Multivariate Mixed Poisson Processes

Multivariate mixed Poisson processes are special multivariate counting processes whose coordinates are, in general, dependent. The first part of this thesis is devoted to properties which multivariate counting processes may possess. Such properties are, for example, the Markov property, the multinomial property and regularity. With regard to regularity we study the properties of transition probabilities and intensities. The second part of this thesis restricts the class of all multivariate counting processes by additional assumptions leading to different types of multivariate mixed Poisson processes which, however, are connected with each other. Using a multivariate version of the Bernstein-Widder theorem, it is shown that multivariate mixed Poisson processes are characterized by the multinomial property. Furthermore, regularity of multivariate mixed Poisson processes and properties of their moments are studied in detail. Throughout this thesis, two types of stability of properties of multivariate counting processes are studied: It is shown that most properties of a multivariate counting process are stable under certain linear transformations including the selection of single coordinates and summation of all coordinates. It is also shown that the different types of multivariate mixed Poisson processes under consideration are in a certain sense stable in time.

Essays on bayesian analysis of state space models with financial applications

Cette thèse est organisée en trois chapitres où sont développées des méthodes de simulation à posteriori pour inférence Bayesienne dans des modèles espace-état ainsi que des modèles économétriques pour l’analyse de données financières. Au chapitre 1, nous considérons le problème de simulation a posteriori dans les modèles espace-état univariés et non-Gaussiens. Nous proposons une nouvelle méthode de Monte-Carlo par chaînes de Markov (MCMC) mettant à jour le vecteur de paramètres de la dynamique d’état ainsi que la séquence de variables d’état conjointement dans un bloc unique. La proposition MCMC est tirée en deux étapes: la distribution marginale du vecteur de paramètres de la dynamique d’état est construite en utilisant une approximation du gradient et du Hessien du logarithme de sa densité a posteriori, pour laquelle le vecteur de variables d’état a été intégré. La distribution conditionnelle de la séquence de variables d’état, étant donné la proposition du vecteur de paramètres, est telle que décrite dans McCausland (2012). Le calcul du gradient et du Hessien approximatif combine des sous-produits de calcul du tirage d’état avec une quantité modeste de calculs supplémentaires. Nous comparons l’efficacité numérique de notre simulation a posteriori à celle de la méthode Ancillarity-Sufficiency Interweaving Strategy (ASIS) décrite dans Kastner & Frühwirth-Schnatter (2014), en utilisant un modèle de volatilité stochastique Gaussien et le même panel de 23 taux de change quotidiens utilisé dans ce même article. Pour calculer la moyenne a posteriori du paramètre de persistance de la volatilité, notre efficacité numérique est de 6 à 27 fois plus élevée; pour la volatilité du paramètre de volatilité, elle est de 18 à 53 fois plus élevée. Nous analysons dans un second exemple des données de compte de transaction avec un modèle Poisson et Gamma-Poisson dynamique. Malgré la nature non Gaussienne des données de compte, nous obtenons une efficacité numérique élevée, guère inférieure à celle rapportée dans McCausland (2012) pour une méthode d’échantillonnage impliquant un calcul préliminaire de la forme de la distribution a posteriori statique des paramètres. Au chapitre 2, nous proposons un nouveau modèle de durée conditionnelle stochastique (SCD) pour l’analyse de données de transactions financières en haute fréquence. Nous identifions certaines caractéristiques indésirables des densités de durée conditionnelles paramétriques existantes et proposons une nouvelle famille de densités conditionnelles flexibles pouvant correspondre à une grande variété de distributions avec des fonctions de taux de probabilité modérément variable. Guidés par des considérations théoriques issues de la théorie des files d’attente, nous introduisons des déviations non-paramétriques autour d’une distribution exponentielle centrale, qui, selon nous, est un bon modèle de premier ordre pour les durées financières, en utilisant une densité de Bernstein. La densité résultante est non seulement flexible, dans le sens qu’elle peut s’approcher de n’importe quelle densité continue sur [0, ∞) de manière arbitraire, à condition qu’elle se compose d’un nombre suffisamment grand de termes, mais également susceptible de rétrécissement vers la distribution exponentielle. Grâce aux tirages très efficaces des variables d’état, l’efficacité numérique de notre simulation a posteriori se compare très favorablement à celles obtenues dans les études précédentes. Nous illustrons nos méthodes à l’aide des données de cotation d’actions négociées à la Bourse de Toronto. Nous constatons que les modèles utilisant notre densité conditionnelle avec moins de qua- tre termes offrent le meilleur ajustement. La variation régulière trouvée dans les fonctions de taux de probabilité, ainsi que la possibilité qu’elle ne soit pas monotone, aurait été impossible à saisir avec une spécification paramétrique couramment utilisée. Au chapitre 3, nous présentons un nouveau modèle de durée stochastique pour les temps de transaction dans les marchés d’actifs. Nous soutenons que les règles largement acceptées pour l’agrégation de transactions apparemment liées induisent une inférence erronée concernant les durées entre des transactions non liées: alors que deux transactions exécutées au cours de la même seconde sont probablement liées, il est extrêmement