Urban Entertainment Destinations: A Developmental Approach for Urban Revitalization

Urban Entertainment Destinations (UED) are a new form of development comprised of unanchored retail projects that mix entertainment venues and icon restaurants as a solution for enticing visitors back to the city. The difference between these destinations and the traditional shopping mall is the experience gained when leaving the destination. As a solution, several cities have considered Urban Entertainment Destinations as a developmental means for revitalizing the downtown. This thesis design project attempts to explore the significance of UED's by conducting a literature review and case study analysis of nine UED's across the United States. Studies extracted from each module revealed the importance of six key strategies- Placemaking, Multi-Anchoring, Contextual Links, Critical Mix & Mass, Programmability, and Branded Identity. Particular attention was placed on placemaking; designing gathering spaces, pathways, material choices, spatial relationships, and programmed land use. An emphasis has been made on incorporating the history and culture and the site's sense of place, two placemaking components that help create a distinct destination. These strategies were used as a basis for developing a set of design criteria that were in turn applied to the development of a master plan for a new UED in Rockford, Illinois. / Master of Landscape Architecture

Organizational and Risk Characteristics of Emerging Public-Private Partnership Models

State transportation authorities’ reliance on traditional financing mechanisms such as gas taxes and federal support has waned of late as these mechanisms have proved insufficient to keep pace with the escalating demand for transportation infrastructure in the United States. As a result, public-private partnerships (P3) are increasingly viewed as a part of the solution to this problem. A partnership between the public and private sector allows both entities to “mutually benefit” from the private sector’s equity/debt financing structure and ability to bring innovation and efficiency to the table. Companies have formed consortia either to lease the existing toll roads through what is termed as a Brownfield project model or deliver design-build-finance-operate projects categorized as a Greenfield model. A case-study based approach helps to identify the organizational structure, nature of the key participants and risk characteristics of these Greenfield-Brownfield P3 models. The four cases identified for study include, the Pocahontas Parkway in Virginia, SR-125 in California representing the Greenfield model and the Chicago Skyway and Indiana Toll road under the Brownfield model. An analytical template comprised of a project finance structure, risk matrix for each of the four cases and Porter’ s segmentation matrix for the selected private sector project participants is used to characterize the structure of the P3 arrangement in the cases. The project finance structure illustrates the formation of a special purpose vehicle (SPV) to delineate the role played by different participants. Risk matrices developed for all the four cases helps to identify the allocation of risks among the state and the SPV or the concessionaire. Porter’ s segmentation matrix helps to identify the activities of the key players or sponsor companies in various sectors including infrastructure, across the world. The SR-125- Greenfield- model seems to have evolved from Pocahontas Parkway as the private sector solely finances the project and assumes the high revenue risk and responsibility to operate and maintain the facility. The Brownfield model faces a political backlash in the U.S., and this risk has become fundamental to the model. Based on their core competencies, companies decide in which of the two models they are suited to participate. Their individual expertise adds value when they collaborate to deliver a public-private partnership. Finally, further evolution of the Greenfield and Brownfield models depends upon the developments in the U.S. P3 market. / Master of Science

In the Czech Republic, but elsewhere in the world, there are areas, buildings or complexes that have lost their previous use and have been dilapidated or used little. This diploma thesis aims to map out how big brownfield problems are in individual regions of the Czech Republic and whether the regions themselves help to solve this unsatisfactory situation. The partial objective was to evaluate the use of available financial resources provided by the European Union in the 2007-2013 programming period for projects related to brownfield regeneration in the Czech Republic.

Dans un contexte de réforme générale des politiques publiques et d’adaptation de l’outil de Défense aux nouvelles contraintes géostratégiques, Les friches militaires sont de plus en plus nombreuses.Alors que la ville, autrefois gourmande d’espace foncier sur ses franges, s’efforce aujourd’hui de rationnaliser la trame urbaine dans une logique de développement durable, elle s’intéresse davantage à ses espaces délaissés et tente de mettre en place une logique de reconversion qui puisse s’appliquer toutes ces friches, quelle que soit la nature de leurs activités initiales. Parmi ces sites en attente de reconversion, les fiches militaires urbaines pourraient offrir de réelles opportunités dans le cadre de r requalification et ainsi participer au renouvellement urbain.L’objectif de ce travail est double : il s’agit d’envisager dans quelle mesure la friche militaire urbaine peut être banalisée dès lors que son activité initiale a cessé. Ensuite, à la lecture des résultats de la reconversion dans le cadre d’un quatrième temps de la friche, il s’agit déterminer si la requalification d’une friche militaire urbaine peut avoir un effet levier pour une ville ou une région.Cinq terrains d’étude sont analysés afin de répondre à ces questions / In a context of general reform of public policies and of adaptation of the tool of Defence to new geostrategical pressures, Military brownfields are growing.In the past, the city used easily the land space on its fringes. While it is today trying to rationalize the urban network in the frame of sustainable development, it is more interested in its derelict lands and it tries to set up a logic of urban regeneration which could be applied to all these wastelands, whatever is the nature of their initial activities. Among these waiting of renewal sites, the urban military wastelands could give real opportunities as part of regeneration and so participate to the urban renewal.The objective of this thesis is twofold: It is to consider how the military urban brownfields can be unmarked since their initial activity has ceased. Then, by reading the results of the regeneration with the fourth time of wastelands, it is about to determine if the regeneration of an urban military brownfields can have a leverage effect for a city or region.Five study sites are analyzed to answer these questions

