Clear at the same time in that the present governmental increases a political structure of the supply and expansion of that level of education, they intensify the continuities of the neoliberal policy of subordination to the international interests, and non breaks of the game of the interests of the governors in them dominated. / A partir do entendimento da idéia e concepção de universidade até a universidade dos anos 1990, como resultado de lutas, conflitos de pensamento e das políticas que perpassaram décadas na história da educação brasileira, o presente trabalho buscou mostrar, de forma geral, quais são as políticas públicas para a educação superior no governo Lula, a partir de dados analisados das publicações do Ministério da Educação para esse nível de ensino, de onde foram selecionados seis documentos para a abordagem do tema discutido, e ntre eles, o Plano Nacional de Educação Brasileiro, aprovado no governo Fernando Henrique Cardoso por meio da Lei nº. 10.172/2001, e o Anteprojeto de Lei da Reforma Universitária, que remonta um trâmite iniciado em 2003 e que vai até o encaminhamento da 4ª versão ao Congresso Nacional, no mês de julho de 2006, transformando -se no Projeto de Lei nº 7.200/2006, cujas implementações ocorreram na forma de políticas e programas para a educação superior e que são resultantes não somente de determinações do Antepr ojeto de Reforma Universitária, mas também do Plano Nacional de Educação, originado da Lei de Diretrizes e Bases da Educação Nacional nº 9.394/96. Os impactos das políticas do atual governo indicam, principalmente, para a expansão da educação superior, não somente com a criação de novas universidades públicas e de vários campi pelo Brasil, como os cinco da Universidade Federal do Amazonas, com 30 cursos, mas também pela ampliação de vagas públicas não-estatais nas instituições privadas, verificada através d o Programa Universidade para Todos (ProUni). Ficou claro que, ao mesmo tempo em que o governo atual remonta uma estrutura política da oferta e expansão desse nível de ensino, intensificam -se as continuidades das políticas neoliberais de subordinação aos in teresses internacionais e a não-ruptura do jogo de interesses dos dominadores sobre os dominados.

High school campus design elements for outdoor-based education amenities

Master of Landscape Architecture / Department of Landscape Architecture/Regional and Community Planning / Huston Gibson / The research conducted in this thesis explores the relationship between high school campus planning and the potential for high school sites to be used as outdoor classrooms. A review of the design of school buildings and the educational pedagogy that has influenced campus planning and design is presented before exploring current design practices. Precedent studies are offered as examples of exemplary design strategies for multi-use campuses. This leads to the question, “What variables allow future outdoor based education opportunities to be anticipated by site designers of high school campuses?” Four units of analysis and their relationship with site planning will be addressed in this research: environmental factors, space requirements, building proximity, and activity type. A case study based on these units of analysis is used in a multiple case study investigation of three school campuses in the Wichita, Kansas area: Goddard High School, Eisenhower High School, and Maize High School. The methodologies of organization, implementation and analysis of the variables are presented. The patterns found from the multiple case study and the variables developed in response to these findings are offered and discussed. Finally design alternatives for the three case study sites and future research opportunities are provided.

International Branch Campuses: Motivation, Strategy, and Structure

Arnold / Over 200 international branch campuses (IBCs) currently exist globally and the number continues to rise (Lawton & Katsomitros, 2012). This study examines the strategy, structure, and motivation behind a single American IBC--Texas A&M University at Qatar (TAMUQ). Drawing from organizational theory and international higher education literature, this research reveals important considerations for institutions developing or currently operating IBCs. Findings stemmed from 27 in-depth qualitative interviews with faculty and administrators from the branch campus in Qatar, the main campus in Texas, and the host country sponsor. Multiple factors contributed to Texas A&M being poised and ready to accept the opportunity to open an international branch campus: an invitation from a host country sponsor willing to cover all expenses, existing international ambitions, and strong support from the central administration. The inception period leading up to the opening of the branch campus proved crucial for success. University administrators wisely developed buy-in among campus constituencies, negotiated important contract stipulations with the host country, ensured that the institution's existing structure could reasonably support such an endeavor, and assessed whether Qatar was a good fit. The early years of TAMUQ resembled a startup organization. The pioneering team of faculty and staff brought an entrepreneurial spirit necessary to build the institution, but they operated largely independent from the home campus in Texas. A later push for greater ties with the main campus was difficult but important for progress. Since TAMUQ is a derivative of the main campus, administrators had to consider the degree to which they would replicate and adapt various institutional elements. Academically, the curriculum is only modified slightly, but course content and pedagogy are adapted more heavily in response to the unique needs of the student population. Hiring faculty with experience teaching on the main campus is considered an important way to maintain quality, yet administrators consistently struggle to recruit faculty. Students’ Awareness, Knowledge, and Perceptions of Mandatory Reporting of Sexual Victimization on College Campuses

