Esta dissertação discute como a revalorização da região central de São Paulo transforma os usos dos diversos lugares dessa região, estabelecendo conflitos entre os promotores desse processo e a apropriação desse lugar por seus usuários. Essa revalorização espacial sinaliza para o desenvolvimento da especulação imobiliária, a transformação dos espaços religiosos, o desenvolvimento do turismo e a expulsão, desse lugar, de quem não pode pagar por ele. Inserida dentro de um processo de reestruturação produtiva, essa revalorização conta com a atuação decisiva da iniciativa privada e dos poderes públicos, que concebem a cidade como uma máquina de produzir riquezas, incentivando estratégias de acumulação de capital. Por outro lado, existe quem resista a essas estratégias, transgredindo-as, demonstrando que o caráter criador da sociedade urbana aponta sempre para diversas possibilidades e uma delas é a de que o uso da cidade não esteja submetido a valores de troca do mercado. / This work analyses how the revaluation of São Paulo\'s downtown transforms the uses of this region several places, and creates conflicts between the promoters of this process and the appropriation of this place for its users. This space revaluation points out the development of real estate speculation, the transformation of the religious spaces, the development of tourism and the expulsion, from this place, of people who cannot afford to pay for it. Being part of a process of productive reorganization, this revaluation depends on the decisive performance of the private enterprises and of the government, which conceive the city as a machine for producing wealth through strategies of capital accumulation. On the other hand, there are individuals who resist these strategies by breaking them, what demonstrates that the creative character of urban society always points out several possibilities, and one of them is that the use of the city is not submitted to the values of market exchange.

O objetivo principal deste estudo é abordar o processo de transformação espacial de Campos Elíseos como condição à reprodução do capital no contexto da metrópole de São Paulo. A problemática fundamental é a reprodução do espaço, na qual enfatizamos o chamado processo de revitalização, situado no movimento de valorização, desvalorização e revalorização do capital. Nesta última fase, sobressai a intervenção mais direta do Estado, tentando induzir e sustentar uma reprodução mais dinâmica do capital através da atração de novos investimentos. Essas estratégias de revalorização vêm gerando conflitos entre as diversas classes e segmentos sociais pela apropriação desse espaço, com uma tendência à expulsão da população mais pobre. / The main objective of this study is to approach the process of spatial transformation of Campos Eliseos, as condition to capital reproduction in the context of the metropolis of Sao Paulo. The basic problematic is the reproduction of the space, in which we emphasize the so called revitalization process, placed on the movement of valuation, devaluation and revaluation of capital. In the last phase, the state intervention is more direct, trying to induce and sustain a more dynamic reproduction of the capital, through the attraction of new investments. These strategies of revaluation create conflicts among several classes and social segments for the appropriation of this space, with a trend to expel the poorest population.

Propomos um enfoque sobre a requalificação da Praça Roosevelt na perspectiva da produção do espaço relacionando os campos da dominação e o da apropriação. As transformações nos usos e funções dos lugares revelam o movimento do capital reestruturando a cidade a sua imagem. Propomos uma análise do espaço público enfocando como o mesmo é absorvido pelos diferentes ciclos do capital. Neste sentido, a Praça Roosevelt pode ser entendida como metonímia dos ciclos de modernização que configuraram a própria metrópole. Entre o campo da dominação política e da acumulação do capital temos que o espaço público caminha no sentido do controle e da privatização, perdendo seu caráter de efetividade social. No embate entre propriedade e apropriação emergem os conflitos no espaço público. Embora a tendência seja uma limitação do uso de forma cada vez mais recrudescedora, enquanto possibilidade, a vida social pode se insurgir reclamando seu lugar no espaço público. / We propose a focus upon the recovery of Roosevelt Square within the prospect of producing space within the contexts of possession and appropriation. The transformations in the uses and functions of these spaces reveal the movement of capital, restructuring the city in its fashion. We propose an analysis of public spaces focusing on how they are absorbed within different cycles of capital investment. In this sense Roosevelt Square may be understood as a synecdoche of the cycles of modernization that have shaped the metropolis. Between the fields of political power and that of accumulation of capital we would have to say that public spaces are moving in the direction of control and privatization, losing their character in terms of social importance. In the battle between property acquisition and public appropriation conflicts emerge within public spaces. Although the trend is for ever more persistent limitation of their possible uses, social activities may take place there, reclaiming their place in public spaces.

