Assembly: A Revaluation of Public Space in Toronto

This thesis focuses on the problem of defining and designing public space in contemporary mass society. "Assembly" revaluates a cultural understanding of public space as the space of regulation, consumption and leisure, and works to find spaces of freedom, agency and action. Three iconic sites located in Toronto from three successive generations are examined: Nathan Phillips Square, the Eaton Centre and the new Dundas Square. These three sites form the primary division of the work and are respectively paired with extended critiques from three thinkers: Hannah Arendt, Jean Baudrillard, and Guy Debord. The pairings centre on Arendt's account of the "rise of the social", on Baudrillard's analysis of consumption and on Debord's dissection of the spectacle. The argument is presented in the form of an assemblage. Although the nature of this method invites each reader to construct their own meaning, this thesis grounds itself on a defined polemic. It considers public space to be marked by 1) the erosion of a clear distinction between our public and private realms, and their subsequent dissolution into the realm of the social, 2) the ideology of consumption overtaking the realm of the social, and 3) the world of the commodity replacing reality with the world of the spectacle. "Assembly" first consists of three main sections corresponding to the three sites. Each of these parts is assembled from three distinct strands: factual, theoretical and visual. The factual strand forms the main "field" of each section and is made up of selected quotations from mass media ? newspapers, public documents and websites. The theoretical strand, consisting of pointed quotations from the relevant social theorist, is threaded through the field of mass media. The visual strand comprises two elements: a postcard that marks the beginning of the section and a series of authored photographs that follows and complements the text-based assemblage. <br /><br /> Inevitably, the relationship between general social values and those of individuals is fraught. Consequently, and perhaps also inevitably, architectural design tends to reduce the manifoldness of the public realm into a homogenous and singular public space: the "whole". This thesis pursues the question of how to conciliate individual agency with collective public experience. The process and form of "Assembly" deliberately celebrates this uncertainty of design, and takes "heterogeneity" as a necessary condition of public space. That it cannot offer a comprehensive solution is, perhaps, inherent to the question.

Revisiting brutalism : the past and future of an architectural movement

Brutalist architecture, popularized in Britain in the late 1950s and heralded as a progressive form of Modernism in the United States until the 1970s, now presents a conundrum to preservationists as it ages. Once critically acclaimed, many Brutalist buildings have lost their appeal over time. The unpolished materials have proven unpopular with many who live and work in these structures, and key examples of the style are now facing demolition. Though “Brutalism” has become a nebulous architectural designation in the preservation community, this paper focuses on a specific subset of late Modernist architecture that primarily utilizes unfinished concrete to promote the philosophy of material truth and unapologetic permanence. While artistry of form and overall functionality affect preservation of Brutalist buildings in the United States, an important factor in the decision to demolish is often overlooked: the interplay of public opinion with critical acclaim, both in the past and within current architectural climates. This project examines the Brutalist approach to architecture and chronicles the shifts in critical and public perspective of several key case studies, focusing on university structures (the Yale Art and Architecture Building, Harry Ransom Center, and the University of Texas School of Nursing), theaters (Morris Mechanic Theater and Alley Theater), and civic buildings (Orange County Government Center, Boston City Hall, and Prentice Women’s Hospital). In order to achieve this, we have used, as empirical corpus, the analysis of São Paulo s electronic government politics from 2001 to 2006, we also emphasized both elements which are included in this politics: the City Hall Portal and the Digital Inclusion Plan. This way, we intend to comprehend how and in which extension this politics integrates the city s government with the actual installation demands of a new management model, which, in its turns, is defined by the Market principles. It is also important to understand how São Paulo s city government intends to enlarge citizens participation in the public management. With the aim to measure these elements, this research is based on five participation degrees, called digital democratic degrees. To reinforce this investigation, we have studied documents (such as laws, decrees, bylaws and communications), interviewed people responsible for the electronic government politics in the designated period, and we have evaluated the City Hall Portal as well as the users of the telecentres, idealized by the Digital Inclusion Plan. / Esta dissertação tem como objetivo refletir sobre o uso das Tecnologias da Comunicação e Informação (TICs), particularmente da Internet, pelo governo municipal da cidade de São Paulo. Para tal, como corpus empírico, analisamos a política de governo eletrônico da Prefeitura de São Paulo de 2001-2006 e enfatizamos os dois principais elementos que a compõe: o Portal da Prefeitura e o Plano de inclusão digital. Pretendemos, assim, compreender como e em que medida esta política visa integrar esse governo municipal às exigências atuais de instalação de um novo padrão de gestão, que vigora pelos princípios do Mercado, e ainda, ampliar a participação ativa dos cidadãos na gestão pública municipal, uma vez que a Internet tem potencial tecnológico para satisfazer ambos os intuitos. Para mensurar esses dois aspectos baseamos nossa analise na existência de cinco graus de participação, nomeados de graus de democracia digital, os quais nortearam metodologicamente esse estudo. Para dar corpo a essa investigação, a pesquisa recorreu ao estudo de documentos (leis, decretos, portarias e comunicados), a entrevistas com os coordenadores dessa política no período estudado e a realização de uma avaliação efetiva no Portal da Prefeitura e com os usuários dos telecentros do Plano de inclusão digital.

