The thesis "The assessment of particular proposed possibilities to revitalize a selected brownfield site" is made of two parts. The first one is theoretical and defines the term brownfield and other linked terms, the division and possibilities of revitalization. The second part is practical. It specifies the selected location and deals with the history of the property and its brownfield. It works out the consecutive possible revitalization of the area. An important part of the thesis makes a comparison with other chosen brownfield sites - Chýnov and Žirovnice breweries.

This Master's Thesis focuses on problems of so called brownfields and possibilities of their usage. It contains the explication of the term and options of brownfields classification. It acquaints with institutions engaging with brownfields problems. It also refers to suitable subsidy programmes that allow to obtain revitalisation benefits for these localities. The goal of this Master's Thesis is to provide basic manual for owners of these localities how to proceed with the conversion process. It illustrates finished conversions and the possibilities of their new usage. In the practical part it describes project in progress of brownfield regeneration of Světovar in Pilsen within the project preparation Pilsen - European Capital of Culture 2015.

The thesis „The status and perspectives of post-industrial sites“ with the sub-title „Recycling of degraded landscapes“ deals with the research of post-industrial objects, areas, sites and landscape and possibilities for their further utilization. This thesis focuses on brownfield classification and subsequent definition of criteria that are significant for choice of acceptable conversion of post-industrial areas with emphasis on use of landscape architecture as the main field of study applied in the work of selected conversions. For the purpose of categorization and searching for forms of transformations, the author chooses and draws up a catalogue of 61 executed conversions located in the old industrial areas in Germany, afterwards defines a set of general recommendations for post-industrial areas development, or post-industrial landscape development; the main benefits, which these specific landscapes bring or may bring to us (both at the level of cultural and historical values, recreational potential, psychogeographic importance and the economic possibilities), also defining risks of post-industrial areas (specification of their urgency and finding ways to elimination) and subsequently verifies these conclusions on a basis of own project conversions of post-industrial areas, which enables final explicit extraction of knowledge into the resulting recommendations. Special attention is paid to post-industrial vegetation, in the thesis there are defined four possible approaches to its integration into urban ecosystem (retaining, adjustment, complementation and negation). Further high attention is paid to classification and possibilities of railway brownfield conversions, classification and possibilities of dumps (spoil banks) conversions and classification and possibilities of large industrial areas conversions. The final set of strategies for post-industrial landscapes conversion comprises 6 articles: (1) Ensuring and conservation of valuable industrial buildings and other post-industrial landscape elements; (2) Interconnection of areas with natural surroundings and urban ecosystem and support of permeability in post-industrial landscapes; (3) Renaturation, solving of contamination and pollution problems; (4) Area improvement, attractors and post-industrial significant signs selection and their protection and development; (5) Creation of a full-area concept for a development of an area or a region; (6) Medialization support and awareness of post-industrial landscape revitalization possibilities. The aim of this thesis is to help to save industrial heritage of certain areas and to outline the ways of searching for new meaningful utilization of post-industrial areas.

Zbrojovka factory is located near to the historical center of the city quarter of Zabrdovice Near to the area are situated listed buildings, major streets and riverbank of Svitavy . The area is a vast , once very significant and outstanding factory premises. Unfortunately today it became percieved only as extensive . Therefore it can happen to be livable again. In my work I have focused mainly on the revitalization of the southern and central parts of the area . which I perceived as the most authentic ones . The northern part of the area is suitable for new construction,namely for apartments in a quiet location near the waterfront of Svitavy . In the context of long-term neglected objects, there has to be removed the state will have to be a substantial portion. As a temporary solution of using this large open area there is a possibility of creating different kinds of sports activities and areas . Buildings in the east part of the site is partly degraded in working order or its architecture differ from the rest of the complex . It is also an increased level of noise from the adjacent railway line . I propose to use the building as a rentable commercial space or spaces for a small production .

Depois de realizar diversos projetos de remediação de áreas contaminadas, um consórcio da União Europeia criou o Tailored Improvement of Brownfield Regeneration in Europe (TIMBRE) projeto que tem o objetivo de remediar áreas contaminadas levando em consideração aspectos do meio físico e socioeconômico, se adaptando à realidade dos locais e às necessidades dos envolvidos. Nesse sentido, a presente dissertação teve o objetivo de aplicar o método TIMBRE de forma simplificada na Região dos Lagos de Santa Gertrudes (RLSG), considerando as investigações ambientais já realizadas na área e instrumentos de planejamento urbano e territorial, visando a elaboração de uma proposta de gerenciamento ambiental. Após o levantamento bibliográfico inicial, que possibilitou o conhecimento da situação legal sobre áreas contaminadas no país, especialmente no Estado de São Paulo, foi possível caracterizar a área de estudo em aspectos físicos e socioambientais. Após a interpolação dos dados obtidos nessa etapa para o método TIMBRE, foi possível elaborar três categorias de análise nos resultados, sendo um banco de dados bibliográfico, a questão do planejamento urbano e territorial no município de Santa Gertrudes e a caracterização da contaminação existente na RLSG. Os resultados possibilitaram a elaboração de uma proposta de gerenciamento ambiental que, ao utilizar os instrumentos de planejamento, enfatizou a adaptabilidade do método à realidade brasileira, contribuindo para uma gestão integrada da área ao unir diversos setores da sociedade. / Various changes in the social and economic models developed in cities can often create environmentally unsustainable environments. It is the case of the emergence of brownfields, areas that had a previous function, and for economic reasons, are abandoned, being able to inherit environmental liabilities. However, these sites can be decontaminated, reused and acquire new functions. After undertaking several remediation projects for contaminated sites, the European Union created a consortium named Tailored Improvement of Brownfield Regeneration in Europe (TIMBRE) project which aims to remedy contaminated areas taking into account aspects of the physical and socioeconomic environment, adapting to the reality of the sites and the needs of those involved. In this sense, this dissertation aimed to apply the TIMBRE method in a simplified way in the Santa Gertrudes Lake Region (RLSG), considering the environmental investigations already carried out in the area and instruments of urban and territorial planning, aiming at the elaboration of an environmental management proposal. After the initial bibliographic survey, which enabled the knowledge of the legal situation on contaminated areas in Brazil, especially in the State of São Paulo, it was possible to characterize the study area in physical and socio-environmental aspects. After the interpolation of the data obtained in the previous step for the TIMBRE method, it was possible to elaborate three categories of analysis in the results, being a bibliographic database, the question of the urban and territorial planning in the municipality of Santa Gertrudes and the characterization of the existing contamination in the RLSG. The results allowed the elaboration of an environmental management proposal that, when using the planning instruments, emphasized the adaptability of the method to the Brazilian reality, contributing to an integrated management of the area by uniting diverse sectors of society. / CNPq: 144255/2015-4.

