Previous issue date: 2014-06-30 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES / The present work has a historical-anthropological perspective, it is essentially bibliographical and intends to address the existing controversies in the Spiritist Movement between Allan Kardec s books and Francisco Cândido Xavier s book, Nosso Lar ( Our Home , in English), whose spiritual author is André Luiz. As we retrieved such controversies that were present since the time Our Home was published, many issues of the magazine Reformador were consulted once it is one of the oldest and most important Spiritist publications in Brazil. In order to demonstrate the relevance of the subject, we also analyzed the controversies within some spiritist groups on Facebook that involve the book Nosso Lar ( Our Home ). This study, when using some of Bruno Latour s ideas about controversies, investigates the actors that enabled, in our view, an original re-elaboration work of Kardecist Spiritism in Brazil. Although Allan Kardec s books are used as the doctrinal basis, their principles were revisited by Bezerra de Menezes and Chico Xavier, whose works were essential in the origin of a Brazilian Spiritism, according to the ideas defended by Sandra Jacqueline Stoll. / O presente trabalho possui um olhar histórico-antropológico, de caráter essencialmente bibliográfico, e tem por intenção abordar as controvérsias existentes no Movimento Espírita entre a obra de Allan Kardec e Nosso Lar, obra de Francisco Cândido Xavier cujo autor espiritual é André Luiz. Pretendendo recuperar as controvérsias que se estabeleceram no momento do surgimento da obra, foram utilizadas edições de Reformador, uma das principais e mais antigas publicações espíritas no Brasil. Para demonstrar a atualidade da temática, foram também analisadas as controvérsias presentes em grupos espíritas no Facebook que envolvem o Nosso Lar. O trabalho, ao tomar como inspiração as ideias de Bruno Latour acerca das controvérsias, rastreia os atores que possibilitaram, em nosso entendimento, uma reelaboração original do Espiritismo kardecista no Brasil. Embora as obras de Allan Kardec sejam utilizadas como base doutrinária, seus princípios serão revisitados por Bezerra de Menezes e Chico Xavier, cujos trabalhos serão fundamentais na origem de um espiritismo à brasileira conforme as ideias defendidas por Sandra Jacqueline Stoll.

This doctoral submission grew out of a series of long form documentaries that I wrote, produced, and directed between 1993 and the present. The films, which were broadcast on US television's PBS network, all deal with scientific, medical, or environmental issues that developed into prominent national and international controversies. DVDs and scripts of the seven programs are provided along with a detailed overview. The submission is organized as three projects and an overview. 1. Project One (discussed in chapters 3-7) consists of three documentaries: the first about a novel therapy for autism ; the second dealing with the alleged health effects of power line electromagnetic fields ; and the third focused on the silicone breast implant controversy. 2. Project Two (discussed in chapters 8-11) consists of programs on nuclear energy, Gulf War Syndrome, and genetically modified foods. 3. Project Three (discussed in chapters 12-14) features a two-hour special investigation of global warming. 4. The Overview, Communicating Controversy in the Mass Media not only provides an overarching analysis of the portfolio of films and the attendant theoretical issues, but also serves to summarize the works themselves. In the Project sections of the written overview (chapters 3-14), the analysis is interwoven with extracts from the various documentaries. This portfolio and overview tells the evolving story of a body of work at the intersection of documentary, investigative journalism and science. It reveals the journey of one producer who started out with an interest in unpacking complex controversies, but became increasingly fascinated with the psychological and political dimensions of these narratives. Whether a particular controversial belief holds up under scrutiny is undoubtedly important. But there are other fascinating questions: why do people adopt such beliefs in the first place; why do individuals cling to their beliefs in the face of contrary scientific evidence; and what roles do special interests and the media play in amplifying or attenuating the public's hopes and fears? This portfolio and overview, therefore, not only examine a series of high profile controversies, but go further by: explaining the process by which these topics were turned into documentaries; exploring the way humans analyze, perceive and communicate benefits and risks; and critically examining the validity and ethical standing of modern television journalism. This submission represents a significant contribution to knowledge in several ways. First this series of in-depth, original investigations of environmental and health controversies from one producer is unparalleled in broadcast journalism. Second, the overview's analysis synthesizes and extends a wide range of social science research on risk assessment, risk perception and risk communication and applies this research to the featured controversies and the media's role in them. Third, the portfolio and overview reveal how a blend of documentary, journalism and science is an especially effective way of advancing public understanding of and engagement with modern scientific controversies and goes on to suggest some exciting new directions for communicators. Finally, the case studies in this portfolio provide a basis of knowledge about how communicators can effectively use audiovisual media to navigate the world of risks and benefits that permeates many of society's most crucial policy dilemmas.

