In the two past decades, the topic of water resources has occurred more abundantly, the water has become the object of many research institutions. While in the 19th and 20th centuries of human progress took place under the sign of coal and oil, today is coming to the forefront the issue of availability of water resources and the related need for effective management which would assure an even distribution. This diploma thesis aims to highlight the problems of water resource management, offers options which would be theoretical focused and an example case study to show what the consequences may have a system which is implemented in isolation without consideration for other inter-sector policy. The context which involves on the current situation of water shortage in Mexico City is identified and analyzed.

The Role Expectations of the City Manager -- a Comparison Between Some City Managers in Los Angeles County, California, and the State of Utah

This study attempts to find out the role expectations of the city managers in the policy processes of urban government by using the survey research method. Fourteen managers from Los Angeles , California, and eight managers from Utah selected at random were administered a questionnaire with ten specific statements about a city manager's role in urban· politics. The main hypothesis of the thesis was: The policy role expectations of the city managers in Los Angeles County, California, and in the State of Utah differ because of: 1. the rise of the political boss or the mayor; 2. the discretionary powers given to the city managers; 3. the types of education the city managers have had; 4. the size of the city population; and 5. geographical and environmental differences. The data reveal that these variables , viz., advanced education,mayoral election, the discretionary powers given to the city managers, types of education , and the size of the city population and the differences of geography and environment are crucial factors that affect the role expectations of the city managers in the two areas selected for study. In Los Angeles County, California, the city managers tend to take a strong stand on initiation and participation in policy processes, whereas, in the State of Utah the city managers were content to abide by the mandates of the council. The concept of policy-administration dichotomy did not seem to bother the Los Angeles County city managers and they tended to feel it was out-moded and not practical in a complex situation of today's cities.

The costs of a growing city : a case study of Austin, Texas from 1982-2011

This report explores the effects of rapid growth in Austin, Texas, with an emphasis on local government budgets, service delivery, and citizen satisfaction. The relationship between urban growth and public finances has been studied extensively, but a comprehensive analysis of the relationship between growth and public finances, service delivery performance, and citizen satisfaction over time is lacking. A multi-decade analysis reveals a steady increase in the cost of local government services and levels of taxation, with corresponding high performance and citizen satisfaction over time. In light of these findings, recommendations to improve cost-effectiveness, service delivery, and citizen satisfaction include: regular audits of the City’s performance measurement system to ensure the metrics tracked remain relevant to the challenges; better coordination of taxes and expenditures among local government entities to minimize the tax impact on residents; greater consideration of less costly alternative municipal service delivery systems; and concerted efforts to engage residents in the budget and service delivery decisions. / text

The purpose of this study is to define more clearly the task of the city manager by examining the following perceptions of his role: 1) The city manager perceives himself as being an administrator, leaving the political realm to the city council. 2) The city manager is a policy-maker perceiving that his job includes providing objectives and goals for council and community. He uses his knowledge and experience to create an atmosphere within which various alternatives can be presented with full and free discussion of these alternatives. 3) The role of the city manager cannot be defined along the lines of two mutually exclusive statements. The job of the manager includes a combination of both administration and policy-making.