improbable que toutes paires de transactions le soient, dans un échantillon typique. En plaçant une incertitude sur les transactions liées dans notre modèle, nous améliorons l’inférence pour la distribution de la durée entre les transactions non liées, en particulier près de zéro. Nous proposons un modèle en temps discret pour les temps de transaction censurés permettant des valeurs nulles excessives résultant des durées entre les transactions liées. La distribution discrète des durées entre les transactions indépendantes découle d’une densité flexible susceptible de rétrécissement vers une distribution exponentielle. Dans un exemple empirique, nous constatons que la fonction de taux de probabilité conditionnelle sous-jacente pour des durées (non censurées) entre transactions non liées varie beaucoup moins que celles trouvées dans la plupart des études; une distribution discrète pour les transactions non liées basée sur une distribution exponentielle fournit le meilleur ajustement pour les trois séries analysées. Nous prétendons que c’est parce que nous évitons les artefacts statistiques qui résultent de règles déterministes d’agrégation des échanges et d’une distribution paramétrique inadaptée. / This thesis is organized in three chapters which develop posterior simulation methods for Bayesian inference in state space models and econometrics models for the analysis of financial data. In Chapter 1, we consider the problem of posterior simulation in state space models with non-linear non-Gaussian observables and univariate Gaussian states. We propose a new Markov Chain Monte Carlo (MCMC) method that updates the parameter vector of the state dynamics and the state sequence together as a single block. The MCMC proposal is drawn in two steps: the marginal proposal distribution for the parameter vector is constructed using an approximation of the gradient and Hessian of its log posterior density, with the state vector integrated out. The conditional proposal distribution for the state sequence given the proposal of the parameter vector is the one described in McCausland (2012). Computation of the approximate gradient and Hessian combines computational by-products of the state draw with a modest amount of additional computation. We compare the numerical efficiency of our posterior simulation with that of the Ancillarity-Sufficiency Interweaving Strategy (ASIS) described in Kastner & Frühwirth-Schnatter (2014), using the Gaus- sian stochastic volatility model and the panel of 23 daily exchange rates from that paper. For computing the posterior mean of the volatility persistence parameter, our numerical efficiency is 6-27 times higher; for the volatility of volatility parameter, 18-53 times higher. We analyse trans- action counts in a second example using dynamic Poisson and Gamma-Poisson models. Despite non-Gaussianity of the count data, we obtain high numerical efficiency that is not much lower than that reported in McCausland (2012) for a sampler that involves pre-computing the shape of a static posterior distribution of parameters. In Chapter 2, we propose a new stochastic conditional duration model (SCD) for the analysis of high-frequency financial transaction data. We identify undesirable features of existing parametric conditional duration densities and propose a new family of flexible conditional densities capable of matching a wide variety of distributions with moderately varying hazard functions. Guided by theoretical consideration from queuing theory, we introduce nonparametric deviations around a central exponential distribution, which we argue is a sound first-order model for financial durations, using a Bernstein density. The resulting density is not only flexible, in the sense that it can approximate any continuous density on [0,∞) arbitrarily closely, provided it consists of a large enough number of terms, but also amenable to shrinkage towards the exponential distribution. Thank to highly efficiency draws of state variables, numerical efficiency of our posterior simulation compares very favourably with those obtained in previous studies. We illustrate our methods using quotation data on equities traded on the Toronto Stock Exchange. We find that models with our proposed conditional density having less than four terms provide the best fit. The smooth variation found in the hazard functions, together with the possibility of it being non-monotonic, would have been impossible to capture using commonly used parametric specification. In Chapter 3, we introduce a new stochastic duration model for transaction times in asset markets. We argue that widely accepted rules for aggregating seemingly related trades mislead inference pertaining to durations between unrelated trades: while any two trades executed in the same second are probably related, it is extremely unlikely that all such pairs of trades are, in a typical sample. By placing uncertainty about which trades are related within our model, we improve inference for the distribution of duration between unrelated trades, especially near zero. We propose a discrete model for censored transaction times allowing for zero-inflation resulting from clusters of related trades. The discrete distribution of durations between unrelated trades arises from a flexible density amenable to shrinkage towards an exponential distribution. In an empirical example, we find that the underlying conditional hazard function for (uncensored) durations between unrelated trades varies much less than what most studies find; a discrete distribution for unrelated trades based on an exponential distribution provides a better fit for all three series analyzed. We claim that this is because we avoid statistical artifacts that arise from deterministic trade-aggregation rules and unsuitable parametric distribution.