The purpose of this study is to identify students’ awareness, knowledge, and perceptions of the mandatory reporting policy related to Title IX of the Education Amendments of 1972 (Title IX). Mandatory reporting requirements are being implemented in higher educational institutions; however, existing literature does not examine students’ perceptions or their knowledge of the specific requirements that apply exclusively to them. This exploratory study examines the perceptions of college students at Virginia Commonwealth University (VCU) in Richmond, Virginia. Drawing on survey data (N = 501) from a large, public research university, the study explores two outcome variables: students’ awareness of the mandatory reporting policy and students’ knowledge of the university’s Title IX and mandatory reporting policy. It is hypothesized that variation across such views may be predicted by several factors, such as rape myth acceptance, knowing a victim of sexual misconduct, knowing an individual falsely accused of sexual misconduct, and demographic characteristics. Most of the students were aware of the university’s mandatory reporting policy, but they were not especially knowledgeable about the specifics. An overwhelming number of students support the use of mandatory reporting on college campuses for sexual misconduct, but fewer individuals stated they are more likely to disclose personal sexual victimization with an enacted mandatory reporting policy. Being knowledgeable about the university’s mandatory reporting policy was positively associated with higher general support of mandatory reporting. In addition, being aware of the enacted mandatory reporting policy also emerged as statistically significant and positively associated with perceptions of disadvantages and advantages of the mandatory reporting policy. Other findings and implications are discussed.

Strategies and methods for using aesthetics to integrate renewable energy into regions, urban areas, and campus communities

As the world's energy demand increases, it is generally known that conventional energy systems will not sustain future civilizations without repercussions to human and environmental health. Transitioning from current energy systems to those with renewable sources will be challenging and will potentially alter landscape aesthetics. However, the design of renewable technology can minimize adverse effects and can even improve the quality of living in addition to producing electricity. Wind turbines located so that landscape quality is preserved, electricity generators embedded in play equipment, or the use of solar panels to shelter people are examples of how renewable technology has been aesthetically used to improve the quality of life. To test these new ideas, this research thesis searched for examples of how landscape architects can use aesthetics to integrate renewable energy into three types of locations: regions, urban areas, and university campuses. In chapter one, analyses of methods from the Western Renewable Energy Zones (WREZ) initiative in the United States and the South Limburg project in the Netherlands reveal examples of how landscape architects can use aesthetics in visual impact studies and scenarios, which help integrate renewable energy into regions. In chapter two, an analysis of urban renewable energy projects resulted in a series of strategies for using aesthetics and amenities that landscape architects can apply to urban projects which utilize renewable technology. Chapter three presents results from a study of a design for the Ball State University campus in Muncie, Indiana, which produced a method for how landscape architects can use renewable energy products as aesthetic and unique sources of energy generation for a campus community. The subject of renewable energy is developing in the field of landscape architecture, and this research asserts that the use of aesthetics and amenities is a viable method for integrating renewable technology into landscapes. Using readily available products or customizing technology to fit the needs of a project are two options for designers who work with renewable energy to provide aesthetics and amenities. Han Opera as a Public Institution in Modern Wuhan

