The information and communication technology infrastuctures in public schools in the Western Cape : a case study

<p>This mini-thesis attempts to explain the Information and Communications Technology (ICT) infrastructure in public schools in the Western Cape. The mini-thesis uses the case study as research design to explore aspects such as the motivation for using ICT, funding models, infrastructure models, ICT curriculum integration and teacher development. In order to gather data on the above, interviews and observations are used as research tools. The study begins with the exploration of the history of ICT infrastructure in South African schools and subsequently an international perspective is added through the literature review. Officials and teachers of the Western Cape Education Department (WCED) were interviewed to obtain their perspectives and a school was visited to observe procured ICT infrastructure. The results revealed that the WCED is using the Khanya project to deliver an ICT infrastructure to schools and to provide facilitation in the integration of ICT into the curriculum. It further showed that due to the rapid change in technology, Khanya had to adapt the hardware configuration on a regular basis and that this put considerable strain on and already small budget for ICT. The challenge that emerged is the lack of adequate ICT training for teachers. This could potentially hamper the integration of ICT and if not addressed, could serious hamper the WCED in its quest to deliver a technology based curriculum. The study concludes with conclusions drawn for the data as well as recommendations for effective ICT integration.</p>

Möjligheter och hinder för ämnesintegration : En studie av karaktärsämneslärares uppfattning av ämnesintegration på Industriprogrammet

Ämnesintegration är ett sätt att organisera undervisning för att eleven ska se det som förmedlas i ett större perspektiv, i syfte att skapa en helhetssyn på kunskaper, i ett effektivare lärande. Meningen är att elevernas motivation ska öka liksom måluppfyllnaden för undervisningen. Studien har för avsikt att undersöka hur karaktärsämneslärare på Industriprogrammet uppfattar ämnesintegration. Det som undersöks är vilka möjligheter och hinder för ämnesintegration karaktärsämneslärarna uppfattar genom kvalitativa intervjuer med 6st karaktärsämneslärare på Industriprogrammet. Undersökningen kompletteras också med en jämförelse av kärnämneslärares uppfattning om infärgning i en annan studie. Resultaten visar att karaktärsämneslärarna uppfattar fler möjligheter än hinder och har hittat sätt att övervinna hindren för att jobba ämnesintegrerat. Möjligheterna beskrivs som ökande motivation hos eleverna, snabbare inlärning och helhetssyn på kunskaperna. Hindren beskrivs som kunskapssyn, brist på kommunikation och tid. Lösningarna beskrivs som att ta initiativ, skapa gemensam tid och tydliga och enkla mål. / A correlated curriculum is a way to give the subject relevance in a wider context to strengthen the pupils’ education.  The idea is that students' motivation will increase for their studies, as the goals to aim for. This study intends to find out vocational teachers perception of a correlated curriculum within the Industrial programme. The studies of opportunities and obstacles of a correlated curriculum are made through qualitative interviews with six vocational teachers within the Industrial programme. The study compares vocational teachers understanding of a correlated curriculum with the perceptions of core subject teachers of another study. The results show that vocational teachers perceive more opportunities than obstacles and have found ways to overcome barriers to integrated working substance. The possibilities are described as increasing motivation, accelerated learning and a holistic approach to knowledge. The obstacles are described as approach to knowledge, lack of communication and time. The solutions are described as taking the initiative, creating common time, clear and simple goals.

