Competition policy in countries of Central and Eastern Europe : competition in Europe or competition for Europe

Competition policy is an important tool for assurance of the efficient allocation of resources in functioning market economies. Applicability of modern competition policy to situations in former planned economies, however, raises doubts because of fundamentally different states of competition in such markets. This study analyses development of competition policy in Poland, Hungary and the Czech Republic. Particular attention is given to the influence of the EU competition policy in the framework of negotiations for final membership in the EU. / This study proposes reassessment of the competition policy of the three countries in order to better tackle the economic complexities of transition to fully functioning market economies. Harmonization of competition policy of the three candidate countries for EU membership with competition policy of the EU assumes appropriateness of EU competition policy for transition situations. Contrary to this assumption, the thesis argues that competition policy in transition should be tailored closely to the needs of transition. Since harmonization of competition law is only an instrument to evaluate whether a candidate country has a functioning market economy that can be integrated in the EU Internal Market, competition policy aimed at better promoting competition should be welcomed.

Animate dissent : the political objects of Czech stop-motion and animated film (1946-2012)

Czech animated allegories of the period of 1946 to 2012 encode their political ideas in objects and things, rather than through conventional narrative techniques such as voice-over or dialogue. The existence of these objects in cinematic time and space is integral to this process of political encoding, which is achieved through the selection of objects, cinematography and editing. In some of these films, time and space themselves are politically encoded. Materialist critical approaches to the film texts can help illuminate these latent political meanings. 'Thing theory', which puts a critical emphasis upon reading objects and things, exposes the politically resistant role of simple, domestic objects in the films of Jiří Trnka and Hermína Týrlová. Trnka's cinema in particular defends traditional, pastoral modes of being in which the individual is rooted within their environment. 'Actor-network-theory', a means of interrogating the relationship between actors in networks, resonates with the political ideas present in the cinema of Surrealist artist Jan Švankmajer. Švankmajer's central political project is an interrogation of anthropocentrism and attempts by humans to exert systems of control and order upon non-human actors. Rather than celebrating functional, domestic objects like Trnka or Týrlová, Švankmajer's cinema is radically anti-utilitarian. Objects are depicted as things that resist categorisation. 'Rhythmanalysis' – a mode of poetic-scientific investigation developed by philosopher Henri Lefebvre – can be used to unpick the rhythms in the animations of Jirí Barta. Barta's films critique rational clock time and the design of urban spaces through the use of editing patterns and repetition. Finally, all three materialist approaches in combination help illustrate the political content of animated films (and live-action films with significant passages of animation) produced in the wake of the Velvet Revolution. Such films often question the relationship between the individual Czech citizen and the Czech capital city of Prague. The animated films of the aforementioned directors and historical periods, tend to give precedence to the material world of objects over the semiotic world of humans, though these two realms are often shown to be inter-dependent. To this end, the political messages of the films are conveyed not through language, but through images and things.

The goal of this dissertation is to propose and develop theoretical linguistic basis for the branch of Czech as a foreign language. Specifically, it deals with the complex linguistic description of Czech grammar in the function of a foreign language, which would introduce a theoretical solution for the processing of didactic grammars of Czech for foreigners. This description is supposed to provide such a range of linguistic information, which depending on the purpose, enables the variable processing of language structures and simultaneously clarifying the relationships and connections between them. Above mentioned linguistic description of Czech as a foreign language is focused on a specific group of non-native speakers, in our case, a group of non-native speakers, whose mother tongue is German. As it is a model process of description in this dissertation, the attention is only paid to the selected grammatical categories of Czech, namely the grammatical category of the genitive of substantives and verbal aspect. The issue of the description of the grammar of a natural language is initially discussed in general terms, in the part where we define the types of grammars that are relevant to our work. Subsequently we characterize both languages, i.e. Czech and German, in the terms of their differentiation, stratification and typological point of view. The particular linguistic description and its model application, which is the core of this work, is called a modified linguistic description with the reference to Dolník J. (1993). This description is based on five sources. These are the theoretical works of leading Czech and Slovak linguists, dealing with the issue of natural language and works describing Czech grammar. Further starting points for the proposed comprehensive description of Czech grammar is to define particular reference levels according to SERR for Czech as a foreign language, a research unit focused on the target group of non-native speakers and their perception of the difficulties of Czech grammatical phenomena, and last but not least, the research probe carried out in the particular corpora of the Czech National Corpus.

