The criminal career of armed robbers with specific reference to cash-in-transit robberies

Criminal career research postulates that offending behaviour develops over time during the course of one’s life. Thus, delinquency is not an isolated incident which occurs at a certain moment in time. This research comprises a mixed-method study of the criminal career of 40 offenders who perpetrated robberies against the banking and CIT industries. Through this research, an exploration is made for possibilities of using criminal career research to develop results which will guide crime prevention policies. The qualitative methodology used for this research included semi-structured interviews in order to collect information on motivations of armed robbers and the various mechanics (i.e. planning, recruitment, group dynamics) of the crime of armed robbery. Through the use of structured questionnaires, biographical data, information on risk factors and figures on the different aspects of a criminal career, such as age of offending onset, offending frequency and seriousness, and career length, were all gathered. The general findings of this research demonstrate that offending onset occurs between the ages of 11 and 15 with petty crimes, and then escalates to serious crimes. Secondly, witnessed throughout the dissertation is the fact that development of delinquent behaviour is not a result of a single risk factor but an outcome of multiple risk factors. Subsequently, a suggestion is made for the introduction of multifaceted deterrence programmes, which will holistically deal with the various offending risk factors (i.e. family, community and the offender’s personal risk factors as well as peer and school dynamics). Thirdly, armed robbers are responsible for various other crimes in the process of committing the offence of robbery. Accordingly, this study confirms the criminal career notion that a small number of chronic offenders are responsible for a large number of offences. The researcher conducted an in-depth analysis of the criminality and criminal behaviour of selected sample-specific, African, adult male Mozambican and Zimbabwean foreign offenders, incarcerated at South Africa’s Losperfontein Correctional Centre. The causes, contributory factors and motives of their crimes were determined, and their criminogenic needs and risks identified. The needs and risks of foreign offenders were found to differ from those of South African offenders significantly. Evaluering van die effektiwiteit van die vaardigheidsprogram soos aangebied deur maatskaplike werkers in 'n gevangenis

Summaries in Engish and Afrikaans / The goal of this research is to evaluate whether a personal and social skills program can effectively be implemented by social workers in a prison. A control- and experimental group were used in a quasiexperimental design. The respondents were twenty-four white, male, sentenced prisoners in Pretoria Central Prison. The Heimler scale for social functioning and the Hudson-scale for family relations are the standard questionnaires, which were utilised to measure results during the pre-testing and post-testing phase. All twenty-four respondents completed the scales during the pre- and post-testing phase. The Wilcoxon t-test and Mann-Whitney U-test were used for statistical purposes. A computer was used to process data. Both measurement scales confirmed positive results. The independent variable, that is, the personal and social skills program had an effect in the desired direction on respondents in the experimental group. The Hudson-scale for interpersonal relationships, however, showed more dramatic results. The results for the control group, showed noticeable decline in both social functioning of the respondents as well as experience of family relationships. / Die doel van hierdie navorsing is om te bepaal of maatskaplike werkers in 'n gevangenis 'n persoonlike en sosiale vaardigheidsprogram effektief kan implementeer. 'n Kontrole- en eksperimentele groep was benut in die uitvoering van 'n kwasi-eksperimentele ontwerp. Die proefpersone was vier-entwintig Blanke, manlike gevangenes te Pretoria-Sentraal Gevangenis. Die Heimler-skaal vir maatskaplike funksionering en die Hudsonskaal vir gesinsverhoudinge was die gestandardiseerde vraelyste, wat gebruik is om die resultate tydens voor- en na-toetsing. Die meetinstrumente is deur al vier-en-twintig respondente voltooi. Die Wilcoxon t-toets en Mann-Whitney U-toets is benut vir statistiese doeleindes. 'n Rekenaar is gebruik om data te verwerk. Beide metingskale het positiewe resultate getoon. Die onafhanklike veranderlike, die persoonlike- en sosialevaardigheidsprogram, het 'n effek in die gewenste rigtings gehad op die proefpersone in die ksperimentele groep, hoewel die Hudson-skaal vir gesinsverhoudinge, meer dramatiese resultate getoon het. Systematic review of theoretical and evidence-based literature on offenders' treatment in South Africa : a penological perspective

The South African Department of Correctional Services has a legislative mandate of detaining offenders in safe custody whilst ensuring their human dignity amongst others. This stems from section 2 of the Correctional Services Act 111 of 1998 as amended. In addition to that, chapter 3 of this Act makes provision for conditions under which offenders should be treated, conditions of human dignity. This piece of legislation is effectively giving effect to the Bill of Rights as articulated in chapter two of the Constitution of the Republic of South Africa of 1996. It is expected of the department to treat offenders according to the provisions of not only this Constitution and Correctional Services Act 111 of 1998 as amended but also to comply with the international conventions and treaties. Extensive empirical and non-empirical studies on the treatment of offenders have been conducted by various scholars in the field of penology but not much has been done to bring to the fore knowledge with regard to the developmental trend of the treatment of offenders. It is against this backdrop that a qualitative study through systematic review of literature was conducted to bring together and examine available literature. In other words, a systematic literature review was conducted to determine if there is a developmental trend towards the treatment of offenders in South Africa as required by the prescripts of the law. Furthermore, this study was conducted to also demonstrate the researcher’s knowledge in the field of penology. The focus was on the central theories identified as offenders’ rights. The Department of Correctional Services identified eight offenders’ rights and sees them as its Constitutional mandate (Department of Correctional Services, 2013:8). This study has found a violation of the offenders’ right to equality to be diminishing over time. Apart from that, this study reveals a substantial violation of offenders’ rights because out of seven offenders’ rights, only one [freedom of religion] appears be successfully protected and promoted by the department. Every human being deserves to have their rights respected all the times. Not only does the correctional system have the responsibility to rehabilitate offenders before they are released to the community but also to respect their rights throughout the rehabilitation process.. In this research the extent in which human rights affect the process of rehabilitation was outlined. This was achieved by analyzing the provisions of major human rights instruments, both internationally and nationally as well as standards required for the treatment of offenders. In addition various rehabilitation programmes were also discussed. The findings of the research indicated that South Africa has achieved a lot when it comes to the recognition of human rights. From the research it was discovered that indeed offenders' rights have an impact on the rehabilitation process. Based on these and other findings recommendations were made. / Criminal Justice / M. The transformation of the Department of Correctional Services into an institution of rehabilitation and the promotion of corrections as a societal responsibility brought a new dimension to the release policy of South Africa. A new Correctional Services Act 111 of 1998 came into effect and the Department of Correctional Services published a White Paper on Corrections during 2005. The idealistic correctional goal of protecting the community while rehabilitating the offender has served as a reason for conducting research into the parole process from a South African perspective. The qualitative aim of the study is to explore parole as a phenomenon and to describe the process involved in successfully reintegrating an offender into the community. The significant role that Correctional Supervision and Parole Boards play in the parole process and the emphasis they place on community safety, the interest of the victim and the rehabilitation and control of offenders as part of their mission statement are highlighted in the study. / Penology / M.A. (Penology)