The PROEJA constitutes an educational policy directed to the care of young people and adults. Through the proposal of the integrated curriculum, it articulates Basic Education, Professional Education and Education of Youths and Adults, in the perspective of expanding schooling. The objective was to understand, from the perception of managers and teachers, the context and difficulties encountered in the implementation process of the Program between 2007 and 2017. The research, with a qualitative approach, used different methodological procedures, such as bibliographic review of authors that base the debate on EJA, integrated curriculum and Professional Education; reading and analysis of documents and legislation that guides PROEJA; semi-structured interviews with managers and teachers, systematized based on Content Analysis. The data found allow us to infer difficulties in the process of implementing PROEJA in aspects such as a training of professionals, an understanding of the specificities of the students, as well as the knowledge of the effectiveness of the integrated curriculum and the insertion of students in the institution. Thus, although the IFPI, Campus Picos has been guaranteeing the offer PROEJA since the year 2007 and the presence of the Program on campus is seen positively by the managers and teachers, many aspects of its effectiveness are fragile and need reorientation so that possible. / Esta pesquisa tiene como objeto de estudio el Programa Nacional de Integración de la Educación Profesional con la Educación Básica, en la modalidad de Educación de Jóvenes y Mayores (PROEJA) y su implementación en el IFPI, campus Picos. El PROEJA constituye una política educacional direccionada al atendimiento de jóvenes y mayores. Por medio de la propuesta del currículo integrado, articula Educación Básica, Educación Profesional y Educación de Jóvenes y Mayores, en la perspectiva de ampliar la escolarización. El objetivo fue comprender, a partir de la percepción de gestores y profesores, el contexto y las dificultades halladas en el proceso de implementación del Programa entre los años de 2007 y 2017. La pesquisa, de abordaje cualitativa, utilizó distintos procedimientos metodológicos, como revisión de bibliográficas de autores que fundamentan el debate EJA, currículo integrado y Educación Profesional; lectura y análisis de documentos y de la legislación que orienta el PROEJA, encuestas semiestructuradas con gestores y profesores, sistematizadas a partir de la Análisis de Contenido. Los dados hallados permiten inferir dificultades en el proceso de implementación del PROEJA en aspectos como la formación de los profesionales, la comprensión de las especificidades de los alumnos bien como en lo que se refiere a la efectuación de currículo integrado e inserción de los alumnos en la institución. De ese modo, aunque, el IFPI campus Picos venga garantizando la oferta del PROEJA mediano desde el año 2007 y la presencia del Programa en el campus sea vista positiva por los gestores y profesores, muchos aspectos de su efectuación presentan fragilidades y necesitan de reorientación para que sea posible su cumplimiento. / Esta pesquisa tem como objeto de estudo o Programa Nacional de Integração da Educação Profissional com a Educação Básica, na Modalidade de Educação de Jovens e Adultos (PROEJA), e sua implementação no IFPI, campus Picos. O PROEJA constitui uma política educacional direcionada ao atendimento de jovens e adultos. Por meio da proposta do currículo integrado, articula Educação Básica, Educação Profissional e Educação de Jovens e Adultos, na perspectiva de ampliar a escolarização. Studies on the integration between propaedeutic and vocational training (SOUZA, 2010, RAMOS, 2011, CHEPLUSKI, 2011, CORSO, 2015, GARCIA, 2017) show that the changes produced by Decree 5,154 / 2004 focused on the design of Vocational Education and, consequently, in their social and pedagogical functions. Since the legislation on this modality of education points to the integral, unitary and polytechnical formation of the students, the present research addresses possible impacts of these changes in both their social effectiveness and in the curricular and pedagogical practices. Taking into account the historical problematic of the dualism in secondary education, between human formation and technical training, with the intellectual formation destined to the preparatory formation to the sequence of studies in the university and the professional formation for the insertion in the process of capitalist production, the problem of The research was outlined in the following questions: Does the proposal of Higher Education integrated in a perspective of polytechnics aimed at overcoming the dualism between human formation and technical education have reached its objectives from a social and pedagogical point of view? What advances or obstacles can be identified in the course of its implementation and development, regarding the effective actions of curricular integration between Professional Education and High School? The objective of the research was to analyze the implementation and development process of Integrated High School in the Federal Goiano Institute, in order to evaluate the social and pedagogical effectiveness of this modality of education in relation to the purposes and objectives enunciated in the legislation and its curricular and pedagogical operationalization . Using theoretical-methodological