Para isso, foi feita uma comparação semiestruturada da experiência internacional e um estudo de caso aprofundado do projeto Identidade Funcional, desenvolvido pelo governo do Estado do Rio de Janeiro. As lições mais importantes, derivadas destas experiências, estão refletidas em um modelo de projeto para formação de uma base biométrica capaz de garantir a integridade do cadastro de pagamento dos salários e benefícios de previdência da administração pública. O modelo tomou por referência a prefeitura de Duque de Caxias, porém foi estruturado de modo a ser viável em municípios do mesmo porte. / This study aims to analyze the use of biometrics in the public service as a way of reducing opportunities for fraud and improving the management of public affairs. The current study uses a semi-structured comparison of international experiences and an in-depth case study of Functional Identity design undertaken by the state government of Rio de Janeiro. The most important lessons derived from these cases were then used to develop a project template for registering biometric data to ensure the integrity of salary and pension benefit within the public administration. The template took as a reference the municipality of Duque de Caxias, but was structured to be viable in cities of a similar size.

Modélisation de la sécurisation d’accès aux réseaux par la technique de cryptographie asymétrique en utilisant la reconnaissance de l’iris et la technologie des agents / Modeling security for network access through asymmetric cryptography using iris recognition and agent technology

La croissance exponentielle dans l’utilisation du réseau Internet ainsi que l’apparition de nouveaux types d’applications ont augmenté les contraintes du réseau en termes de sécurité. Depuis quelques années, les techniques biométriques ont prouvé une grande précision et fiabilité et ont été utilisées dans plusieurs domaines afin de sécuriser l’accès à différentes ressources. Des solutions intégrant des agents et des systèmes multi-agents (SMA) ont aussi prouvé leur efficacité pour la résolution de nombreux problèmes dans les réeaux. Nous proposons un modèle « IrisCrptoAgentSystem » (ICAS) basé sur la méthode biométrique pour l’authentification utilisant l’iris de l’œil et la méthode de cryptographie asymétrique utilisant l’algorithme « Rivest-Shamir-Adleman » (RSA), et en intégrant des agents. Ce modèle doit assurer un accès sécurisé aux informations et garantir la protection des informations confidentielles. Notre travail porte sur la mise en place de nouvelles méthodes dans le modèle d’authentification biométrique afin de donner plus d’efficacité à notre modèle ICAS. Nous introduisons des aspects prétopologiques dans l’élaboration de la hiérarchie indexée pour classer les gabarits DHVA. Notre approche consiste à améliorer les méthodes relatives à la localisation des contours externe et interne de l’iris. / The exponential growth in the use of the Internet as well as the emergence of new types of applications has increased the network’s constraints in terms f security. Fort the last several years, biometric techniques have proven their applicability and reliability in providing secure access to shared resources in different domains. Furthermore, software agents and multi-agent systems (MAS) have evidently been efficient in resolving several problems in network. Therefore, the aim of this research is to propose a model “IrisCryptoAgentSystem” (ICAS) that is based on a biometric method for authentication using the iris of the eyes and an asymmetric cryptography method using “Rivest-Shamir-Adleman” (RSA) in an agent-based architecture. This model should provide secure access to information and ensure the protection of confidential information. Therefore, our work focuses on the development of new methods in biometric autheitcation in order to provide greater efficiency in the ICAS model. We introduce pretopological aspects in the development of the indexed hierarchy to classify DHVA templates. Our approach aims to improve the existing methods for the localization of the external and the internal edges of the iris.