Based on the neoinstitutional theoretical approach and supported by legislative studies of the three political spheres, the present study focused on observing the councilmen behavior adopted in the recent decisional process of Araraquara, evaluating the political-institutional relationship, as well as the partisan variable. To this end, quantitative and qualitative analyses are taken together. The submissive behavior of Legislative in the legal production showed a pathway that reproduces evidences found in other studies in several levels of government. However, in the second moment studied it was noticed that a space was given to improve the instances of the City Hall Commission Studies case , at the same time that the agenda power and the relevance of the Executive proposals increased / O presente estudo de caso teve como objetivo analisar a interação entre Executivo e Legislativo no Município de Araraquara em dois períodos: 1997 a 1999 gestão Waldemar de Santi, PPB , e de 2001 a 2003 gestão Edson Antonio da Silva, PT. A partir de um referencial teórico neo-institucional e amparado em estudos legislativos dos três âmbitos políticos, observou-se o comportamento adotado pelos vereadores no recente processo decisório araraquarense, avaliando o relacionamento político-institucional, bem como a variável partidária. Para tanto, se aliam análises quantitativas e qualitativas. A submissão do Legislativo na produção legal mostrou um padrão que reproduz evidências de outros estudos em vários níveis de governo. No entanto, num segundo momento estudado percebeu-se que foi cedido um espaço para que se aperfeiçoassem as instâncias da Câmara Municipal caso das Comissões de Estudo , ao mesmo tempo em que aumentou o poder de agenda e a relevância das propostas do Executivo

Análise do processo licitatório da prefeitura municipal de Passo Fundo / Bidding process analisys in the city hall Passo Fundo

The purchasing function is inserted in any business activity, whether in the public or in the private area. In public organizations there is a general rule, for the acquisition of goods and services, the requirement of bidding. However, the bidding processes are not always completed successfully, bringing numerous losses, not only for the public organization, as exceedingly to the dependent citizens of its activities. So, analyze the causes that resulted in completed bidding unsuccessfully, in the City Hall Passo Fundo, was the objective of the work. For this, a research was performed, classified as descriptive, as the goal, and qualitative on the approach. Once defined categories of analysis, the data collection through bibliographic research, documentary research and interview. The results indicated that all 329 unsuccessful biddings, corresponding to 19.1% of the total, came on external stage and that approximately 84% were finalized by revocation and the remaining 16% for annulment. In detail, were found twenty-three reasons for the unsuccessful biddings were found, with eight factors accounted for 90% of unsuccessful bidding. For these reasons, twenty-eight proposals for improvements were suggested to reconfigure the acquisition and contracting process, avoiding that the bidding processes are finalized without success. Based on these evidences, the propositions indicate that by increasing the importance and dedication on the internal phase of the bidding stage (planning), more precise will be the descriptions and details of the object, thus making smaller uncertainties in estimates of quantities, deadlines and costs. This would cause public organizations would have increased efficiency in public spending and security in their contracts. Additionally, the possibility of inversion of the phases of bidding, especially in the modalities concorrência and tomada de preços, become real needs for the evolution that the public administration needs. / A função de compras está inserida em qualquer ramo de atividade, seja da área pública ou da área privada. Nas organizações públicas tem-se como regra geral, para a aquisição de bens e serviços, a exigência de licitação. Porém, nem sempre os processos licitatórios são concluídos com êxito, trazendo inúmeros prejuízos, não só para a organização pública como, sobremaneira, aos cidadãos dependentes de suas atividades. Por isso, analisar as causas que resultaram em licitações concluídas sem êxito, na Prefeitura Municipal de Passo Fundo, consistiu no objetivo do trabalho. Para tanto, foi realizada uma pesquisa classificada como descritiva, quanto ao objetivo, e qualitativa, quanto à abordagem. Após definidas as categorias de análise, a coleta de dados ocorreu por meio da pesquisa bibliográfica, da pesquisa documental e da entrevista. Os resultados indicaram que todos os 329 desfazimentos de licitações, correspondentes a 19,1% do total, deram-se na fase externa e que aproximadamente 84% foram finalizados por revogação e os 16% restantes por anulação. De forma detalhada, foram constatados vinte e três motivos para o desfazimento das licitações, sendo que oito fatores representaram 90% das licitações sem êxito. Por essas razões, foram sugeridas vinte e oito propostas de melhorias para reconfigurar o processo de aquisição e contratação, evitando-se que as licitações sejam finalizadas sem êxito. Com base nessas evidências, as proposições indicam que, ao aumentar a importância e a dedicação na fase interna da licitação (planejamento), mais precisas serão as descrições e os detalhes do objeto, tornando, assim, menores as incertezas nas estimativas de quantidades, de prazos e de custos. Isso faria com que as organizações públicas viessem a ter maior eficiência no gasto público e segurança nas suas contratações. Adicionalmente, a possibilidade de inversão das fases da licitação, principalmente nas modalidades concorrência e tomada de preços, tornam-se necessidades reais para a evolução de que a Administração Pública tanto necessita.