foundations of dialectical historical materialism, a qualitative research was carried out employing documentary research and field research procedures. In the documentary research, we used official documents of the legislation and operational guidelines as well as institutional documents such as Pedagogical Projects of the Courses and Institutional Development Project of the Goiano Federal Institute (Goiano IF). The field research was attended by directors, course coordinators and technical-administrative servers. Data collection included questionnaires, interviews and observation of classes. The analysis considered the process of implantation and development of the High School Integrated to the Technical Professional Education of average level in the Goiano Federal Institute, identifying its contradictions with the integral, unitary and polytechnical formation of the students. The results point out that social effectiveness is being strongly challenged by the contradiction between educational purposes envisaged in the legislation and an operationalization based on the instrumental and utilitarian curriculum recommended by international organizations. The pedagogical effectiveness is faced with problems in the pedagogical training of teachers, in the real conditions of promotion of curricular integration, in the epistemological rigidity of a good part of the teachers in favor of the disciplinary curriculum. It was concluded that contradictory to what was proclaimed and sought, teaching remains fragmented, and the possibility of overcoming such contradiction requires, among other things, changes in curricular and pedagogical actions. For this, more investments in pedagogical management are required, since the pedagogical effectiveness and social effectiveness of the Integrated Higher Education form an interdependent unit. / A presente tese teve como objeto o Ensino Médio Integrado. Estudos sobre a integração entre a formação propedêutica e a formação profissional (SOUZA, 2010; RAMOS, 2011; CHEPLUSKI, 2011; CORSO, 2015; GARCIA, 2017) mostram que as mudanças produzidas pelo Decreto no 5.154/2004 incidiram na concepção da Educação Profissional e, em consequência, em suas funções sociais e pedagógicas. Uma vez que a legislação sobre essa modalidade de ensino aponta para a formação integral, unitária e politécnica dos estudantes, a presente pesquisa aborda possíveis impactos dessas alterações tanto em sua eficácia social como nas práticas curriculares e pedagógicas. Tendo em conta a reiterada problemática histórica do dualismo no ensino médio, entre formação humana e formação técnica, com a formação intelectual destinada à formação propedêutica à sequência de estudos na universidade e a formação profissional para a inserção no processo da produção capitalista, o problema de pesquisa se delineou nas seguintes questões: a proposta de Ensino Médio Integrado em uma perspectiva de politecnia visando à superação do dualismo entre formação humana e formação técnica vem atingindo seus objetivos do ponto de vista social e pedagógico? Quais avanços ou obstáculos podem ser identificados no percurso de sua implantação e desenvolvimento, no que diz respeito às ações efetivas de integração curricular entre a Educação Profissional e o Ensino Médio? O objetivo da pesquisa foi analisar o processo de implantação e desenvolvimento do Ensino Médio Integrado no Instituto Federal Goiano, a fim de avaliar a efetividade social e pedagógica dessa modalidade de educação em relação a finalidades e objetivos enunciados na legislação e à sua operacionalização curricular e pedagógica. Utilizando fundamentos teóricometodológicos do materialismo histórico dialético, realizou-se uma pesquisa qualitativa empregando os procedimentos de pesquisa documental e pesquisa de campo. Na pesquisa documental recorreu-se a documentos oficiais da legislação e a orientações operacionais bem como documentos institucionais como Projetos Pedagógicos dos Cursos e Projeto de Desenvolvimento Institucional do Instituto Federal Goiano (IF Goiano). A pesquisa de campo contou com a participação de diretores, coordenadores de curso e servidores técnicoadministrativos. Para a coleta de dados foram utilizados questionários, entrevistas e observação de aulas. A análise considerou o processo de implantação e desenvolvimento do Ensino Médio Integrado à Educação Profissional Técnica de nível médio no Instituto Federal Goiano, identificando suas contradições face à formação integral, unitária e politécnica dos estudantes. Os resultados apontam que a efetividade social está sendo fortemente interpelada pela contradição existente entre finalidades educativas previstas na legislação e uma operacionalização baseada no currículo instrumental e utilitarista recomendado por organismos internacionais. A efetividade pedagógica se defronta com problemas na formação pedagógica dos professores, nas condições reais de promoção da integração curricular, na rigidez epistemológica de boa parte dos professores em favor do currículo disciplinar. Concluiu-se que contraditoriamente ao proclamado e buscado, o ensino permanece fragmentado, sendo que a possibilidade de superar tal contradição requer, entre outras, mudanças nas ações curriculares e pedagógicas. Para tanto, são requeridos mais investimentos na gestão pedagógica, uma vez que a efetividade pedagógica e efetividade social do Ensino Médio Integrado formam uma unidade interdependente.

