Políticas públicas para cultura: concepção, monitoramento e avaliação / Public Policies for Culture: design, monitoring and evaluation

A presente dissertação consiste em um estudo sobre políticas públicas de cultura. A atuação do Estado sobre esse campo deve envolver desde a concepção e formulação da política até a avaliação dos impactos. Contudo, não se identifica no campo da gestão pública uma cultura de avaliação para as políticas culturais. Os Estudos Culturais contribuíram para a definição da cultura como objeto de pesquisa e investigação no universo acadêmico, bem como para a análise de suas dimensões e das relações sociais envolvidas nas experiências em cultura. A partir desse enfoque é possível tratar da ação do Poder Público na concretização de políticas especificamente voltadas à Cultura, sob a perspectiva de sua relevância nos processos de desenvolvimento humano e de protagonismo social e democrático. A criação do primeiro órgão público voltado exclusivamente à concepção, formulação e definição de políticas públicas para cultura foi o Departamento de Cultura da cidade de São Paulo, fato que marca historicamente a organização das ações do Estado em torno desse campo. A implementação de uma política pública requer esforços próprios ao seu objeto, tais como a produção de dados, diagnósticos, acompanhamento e avaliação. A Teoria dos Indicadores permite tratar desse processo e sustentar a relevância de sistemas de monitoramento e avaliação também para o campo da cultura. A investigação de iniciativas já em curso e de alguns casos concretos se faz relevante à medida que se discute a propriedade e pertinência de se criarem indicadores culturais. Para a avaliação das políticas públicas são necessários indicadores de eficiência, eficácia e efetividade. Em conclusão, a matriz de avaliação proposta serve como exercício prático para avaliação de uma política pública para Cultura / This dissertation is a study of public policies of culture. The Government action in this field must involve areas from the design and formulation of policy, to an assessment of its implementation impacts. Yet for, it is not identifiable in the field of public management any kind of \"culture of evaluation\" directed to cultural policies. Cultural studies have contributed to the definition of culture as an object of research and investigation in the academic environment, as well as to the analysis of its dimensions and of the social relations involved in the experiences in the culture fields. From this approach, it is possible to analyze the Government action in the implementation of culture policies, under the perspective of its relevance on human development and social and democratic leadership. The creation of the first public agency focused exclusively on the inception, formulation and definition of culture public policy was the Department of Culture of the City of São Paulo, fact that historically branded the organization of Government action around the field. The Implementation of public policy requires efforts inherent to its object of action, such as data production, diagnostics, monitoring and evaluation. The Theory of Indicators allows an approach to this process, and sustains the relevance of monitoring and evaluation systems designed for the cultural field. The research of initiatives already in progress, and also of some concrete cases, is relevant amid the discussion of the importance of creation of cultural indicators. For the evaluation of public policies, efficiency, efficacy and effectiveness indicators are needed. In conclusion, the proposed evaluation matrix serves as a practical exercise for the evaluation of a public policy of Culture

Perceptions of Programming: Cultivation and Third Person Influences on College Students

There have been many studies conducted on television and its effects. Since the 1950's, when television emerged, there has been an influx of patterns and behaviors associated with television viewing and programming. Many researchers are fascinated with television and the reactions of those who are directly affected by it. People have been known to act out in many ways as a result of something they saw on television. Many believe that television viewing directly affects a person's mind. An analysis of the results of this qualitative study indicates that college students perceive television has an impact on viewers. Throughout the course of both the focus group and individual interviews, several themes were strongly developed among participants. These included: 1.College students do not believe that television influences the way they individually dress, act, and eat, but it does influence the same behaviors of other people their age. However, these same students reported that they recognized that television has an influence on their lives, and in combination with how they were raised in their families, it made them who they are today. 2.College students continue to believe there is too much violence on television. 3.Television often does not depict reality.