Esta dissertação se insere no âmbito das discussões sobre controvérsias tecnológicas, tendo como objetivo geral mapear e analisar aquelas que se estabeleceram em torno do Aeromóvel em Porto Alegre, Rio Grande do Sul, durante o período que se estende do final da década de 1970 até o ano de 2013. O referencial teórico adotado para mapear e analisar as controvérsias se situa no campo dos Estudos Sociais em Ciência e Tecnologia, mais especificamente, na abordagem da Construção Social da Tecnologia. Os objetivos específicos consistem em identificar os grupos sociais que se envolveram na controvérsia, analisar os discursos formulados sobre o Aeromóvel, bem como os elementos do contexto social mobilizados pelos atores sociais para explicar a história da tecnologia. O estudo teve caráter qualitativo e utilizou fontes primárias e secundárias para a geração dos dados. A fonte primária consistiu na realização de entrevistas narrativas com membros dos grupos sociais relevantes. As fontes secundárias foram compostas por matérias jornalísticas, relatórios técnicos, ata de audiência pública, catálogos de divulgação e termo de contratação do Aeromóvel. A análise de dados foi constituída a partir da combinação entre elementos da análise proposta por Schutze, da análise argumentativa e temática. Os resultados apontam as distintas interpretações formuladas pelos grupos sociais a respeito do significado, dos problemas e vantagens do Aeromóvel, assim como dos fatores contextuais que teriam influenciado seu desenvolvimento. Ademais, apresentam-se as principais controvérsias que envolveram a tecnologia. A descrição dos diferentes grupos envolvidos e da flexibilidade interpretativa acerca do Aeromóvel indica que seu processo de experimentação e implantação não se restringiu ao âmbito técnico ou científico, envolvendo também grupos políticos, grupos empresariais e a mídia. Igualmente, concluí-se que a abertura e o fechamento das controvérsias não dependeram da comprovação da eficiência do Aeromóvel, mas de fatores sociais como a habilidade retórica dos atores envolvidos e a redefinição de problemas da tecnologia. A descrição a respeito das controvérsias que envolveram o Aeromóvel pretende lançar um olhar “humano” ao processo de construção de tecnologias, apresentando-o como permeado por incertezas, negociações, acordos e controvérsias entre grupos sociais. / This master´s thesis falls within the scope of discussions on technological controversies with the overall objective to map and analyze the controversies that settled around the Aeromovel in Porto Alegre, Rio Grande do Sul, during the period that extends from the late 1970s to the year of 2013. The theoretical references adopted to map and analyse the controversies lies within the field of Social Studies of Science and Technology, more specifically, in the Social Construction of Technology approach. The specific objectives consist of identifying the social groups that were involved in the controversies, analyze the formulated speeches about the Aeromovel, as well as social context's elements mobilized by the social actors to explain the history of technology. The study had a qualitative character using primary and secondary sources to generate data. The primary source consisted of narrative interviews with members of relevant social groups. The secondary sources were composed of newspaper articles, technical reports, minutes of public hearing, catalogs disclosure and the Aeromovel´s term of employment. Data analysis was obtained from the combination of elements of analysis proposed by Schutze, the argumentative and the thematic analysis. The results indicate the distinct interpretations formulated by social groups regarding the meaning, the problems and advantages of the Aeromovel, as well as the contextual factors that have influenced its development. Furthermore, we present the main controversies surrounding the technology. The description of different groups involved and the interpretative flexibility concerning the Aeromovel indicates that the process of experimentation and deployment are not restricted to technical or scientific scope, involving political groups, enterprise groups and the media. In addition, we conclude that the opening and closing of the controversies did not depend on proof of the efficiency of Aeromovel, but social factors as the rhetorical skill of actors involved and the redefinition of technology problems. The description about the controversies surrounding the Aeromovel intends to launch a "human" look at the process of building technologies, presenting it as permeated by uncertainty, negotiations, agreements and disputes between social groups.