The thesis deals with brownfields in the Podkletí micro municipalities cluster. In the theoretical part, the work focuses on the basic terminology associated with the topic of the thesis, describes the most significant obstacles to the brownfields revitalization and different approaches in addressing this issue in the Czech Republic and in the selected foreign countries. Additionally, an overview of financial instruments to support the revitalization of brownfields, or reconversion, and methods of work are included. The analytical part contains characteristics of all identified brownfield sites in the Podkletí micro municipalities cluster. Based on the brownfield analyses and the given microenvironment, the particular sites are assessed according to their chances of an easy and fast recovery and readiness for the revitalization carried out by the small businesses. All brownfields are also evaluated in terms of their potential for different types of small and medium enterprises.

A abordagem ambientou-se no município de Americana/SP e investigou a presença dos inúmeros brownfields resultantes da crise econômica que, a partir da década de 90, atingiu a cidade que se constituía num dos grandes pólos nacionais da indústria têxtil. Através de técnicas de Cartografia Digital procedeu-se ao mapeamento da indústria têxtil e posterior análise da evolução sócio-espacial dessa atividade. Três setores de cadastro foram selecionados para o detalhamento da pesquisa. Assim, foram elaborados mapas temáticos, correspondentes às quadras que abrangem brownfields têxteis, integrando-se os dados das imagens videográficas às informações do cadastro e das fotografias aéreas de 1978 e 1996. As técnicas de Sensoriamento Remoto, em especial a videografia, demonstraram eficácia na discriminação de alvos urbanos e na caracterização dos imóveis. Devido a alta resolução das imagens, as feições presentes nos lotes foram facilmente discriminadas, com uma média de 92% de acertos entre os três setores, identificando-se 19 brownfields. Complementando a pesquisa, houve a aplicação de questionário junto à população das áreas analisadas, visando perceber a relação dos moradores com os galpões abandonados. Com base nos mapeamentos e resultados dos questionários foram elaboradas propostas de revalorização dos brownfields, compatíveis com a realidade local. / This thesis if bases on a research whose basic objective was the development of methodology of Remote Sensoriament to identify, to mapping and to characterize textile brownfields. The boarding was it occurred in the city of Americana/SP and investigated resultant the innumerable presence of brownfields of the economic crisis that, from the decade of 90, it reached the city that if to constitutet one of the great national polar regions of the textile industry. Through techniques of Digital Cartography it was proceeded the mapping from the textile industry and posterior analysis of the social evolution of this activity. Three sectors of cadaster had been selected for the detailing of the research. Thus, thematic maps had been elaborated, correspondents to you square them that enclose brownfields, combining the data of the videography images to the information of register in cadastre it and air photographs of 1978 and 1996. The techniques of Remote Sensoriament, in special the videografy, they had demonstrated effectiveness in the discrimination of urban targets and the characterization of the property. Had the high resolution of the images, the characteristics gifts in the lots easily had been discriminated, with a average of 92% of rightness between the three sectors, identifying 19 brownfields. Complementing the research, it had the application of questionnaire next to the population of the analyzed areas, aiming at to perceive the relation of the inhabitants with the abandoned sheds. On the basis of the mappings and results of the questionnaires had been elaborated proposals of brownfields revalorization,compatible with the local reality.

The diploma thesis deals with the evaluation of a public investment project for the regeneration of brownfields. The first part describes the issue of brownfields, causes of their occurrence and reasons for their regeneration from a theoretical point of view. It also defines public project and methods for its evaluation. The second part contains a cost benefit analysis of a public project of Central Polytechnic Workshops. These will be one of several projects within the renovation of the historic Winternitz Mills in Pardubice. The aim of the work is to determine indicators of economic efficiency based on socio-economic flows and assess the feasibility of this project‘s implementation.

Keller / This report reviews pertinent knowledge regarding brownfield redevelopment, specifically the processes and issues involved. It addresses such topics as the type of brownfield sites, steps to remediation, types of remediation and barriers to redevelopment. Finally, a precedent study of Wellston, MO is presented. This study examines the impact that the development of two abandoned brownfield sites, Wellston Electrical Company and ABEX Foundry, had on the entire community. It was found that the onset of the development of these sites spurred the revitalization of the whole city of Wellston, having a positive influence across the city and surrounding area.