Inégalités de Landau-Kolmogorov dans des espaces de Sobolev / Landau-Kolmogorov inequalities in Sobolev spaces

Ce travail est dédié à l’étude des inégalités de type Landau-Kolmogorov en normes L2. Les mesures utilisées sont celles d’Hermite, de Laguerre-Sonin et de Jacobi. Ces inégalités sont obtenues en utilisant une méthode variationnelle. Elles font intervenir la norme d’un polynômes p et celles de ces dérivées. Dans un premier temps, on s'intéresse aux inégalités en une variable réelle qui font intervenir un nombre quelconque de normes. Les constantes correspondantes sont prises dans le domaine où une certaine forme bilinéaire est définie positive. Ensuite, on généralise ces résultats aux polynômes à plusieurs variables réelles en utilisant le produit tensoriel dans L2 et en faisant intervenir au plus les dérivées partielles secondes. Pour les mesures d'Hermite et de Laguerre-Sonin, ces inégalités sont étendues à toutes les fonctions d'un espace de Sobolev. Pour la mesure de Jacobi on donne des inégalités uniquement pour les polynômes d'un degré fixé par rapport à chaque variable. / This thesis is devoted to Landau-Kolmogorov type inequalities in L2 norm. The measures which are used, are the Hermite, the Laguerre-Sonin and the Jacobi ones. These inequalities are obtained by using a variational method and the involved the square norms of a polynomial p and some of its derivatives. Initially, we focused on inequalities in one real variable that involve any number of norms. The corresponding constants are taken in the domain where a certain biblinear form is positive definite. Then we generalize these results to polynomials in several real variables using the tensor product in L2 and involving at most the second partial derivatives. For the Hermite and Laguerrre-Sonin cases, these inequalities are extended to all functions of a Sobolev space. For the Jacobi case inequalities are given only for polynomials of degree fixed with respect to each variable.

Dalje je istražena hijerarhija između kondenzacione ekvivalencije, elementarne ekvivalencije, ekvimorfizma (bi-utopivosti) i drugih sličnosti <em>L-</em>struktura određenih nekim sličnostima njihovih monoida samoutapanja.</p><p>Naposletku, temeljno je istražen fenomen reverzibilnosti <em>L</em>-struktura. Data je karakterizacija jako reverzibilnih<em> L</em>-intepretacija kao onih čije su komponentne relacije definabilne formulama praznog jezika<em> L</em><sub>&empty;</sub>, bez kvantifikatora i parametara. Pokazano je kako su slabo reverzibilne interpretacije upravo one koje imaju svojstvo Cantor-Schrӧder-Bernstein (kraće, svojstvo CSB) za kondenzacije.</p><p>Poseban naglasak stavljen je na detektovanje relevantnih klasa reverzibilnih struktura. Pri tome, prvo su proučene strukture koje su ekstremni elementi L<sub>&infin;&omega;</sub>-definabilnih klasa interpretacija, pri određenim sintaktičkim ograničenjima, a zatim su istražene nepovezane<em> L</em><sub>b</sub>-strukture, gde je dato nekoliko karakterizacija njihove reverzibilnosti.</p> / <p>If <em>L</em> is a relational language, the condensational preorder on the set <em>Int<sub>L</sub> (X)</em> of all <em>L-</em>interpretations over the domain<em> X</em>, is given with: &rho;≼_c &sigma; iff there exists a bijective homomorphism (condensation) <em>f:〈X,&rho;〉&rarr;〈X,&sigma;〉. </em>The corresponding antisymmetric quotient 〈<em>Int<sub>L</sub> (X)/</em>~<sub><em>c</em></sub>,&le;_<sub>c</sub>〉 will be called the condensational order. N</sub>ext, the hierarchy between condensational equivalence, elementary equivalence, equimorphism (bi- embedability) and other similarities of <em>L</em>-structures, determined by some similarities of their self-embedding monoids, is investigated.<br />In the last part, the phenomenon of reversibility of<em> L</em>-structures is investigated. Strongly reversible <em>L</em>-intepretations are characterized as those whose component relations are definable by the formulae of the empty language<em> L<sub>&empty;</sub>, </em>without quantifiers and parameters. It is shown that weakly reversible interpretations are exactly those having the property Cantor-Schrӧder-Bernstein (shorter, the property CSB) for condensations.<br />Particular emphasis is put on detecting relevant classes of reversible structures. First, the structures that are extreme elements of<em> L</em><sub>&infin;&omega;</sub>-definable classes of interpretations, under certain syntactical restrictions, are investigated. Following that, disconnected Lb-structures are investigated, where several equivalents of their reversibility are proven.</p>

