No. of bitstreams: 1 ceara_a_me_mar.pdf: 785799 bytes, checksum: 66ec82f48f3fbc911be3ed3b885f46df (MD5) Previous issue date: 2018-08-07 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) / Com o fim da Segunda Guerra Mundial, estabeleceu-se no mundo, sob o comando dos Estados Unidos e, em posição secundária, da Inglaterra, um sistema de governança global cujos principais pilares – a ONU com seu Conselho de Segurança, o FMI, o Banco Mundial e o GATT (agora OMC) – que permanecem até os dias de hoje como os fóruns relevantes para a discussão e encaminhamento dos grandes problemas econômicos e políticos internacionais. Ocorre que a conjuntura política que levou à prevalência desse sistema há muito deixou de existir. Com a debacle da União Soviética e o consequente fim da Guerra Fria pareceu que o mundo finalmente havia chegado a uma situação unipolar na qual o único país hegemônico seria os Estados Unidos. Tal cenário entretanto não durou mais que uma década, a de 1990. Com a chegada do século XXI um novo quadro se formou com a ascensão de novos polos de dinamismo econômico no mundo. O acontecimento mais relevante foi a ascensão dos países em desenvolvimento e nomeadamente a ascensão da China. Por outro lado, a liderança política e econômica dos Estados Unidos, sobretudo após a crise de 2008, começou a ruir. Abriu-se assim um vazio na política internacional e um quadro de grande incerteza. De um lado, os Estados Unidos e seus aliados europeus fazem de tudo para garantir os privilégios herdados do sistema de governança herdado do pós-guerra, mesmo que isso implique, no limite, em ir à guerra. De outro lado, a ascensão da China nas relações internacionais tanto políticas quanto econômicas, o surgimento de novos fóruns de cooperação com a participação de países médios, por exemplo, IBAS, BASIC, BRICS, Organização de Xangai, ASEAN, dentre outros, as crises financeiras globais como a de 2008, uma maior multiplicidade de atores com voz nas decisões internacionais, exige mudanças no atual sistema de governança. É nesse quadro que o debate atual sobre uma reforma da governança global se desenvolve. Esse trabalho tem como objetivo estudar, neste contexto, a relação entre Brasil e China, visando compreender em que medida ambos cooperam e se cooperam com o objetivo de reformar o atual sistema. Sob essa perspectiva, a pesquisa parte dos acontecimentos a partir da Guerra Fria até o mandato da presidente Dilma Rousseff, tendo enfoque nas mudanças ocorridas na China e nas relações políticas sino-brasileiras. / With the end of World War II, a system of global governance was established in the world under the command of the United States and, in a secondary position, of England, whose main pillars - the UN with its Security Council, the IMF, the World Bank and the GATT (now WTO) - which remain to this day as the forums relevant to the discussion and referral of major international economic and political problems. It happens that the political conjuncture that led to the prevalence of this system has long ceased to exist. With the debacle of the Soviet Union and the consequent end of the Cold War it seemed that the world had finally reached a unipolar situation in which the only hegemonic country would be the United States. This scenario, however, did not last more than a decade, that of 1990. With the arrival of the twenty-first century a new framework was formed with the rise of new poles of economic dynamism in the world. The most relevant event was the rise of developing countries, including the rise of China. On the other hand, the political and economic leadership of the United States, especially after the crisis of 2008, began to crumble. Thus, a vacuum emerged in international politics and a picture of great uncertainty. On the one hand, the United States and its European allies do their utmost to secure the privileges inherited from the system of governance inherited from the post-war era, even if this implies, at the limit, going to war. On the other hand, the rise of China in international political and economic relations, the emergence of new forums of cooperation with the participation of medium-sized countries, for example IBSA, BASIC, BRICS, Shanghai Organization, ASEAN, among others, crises globalization such as 2008, a greater multiplicity of actors with a voice in international decisions, requires changes in the current governance system. It is within this framework that the current debate on a reform of global governance develops. This study aims to study, in this context, the relationship between Brazil and China, aiming to understand to what extent both cooperate and cooperate with the goal of reforming the current system. From this perspective, the research starts from the events of the Cold War to the term of President Dilma Rousseff, focusing on the changes that have taken place in China and in Sino-Brazilian political relations.