O crescimento da utilização de sistemas de reconhecimento no mundo contemporâneo exige processos de detecção cada vez mais robustos e ágeis. Aplicáveis desde sistemas de teleconferência empresarial até mecanismos de segurança e vigilância, a detecção e o reconhecimento de pessoas tornaram-se uma constante. Na tentativa de buscar caminhos alternativos, tanto para os problemas de detecção, quanto para os de reconhecimento, este trabalho propõe a utilização de medidas biométricas, mensuradas em imagens digitalizadas de faces humanas. A partir do estudo de tais medidas, torna-se possível a verificação de proporções existentes na face, especialmente a proporção divina, podendo constituir, no futuro, a base para algoritmos de detecção e/ou reconhecimento que usufruam das informações trazidas por tais proporções. Diante de uma reduzida quantidade de publicações no meio científico que utilizam a proporção divina como meio de detecção e/ou reconhecimento em processamento de imagens, esta investigação vem contribuir com alguns passos nessa direção / The increase of recognition systems in the contemporary world has demanded robust and agile detection processes. From teleconference systems to security and monitoring mechanisms, the detection and recognition of people have became constantly used and applied. In attempt to search for alternative ways to solve both detection and recognition problems, this work proposes the utilization of biometric measures, taken in digital image of human faces. From the study of such measures, it’s possible to verify face proportions, especially the divine proportion, which could allows, in the future, to implement the detection and/or recognition algorithms that utilize such proportions. Due to small amount of scientific publications that use the divine proportion as a way of detection and/or recognition in image processing, this investigation contributes with some steps in this direction

Biometric systems are becoming increasingly indispensable to protecting life and property, mainly due to its robustness, reliability, difficult to counterfeit and fast authentication. In real world applications, the devices for image acquisition and the environment are not always controlled and may under certain circumstances produce noisy images or with large variations in tonality, texture, geometry, hindering segmentation and consequently the authentication of the an individual. To deal effectively with such problems, this dissertation investigates the possibility of using committee machines combined with digital image processing techniques for iris segmentation. The components employed in the composition of the committee machines are support vector clustering, k-means and self organizing maps. In order to evaluate the performance of the tools developed in this dissertation, the experimental results obtained are compared with related works reported in the literature. Experiments on publicity available UBIRIS database indicate that committee machine can be successfully applied to the iris segmentation. / A utilização de sistemas biométricos vem sendo amplamente; incentivados pelo governo e entidades privadas a fim de substituir ou melhorar os sistemas de segurança tradicionais. Os sistemas biométricos são cada vez mais indispensáveis para proteger vidas e bens, sendo robustos, confiáveis, de difícil falsificação e rápida autenticação. Em aplicações de mundo real, os dispositivos de aquisição de imagem e o ambiente nem sempre são controlados, podendo em certas circunstâncias produzir imagens ruidosas ou com grandes variações na tonalidade, textura, geometria, dificultando a sua segmentação e por conseqüência a autenticação do indivíduo. Para lidar eficazmente com tais problemas, nesta dissertação é estudado o emprego de comitês de máquinas em conjunto com técnicas de processamento de imagens digitais para a segmentação da íris. Os componentes estudados na composição do comitê de máquinas são agrupamento por vetores-suporte, k-means e mapas auto- organizáveis. Para a avaliação do desempenho das ferramentas desenvolvidas neste trabalho, os resultados obtidos são comparados com trabalhos relacionados na literatura. Foi utilizada a base de dados pública UBIRIS disponível na internet.

The use of the Automated Fingerprint Identification System to improve the quality of service rendered by the South African Police Service on the East Rand