科學典範的後現代轉向及其課程意涵之研究 / POSTMODERN TURN IN SCIENCE AND ITS IMPLICATIONS FOR CURRICULUM

自17世紀以來,自然科學在人類物質文明的成就,已成為其它所有科學的「模型」,也成了影響人類文化與世界觀的重要來源。在笛卡兒與牛頓等人的引導下,科學家們運用一種機械性的世界觀來發展並精煉他們的概念架構,這種機械性的概念架構被擴展到我們生活的每個層面,根深蒂固地深植在我們的文化裡。課程作為一門正式學術探究領域的誕生也因而感染了濃厚的機械論色彩,奠基於工廠機械生產模式的課程理論不僅成為課程研究的起源,同時也未被加以批判地成為現代課程理論的基礎。而更令人驚訝的是,自二十世紀初以來,自然科學在歷經幾次觀念革命,並明顯放棄現代機械典範而朝向後現代有機典範發展的時候,當前主流的課程理論卻仍然固守著過時的機械論思想。為了促進課程理論與實務的變革,我們必須尋求新典範的轉移。本研究的目的,便在藉由科學從機械典範到有機典範的轉移,批判現代課程理論的缺失,並探討後現代有機典範對課程理論的意涵,建議一種有機典範的課程觀,期以對我國課程的發展與改革有所助益。藉由理論性的課程探究形式,本研究指出如下數點結論: 一、科學從現代典範轉向後現代典範的特徵 綜合對現代科學與後現代科學的探討結果,本研究指出自然科學從現代典範轉向後現代典範的特徵為:(1)從機械論到有機論,(2)從原子論到系統論,(3)從決定論到非決定論,(4)從線性到非線性,(5)從他組織到自我組織,(6)從靜態封閉到動態開放,(7)從簡單性到複雜性,(8)從「主客體二分」到「觀察者參與」,(9)從現實性到潛能性,(10)從物件階層到關係網絡,(11)從二元區分到互補統合,(12)從獨斷支配到謙遜關愛。 二、現代機械典範在課程中的體現與批判 本研究指出,機械典範被體現在巴比特與查特斯的科學化課程編製、泰勒的基本原理、塔巴等人對泰勒模式的補充,以及Gagne、Glaser與Popham等教學設計者對泰勒模式的特殊化,而諸如行為目標運動、能力本位教育運動、精熟學習、成果本位教育、課程本位評量等,也都體現機械性課程的共通樣式,它們都可視為是「牛頓學說的轉世化身」。本研究並進一步分析與批判這些課程理論或模式的機械性特徵。 三、建議一種有機典範的課程觀 藉由後現代科學返魅的啟示,本研究建議一種「有機典範的課程觀」,試圖為課程理論與實務指出一條能使學習者恢復主觀性、內在知覺、內在經驗與內在演化能力的道路。此種課程觀的要點如下: 1、課程目標:應是「特定性」與「創新性」交互運作的結果。 2、課程決定:必須「賦權」教師與學生成為「課程的共同創造者」。 3、課程發展:課程必須是在學習的歷程中不斷自我組織與演化成形的。 4、學習經驗的特徵:包括多元整體性、脈胳性與自我組織等特徵。 5、學習經驗的評鑑:多元方式且「互為主觀」的成長性歷程。 四、啟思與建議 基於上述研究結論,本研究針對我國課程改革提出啟思與建議: 1、應將「課程」的定義直指教室實際歷程的師生互動經驗,將課程標準視為一參考與輔助的架構,將教科書視為教學資源。 2、有機典範的「課程統整」具有下列特徵:(1)課程統整是師生在教室互動的實際歷程中不斷演化開展的歷程;(2)就經驗型式而言,應強調多元與整體的認知參與型式;(3)就經驗內容而言,應試圖去使學科內容產生許多連結,產生脈胳化的意義;(4)應以促發自我組織的經驗統整為首要目標。 3、教科書審查制度必須超越現有的審查規準:好的教科書必須具有適度的不確定性、異例、混沌、不平衡、耗散與生動的經驗,方能激發教師、學生與教科書之間的不斷對話與自我生成,產生創新性的學習目標與探究行動。 4、依本研究探討範疇,建議有助於教師發展與實踐有機課程的專業能力之策略如下:(1)課程專家與教師專業成長團體的協同合作,(2)培養教師有機的自然觀與世界觀,(3)教師在教室情境中與學生共創課程的能力,應作為評鑑教師專業能力的關鍵指標。 5、就未來研究而言,本研究建議有二,一是探討教室實際歷程中的師生共創教育經驗之歷程,另一是開發故事、敘事與隱喻在課程建構中的潛能。 / The purpose of this study is to explore the postmodern turn in science and its implications for curriculum. The study employs theoretical inquiry methodology to generate new understanding of curricular phenomena and processes. The results can be summarized as follows: 1. The differences between modern and postmodern science can be represented in the following shift of emphases: from mechanism to organicism, from atomism to systemism, from determinism to indeterminism, from linearity to nonlinearity, from passive matter to active matter (autopoiesis), from static-close to dynamical-open, from simplicity to complexity, from subject-object split to observer-participancy, from actuality to potentiality, from object-hierarchy to relationship-network, from either-or to both-and, and from assertive-control to modest-respect. 2. The tenets of mechanistic paradigm have directly dictated our conceptions of modern curriculum. It is reflected in Bobbitt’s and Charters’ scientific curriculum making, Tyler’s rationale, Taba’s curriculum development, and Gagne’s instructional design. Further more, the study analyzes and criticizes the mechanical characters of the above curriculum theories or models. 3. With the metaphors of postmodern science, this study proposes an organic paradigm perspective on curriculum. The main points are: (1) curriculum objectives should include “specific” and “ creative” ones; (2) teachers and students should be empowered as co-creators of curriculum; (3) curriculum development is indetermined; (4) learning experiences should be multiple, holistic, contextual, and self-organized; (5) evaluation should be an intersubjective process with multiple ways for the purpose of growing. Based on these results, the study offers suggestions for Taiwanese curriculum innovation.