Isto é, em que medida e por que a Argentina, o Brasil, a Colômbia, o México e a Venezuela, operam como obstáculos ou catalizadores para o processo de estabilização do sistema climático? Como tal, a pesquisa envolve um esforço duplo: uma inferência descritiva orientada a avaliar o nível de compromisso climático de cada país; e uma inferência causal orientada a explorar os condicionantes que poderiam dar conta dos níveis diferenciados de compromisso observados. O esforço descritivo envolve duas partes complementares, a criação e aplicação de um índice que expressa em uma escala numérica de 0 a 10 o grau de compromisso climático de um país em um determinado momento e; um estudo de caso qualitativo que analisa a trajetória do compromisso climático em cada um dos países no período considerado. O movimento de inferência causal, utilizando o método comparativo, analisa como opera em cada um dos casos uma série de fatores que a literatura e a própria pesquisa empírica nos cinco casos coloca como potenciais condicionantes do compromisso climático. A pesquisa mostra, de um lado, que o avanço do compromisso climático nos países estudados tem sido modesto, inclusive nos casos brasileiro e mexicano, os mais moderados da amostra. Do outro lado, achamos evidência de que o papel da liderança climática, o perfil de inserção internacional, a posição no sistema internacional e, a percepção do custo-benefício das políticas de mitigação, condicionam o nível de compromisso climático das potências latino-americanas no período considerado. A qualidade do regime político e a capacidade de mitigação também aparecem associados ao nível de compromisso climático. ___________________________________________________________________________________________________ ABSTRACT / This dissertation analyzes the trajectory and drivers of climate commitment in the major Latin- American powers between 2007 and 2015. This is, whether and why Argentina, Brazil, Colombia, Mexico and, Venezuela are drivers of mitigation or intensification of the climate crisis? Hence, two research efforts are present: a descriptive inference that aims to assess the level of climate commitment of each country and; a causal inference that explores the drivers behind the different levels of climate commitment observed across countries. The descriptive inference has two parts that are complementary; an index that measures climate commitment in a 10 points scale and; a qualitative assessment of each case. Both movements focus on the trajectory of GHG emission and climate policy. The descriptive inference, using the comparative method, analyzes the impact of a set of potential drivers of climate commitment on each country. The set of drivers comes from the literature and the empirical research on the five cases. The research concludes, one hand, that the progress in terms of climate commitment among these countries has been modest, even in the less conservative cases, Mexico and, Brazil. On the other hand, the research finds evidence that the climate leadership, the international profile of the country, its position in the international system and, the cost-benefit analysis regarding climate policies, influence the level of climate commitment in Latin-American powers. Also, the quality of the political regime and the mitigation capacity of each country are correlated with climate commitment.

Com o final da Guerra Fria, o mundo entrou numa era de crescente complexidade. O aparente crescimento de instituições supranacionais na Europa, e o aumento das preocupações com a degradação ambiental e outras externalidades transfronteiriças, estão agora ampliando os questionamentos acerca da governança global. Para uma abordagem mais apurada do tema, a realidade internacional é contextualizada no quadro do processo de Globalização e das grandes transformações estruturais que o sistema internacional vem sofrendo, sobretudo a partir do final da Guerra Fria, em 1990. Neste sentido, a idéia de governança global, na visão de muitos estudiosos (em organizações internacionais, corporações transnacionais e organizações não-governamentais), passou a ser vista como uma tentativa de se estabelecer uma nova agenda para a política mundial. Ao mesmo tempo, a governança global tem sido encarada pelos profissionais envolvidos em relações internacionais como um atraente mecanismo para a solução de problemas coletivos. Contudo, a despeito de sua longa história e do aumento da atenção acadêmica despertada, o conceito de governança e as dimensões de seu relacionamento com a globalização permanecem pobremente compreendidas. Alguns dos elementos constituintes da idéia de governança global, no ponto de vista deste estudo, evoluíram ao longo da história e ganharam matizes de acordo com os momentos históricos e políticos que a sociedade vai atravessando, consolidando-se no final do século XX. _______________________________________________________________________________ ABSTRACT / This is a dissertation about the historical developments of some of the constitutive elements of the idea of global governance. The end of the Cold War, the apparent growth of supra-national institutions in Europe, and rising concerns with environmental degradation and other transborder externalities are now sparking a broader inquiry into global governance. To offer a very sharp approach of the subject, the international agenda is treated into the Globalization process context and the huge structural transformations the international system has been suffering, mainly since the end of the Cold War, in 1990. In this sense, the idea of global governance, for many theoreticians in international organizations, transnational corporations, and non-governamental organizations is the attempt to establish a novel agenda in world politics. At the same time, global governance is invoked as an attractive collective problemsolving device by professionals involved in international relations. However, despite this long history and growing academic attention, the concept of governance and its relationship to globalization remain poorly understood. The most important claim of this dissertation is that, before its consolidation in the end of the twentieth century, some of the constitutive elements of the global governance concept changed along the history and acquired different shades, according to the historical and political moments in that international society lives.