O objetivo desta dissertação é analisar o uso e a apropriação do espaço na cidade de São Paulo na perspectiva do processo de revalorização do seu Centro Histórico. A análise focaliza, sobretudo, os problemas relacionados aos planos e estratégias voltados para o reforço da função habitacional desta região. Dentre as estratégias do poder público para a revalorização do Centro estão incluídas propostas que estimulam o seu uso habitacional. Entretanto, em torno deste objetivo se evidenciam diferentes interesses dos agentes sociais (dentre os quais estão a Associação Viva o Centro e o Fórum Centro Vivo) que entram em conflito pelo uso e apropriação deste espaço. Neste cenário de disputas em torno do Centro Histórico de São Paulo, averiguam-se, ainda, como as diretrizes e instrumentos contidos no Estatuto da Cidade sobre o uso do solo são aplicados nesta centralidade e quais seus possíveis efeitos. / This dissertation aims at analyzing the usage and appropriation of space in the city of São Paulo from the perspective of the Historic Center\'s revaluation process. The focus of the analyses lies mainly on problems related to the plans and strategies directed to reinforce the region\'s residential function. Proposals to stimulate its residential function are included among the policy strategies to revalue the Historic Center. However, different interests of social agents (Associação Viva o Centro and Fórum Centro Vivo among others) around this objective become evident. These social agents start a conflict over the usage and appropriation of the space. In this setting, the application and possible effects of the guidelines and instruments contained in the City\'s Statute on the usage of soil in this locality are further investigated.

Para isso, discutiremos os principais conceitos que permitem entender como áreas consideradas rurais ou marcadas por uma história vinculada a alguma atividade agrícola passam por um processo de transformação e são inseridas em uma nova fase. Essas transformações são percebidas nos espaços chamados de rurais e aparecem hoje com uma nova perspectiva de utilização, antes eram destinados exclusivamente às atividades agrícolas. Outro aspecto verificado é que paisagens singulares acabam se constituindo em patrimônios culturais, na medida em que se tornam representações sociais. A paisagem então acaba sendo relacionada à memória e à identidade local. Nos municípios estudados ela é marcada pelas tradicionais plantações de cana-de-açúcar, que ao longo de mais de um século influenciou a vida e o cotidiano daquela porção do espaço fluminense, permitindo uma arquitetura e uma paisagem peculiar. Desta forma, nosso objetivo é entender como a paisagem é utilizada no desenvolvimento da atividade turística como recurso a ser explorado, além de tentarmos visualizar os principais agentes que promovem as iniciativas de (re)valorização patrimonial e como o espaço é modificado com tal atividade. / This paper presents the main perspectives established from the use of property inherited from de sugar cane plantation activity in the developing of the tourism activity, in the northern part of the state of Rio de Janeiro. In order to do so, the main concepts which allow us to understand how areas once considered rural or known as linked to any type of agricultural activity go through a process of transformation by which they end up inserted into a new stage will be discussed. These transformations are perceived in the spaces once called rural areas but nowadays show up with a new perspective of usage, and which before were exclusively destined to agricultural activities. Another aspect which may be noticed is of the singular sceneries which constitute cultural patrimonies, in the sense as they became socially representative. The scenery then ends up linked to the local identity. In the districts studied these previously mentioned sceneries are marked by the traditional sugar cane plantations, which for more than one century deeply influenced the life and the everyday of that portion of the local life, allowing a peculiar architecture and scenery. Thus, this paper aims at the understanding of how the scenery may be used in the developing of the tourism activity as a means of financial profit. In addition, an attempt to visualize the main characters which promote the property re-valorization and how the scenery is modified by the tourism activity will also be performed