The theoretical part provides an analysis of issues of cross-curricular links and curriculum integration, it introduces The Framework Educational Programme for Basic Education, characterises a curriculum of Maths and its application and other areas of education with which a link within the practical part was implemented. It also summarises important features of a Middle Primary School child and it surveys a quality of cross-curricular links usage in contemporary textbooks of Maths. The practical part contains a set of exercises that combine curricula of two areas to apply the cross-curricular links which are intended for practical usage in teaching at Lower Primary School, and evaluating part that describes and evaluates a practical course of implementation.

This study investigated the cognition of Form III English language teachers and evaluated their preparedness in implementing the revised English language curriculum. The study investigated teachers’ understanding of the integrated curriculum; described the relationship between teachers’ implementation strategies and curriculum requirements; established the effect of cognition on the process of implementation and determined challenges of implementation. A descriptive survey design was used in Eldoret East Sub-County in Kenya. Data was collected using a questionnaire and in-depth interviews, student focus group interviews, observation in Form III language classrooms, document analysis and journal entries. Data analysis was done by use of frequency and descriptive statistics. Qualitative analysis involved transcriptions of interviews and filed notes which were coded, categorized and patterns and themes identified. The study established that (1) teachers had varied cognition of the integrated curriculum (2) teachers showed integration at varying levels (3) more than 50% of the teachers still believe that English language and literature should be taught separately. (4) Teachers who had a better cognition of integration made more effort in the preparation and actual implementation of the integrated lessons. However, some teachers who did not seem to have any problem with conceptualizing integration still fell short of implementing it with fidelity (5) the practice of concentrating teaching on examination areas is still entrenched in teachers’ beliefs. Factors that were established to affect curriculum implementation efforts include: lack of appropriate Teacher Professional Development (TPD), content overload and complexity, non-suitable learner characteristics, inadequate directions in course books on integration and inappropriate pre-service training. The study recommends involvement of teachers in the development of curriculum innovations, organized Continuous TPD, development of materials that support teachers in their implementation and review of assessment procedures. This study has contributed to the dearth of literature in the area of teacher cognition of English language in Kenya. It has also provided insights to stakeholders in the field of curriculum on implementation issues that are pertinent which may lead to more fitting implementation in the future. This may help in suggesting necessary improvements to curriculum implementation such as material development, programme review at teacher colleges and universities and enhanced professional development training for teachers. The findings thus have a potential to inform and improve practice when stakeholders consider ways to improve the implementation of the curriculum in language classrooms in Kenya. / Curriculum and Instructional Studies / D. An evaluation of the implementation of the ”school environmental policy and management plan” in schools in Mpumalanga

Environmental education is a response to the environmental crisis. Due to the diversity of the environment, environmental education processes face a challenge, locally and globally, because it should respond to the diversity of local environmental issues, and contribute towards the addressing of local environmental issues. It is therefore important that environmental education programs focus on local environmental issues, and in the analysis there of accommodates investigative, problem solving and environmental action skills, because such programs proof to be more successful. The introduction of environmental education into formal education can only be successful within a structure that is conducive to a holistic integrated approach and accommodates investigative, problem solving and environmental action skills. Research however proves that within the school context, environmental education processes, as well as the addressing of local environmental issues, is fragmented. The development of a school environmental policy and management plan can provide a valuable framework for a holistic approach to the organization of environmental education processes in schools, that is integrated with the curriculum, resulting in the effective management of resources and the addressing of local environmental issues. Through this research, the implementation of school environmental policies and management plans in Mpumalanga was evaluated, in terms of the integration of environmental education processes in the curriculum, the organization of environmental education processes in schools, the effective management of resources in schools, and the addressing of local environmental issues. The conclusion was drawn that the implementation of school environmental policies and management plans contributes towards curriculum integration of environmental education, the organization of environmental education processes, the management of resources and the addressing of environmental issues in schools. The more exposure a school gets in terms of implementation of school environmental policies and management plans the higher the achievement in the mentioned areas. It can therefore be deducted that exposure to the implementation of school environmental policies and management plans will lead to the integration of the environment in the curriculum, the organization of environmental education processes in schools, the management of resources and the addressing of environmental issues in schools. / Educational Studies / D.Ed (Didactics)