No entanto, essa possibilidade pode estar distante de se tornar realidade, até por que não há uma unanimidade com relação ao que seria essa harmonia. Nesse cenário, encontra-se o objeto de pesquisa dessa dissertação: a arte de rua. Essa é uma expressão artística que está sempre presente em embates sobre a sua legalidade ou ilegalidade. Para muitos, a arte de rua, corporificada no grafite e na pichação, nada mais é que poluição visual a ser punida criminalmente. Para outros, ambas manifestações fazem parte de uma expressão artística típica dos grandes centros urbanos. O nosso ordenamento jurídico aceita o grafite, desde que feito com consentimento do proprietário do imóvel em que é aplicado. No entanto, a pichação é uma conduta tipificada como crime pela Lei 9.605/1998, a Lei dos Crimes Ambientais. A presente dissertação traz uma análise do que foi e do que, atualmente, é o Direito Urbanístico. Verifica quais as principais tendências com relação à organização da paisagem urbana nas cidades de Barcelona, Berlim, Nova York e São Paulo. Investiga os instrumentos possíveis de serem usados para a gestão de cidades sustentáveis e funcionais, bem como a inclusão da arte de rua como elemento constituinte da paisagem urbana. Entre esses instrumentos, faz-se uma análise mais aprofundada do Plano Diretor Estratégico de São Paulo. Por fim, levanta algumas possibilidades do uso de espaços reservados para a prática e exposição de arte de rua, em especial do grafite, na modalidade de ZEPEC-APC, uma vez que a arte de rua faz parte da identidade visual da cidade de São Paulo. A ideia é a de se criar diversos espaços pela cidade ¿ para que abarque ao máximo a participação da sociedade ¿ na forma de Galerias de Arte de Rua. Esses espaços vão ao encontro de tendências mundiais de gestão urbana aliadas à arte e à cultura. / Thinking in a city that comply with its social function, could imagine a place where public streets, buildings and urban equipment harmoniously compose the urban scene. However, this possibility may be far from becoming reality, even because there is no unanimity in relation to what that harmony would be. In this scene, the research object of this essay is the street art. This is an artistic expression that is far from pleasing to all. On the other way, it is always present in discussion about its legality or illegality. For many, street art is nothing more than visual pollution to be punished criminally. For others, only the authorized graffiti are part of an artistic expression typical of big urban centers. Our legal system accepts the authorized graffiti, if could be prove that it is done with the permission of the owner of the property in which it is applied. However, the non-authorized graffiti is a conduct typified as a crime by Law 9605/1998, the Law of Environmental Crimes. This essay presents an analysis of what was and what is currently the Urban Law. It verifies the main trends with regard to the organization of the urban landscape in the cities of Barcelona, Berlin, New York and São Paulo. It investigates the possible instruments to be used for the management of sustainable and functional cities. Among these instruments, a more in-depth analysis of the Strategic Master Plan of São Paulo is carried out. Finally, it raises some possibilities of the use of spaces reserved for the practice and exhibition of street art, especially of the authorized graffiti, in the ZEPEC-APC modality, since street art is part of the visual identity of the city of São Paul. The idea is to create several spaces throughout the city ¿ to include society as much as possible - in the form of Street Art Galleries. These spaces are in agreement with the world trends in urban management combined with art and culture.

Marrakech, une ville à la recherche d'une politique de gestion / Marrakech, a city in search of a management policy

Refusant l’image trop souvent négative de certaines composantes de la ville, l’on est convaincu de trouver des solutions pour la ville nouvelle de Tamansourte. Cette recherche montre qu’il est possible de gérer la ville autrement, à l’aide d’outils appropriés en proposant de nouvelles réformes.S’appuyant sur des éléments de référence, c’est-à-dire des récits d’acteurs de l’acte d’aménager, cette recherche propose des pistes de réflexion relatives à la construction d’un nouveau projet de transformation sociale pour une nouvelle politique de la ville. La solution pour une ville comme Marrakech réside certainement dans un compromis entre plusieurs formes urbaines, compromis qui doit tenir compte des spécificités historiques, morphologiques et culturelles de la cité, servant de fondement à une éventuelle politique de la ville. Pour la ville nouvelle de Tamansourte, le constat négatif est facile à démontrer, car à travers la visite des lieux, plusieurs phénomènes montrent la faible fréquentation de la cité doublée d’une animation commerciale timide. Une étude de "requalification urbaine" est à mettre en place d’urgence pour permettre à cette ville nouvelle une dynamisation des activités commerciales et des échanges fructueux entre les différents acteurs de la cité qui fonderont demain la vitalité de cette nouvelle ville. / Refusing the image most oftenly negative of certain parts of urban agglemerations, we are convinced to have found viable solutions for the new town of Tamansourte. This research shows that it is possible to do town planing in a whole new way, by proposing new reforms.Based on references such as feedback and narratives from the actors of the urban layout, this research proposes directions for reflection concerning the construction of a new social transformation project for a new town planning policy. The solution for a city like Marrakesh most certainly resides in a compromise between several urban forms, taking into account historical, morphological and cultural specificites and serving eventually as a basis for city policies. As far the new town of Tamansourte is concerned, the balance sheet is in the negative, easily understandable by a simple visit of the premises where several obvious factors demonstrate the scarcity of the population toghether with a feeble commercial activity. An « urban re-qualification » study is to be done urgently for this new town to be commercially, economically dynamised and permitting fruitful exchanges between all the actors of the township-thus founding a new era of vitality for this new town.

