Ett lyckat arbete enligt BBIC? – Socialsekreterares syn på dokumentationssystemet BBIC – Barns behov i centrum Maria Schyllander och Julia Olsson Den kvalitativt förankrade studiens syfte var att erhålla fördjupad kunskap kring socialsekreterares uppfattningar gällande dokumentations- och handläggningssystemet BBIC, Barns Behov I Centrum. Studiens frågeställningar fokuserade på att se hur organisation och handlingsutrymme är förenade med arbetet enligt BBIC. Kvalitativa intervjuer med socialsekreterare som arbetar med barnavårdsutredningar genomfördes och data analyserades med hjälp av kvalitativ innehållsanalys, organisationsteori och handlingsutrymme. Huvudresultatet visade att socialsekreterarna var positivt inställda till att använda ett dokumentationssystem i utredningsarbetet men att BBIC var omfattande och tidskrävande. Organisatoriska förutsättningar och handlingsutrymmet var betydande för arbetet med BBIC. Varken handlingsutrymme eller organisation var anpassat till BBIC och arbetet med BBIC var inte utformat efter organisatoriska villkor. BBIC som dokumentations- och handläggningssystem i det sociala barnavårdsarbetet uppfattades som en bra grund men med ett behov av revidering och förändring. / A successful work according to BBIC? – Social workers’ view on BBIC – a Swedish child investigation system Maria Schyllander and Julia Olsson BBIC (Children’s Need In Focus) is a Swedish system used in child welfare investigations which was brought from the British method Integrated Children’s System, ICS. The aim of this thesis was to receive increased knowledge of attitudes towards the system from social workers point of view. Qualitative interviews with social workers working with child welfare investigations were performed and analysed using qualitative content analysis and theoretical concepts according organisation and the space of action. The main result showed that social workers were in favour of working with a system during the investigation, but that BBIC is time consuming due to the magnitude of the system. Organisational conditions and the space of action were important while working according to BBIC. Neither the space of action nor the organisation was adapted to BBIC and BBIC was not designed after the organisational conditions. BBIC as documentation and management systems in the social child care was perceived as a good foundation but in need for revision and change.

Barns rätt att höras men också bli hörda inom socialtjänsten : En studie om socialsekreterares arbete med barns delaktighet / Children's right to be listened to but also heard in social services : A study about social service worker's work with children's participation

”Barnets rätt att bli hörd gäller alla barn. ... Men det räcker inte att endast lyssna på barnet. När barnet har förmåga att bilda sig en egen uppfattning måste barnets åsikter dessutom tillmätas betydelse.” (Barnombudsmannen, 2021). Syftet med studien är att undersöka samt öka kunskapen om vilka förutsättningar barn får för delaktighet. Det har genomförts kvalitativa semi-strukturerade intervjuer med åtta socialsekreterare för att undersöka hur socialsekreterare arbetar med samt tillämpar barns delaktighet i socialtjänstens barnavårdsutredningar. Respondenterna har berättat om sin förståelse av barns delaktighet, hur de arbetar med barnsamtal, hur beslutsunderlag utformas utifrån barns berättelser och om utmaningar med att göra barn delaktiga i utredningar. Materialet har analyserats i en tematisk analys utifrån barndomssociologin och Harts delaktighetsstege. Resultat visar att det krävs ytterligare arbete för att barn ska bli hörda inom socialtjänsten men att det inte är den enskilda socialsekreteraren som bär ansvaret för förändring. Det finns behov av en strukturell och organisatorisk förändring inom det sociala arbetets praktik för att barn inte endast ska ges förutsättningar att höras men också bli hörda inom socialtjänsten. / ”A child’s right to be heard applies to all children. … But it is not enough to just listen to the child. When a child has the ability to form his or her own opinion, the child’s opinions must also be given importance.” (Barnombudsmannen, 2021). The aim of this study is to investigate and increase knowledge about the conditions for children’s participation. Qualitative semi-structured interviews have been conducted with eight social service workers, to investigate how they work with and apply the principle of children’s’ participation in the social services’ child welfare investigations. The respondents have been interviewed about their understanding of children’s participation, how they work with individual conversations with children, how decision basis is designed based on children’s stories and about challenges in involving children in investigations. The material has been analyzed in a thematic analysis based on childhood sociology and Hart’s ladder of children’s participation. Results show that further work is required for children to be heard in the social services, but that it is not the individual social service workers’ who are responsible for a change. There is a need for structural and organizational change in the practice of social work so that children are not only given the conditions to be listened to, but also to be heard in the social services.