The Musical Fallout of Political Activism: Government Investigations of Musicians in the United States, 1930-1960

Government investigations into the motion picture industry are well-documented, as is the widespread blacklisting that was concurrent. Not nearly so well documented are the many investigations of musicians and musical organizations which occurred during this same period. The degree to which various musicians and musical organizations were investigated varied considerably. Some warranted only passing mention, while others were rigorously questioned in formal Congressional hearings. Hanns Eisler was deported as a result of the House Committee on Un-American Activities' (HUAC) investigation into his background and activities in the United States. Leonard Bernstein, Marc Blitzstein, and Aaron Copland are but a few of the prominent composers investigated by the government for their involvement in leftist organizations. The Symphony of the Air was denied visas for a Near East tour after several orchestra members were implicated as Communists. Members of musicians' unions in New York and Los Angeles were called before HUAC hearings because of alleged infiltration by Communists into their ranks. The Metropolitan Music School of New York, led by its president-emeritus, the composer Wallingford Riegger, was the subject of a two day congressional hearing in New York City. There is no way to measure either quantitatively or qualitatively the effect of the period on the music but only the extent to which the activities affected the musicians themselves. The extraordinary paucity of published information about the treatment of the musicians during this period is put into even greater relief when compared to the thorough manner in which the other arts, notably literature and film, have been examined. This work attempts to fill this gap and shed light on a particularly dark chapter in the history of contemporary music.

Formação docente inicial e o ensino ao aluno com deficiência em classe comum na perspectiva da educação inclusiva

