, the compliant mechanisms would only be approximately balanced. We study the effectiveness of this approximate balance through simulations and a prototype. The analytical static balancing technique for rigid-body linkages and the study of its application to approximated compliant mechanisms are among the main contributions of this thesis.

A parte empírica deste texto, após uma breve análise da história de busca brasileira por poder vis-à-vis aos Estados Unidos e da limitada expansão do hard power (poder militar) brasileiro, foca-se no uso que Lula fez do soft power como forma de contra-balancear a influência americana na América do Sul e ao redor do mundo. Lula adotou uma estratégia clássica de soft balancing de potências intermediárias por meio da construção de coalizões regionais e globais, além da influência em instituições internacionais. Apesar dos limitados resultados dos esforços de Lula em formar coalizões, a estratégia brasileira de soft balancing foi, no entanto, bem sucedida em tornar a posição brasileira mais relevante para a governança global e a política americana. Apesar dos dois países terem sido capazes de manter relações construtivas em áreas de interesse e valores comuns, o progresso crescente de Lula em limitar a influência americana e solidificar a posição brasileira de potência intermediária levou, de maneira geral, a atritos entre Brasil e Estados Unidos.