Esta dissertação se inscreve em estudos das tecnologias da informação e comunicação e suas relações com os campos da educação e da saúde. O estudo toma por objeto os movimentos de um grupo de pesquisa na constituição de um jogo locativo a ser utilizado no Jardim Botânico de Porto Alegre. Foram cartografadas as controvérsias e os impasses que se apresentaram no desafio de desenvolver um jogo locativo articulando um espaço virtual com o espaço concreto do Jardim Botânico. Para este jogo foi utilizada a plataforma ARIS, uma ferramenta para produção de jogos locativos para serem usados exclusivamente em dispositivos móveis. O conceito de política cognitiva é desenvolvido no texto de forma a contribuir com a análise da cartografia a partir de um entendimento produtivo das teorias sobre cognição. Com este estudo busca-se contribuir para pensar o design de jogos e o seu estudo com objetivos voltados à aprendizagem, através de uma análise das políticas cognitivas envolvidas nos processos de produção e da forma com que se atualizam em controvérsias. Percebemos que o encontro entre as propostas político-teóricas e as possibilidades técnicas de produção do jogo gera diferentes controvérsias que demonstram que a construção de jogos, assim como a aplicação de teorias sobre aprendizagem são negociadas em um coletivo de humanos e não-humanos. Verificamos que os jogos desenvolvidos a partir de uma determinada forma ou determinada teoria possibilitam e produzem relações específicas e as ferramentas utilizadas para a sua produção têm esta mesma agência. / This dissertation is part of the studies about information and communication technologies and their relationship to the fields of education and health. The study takes as its object the movements of a research group in the development of a locative game to be used in the Botanical Garden of Porto Alegre. We mapped the controversies and dilemmas that were presented in the challenge of developing a locative game combining a virtual space with the concrete space of the Botanic Garden. For this game the ARIS platform was used, it is a tool for production of locative games to be used exclusively on mobile devices. The concept of cognitive politics is developed in the text in order to contribute to the analysis of the cartography from a productive understanding of theories of cognition. With this study we seek to contribute to thinking game design and its study with goals focused on learning, through an analysis of the cognitive politics involved in the design process and the way they are performed in controversies. We noticed that the encounter between the political-theoretical proposals and the technical possibilities of game production generates different controversies, that demonstrate that building games as well as the application of theories of learning are negotiated in a collective of humans and non-humans. We found that games developed in a particular form or based on a particular theory allow and produce specific relationships and the tools used to produce them have this same agency.

experimentação, mobilizam questões e atores que não são apenas científicos e técnicos,
mas também políticos, legais e éticos. A imbricação dessas esferas parece tornar
problemáticas as perspectivas que se fundamentam em dualidades, como natureza x
cultura, fato x valor. Esse é o caso dos biorrepositórios e biobancos com finalidades de
pesquisa, cujas práticas de manusear e colecionar material biológico humano e
informações associadas para uso em pesquisas, ao tempo em que gera expectativas para
o desenvolvimento da saúde e da medicina, também trazem incertezas e controvérsias
sobre a natureza e destino das coleções, bem como sobre as consequências dos
experimentos. É um contexto em que as práticas científicas engendram entidades que
não se enquadram confortavelmente nas ontologias modernas e, mais especificamente,
tornam ambíguas as fronteiras do “humano”, demandando novas regulamentações e
ordenações. Assim, sob o referencial da Teoria Ator-Rede, esta tese propõe explorar as
controvérsias que tomaram forma nos eventos de construção da regulamentação dos
biobancos e biorrepositórios no Brasil, no período de 2009 a 2011, sob condução do
Ministério da Saúde (MS) e do Conselho Nacional de Saúde (CNS) e que resultaram na
publicação das Diretrizes para Análise Ética de Projetos de Pesquisas que Envolvam
Armazenamento de Material Biológico Humano ou Uso de Material Armazenado em
Pesquisas (Resolução CNS Nº 441/11) e nas Diretrizes Nacionais para Biorrepositórios e
Biobancos com Finalidade de Pesquisa (Portaria do MS nº 2.201/ 11). Dois objetivos
principais norteiam a investigação: mapear as controvérsias que envolvem a temática
do armazenamento e uso de informações e material biológico humano em pesquisa e
apreender a tessitura híbrida que conformaram normas e padrões para estas práticas
tecnocientíficas. By adopting the human body as an object of scrutiny and experimentation, the
biosciences has mobilized issues and actors who are not only scientific and technical,
but also political, legal and ethical. The overlapping of these spheres seems to interfere
with prospects that are based on dualities, such as nature vs. culture, fact vs. value. This
is the case with regards to biobanks and biorepositories that are intended for research,
where the practices of collecting and handling human biological material and associated
information for use in research. This also creates expectations for the development of
health and medicine, they too bring uncertainties and controversies about the nature
and destination of the collections, as well as on the consequences of the experiments. It
is a context in which scientific practices create entities that do not fit comfortably in
modern ontologies, and more specifically, they make unclear the boundaries of the
"human", demanding new regulations and ordinances. Therefore, under the Actor-
Network Theory framework, this thesis intends to explore the controversies that took
shape in the conception event of the regulation of biobanks and biorrepositórios in
Brazil, in the 2009-2011 period, under the guidance of the Ministry of Health (MOH) and
the National Health Council (CNS), which resulted in the publication of the Guidelines
for ethical analyzing of research projects that involve material storage or utilization of
stored materials in prior researches (Ordinance No. 2201) and the Brazilian Resolution
on the storage and use of human biological material in research projects (Resolution
441/11). There are two main objectives guiding the research: to map the controversies
surrounding the issue of storage and use of information and human biological material
in research and to learn the hybrid composition that followed norms and patterns for
these techno-scientific practices.