A tese aqui apresentada aborda o processo de pesquisa realizado entre os anos de 2008 e 2012, no decorrer do curso de doutorado, que foi direcionado para o estudo sobre a formação docente inicial e o ensino ao aluno com deficiência em classe comum na perspectiva da Educação Inclusiva. Tal pesquisa teve como objetivo principal analisar o percurso da formação docente inicial ― tomando como base a disciplina Intervenção Pedagógica e Necessidades Educativas Especiais, ofertada pela Faculdade de Educação – FACED ― voltada para o ensino/atendimento ao aluno com deficiência em classe comum na perspectiva da educação inclusiva, no contexto da Universidade brasileira, e mais especificamente o da Universidade Federal do Rio Grande do Sul – UFRGS. A abordagem escolhida foi de natureza qualitativa baseada na pesquisa histórico-cultural, que percebe os sujeitos como “criadores de ideias e consciência que, ao produzirem e reproduzirem a realidade social, são ao mesmo tempo produzidos e reproduzidos por ela” (FREITAS, 2002, p. 22). Desse modo, o contexto da pesquisa se configurou no espaço da UFRGS, e em particular, na FACED. Os sujeitos investigados se subdividiram em três grupos distintos: ex-alunos da disciplina Intervenção Pedagógica e Necessidades Educativas Especiais, durante os semestres 2009/2, 2010/1 e 2010/2; coordenadores dos cursos de licenciatura da UFRGS, perfazendo um total de dezessete profissionais, correspondendo às dezessete áreas de conhecimento que esses cursos abrangem; e os professores da referida disciplina. Os instrumentos metodológicos utilizados foram: análise de documentos; entrevista semiestruturada; experiência pessoal; e diário de campo. O estudo apresenta como aportes teóricos as obras de dois autores: Basil Bernstein e sua sociologia da educação, e Lev Seminovich Vygotsky e sua teoria histórico-cultural. A pesquisa possibilitou uma percepção de avanços discretos, ainda que tardios, no que diz respeito à atuação educacional da UFRGS com vistas a desenvolver, cada vez mais, ações que propiciem o acesso e a permanência de alunos com deficiência em seus cursos; propiciem principalmente o incremento de uma formação docente que responda à demanda dos futuros professores que irão trabalhar com alunos com deficiência em classes comuns das escolas regulares, e também à ampliação de projetos de pesquisa e extensão que contemplem esse campo de conhecimento. Para tanto, o papel da disciplina Intervenção Pedagógica e Necessidades Educativas Especiais é crucial, como espaço de mediação entre alunos, professores e a prática pedagógica. Espaço também de interação com outros professores, cursos e departamentos, apostando numa visão trialética de inclusão, através da criação de culturas inclusivas, da produção de políticas inclusivas e do desenvolvimento de práticas inclusivas. E que a Universidade brasileira se torne um campo de recontextualização pedagógica que leve à transformação social, e o professor seja o autor de seu discurso pedagógico. / This doctoral dissertation addresses the research process that has taken place during graduate school from 2008 to 2012. It was directed to the study of early teacher education and education to the people with disabilities in regular classes from the perspective of Inclusive Education. This research aimed at analyzing the course of early teacher education, which has been built when teaching Educational Intervention and Special Education Needs academic subjects, offered by the College of Education (FACED) which are focused on teaching people with disabilities in regular classes from the referred perspective in the context of Federal University of Rio Grande do Sul ― UFRGS, a Brazilian university. The chosen approach was that of qualitative research, carried out through cultural-historical research, which conceives the actors as “creators of ideas and conscious of producing and reproducing the social reality and simultaneously produced and reproduced by it” (FREITAS, 2002, p. 22). Thus, the research context has taken share at UFRGS, particularly at the College of Education ― FACED. The subjects investigated were subdivided into three distinct groups: alumni of Educational Intervention and Special Education academic subjects, during 2009/2, 2010/1 and 2010/2 semesters; coordinators of UFRGS undergraduate courses preparatory for teaching, totaling seventeen professionals corresponding to the seventeen various areas of knowledge covered in these courses; and the professors of Educational Intervention and Special Needs Education academic subjects. The methodological tools used were document analysis, semi-structured interviews, the researcher’s personal experience in Special Education and field diary. The study provides the theoretical contributions of two authors: the sociological approach of Basil Bernstein and its sociology of education and the cultural-historical theory of Lev Seminovich Vygotsky. This research allowed a discrete realization regarding to the educational role of UFRGS in order to develop increasingly actions that ease the access and permanence of people with disabilities in their courses; principally promoting an increase of early teacher education that responds to the prospective teachers’ demands who will teach people with disabilities in regular classes in regular schools; and it has also broaden research and extension projects in this field of knowledge. Therefore, the role of Educational Intervention and Special Education Needs academic subjects is of crucial relevance, as a place of mediation among students, teachers and pedagogical practice. It is also a place for interaction with other professors, courses and departments, focusing on a trialetic vision of inclusion through the creation of inclusive cultures, the production of inclusive policies and the development of inclusive practices. The aim is that the Brazilian universities become a pedagogic recontextualized field that leads to social transformation and that the teachers become the authors of their pedagogical discourse. / La tesis doctoral que aquí se presenta se refiere a la investigación llevada a cabo entre 2008 y 2012, durante el posgrado, dirigido al estudio de la formación inicial del profesorado y educación a los estudiantes con discapacidad en el aula regular desde la perspectiva de la Educación Inclusiva . Esta investigación tuvo como objetivo examinar el curso de formación inicial del profesorado ― basándose en la disciplina de Intervención Pedagógica y Educación Especial, ofrecido por la Facultad de Educación – FACED ― orientados a la enseñanza / servicio a los estudiantes con discapacidad en clases regulares en perspectiva la educación inclusiva en el contexto de la universidad brasileña, y más específicamente de la Universidad Federal de Rio Grande do Sul – UFRGS. El método elegido fue de carácter cualitativo basado en la investigación histórico-cultural, se da cuenta de que los sujetos como "creadores de ideas y de la conciencia, para producir y reproducir la realidad social, son producidos y reproducidos por ella" (FREITAS, 2002 p. 22). Por lo tanto, el contexto de la investigación se configura en el espacio UFRGS, y ante todo en. Los sujetos estudiados fueron subdivididos en tres grupos distintos: ex alumnos de la disciplina de Intervención Pedagógica y Educación Especial, durante los semestres 2009/2, 2010/1 y 2010/2; coordinadores de la UFRGS pregrado, para un total de 17 profesionales, que representan a las cinco áreas de conocimiento que estos cursos cubren, y los maestros de esta disciplina. Las herramientas metodológicas utilizadas fueron: análisis de documentos, entrevistas semi-estructuradas, la experiencia personal y diario de campo. El estudio proporciona aportaciones teóricas como las obras de dos autores: Basil Bernstein y su sociología de la educación, y Lev Vygotsky Seminovich y su teoría histórico-cultural. Los avances en la investigación permitió una realización discreta, aunque tarde, con respecto a la función educativa de la UFRGS con el objetivo de desarrollar cada vez más las acciones que faciliten el acceso y permanencia de los estudiantes con discapacidad en sus cursos; conducente principalmente al aumento una formación docente que responda a la demanda de los futuros maestros que trabajan con estudiantes con discapacidades en las clases regulares en las escuelas normales, así como la expansión de los proyectos de investigación y extensión que se ocupan de este campo de conocimiento. Por lo tanto, el papel de la disciplina de Intervención Pedagógica y Educación Especial es crucial, como un espacio de mediación entre estudiantes, profesores y la práctica pedagógica. El espacio también interactuar con otros profesores, cursos y departamentos, apostando trialética una visión de inclusión, mediante la creación de culturas inclusivas, que producen las políticas de inclusión y el desarrollo de prácticas inclusivas. Y la universidad brasileña se convierte en un campo pedagógico recontextualización que conduce a la transformación social, y el profesor es el autor de su discurso pedagógico.