O Projeto Ademar Guerra atua há vinte anos no estado de São Paulo e propicia orientações artísticas com o intuito de qualificar grupos de teatro e capacitar novos artistas. Está inserido em um quadro maior de política cultural do governo do estado de São Paulo, compondo entre as ações da Unidade de Formação Cultural que são realizadas por organizações sociais da cultura através de contratos de gestão. Esta pesquisa teve por objetivo estabelecer relações entre a estrutura e funcionamento do Projeto Ademar Guerra e os processos de construção de indicadores por meio da exploração de caminhos possíveis para a elaboração de uma metodologia de coleta e análise de dados que embase reflexões críticas e, se usadas nos circuitos de gestão, tomadas de decisão. Além disso, pretendeu-se contribuir com o desenvolvimento de processos que permitam a análise da informação pública e sua consequente apropriação social, gerando, portanto, relações próprias do campo da Ciência da Informação. Em seu percurso metodológico, o trabalho se iniciou com a descrição das estratégias operacionais e pedagógicas empreendidas para a sistematização das orientações recebidas pelos grupos, buscando identificar sentidos claros e objetivos gerais. Na sequência, recorreu-se a guias metodológicos e categorias do campo dos indicadores para estabelecer conexões entre as ações práticas e os objetivos buscados. Por fim, ao se valer de dados oficiais e alguns preliminares, aplicou-se a metodologia desenvolvida na análise do objeto em questão, gerando possibilidades de indicadores que podem, em certa medida, despertar reflexões acerca dos insumos recebidos, processos desenvolvidos, produtos entregues e resultados atingidos. / The Ademar Guerra Project has been working for twenty years in the State of São Paulo, providing artistic guidance, with the purpose of qualifying theater groups and capacitating new artists. It is inserted in a larger cultural policy framework of the Government of the State of São Paulo, composing among the actions of the Cultural Formation Unit that are carried out by social organizations of culture through management contracts. The aim of this research is to establish relationships between the structure and functioning of the Ademar Guerra Project and the processes of constructing indicators, by exploring possible ways to elaborate a data collection and analysis methodology that incorporates critical reflections and, if used in management circuits, help on decision making. In addition, it is intended to contribute to the development of processes that allow the analysis of public information and its consequent social appropriation, generating, therefore, relations proper to the field of Information Science. For this, the work begins with the description of the operational and pedagogical strategies undertaken to systematize the orientations received by the groups, seeking to identify clear meanings and general objectives. An analysis of the readings of cultural indicators embedded in children's literature texts

The thesis identifies cultural indicators of Englishness through an analysis of readings of children's literature texts. These were taught on a children's literature course to Czech student-teachers at the Pedagogical Faculty, Brno in the Czech Republic from 1992 to 1995. The aim has been to identify cultural indicators of Englishness embedded in the texts and to reveal myths of national identity. This has been achieved by using a cross-cultural perspective whereby the Czech readings have been used to identify taken-for-granted aspects of English culture. The outcome has been to provide a paradigm for the exploration of culture in and through children's literature texts and to argue that children's literature should be incorporated into the Teaching of English as a Foreign Language and cultural studies for non-native speakers of English. In addition the methodological implications for the teaching of children's literature texts in the EFL classroom are discussed. The theoretical position which underpins the work is phenomenological in that it is an investigation of meanings. The readings by the Czech students and then the researcher were considered from two theoretical positions. An ethnographic perspective has been employed using the work of Geerz and Cohen to investigate the readings of three cohorts of Czech students who are outsiders to English culture. The reactions of the Czech students to the texts significantly reveal the legacy of the totalitarian system which began to end with the fall of the Berlin Wall in November 1989. Literary theory has been applied by the researcher to investigate the texts from an insider's perspective. Reader response theories involving the notion of the implied reader (Iser) and horizons of expectations (Jauss) are adopted to reveal and interrogate a culture's notions of childhood. It is established in the thesis that hitherto a sociological perspective has been taken with children's literature texts in the investigation of ideology with reference to class, race and gender. These have been oppositional readings which locate English children's literature as a site for the socialisation of children into the norms, values and beliefs of dominant society. It is argued in this thesis that by a careful investigation of the texts from a literary perspective and using the cross-cultural information gained, another view might be taken which is that English children's literature texts are less than normalising.