The globalisation process that drives the progression and trans-national nature of crime requires that the police should use sophisticated and/or state-of-the art technologies to help them to combat criminality. The use of technology by the police is thus viewed as one of the appropriate responses to deal with the threats posed by crime. In an attempt to ascertain the significance of technology in police work, this research examined the impact that the use of biometric technology such as the Automated Fingerprint Identification System, has had on the quality of seiVices rendered by the South African Police Service. Following the police's task of identifying criminal fingerprints, the problem encountered in this research was that, ever since the introduction of the Automated Fingerprint Identification System, no research had been conducted to assess the impact thereof on the level and quality of seiVices rendered by the South African Police SeiVice. This problem was further intensified by the fact that there was no framework to assess the impact that the utilisation of the Automated Fingerprint Identification System has had on police work in South Africa. Consequently, the problems that were identified in this research compromised not only the quality of seiVices rendered by the police, but also the safety and security within communities. The findings in this research showed that the utilisation of biometric technologies such as the Automated Fingerprint Identification System have helped the police to accurately identify and arrest criminal suspects. However, some of the conclusions reached suggested that the quantitative aspect of the utilisation of biometric systems and the elated portable apparatuses within the South African Police Service was emphasised more than the qualitative aspect thereof. The emphasis was evident in the statistics regarding the use of the Automated Fingerprint Identification System, which focused primarily on police productivity and to a lesser degree on accountability related issues. This study espoused a qualitative paradigm and the investigations in the research were focused on the East Rand policing precinct. The participants who informed this research were selected from the research population using random and purposive sampling techniques. In the same way, the data that informed this research was collected using semi-structured interviews and an in-depth review of the literature on policing and its utilisation of the different technologies. The research espoused social constructivism and phenomenology as the philosophical worldviews of choice to form constructivist phenomenology and to attain theoretical triangulation. Moreover, evaluation research and a case study were espoused as the research designs of choice, to attain methodological triangulation. The various triangulation techniques espoused in this research project were critical in attaining quality assurance in terms of the research methodology applied. In the same way, a myriad of qualitative techniques such as dependability, transferability, confimability and credibility were also employed in order to ensure that the integrity of the data that was collected in this study remained intact. Finally, the data that was collected to inform this research was analysed using the qualitative content analysis technique. Biometrická brána využívající kamer pro identifikaci osob / Biometric Gateway Using Camera to Identify People

Biometric gateways are used to quickly and accurately identify people. Of the biometric characteristics, iris, face and fingerprints are commonly used. By combining them, better identification results can be achieved. The aim of this thesis is to create such a biometric gateway together with the control application. A combination of iris of both eyes and face is used, which is captured by cameras from three angles to increase accuracy. Neural networks are used to detect and extract face features. Iris recognition is realized using Daugman's algorithm.

This master‘s thesis deals with biometric fingerprint liveness detection. The theoretical part of the work describes fingerprint recognition biometric systems, fingerprint liveness detection issues and methods for fingerprint liveness detection. The practical part of the work describes proposed set of discriminant features and preprocessing of fingerprint image. Proposed approach using neural network to detect a liveness. The algorithm is tested on LivDet database comprising real and fake images acquired with tree sensors. Classification performance approximately 93% was obtained.

In the presented thesis is an overview of the current state solved the problem, specifying the inclusion of Forensic Ecotechnique: forest and trees into the forensic sciences in the world and its description as part of special methods of forensic engineering. The results focus on the design of standardized and harmonized processes according to the type of expert opinions. As another of the key results of the work are designed functional biometric parameters for evaluating trees in the functional diagnosis of Methods of contact flora assessment (“CFA”). Application of some methods of measurement and selected functional biometric parameters are listed in the examples in the measurement of selected forest stands of beech in the National Nature Reserve Voděradské bučiny and in Chřiby hills. As a general supplement usable in Forensic ecotechnique: forest and trees are given the limits for functional diagnostics. In another series of work includes a discussion on the proposed standards and the measurement results. The work is concluded by summarizing the results and the benefits.

The use of Automated Fingerprint Identification System in identifying fraudulent voters’ registration in Lesotho

The research was prompted by constant criticism of the Independent Electoral Commission (IEC) because of its poor voter registration and voters’ roll. Free and fair elections are the strong arm of democracy. The identified research problem was investigated by means of qualitative research. A thorough literature study from various sources of information, a case file analysis and structured interviews were used to gather the required data. The interviews were conducted with fingerprint experts, a data processor and constituency electoral assistants from the Lesotho Mounted Police Service, the National Identity and Civil Registry at the Ministry of Home Affairs and the IEC respectively. It was found that using fingerprints and the Automated Fingerprint Identification System (AFIS) can assist in investigations and in combating voter’s fraud, as fingerprints are unique. AFIS can be utilised for various purposes by institutions in the private and public sectors. Like any apparatus, AFIS has its own strengths and weaknesses. / Criminology and Security Science / M.