A pesquisa analisou a atuação do UN-Water, da Organização do Tratado de Cooperação Amazônica (OTCA) e da Câmara Técnica Gestão de Recursos Hídricos Transfronteiriços (CTGRHT) vinculada ao Conselho Nacional de Recursos Hídricos (CNRH), além de políticas públicas e de desenvolvimento do setor de recursos hídricos para aquela região. A metodologia adotada envolveu não só levantamento bibliográfico, mas também a aplicação de questionários em um painel de especialistas. Os resultados irão demonstrar que, no cenário da bacia Amazônica, a OTCA é o mecanismo atual com maior estrutura nodal para a governança de recursos hídricos, apesar de suas deficiências e de não ser a mesma uma organização dedicada exclusivamente a recursos hídricos. Apesar dos desafios e dificuldades existentes para a governança global da água, a importância estratégica da bacia do rio Amazonas tanto para o desenvolvimento brasileiro quanto para a sustentabilidade global demonstrou que o fortalecimento institucional dos mecanismos existentes ou surgimento de novas institucionalidades é pressuposto básico para o futuro da governança da água e do maior desenvolvimento regional. ______________________________________________________________________________ ABSTRACT / This dissertation aims to understand the dynamics, the influence and the importance of certain mechanisms of global water governance and its relationship with global water governance, especially those concerning to the management of shared and cross-border rivers in the Amazon basin. The study analyzes the work of UN-Water, the Amazon Cooperation Treaty Organization (OTCA) and the Technical Management Committee of Transboundary Water Resources (CTGRHT) of the National Water Resources Council (CNRH). It also overlooks the Brazilian public policy and the development of water sector in the region. The methodology was based not only on literature, but also on the application of questionnaires to a panel of experts. The results will show that, in the scenario of the Amazon basin, OTCA is recognized as the current mechanism with higher nodal structure for the water governance in the region, despite its shortcomings and the fact that this Organization is not exclusively dedicated to water resources. Despite the challenges and difficulties for the global water governance, the strategic importance of the Amazon River basin for both Brazilian development and global sustainability have demonstrated that the institutional strengthening of existing mechanisms or the creation of new ones can become a basic assumption for the future governance of water and the largest regional development.

Na América Latina, a interação entre as ordens constitucionais domésticas e o regime regional dos direitos humanos é um lócus para essa emergência, mas a transversalidade é limitada por pretensões hierárquicas próprias das ordens e regimes envolvidos. A ideia de transconstitucionalismo é introduzida como alternativa às perspectivas hierárquicas como o monismo e o dualismo. A primeira parte da tese apresenta o desenvolvimento histórico que conforma o atual estilo de governança global judicializada e estuda a emergência da norma global de responsabilidade individual por graves violações contra os direitos humanos. A segunda parte analisa elementos de um conjunto de 50 casos do Sistema Interamericano de Direitos Humanos e das justiças domésticas da Argentina, Brasil, Chile, México e Uruguai lidando com a aplicação da norma global de responsabilidade individual e o surgimento de novos mecanismos de interação, por meio de reformas constitucionais e da doutrina do controle de convencionalidade. Analisa como padrões de resistência, convergência e articulação são formados e contribuem ou restringem a governança transversal. Conclui que a despeito da gradual consolidação de um discurso de horizontalidade e cooperação entre regimes, a doutrina e a prática judicial seguem promovendo argumentos de solução hierárquica de conflitos que tendem a restringir e inibir as possibilidades de uma governança efetivamente transversal dos direitos fundamentais. _______________________________________________________________________________________________ ABSTRACT / This dissertation argues that the increasing interaction between constitutional orders and self-contained legal regimes leads to the emergency of areas of transversal governance. In Latin America the domestic constitutional orders and the Inter-American Human Rights System interaction allow this emergency but the transversal governance is limited by hierarchical claims. The idea of transconstitutionalism is introduced as an alternative to hierarchical perspectives such as monism and dualism. Part I addresses the historical development of the current style of judicialized global governance and analyze the emergence of the global norm of individual accountability for gross human rights violations. Part II assesses elements of 50 cases from the Inter-American Human Rights System and the domestic justice systems from Argentina, Brazil, Chile, Mexico, and Uruguay dealing with the global norm of individual accountability and the rising of new mechanisms of interaction via constitutional reforms and the emergence of the conventional review doctrine. It also analyzes how patterns of resistance, convergence and engagement are shaped and contribute or restrict the transversal governance. It concludes that regardless the gradual consolidation of a speech of horizontality and cooperation among legal regimes the theory and the legal practice still argue for hierarchical conflict resolutions, inhibiting effective possibilities of fundamental rights transversal governance.

