Pastaraisiais metais skaitmeninės atskirties mažinimo problemos regionuose yra aktyviai nagrinėjamos tiek Lietuvos, tiek ir Europos Sąjungos mastu, todėl informacijos ir ryšių technologijų taikymas regioninių bendruomenių plėtrai yra aktuali, savalaikė ir perspektyvi tematika. Šio mokslinio darbo pagrindiniai probleminiai tiriamieji klausimai: * Ar Lietuvos regionuose egzistuoja skaitmeninis sklastas? * Kokiomis priemonėmis valstybės bei savivaldos institucijos siekia regionų gyventojų įtraukimo į informacijos visuomenės gretas? * Kaip e. bankininkystės paslaugos įtakoja skaitmeninio sklasto mažinimą? Todėl šio darbo tikslas – nustatyti ar e. bankininkystės paslaugos – viena iš pagrindinių Lietuvos regionų gyventojų įtraukimo į informacijos visuomenę priemonių. Šiam tikslui pasiekti buvo atlikta valstybės bei savivaldos institucijų vykdomų skaitmeninės atskirties mažinimo projektų analizė, esamo informacijos visuomenės išsivystymo lygio nustatymas pasitelkiant statistinių duomenų analizę bei fokusuotų diskusijų grupių interviu. Remiantis gautų tyrimų rezultatais parengti pasiūlymai kaip efektyviai didinti regionų gyventojų įtraukimą į informacijos visuomenės vystymosi procesus e. bankininkystės paslaugų pagalba. / Recently the problems of regional digital divide reduction are the key discussion in Lithuania and ES, so the use of information and communication technologies (ICT) for community development is relevant and well-timed topic. The main scientific questions of this work are those: * Have the regions of Lithuania the problem of digital divide? * Which instruments Lithuanian governmental and municipal institutions are using for the inclusion of the residents of regions into information society? * How the e-banking services are influencing digital divide reduction? The main objective of this work is to investigate are the e-banking services one of the main instruments of the inclusion of the Lithuanian regional residents into information society. To reach this goal the revision and analysis of governmental and municipal institutions projects for the digital divide reduction was done and also the measurements of information society development level by analysis of statistical data and data gained from the focused discussion groups interview were accomplished. As a result of those investigations a list of recommendations how effectively to increase the rate of the inclusion of the residents of regions into development processes of information society using instruments of e-banking services was proposed.

Šio darbo tikslas yra išanalizuoti elektroninę komerciją, jos atsiradimo prielaidas, pateikti e-komercijos veiklos organizavimo ypatumus, nustatyti e-komercijos plėtros tendencijas Lietuvoje. Šis darbas padės aiškiau įsivaizduoti, kuriame e-komercijos vystimosi etape esame, kur link einame. Darbe aprašyti ir susisteminti žinomi elektroninės komercijos modeliai ir dalyvių tipai, apibrėžtas e-komercijos procesas ir jo brandos etapai. Kaip ypač perspektyvios išskirtos ir aprašytos mobiliosios technologijos ir jų panaudojimo e-komercijoje galimybės. Atliktas stambiausių Lietuvos bankų elektroninės bankininkystės produktų lyginamasis tyrimas. Gausiais statistiniais duomenimis iliustruota plėtros dinamika. Palygintas sistemų funkcionalumas, aiškumas vartotojams, įvertintas elektroninių technologijų novatoriškumas, nustatyti dėsningumai, identifikuotos problemos ir pateiktos išvados. Darbo išvadose aptartos elektroninio verslo plėtros problemos ir vystimosi tendencijos. / Main point of this work is to analyse e-commerce, its appearance background, list singularities of e-commerce planning activities and define e-commerce development trend in the Lithuania. This work will help more definitely figure in which development stage we are and where towards we are going. Known e-commerce models and types of members, defined e-commerce processes and its maturity stages are described in this work. Mobile technologies and their usage are abstracted like particularly promising opportunities in e-commerce. Executed comparison analysis of largest Lithuanian banks e-banking products. Expansion dynamic illustrated with large amount of statistic data. Systems functionality, clarity for users, valued e-technologies novelty was compared. Designated consistent, identified problems and formed conclusions. In work conclusion e-business expansion problems and development trends are discussed.

Research object – Banking system. Research subject –The institutes of banking system, their briefs and indexs. Research aim – To rate the banking system in Lithuania. Objectives: 1) To analyze the banking system in Lithuania. 2) To survey indexes, which are describing brief of banks. 3) To formulate method of brief analysis.. Research methods – monographical, analysis and synthesis, comparison methods.

Substantial problems of electronic contract reglamentation are being discussed in this study. This work consists of two parts. Definition of electronic contract and the main legal acts are being discussed in the first part of the work. And in the second part different agreements are examined and their adoption to laws. The aim of this work is to analyze different legal sources of Electronics contracts and to reveal how those laws are put into practice in different online banking service and online auction service agreements. We are trying not only to analyze International and Lithuanian legal sources but also to reveal the main reglamentation problems.