Cette thèse se compose de deux parties. La première partie présente l'étude de la réalisation d'une lentille à atomes utilisant l'interaction dipolaire. Une étude théorique propose plusieurs séquences expérimentales possibles permettant la réalisation d'une lentille achromatique avec un grandissement contrôlable. Des tentatives de réalisation ont mis en évidence des pertes d'atomes induites par le laser utilisé. Le processus de photoassociation, fortement probable dans les conditions de l'expérience, est le responsable de ces pertes. La deuxième partie de cette thèse relate donc de l'enregistrement des spectres de photoassociation. L'analyse des spectres obtenus a été effectuée par la méthode des graphes de Lu-Fano, méthode souvent utilisée pour l'étude des séries de Rydberg. Appliqué aux trois séries vibrationnelles observées, la méthode a montré que la formule de LeRoy-Bernstein, établie pour décrire des niveaux vibrationnels situés dans la zone asymptotique du puits de potentiel moléculaire, doit être améliorée. Les deux améliorations proposées consistent à prendre en compte la région courte portée du puits de potentiel ainsi que le deuxième terme du développement multipolaire. Pour une troisième série, le graphe de Lu-Fano a mis en évidence un couplage dû à l'interaction spin-orbite et l'interaction spin-spin entre deux séries vibrationnelles. Le graphe a permis la caractérisation quantitative de ce couplage.

This study highlights the stereotypical depictions of journalists in film using a narrative analysis of four major Hollywood productions, starting with All the President’s Men from 1976 through The Girl with the Dragon Tattoo from 2011. Its purpose is to highlight traits given to journalists in the movies and re-occuring themes in the portrayal of the media and the journalistic occupation. Differences and commonalities between the films are concluded in a discussion of ethics, personalities and the media’s self image. The paper can be seen as a contribution to the paradigm in which journalism in the movies is perceived at the moment. It offers a wide explanation to how the image of the journalist is conveyed to the public, an image that differs from how real life journalists go about in daily work life. This is essential, since most people never get to experience journalistic work in reality – but solely from popular culture – which distorts the perception of the media as the fourth estate.