Malmö högskola: Fakulteten för hälsa och samhälle, institutionen för socialt arbete, 2016.Syftet med denna studie är att undersöka i hur hög utsträckning socialsekreterare gör barn och ungdomar delaktiga i BBIC-utredningar. Undersökningen avgränsas till Malmö stad och omfattar de socialsekreterare som arbetar med grundutredningar på Barn och Familj. Våra frågeställningar är: Till hur stor del är barn och ungdomar delaktiga i utredningar som rör dem själva i kontakten med socialtjänsten i Malmö Stad? Hur ser socialsekreterarnas kontakt med barnen ut under utredningsprocessen? Vilka faktorer minskar respektive ökar barns delaktighet? Hur implementerar socialsekreterarna barns delaktighet i utredningsarbetet? Och i vilken utsträckning görs det? De teoretiska perspektiv som används i denna studie är Shiers delaktighetsmodell och handlingsutrymme.Studiens resultat visar att delaktigheten överlag är relativt god i jämförelse med vad man har kunnat se i tidigare studier. Däremot anser socialsekreterarna att de skulle vilja träffa barnen mer under utredningen och få möjlighet att lägga mer tid på varje utredning. I vår undersökning ser vi att vårdnadshavarna är mer delaktiga när det gäller de yngre barnen men att delaktigheten blir mer jämlikt fördelad mellan barn och vårdnadshavare ju äldre barnen blir. Ett tydligt mönster är att delaktigheten överlag ökar med barnets ålder, vilket går helt i linje med SoL 11:10.Vår studie visar att socialsekreterarnas handlingsutrymme begränsas av såväl individuella som organisatoriska faktorer, exempelvis personalomsättning och kompetens. Malmö University: Faculty of health and society, Department of social work, 2016The purpose of this study is to investigate to what extent social workers makes and let children and youths be a part in BBIC-investigations. The study is limited to Malmö stad and comprises social workers who works with standard investigations at the compartment for children and families. Our questions are: To what extent are children and youths involved in investigations which concern the contact between themselves and social services in Malmö stad? How is the contact between the social worker and the children during the investigation? Which factors might decrease or increase the part played by the child? In what way does the social worker implement the child’s involvement in the investigation? And to what extent is this done? The theoretic perspectives used in this study are Shier’s pathway to participation and room to maneuver. The result of this study shows that the participation is over all good in comparison to earlier studies. However, the social workers would want to meet the children more during the investigation and to get the opportunity to put more time into every investigation. In our investigation it is clear that the legal guardian is more involved when it is cases with younger children, whilst the level of involvement becomes more equal when the children become older. A clear pattern is however that the involvement increases with the age of the child, which goes in line with SoL 11:10. Our study shows that the social worker’s room to maneuver is limited by individual and organizational factors, e.g. employee turnover and competence. Barns delaktighet i barnavårdsutredningar inom socialtjänsten : En kvalitativ studie om hur barns delaktighet tillämpas i praktiken / Children's participation in child welfare investigations within social services : A qualitative study of how children’s participation is applied in reality

The purpose of this bachelor thesis is to investigate the empowering and limiting factors that social workers are subjected to when they are to involve children in child welfare investigations. The empirical collection for the bachelor thesis is based on qualitative data collected by interviewing five social workers working mainly within the children- and family units and a sample of 17 scientific articles. The articles are international with origins from England, Netherlands, Norway, Sweden and Taiwan. When the empirical collection was compiled we could establish that the term “children’s participation” is in fact a complex field to put into practice by the social workers. Even if the children in some cases showed willingness to participate this could be limited by the social workers' fear to overburden them. Among other factors that limited the children’s participation was the social workers’ ambiguous view on children’s participation, the high workload, the caretakers influence on children’s participation, the child’s age and maturity as well as the social worker’s lack of competence and communication skills. Through the collection of former research, interviewing material, and Harry Shier’s Pathway to Participation model (2001) we could analyze how children’s participation is shaped by forming a thematic analysis. Finally, we can note that the reached stage of participation is relatively limited and does not reach a higher stage than stage two in Shier’s Pathway to Participation model (2001). Due to our limited possibility to conduct more interviews we couldn’t draw any general conclusions. However, we were able to shine a light on the critical and challenging aspects social workers could face when trying to enable child participation.