Esta dissertação buscou analisar essas inter-relações, tendo como objeto de investigação a governança global dos direitos humanos das mulheres. Assim, seu objetivo foi o de captar em tal sistema de governança as tensões dos processos construídos historicamente, com foco nos de concertação internacional diante da diversidade de feminismos. Sua metodologia se desenvolveu em moldes exploratório e descritivo de pesquisa bibliográfica, buscando revisitar criticamente histórias e documentos oficiais, e, sobretudo, permitindo a enunciação de narrativas de mulheres marginalizadas e silenciadas ao largo da historiografia. Ademais de atentou-se em momentos preparatórios e eventos paralelos das conferências das Nações Unidas. Os resultados da pesquisa remetem ao patriarcado como intrínseco à conjuntura internacional – capitalista e neoliberal, o qual imputou-a instituições sociais para possibilitar, a priori, o homem subjugando a mulher e, mais contemporaneamente, num intento racional de sobreviver e perpetuar-se ainda mais, estabelecendo relações de poder e gênero entre as próprias mulheres. Tomando esse pressuposto, pode-se observar que a retrospectiva política do coletivo de mulheres em interação com organismos internacionais revela esse tipo de contexto; por exemplo, nas grandes Conferências das Nações Unidas sobre as Mulheres (1975-1995), houve um cenário de conflitos, em razão de se haver permitido ali, ao menos formalmente, uma multiplicidade de vozes, agentes e identidades. Contudo, já em seus últimos processos políticos, a estrutura patriarcal, apropriando-se de códigos discursivos de um feminismo liberal e de sua preponderância no campo feminista, pressionou as mulheres ao pacto global, o que sustentou uma ideia falaciosa e contingente de solidariedade e feminismo internacional – mais evocados nos eventos de Cairo, 1994 e Pequim, 1995. Essa dissertação intencionou a discorrer complexidades e controvérsias em tais empreendimentos, revelando assim, a existência de projetos com lógicas de poder e hegemonia em um espaço de negociação e tomada de decisão, fomentado como espaço de deliberação democrática. / There are several meanings around feminism; nevertheless, a key concept in order to understand it, based on international studies, joins to a vision of conceiving it as a political field with discursive practices interacting among themselves in multifarious, and often, paradoxical power dynamics. This dissertation sought to analyze these inter-relations, having as its object the global governance of women’s human rights. Thus, it aimed to capture tensions in that system, taking into account historical processes, focusing on international consultation and feminisms in diversity. Its methodology was an exploratory and descriptive scientific research, seeking to revisit official stories and documents critically and, chiefly, allowing the enunciation of marginalized and silenced narratives from women in such historiography, besides paying attention to preparatory moments and side-events. Its results channel patriarchy as an intrinsic characteristic of the international system – also capitalist and neoliberal, which poured out on it social institutions, a priori, to enable men subjugating women, and more contemporaneously, in a rational attempt to survive and perpetuate itself even more, to endow power and gender relations between women themselves. Acquiring this assumption, it is possible to infer the political retrospective of women’s movement and international organizations reveals this context; for instance, at the United Nations Global Conferences on Women (1975-1995), there was a conflictive scenario, both at micro and macro spheres, for a multiplicity of voices, agents and identities was permitted, at least formally. However, in those final political processes, the patriarchal structure, appropriating discursive core codes of a liberal feminism and its preponderance in the feminist field, pressed women to a global pact, which sustained a fallacious and contingent idea of international solidarity and feminism – mainly raise up in Cairo, 1994 and Beijing, 1995. As such, this dissertation intended to elucidate complexities and controversies in those moments, and it revealed projects with logics of power and hegemony in a space of international negotiations and decision-making process, though romanticized as one of democratic deliberation.