Mitigating land and place | Fifth Ward

Winslow III / MDI Superfund is an abandoned 36 acre metal casting foundry site in the Fifth Ward Houston, TX. The site was recently remediated and cleared of nearly all industrial remnants including more than 16,000 cubic yards of lead contaminated soil. Completion of the remedial action allows the removal of fences that have been separating this tract of land and the community for nearly ten years. Proximity to downtown Houston makes this a desirable location for new development, which has threatened to displace the poor and elderly in recent years. This project explores design alternatives that facilitate affordable housing without isolating it from new development. The integration of affordable housing with community needs is necessary to improve the dynamic in a mixed use, mixed income development. This research is intended to shape redevelopment of MDI Superfund, while providing community needs, minimizing gentrification, and improving quality of life of its inhabitants. The achievement of these goals relies upon the application of specific design principles that minimize conflict and increase success in similar communities.

Capital Brownfields: An Assessment of Brownfield Planning Policy in the City of Ottawa, Ontario

A brownfield is previously developed land which suffers from actual or perceived contamination due to past uses. The City of Ottawa, like many of Canada's municipalities, is faced with a significant inventory of brownfields. As the legacy of industrial activities in earlier times, these sites have become an environmental threat, blight to the community and economic loss for their owners and the City. Unlike many of Ontario's more highly industrialized municipalities, Ottawa has a less industrialized history and, as the Nation's Capital, faces unique brownfield challenges and development climate, requiring a policy approach that is tailored to the Ottawa development market. Ottawa's major brownfield sites are owned by different levels of governments and private firms, ranging from the National Capital Commission owned LeBreton Flats to the City of Ottawa owned Bayview Yards. This thesis intends to examine current development trends for brownfields, impediments and opportunities for development, assess the efficacy of current policies and provide suggestions for the improvement of the existing brownfield development planning process in Ottawa, using an applied research method. This study is developed through interviews with key informants, a collective case study analysis, a literature review and site visits. This thesis intends to study current policy and provide recommendations to improve Ottawa's approach to brownfield development. The City of Ottawa has developed a Brownfield Community Improvement Plan, featuring multiple grant programs which has proved to be successful in incentivizing the development of brownfield sites which otherwise would have remained idle. However, the creation and development of this policy was a challenging process, requiring review and improvement in light of ongoing development applications. The findings of this paper indicate the policy has been successful due to its encouragement of brownfield projects which otherwise would not have occurred. In addition, case studies of Bayview Yards, CLC Rockcliffe Lands, Lansdowne Park, LeBreton Flats, 1357 Baseline Road and 300 West Hunt Club Road illustrate the pursuit of significant brownfield development projects in the City. However, despite its success, some challenges still exist which the City of Ottawa must endeavour to overcome. By tackling these challenges, the City could further aid in erasing brownfields from Ottawa's urban fabric and leave a legacy to its residents, characterized by a robust urban centre free from severe environmental contamination.

Attitudes and Coalitions in Brownfield Redevelopment and Environmental Management

Conflict analysis tools are applied to brownfield negotiations in order to investigate the impacts of coalition formation and a decision maker’s (DM’s) attitudes upon the successful resolution of brownfield disputes. The concepts of attitudes within the Graph Model for Conflict Resolution (GMCR) is defined and subsequently are used, along with coalition analysis methods, to examine the redevelopment of the Kaufman Lofts property and the resolution of a post-development dispute involving Eaton’s Lofts, both located in downtown Kitchener, Ontario, Canada. Within the model of the Kaufman Lofts redevelopment, the project is broken down into three connected project conflicts: property acquisition, remediation selection and redevelopment; with the graph model applied to all three conflict nodes. The application of attitudes shows the impact of cooperation between local governments and private developers in the formation of a coalition that mutually benefits all parties. Coalition analysis, applied to the redevelopment selection conflict between Heritage Kitchener and the private developer in the Kaufman Lofts project, illustrates the importance of close collaboration between the local government and the developer. Systems methodologies implemented here for the examination of brownfield redevelopments are examined and contrasted with the economic and environmental tools commonly used in the redevelopment industry. Furthermore, coalition formation within GMCR is used to examine the negotiation of the Kyoto Protocol, to demonstrate that formal conflict resolution methods can be utilized in other areas of environmental management.