A pesquisa é classificada como bibliográfica, exploratória, teórico-aplicada, uma vez que se dá a partir de um levantamento bibliográfico com intuito de conhecer e contextualizar os sistemas de informações e indicadores culturais e assim delinear o problema; é exploratória porque tem a própria plataforma como objeto para coleta dos dados, estudo e análise; teórico-aplicada, pois visa estabelecimento de um produto/serviço para melhorar o sistema de busca e recuperação da informação. Os resultados da análise confirmaram o grande potencial da plataforma, mas revelaram algumas dificuldades, tais como: deficiências na produção documental e no sistema de busca e recuperação da informação. O primeiro problema apontado pode ser corrigido com a adoção política arquivística e curadoria digital, com métodos e procedimentos relacionados ao tratamento de documentos arquivísticos eletrônicos que corrijam estas deficiências na produção documental; já com relação ao segundo, indicamos a aplicação prática de um tesauro sobre convertido no modelo Simple Knowledge Organization System (SKOS) em padrão Resouce Description Framework (RDF), com vistas à organização, recuperação e interoperabilidade entre diferentes sistemas de informação e Web Semântica, permitindo que o usuário realize consultas utilizando seu vocabulário de comum uso, provendo assim uma maior acessibilidade às informações mantidas pelo SNIIC. / The National System of Information and Cultural Indicators (SNIIC) is a digital platform created by the federal government as a tool for the National Culture Plan, with the aim to map and aggregate in a single database, information related to Brazilian culture. It is a dynamic environment information that meets complex system characteristics, convergent, hybrid, and that presents great challenges for its implementation and enforcement. In this sense we propose to analyze the SNIIC from the perspectives of Information Science and Information Design establishing the general objective of identifying resources and subsidies that increase the possibilities of access, sharing and appropriation of information. The research is classified as literature, exploratory, theoretical and applied, since it starts from a literature survey in order to understand and contextualize the information systems and cultural indicators and thus outlining the problem; It is exploratory because it has the platform itself as an object for data collection, research and analysis; theoretical and applied, it aims to establish a product / service to improve the system of search and information retrieval. The test results confirmed the great potential of the platform, but had some problems, such as deficiencies in documentary production and search and information retrieval system. The first pointed problem can be fixed with archival policy adoption and digital curation, with methods and procedures related to the processing of electronic archival documents to correct these deficiencies in document production; already with respect to the second, indicate the practical application of a thesaurus on converted the model Simple Knowledge Organization System (SKOS) standard Resouce Description Framework (RDF), with a view to the organization, retrieval and interoperability between different information and Semantic Web systems, allowing the user to perform queries using their vocabulary in common use, thus providing greater accessibility to information maintained by SNIIC.

Casting no shadow : overlapping soilscapes of European-Indigenous interaction in northern Sweden

The Sámi’s past activities have been documented historically from a European perspective, and more recently from an anthropological viewpoint, giving a generalised observation of the Sámi, during the study period of AD200-AD1800, as semi-nomadic hunter gatherers, with several theories suggesting that interaction with Europeans, through trade, led to the adoption of European activities by certain groups of the Sámi (Eiermann, 1923; Paine, 1957; Manker and Vorren, 1962; Bratrein, 1981; Mathiesen et al, 1981; Meriot, 1984). However, there is almost no information on the impact the Sámi had on the landscape, either before or after any adoption of European activities, and none investigating what cultural footprint or indicators would remain from Sámi or European occupation and/or activity within the typically podzolic soils of Northern Sweden. Consequently the thesis aims to contribute to the gap in knowledge through the formation of a podzol model identifying the links between anthropogenic activity and the alteration of podzol soils, and through the creation of soils based models which identify the cultural indicators associated with both Sámi and European activity; formed from the identification of cultural indicators retained within known Sámi and European sites. The methods used to obtain the information needed to achieve this were the pH and magnetic susceptibility from bulk soil samples and micromorphological and chemical analysis of thin section slides through the use of standard microscopy and X-ray fluorescence from a scanning electron microscope. The analysis revealed that the Sámi had an extremely low impact on the landscape, leaving hard to detect cultural indicators related to reindeer herding in the form of reindeer faecal material with corresponding phosphorous peaks in the thin section slides. The European footprint however, was markedly different and very visible even within the acidic soil environment. The European indicators were cultivation based and included phosphorous and aluminium peaks as well as a deepened, highly homogenised plaggen style anthropogenic topsoil rich in ‘added’ materials. An abandoned European site which visibly and chemically shows the formation of a secondary albic horizon within the anthropogenic topsoil also provides an insight into the delicate balance of cultivated soil in northern Sweden, whilst reinforcing the outputs identified in the podzol model. Due to the almost invisible Sámi footprint on the landscape, areas of overlap were impossible to identify however, there was no evidence of the adoption of European cultivation activities at any of the Sámi sites investigated. The only known area of interaction between the two cultures was an official market place which had been a Sámi winter settlement prior to its use as a market site. This site showed none of the reindeer based Sámi indicators or the cultivation based European indicators, but did contain pottery fragments which could be linked to trade or occupation. Overall, the thesis reinforces the low impact expected of the semi-nomadic Sámi and sheds light on the underlying podzolic processes influencing the anthropogenically modified soils of Northern Sweden. The podzol model is reinforced by several findings throughout the thesis and the soils based cultural indicator models for both Sámi and European activity have been successfully tested against independent entomological and palynological data and therefore provide reliable reference material for future studies.