Este processo, movido por corporações, fundos de investimento, de pensão e governos, se popularizou pelos termos “land grab” e “land grabbing”, enquanto em português costuma atender pelas expressões “apropriação” ou “estrangeirização de terras”. Trata-se de uma dinâmica violenta associada a diversos episódios de expulsão de comunidades rurais e povos tradicionais de seus territórios, além da imposição de ameaças à segurança alimentar, ao acesso à terra e a impactos diversos sobre o meio ambiente. Com base em autores vinculados à Teoria Crítica Neogramsciana de Relações Internacionais, o estudo se concentra no processo de governança do land grabbing, buscando compreender, especificamente, como os agentes e estruturas interessados na continuidade desse processo buscaram sua legitimação por meio de dispositivos neoliberais de governança global. De caráter qualitativo e exploratório, a pesquisa se utilizou de documentos e relatórios disponibilizados por organizações internacionais, governos, ONGs e movimentos sociais rurais, além de bibliografia encontrada em livros e journals acadêmicos especializados. Ao fim, sugere-se que a legitimação da apropriação de terras se dá, em larga medida, através da despolitização do próprio fenômeno e dos mecanismos de regulação propostos para lidar com suas contradições. Palavras-chave: Land grab; Governança global; Neoliberalismo; / The food, energy and financial crisis between 2007 and 2008 potentialized a race for the control of agricultural land, mainly directed to middle and low-income countries of the global South. This process, moved by corporations, investment and pension funds, and governments, became popular by the terms of “land grab” and “land grabbing”, while in portuguese were translated into the expressions “apropriação” or “estrangeirização de terras”. This is a violent dynamic linked to a diversity of episodes of rural and traditional communities’ expulsions from their territory, as well as the imposition of threats to the food security, the access to land and a variety of impacts to the environment. Based on some authors and concepts associated with the Neogramscian Critical Theory of International Relations, the thesis focus on the governance of land grabbing, aiming to comprehend, specifically, how the agents and structures who have an interest in the maintenance of this process have worked to legitimize it through neoliberal global governance mechanisms. With a qualitative and exploratory profile, the research made use of documents and reports from international organizations, governments, NGOs and rural social movements, along with bibliography found in books and specialized academic journals. At the end, the thesis suggests that the legitimation of land grabbing occurs, largely, through the de-politization of the phenomena itself and through the mechanisms of regulation proposed to deal with its contractions. Para alcançar este objetivo, o estudo foi guiado por três questões principais: i) quais os motivos que levam os atores a aderirem às normas anticorrupção?; ii) quais são alguns dos pontos fracos e fortes desse movimento?; iii) quais as dificuldades em concretizá-los? Tendo como base as teorias das relações internacionais, o estudo procurou montar uma visão geral acerca do movimento global anticorrupção e de sua natureza, ao invés de focar em pontos específicos. Como resultado da pesquisa, foram identificados que os dois mais prováveis motivos que levam os atores a aderirem ao movimento global anticorrupção são a busca por legitimidade e por atratividade (competitividade). No que concerne aos pontos fortes, o movimento conta com uma grande quantidade de mecanismos e a com a participação ativa de diversos atores, provenientes de vários níveis e setores das sociedades, além de haver um bom nível interação entre os canais de influência analisados. Como pontos fracos, foram identificadas a dificuldade de ressonância das normas anticorrupção no nível doméstico e a dificuldade de convergência entre os objetivos dos atores transnacionais e organizações não overnamentais domésticas. No que se refere às dificuldades, foram encontrados três obstáculos principais: i) o tema, devido a fatores como complexidade, dimensão temporal, caráter político e moral; ii) a existência de uma desconexão entre as políticas globais e as expectativas e necessidades locais; iii) algumas dificuldades estruturais inerentes ao movimento. A pesquisa foi dividida em três etapas. Na primeira etapa, foram analisadas as naturezas da corrupção (raízes, conceitos, causas e consequências) e do movimento global anticorrupção (origens, desenvolvimento e limites). Na segunda etapa, foram levantados motivos para a adesão de atores a ações coletivas internacionais, num esforço de sistematização e de diálogo entre as teorias neoliberal, teorias de regimes internacionais e estudos de governança global, aplicando-os ao movimento global anticorrupção. Na terceira e última etapa, foram realizadas: i) a aplicação de um framework proposto por Steven Bernstein e Benjamin Cashore para analisar quatro vias de influência internacional no plano doméstico: regras internacionais, normas internacionais e discurso, mercados, e acesso direto aos processos de formulação política; ii) uma análise combinada dos resultados obtidos nas etapas anteriores com o objetivo de fazer um levantamento de alguns dos obstáculos e das possibilidades