The national legislative framework is the National Waste Policy (NWP), Law n. 12.305/2010, regulated by Decret n. 7.404/2010, which decentralizes waste management, according to the pattern established on the National Environment Policy. Decentralization is explicited by the proposition of a tool called Integrated Waste Management City Plan (IWMCP), which has proved to be a challenge to municipalities. This research analyses the elaboration process of IWMCPs – five years after the passing of the NWP – in municipalities of the 13 th Hydric Resources Management Unit (HRMU) in São Paulo state – Tietê Jacaré’s HRMU, through surveys and multiple case studies. Results show the complexity and uniquenesses of the cities, highlighting the absence of data, resources and technical staff capacitation as main barriers, and the possibility of hiring companies to elaborate the IWMCP as the main facilitator according to the cities. Other incipient aspects present in the city planning process are the search of joint solutions and social participation. Thus, the decentralization proposed by the NWP presents difficulties for the law enforcement since municipalities still do not rely on the necessary means to develop complex planning as recommended by the NWP. This way, efforts from both the federal and state governments are recommendable aiming at the capacitation and resources availability, what shall make the city emancipation possible throughout the planning process. The proposal of alternatives for shared solutions is also crucial for the waste management optimization, as prioritized by the NWP. / No Brasil, a gestão de resíduos sólidos desenvolveu-se com atraso, se comparada a alguns países que se adiantaram na busca de soluções nesta temática. O marco legislativo nacional é a Política Nacional de Resíduos Sólidos (PNRS), Lei no 12.305/2010, regulamentada pelo Decreto no 7.404/2010, que descentraliza a gestão de resíduos, seguindo o padrão da Política Nacional do Meio Ambiente. A descentralização é explicitada pela proposição do instrumento de gestão denominado Planos Municipais de Gestão Integrada de Resíduos Sólidos (PMGIRSs), que tem se apresentado como um desafio para as municipalidades. Esta pesquisa objetiva analisar de que forma ocorre o processo de elaboração dos PMGIRSs – cinco anos após a promulgação da PNRS – nos municípios da Unidade de Gerenciamento de Recursos Hídricos (UGRHI) 13, Tietê Jacaré, no Estado de São Paulo, por meio de questionários e estudos de caso múltiplos. Os resultados revelam a complexidade e singularidade dos municípios, com destaque para a ausência de dados, recursos e deficiência na capacitação do corpo técnico como principais entraves, e a possibilidade de contratação de empresas para elaboração do PMGIRS como principal facilitador na visão das municipalidades. Outros aspectos que ainda são embrionários no processo de planejamento municipal são a busca por soluções consorciadas e a participação social. Dessa forma, observa-se que a descentralização proposta pela PNRS apresenta dificuldades para a efetivação, uma vez que os municípios não possuem na atualidade os meios necessários para desenvolver um planejamento complexo como preconizado pela Política, sendo necessários esforços dos governos federal e estaduais no sentido de capacitação e disponibilização de recursos que possibilitem a emancipação municipal no processo de planejamento. A proposição de alternativas de soluções compartilhadas também é crucial para a otimização da gestão de resíduos sólidos, conforme priorizado pela PNRS.