Governmentality, pedagogy and membership categorization : a case of enrolling the citizen in sustainable regional planning

Over the past twenty years, the idea that planning and development practices should be ‘sustainable’ has become a key tenet of discourses characterising the field of planning and development. As part of the agenda to balance and integrate economic, environmental and social interests, democratic participatory governance arrangements are frequently purported to be necessary to achieve ‘sustainable development’ at both local and global levels. Despite the theoretical disjuncture between ideas of democratic civic participation, on the one hand, and civic participation as a means to achieve pre-determined sustainability goals on the other, notions of civic participation for sustainability have become integral features of sustainable development discourses. Underpinned by a conceptual and methodological intent to perform an epistemological ‘break’ with notions of civic participation for sustainability, this thesis explicates how citizens are enrolled in the sustainable development agenda in the discourse of policy. More specifically, it examines how assumptions about civic participation in sustainable development policy discourses operate, and unpacks some discursive strategies through which policy language ‘enrols’ citizens in the same set of assumptions around their normative requirement for participation in sustainable development. Focussing in on a case study sustainable development policy document – a draft regional plan representing a case of ‘enrolling the citizen in sustainability’ - it employs three sociological perspectives/methods that progressively highlight some of the ways that the policy language enjoins citizens as active participants in ‘sustainable’ regional planning. As a thesis-by-publication, the application of each perspective/method is reported in the form of an article prepared for publication in an academic journal. In a departure from common-sense understandings of civic participation for sustainability, the first article examines the governmentality of sustainable development policy. Specifically, this article explores how civic community – particularly community rights and responsibilities – are deployed in the policy discourse as techniques of government that shape and regulate the conduct of subjects. In this respect, rather than seeing civic community as a specific ‘thing’ and participation as corresponding to particular types of ‘activities’, this paper demonstrates how notions of civic participation are constructed and mobilised in the language of sustainable development policy in ways that facilitate government ‘at a distance’. The second article begs another kind of question of the policy – one concerned more specifically with how the everyday practices of subjects become aligned with the principles of sustainable development. This paper, therefore, investigates the role of pedagogy in establishing governance relations in which citizens are called to participate as part of the problematic of sustainability. The analysis suggests that viewing the case study policy in terms of relationships of informal pedagogy provided insights into the positioning of the citizen as an ‘acquirer’ of sustainability principles. In this instance, the pedagogic values of the text provide for low levels of discretion in how citizens could position themselves in the moral order of the discourse. This results in a strong injunction for citizens to subscribe to sustainability principles in a participatory spirit coupled with the requirement for citizens to delegate to the experts to carry out these principles. The third article represents a further breakdown of the ways in which citizens become enrolled in ‘sustainable’ regional planning within the language of the case study policy. Applying an ethnomethodological perspective, specifically Membership Categorization Analysis, this article examines the way ‘the citizen’ and ‘civic values and obligations’ are produced in the interactional context of the text. This study shows how the generation of a substantive moral order that ties the citizen to sustainable values and obligations with respect to the region, is underpinned by a normative morality associated with the production of orderliness in ‘text-in-interaction’. As such, it demonstrates how the production and positioning of ‘the citizen’ in relation to the institutional authors of the policy, and the region more generally, are practical accomplishments that orient the reader to identify him/herself as a ‘citizen’ and embrace the ‘civic values and obligations’ to which he/she is bound. Together, the different conceptual and methodological approaches applied in the thesis provide a more holistic picture of the different ways in which citizens are discursively enrolled in the sustainability agenda. At the substantive level, each analysis reveals a different dimension of how the active citizen is mobilised as a responsible agent for sustainable development. In this respect, civic participation for sustainability is actualised and reproduced through the realms of language, not necessarily through applied occasions of civic participation in the ‘taken-for-granted’ sense. Furthermore, at the conceptual and methodological level, the thesis makes a significant contribution to sociological inquiry into relationships of governance. Rather than residing within the boundaries of a specific sociological perspective, it shows how different approaches that would traditionally be applied in a mutually exclusive manner, can complement each other to advance understanding of how governance discourses operate. In this respect, it provides a rigorous conceptual and methodological platform for further investigations into how citizens become enrolled in programmes of government.