de o movimento global anticorrupção influenciar o nível doméstico. A pesquisa tem caráter qualitativo e foram usadas fontes primárias e secundárias. ______________________________________________________________________________ ABSTRACT / This study was focused on identifying some of the ways international anti-corruption mechanisms may influence the domestic level. In order to achieve this goal, the research was guided by three main questions: i) what are the reasons that lead actors to adhere to anti- corruption norms?; ii) what are some of the anti-corruption movement strengths and weaknesses?; iii) what are some of the obstacles to its effectiveness? Drawing on international relations theories, the study highlighted general aspects of the global anti-corruption movement instead of focusing on specific aspects. The research findings demonstrate that aiming at legitimacy and at attractiveness (competiveness) may be the most probable main reasons why actors adhere to the anti-corruption movement. Some of the identified strengths are that the anti-corruption movement relies on a considerable amount of mechanisms, in which many actors from multiple levels of society actively engage. Besides that, it seems that there is a good level of interaction among the pathways of influence analyzed. The identified weaknesses comprehend the impacts on the national level: both resonance of anti-corruption norms on domestic level and the convergence between transnational actors and domestic non-governmental organizations goals are difficult to achieve. Drawing on these findings, three obstacles were found: i) the theme itself, due to factors like complexity, temporal dimension, political and moral character; ii) the disconnection between global policies and local expectations and needs; iii) some structural problems inherent in the anti-corruption movement. This study was divided into three steps. In the first stage, the natures of corruption (roots, concepts, causes and consequences) and the anti-corruption movement were analyzed (roots, development and limits). The second stage was dedicated to identifying some of the reasons that motivate actors to engage in international collective action. In order to accomplish this goal, a dialogue among neoliberalism, theories of international regimes and global governance studies were explored – and the result was then applied to the global anti-corruption movement. In the third and last stage, the following steps were taken: i) a framework proposed by Steven Bernstein and Benjamin Cashore were applied with the purpose of analyzing four pathways of international influence on domestic policies: international rules, international norms and discourse, markets, and direct access to domestic policy-making processes; ii) an analysis combining the results obtained on the previous stages was made. The goal of this final analysis was to identify some of the obstacles faced by the movement and possibilities of influencing the national level. This research is qualitative and primary and secondary sources were used.

Defende-se a cooperação técnica internacional (CTI), principalmente a cooperação Sul-Sul estruturante em saúde, como instituição consonante com a noção de pós-nacionalidade, participando ela da governança global da saúde. O presente estudo opera uma análise interpretativa de aspectos macro e micro estruturais da governança global. Começa-se discorrendo acerca das noções contemporâneas de pós-nacionalidade e de governança global. Em seguida, passa-se à discussão acerca da cooperação técnica, enquanto instituto afeito às Relações Internacionais (RI), ao Direito e à governança em saúde na atualidade. Finalmente, analisa-se o caso da cooperação Brasil-Moçambique estabelecida entre a Fundação Oswaldo Cruz (FIOCRUZ) e o Ministério da Saúde de Moçambique, notadamente quanto aos entraves e gargalos enfrentados nos últimos anos. Conclui-se sugerindo alternativas e indicando caminhos para a superação dessas dificuldades, sob um enfoque pós-nacionalista, considerando-se a cooperação técnica poderoso instrumento de construção de um modelo de cidadania e de governança global. / The research project "Analysis of technical cooperation Brazil-Mozambique as global governance of health strategy" discusses, from the analysis of Fiocruz-Mozambique partnership, international technical cooperation in health and post-national strategy for global health governance. It supports international technical cooperation, mainly structuring South-South cooperation in health, as consonant institution with the notion of post-nationality, taking part into global health governance. This study operates an interpretive analysis of macro and microstructural aspects of global governance. It starts discoursing contemporary notions of post-nationalism and global governance. Then it situates technical cooperation in international relations, law and governance on health in the present. Finally, it is analyzed the Brazil-Mozambique`s cooperation on health, which was established between the Oswaldo Cruz Foundation (FIOCRUZ) and the Ministry of Health of Mozambique, especially considering current obstacles and bottlenecks. It concludes by suggesting alternatives and indicating ways to overcome these difficulties, in a post-nationalist approach, considering the technical cooperation a powerful tool toward a model of citizenship and global governance