Wuhan Han Opera Theater (WHOT, formerly Han Opera) is a 400-year old regional opera based in Wuhan, in Hubei Province, in China. WHOT’s recent designation as a public institution under China's neoliberal creative economy initiative to enter the global market has necessitated its transformation from a cultural institution (wenhua jigou) into a creative industry (wehua chanye). As such, WHOT must now create adaptive strategies, alter traditional conventions of performance, infrastructure, education and community presence, reconstitute traditional social functions at the national level, and most importantly, manage a relationship with the government that is entirely novel for both. In the summer of 2016, WHOT participated in two government-led projects: Opera into Campuses and the Chinese National Arts Fund. These programs were the focus of my ethnographic fieldwork, to identify possible effects of the creative economy initiative on a traditional musical institution. Specifically, inquiry was made as to whether and how creative musical and organizational adaptations were being decided, implemented and executed, and as to how the outcomes of these adaptations were being evaluated. Despite using an ethnographic approach, findings from the preliminary study were found to be much more broadly generalizable and applicable across disciplines than expected. As a result, this thesis makes the following arguments: for modernization of an institution of traditional music to be effective, a relationship must exist whereby the transitioning institution is given creative license to generate continued socio-cultural productivity through its creative class ("talent") in joint cooperation with, rather than dependence on, government agencies. The goal must be to revitalize rather than simply preserve such an institution, and to avoid cultural attrition of unique musical qualities of the institution.

The Development of a Higher Education Consortium: A Case Study of the Southwest Virginia Higher Education Center.

The purpose of this study was to describe the creation and development of the Southwest Virginia Higher Education Center (SVHEC) in Abingdon, Virginia as an example of a higher education consortium. Case study methodology was used to determine why and how the SVHEC was established, who was involved, and how well it served adult students and the community. Data were collected through interviews, focus groups, observations, and document analysis. The methodology included identifying key players, designing an interview protocol, and conducting interviews with academic and political figures who had played key roles in the SVHEC’s development. Abingdon community representatives were interviewed, as were present and former college and university presidents representing partner institutions in the consortium. Data were also obtained through observations gained from multiple visits to the Center, formal and informal interviews of employees of the Center and its partners, and participation in meetings. Internal and external documents were also analyzed. The cumulative data record enabled me to reconstruct the process through which the center was created and developed. I found the SVHEC to be a grassroots effort, born of community need, and championed by a local educational administrator and a legislator from a neighboring community. Besides providing educational opportunity to an underserved population, the Center has promoted economic development, and enhanced outsiders’ perceptions while heightening local appreciation of the community. Recognized as successful by all types of stakeholders, the consortium reportedly serves its students well; is sensitive to the needs of adult learners and businesses; boasts strong leadership and legislative support; is customer-oriented, professionally operated, and community enhancing. Uniquely designated as a state agency, the Center illustrates an effective partnership among universities, legislators, and communities and demonstrates the productive use of state funding in promoting goals of education and economic development. This study may provide a model for communities and higher educational institutions seeking solutions to their needs. In this time of a precarious national economy, mirrored by continuously dwindling state funding for higher education, examples of creative, cost-effective educational structures are needed. The SVHEC is one such model.

Ideal Learning Spaces: the Student Perspective

Classrooms, libraries, student unions, and university campuses shape students’ learning experiences. These physical learning spaces set the stage for college student engagement and academic performance. Most of the research about the role of physical spaces in learning lacks the student perspective. The goal of this study was to offer a student-centered vision of ideal learning spaces. Students are the learners for whom learning spaces are designed, and this thesis examines the way students of one summer class at Oklahoma Baptist University conceptualized and interacted with their learning spaces. Data collection included surveys of the students, a focus group with members of the class, participant observation in the classroom, and interviews with students and the professor. Students viewed physical spaces as the backdrop for human action and chose spaces that supported their learning styles and goals. Students described supportive spaces as warm, purposefully crafted spaces, and full of other people who were seriously pursuing the same goals. This thesis explores the ways students conceptualized and interacted with learning spaces as a network of support for their learning and provides recommendations for the design of learning spaces that facilitate this support.