Highlighting various information of socioeconomic and scientific-technical policy of the municipality, two objects of research, the Technology Park of San Carlos (ParqTec) and the Municipal Sustainable Development, Science and Technology, representing the Municipality, were studied in search up which elements contribute or not to social development. From this study we show that San Carlos is the technological center model because of the multiplicity of actions and institutions with innovative potential, but needs to consolidate to fulfill this role as a development model locally, and a C & T for social development. / Esta dissertação tem como tema a Política Local de Ciência e Tecnologia com enfoque para a cidade de São Carlos localizada no Estado de São Paulo. A partir de um desenvolvimento teórico sobre Política de Ciência e Tecnologia, no geral, no Brasil e localmente analiso o caso de São Carlos tendo como ponto de partida a perspectiva da Política de Ciência e Tecnologia para o Desenvolvimento Social. Destacando informações diversas de ordem socioeconômica e técnico-científica do respectivo município, dois objetos de pesquisa, o Parque Tecnológico de São Carlos (ParqTec) e a Secretaria Municipal de Desenvolvimento Sustentável, Ciência e Tecnologia, representando a Prefeitura Municipal, foram estudados em busca de levantar quais elementos contribuem ou não para o desenvolvimento social. Dos portais governamentais avaliados, o do governo norte-americano é o que melhor usa o blog como espaço para a participação e colaboração, enquanto o portal de Portugal é o mais avançado no que se refere à prestação e à sofisticação de serviços oferecidos aos cidadãos e às empresas. O portal do governo do Paraná oferece experiências bem sucedidas como a criação do portal Gestão do Dinheiro Público (transparência), a construção de ferramentas e aplicativos para atender educadores, alunos, escola e comunidade no “Portal Dia a Dia Educação” e a utilização de Software Livre na informática pública. O que nos três casos predomina é a comunicação centrada no emissor (só do governo para a sociedade). Como proposta final, apresenta-se um modelo de portal para a Prefeitura de Juiz de Fora que permita uma melhor interação entre governo e cidadãos. / The object of this study is the e-Government (e-Gov), which is understood as a device able to give conditions to a communicative process that allows to create, to collect, to organize, to transfer and to share knowledge and information. These actions may be useful in the decision process, in managing public policy and citizen inclusion as a producer of collective knowledge in an Information Society. The research evaluated the communicative possibilities from governmental official sites from USA, Portugal and Parana State of Brazil. According to the official sites evaluated, the USA government is which give opportunity to participation and collaboration of the citizens, whereas Portugal official site is the most advanced concerned to ofter good and shphisticated services to citizens and companies. The official site of Parana government shows (presents) well succeded experiences such as the Use of Public Money site (transparency), the use of tools and applications to attend educators, students, school and community at the site Education Day By Day, and the use of Free Software in public informaties services in the three examples the main characteristic is that the communication is centered in the transmitter (only from the government to the society). As the final proposal we present a model of official site to Juiz de For a City Hall that allows a better interaction between government and citizies.

The diploma thesis The City Hall of Prague attitude towards prostitution is based on the constructivist paradigm and uses feminist theories. It examines, by means of a critical reading, the attitudes of the City Hall of Prague towards prostitution and its development in course of time. The period of investigation was determined by the beginning of municipal intention to introduce a regulatory bill. For this purpose all the relevant press releases from the period 2003 and 2015 were gathered. These documents are concerned with prostitution and they are accessible on press service section of www.praha.eu portal used by the City Hall as a medium for press releases. A theory part introduces basic concepts and trends in feminist debates concerning prostitution. The core of the thesis consists of four categories derived from the source data.These are: definition of prostitution, prostitution as a problem, needs and goals, and support and repression. The categories are treated critically from the viewpoint of feminist theories. The author follows not only the topics concerning prostitution, but also the way they are presented. Nowadays, we witness a crisis in the suburbs of Czech cities. Block of flats have expanded uncontrollably on the outskirts of cities and greedily bite off pieces of land. Hence this project represents a call for more proficient urban planning, rather than an architectural appeal. My main goal was to build as little as possible on the land in Kohoutovice. I believe that using free area around and above the existing supermarket can provide enough comfortable working space for everyone.

Radnice Brno – Sever / New town hall for the district Brno-North

The task of the diploma work was to design a city hall for Brno-North. It is situated in the area of the Blackfields barracks for which I've made urban design in last semester. The concept of the design is based on the simple idea of two patios - one green court surrounded by offices of various official unions for which it serves as an element of calmness and clear communication in the workplace. Second 'patio' is its spatial counterpoint, a large hall where all the significant ongoing negotiations are hold. In short, a relationship of execution and decision. Interiors offer plenty of meeting and communication spaces, meeting rooms, all united by the space at the south side of the building, which opens gradually on each floor offering an overview across the whole space. The mass of the building itself is compact on the outside, long (southern) facade is facing the square. The external appearance of the building is articulated within the construction module and reflects inner spaces. While the facade of the administrative part of the building reflects more the system and repetition, southern facade uses more open and subtle expression.
