"Average mail ... lots of routine" : Arthur Wellsley Vowell and the administration of Indian Affairs in British Columbia 1889-1910

Federal Indian Superintendent Arthur W. Vowell was a long serving administrator, who managed the Canadian government’s relationship with Aboriginal people in British Columbia between 1889 and 1910. This research challenges the thesis that policy and practice were necessarily symmetrical by arguing bureaucracy operated as a distinct form of power in British Columbia in the late nineteenth and early twentieth centuries. I argue that the power exercised by department bureaucrats was not manifested in centralized top-down organization and micro-management by Ottawa, but instead evolved through the subjective, dispersed activities and daily decision making of individual bureaucrats. Drawing on department correspondence, and other evidence derived from a study of the life of Indian superintendent Arthur Vowell, this study seeks to understand how Indian affairs bureaucracy functioned. This understanding is developed through the particular lens of Arthur Vowell’s administrative activities and their role in the larger context of the colonial project in British Columbia. / Graduate / 2016-12-23

Apreendem-se as continuidades e descontinuidades na estratégia de desenvolvimento empreendida pela instituição no período estudado, bem como se evidencia o lugar por ela ocupado na trama burocrática estatal. No âmbito interno ao Banco, analisam-se os processos de reestruturação, o ideário hegemônico, os setores contemplados, bem como suas prioridades. No plano externo a ele, examinam-se os conflitos intragovernamentais, a política industrial e sua relação com a política macroeconômica. Pretende-se apreender o papel do BNDES nesses embates. A fragilidade da política industrial e a fraqueza da política de desenvolvimento nos governos Collor, Itamar e Fernando Henrique foram decisivas no percurso do Banco e fizeram com que ele tivesse reduzida a sua capacidade de pautar a agenda governamental e de influenciar a definição de uma agenda de desenvolvimento. Nesse sentido, o BNDES perdeu posição de poder na trama governamental, embora tenha preservado sua importância como um instrumento da política de estabilização. Por fim, a análise da trajetória e do papel do Banco permite a compreensão de uma dinâmica mais ampla e que não se restringe a ele. Isto é, as especificidades da política nacional, sobretudo a de desenvolvimento, os impasses vividos pelos atores políticos e o processo de liberalização experimentado nos anos 1990 podem ser melhor explicados por meio do estudo de uma instituição como o BNDES / Abstract: This study achieves to comprehend the role of BNDES on the formulation and implementation of the development strategies adopted in Brasil during the Collor, Itamar Franco and Fernando Henrique Cardoso's governments (1995-1998/1999-2002). It apprehends the continuity and discontinuity of the development strategy adopted by the institution during the period, and evidences which place it fulfills inside the state burocratic net. From the inside ambit of the bank, it analyses the restructuration process, the hegemonic ideas, the contemplated sectors and its priorities. From the outside ambit, it exams the intragovernamental conflicts, the industrial policies and their relation with the macroeconomical policy. It intends to understand the BNDES's function across this context. The industrial policy fragility and the development policy weakness on the Collor, Itamar Franco and Fernando Henrique's governments were decisive on the trajectory of the bank, because they reduced the its capacity to rule the governamental agenda and to influence the definition of a development agenda. In fact, BNDES lost its power position inside the state net, eventhough has preserved its importance as a stabilization policy instrument. Finally, the analysis of the trajectory and the role of the bank allowds a comprehension of a larger dynamic not restricted on itself. I.e., the specificities of the national policy, specially the one of development, the impasse lived by the policy actors and the process of liberalization experimented during the 1990's can be better explained across the study of an institution as BNDES / Doutorado / Ciencia Politica / Doutor em Ciência Política