The topic was chosen due to its topical nature as teaching Czech as a second language is a topic growing in importance. Another reason for the choice of this topic is the thoroughly discussed issue of tertiary education at universities in the Czech Republic. The theoretical part of the thesis provides a description of current situation and current options for gaining professional expertise in the field of Czech as a second language. Various university programmes will be compared with respect to the sequence of individual subjects and the perceived purpose of individual subjects for teaching practice. Důchodová reforma v České republice - systémově dynamický přístup / Pension reform in the Czech Republic - approach of system dynamics

The main aim of this diploma thesis is to provide a paradigmatic view on the future development of the pension system in Czech Republic within the environment of the system dynamics. This objective incorporates the goal of creating a dynamic model that will sufficiently informative and includes the key aspects, both the current and the future form of the pension system (PS) in Czech Republic. The results of the current form of PS conclude that under the presumption of slightly unfavourable demographic development and constancy of PS is the system unsustainable. The model also points out the fact that the problem of PS could be solved through its partial adjustment. Under the assumption of gradually increasing pension tax rate, opposed with the real value of pension benefit and gradual pension age postponement up to 71 years. The results of the pension form post reformed analysis pension form are based on the assumption of intergenerational schism. That means different attitudes to the pension system reform. Pension system post reformed analysis results coincidently work with the fact that all people under 30 years (year 2009) will join the voluntary pension fund system. The current scenarios consider that the coming generation of working population will without exception enter this voluntary system. The older population (aged over 31 years) will not participate in the pension reform. Another common feature of the proposed scenarios is the fact that all individuals will join the capital pillar (the pension voluntary system) at the beginning of the year 2013. When comparing current and post reform form of the pension system a remarkable finding has arisen. The model of the post reform PS shows considerably worse results than is model of the current PS form.

This work deals with the development and possible application of natural law in the Czech judiciary. The first part of this work deals with relationship between natural and positive law, historical development of natural law and legal positivism. The second part investigates the current legal order of the Czech Republic and the practice of Constitutional Court, which should give judgements that are conformable with natural-law core of Constitution of the Czech Republic. The work reflects that there is some difficulty in application of natural rights in practice of Constitutional Court. On that account the work solves how is the natural law applied. However, the work finds out that there obviously aren?t any sources which would be treated about mentioned application. The third part of this work is engaged in possible proposal of natural law as a potential solution of difficulties that are connected with practice of Constitutional Court.

The first part of my work describes particular personalities, trends and problems of the Czech philosophy in the first half of 20th century. The second part of my work is devoted to characteristic of the magazines of Česká mysl (Czech Mind), Ruch filosofický (Philosophical Stir) and Filosofická revue (Philosophical Revue). The development of the Czech positivist philosophy and idealism is assessed in the way as it was formed on pages of philosophical magazines in the first half of 20th century. The aim of this work is to sum up the participation of philosophical magazines in formation of the Czech philosophy in the first half of the 20th century.

The main aim of this thesis is to analyze the brewery Poutník in terms of its foreign trade and possibilities for entering foreign markets. The first part provides the theoretical knowledge of foreign trade, forms of entry into foreign markets and possibilities of export support in the Czech Republic. In the main part there is a characteristic of the brewery Poutník, this part also contains the PEST analysis, the portfolio analysis, the characteristic of selected economic indicators and the SWOT analysis that is form of these analysis. The analysis of potential foreign markets is used in the next part. There are 3 selected states: Slovenia, Italy, Romania. The PEST analysis and the portfolio analysis are provided for each state. Possibilities of export support from the CzechTrade agency, Czech export bank and EGAP are also chosen. At the end of the thesis it was suggested suitable options of the entry to these markets.

The diploma thesis is focused on service cynology of the Police of the Czech Republic and its use in an Integrated Rescue System focusing on emergencies. The thesis is divided into the theoretical and practical part. The theoretical part of the thesis is based on analysis and synthesis of magazine and book literature, as well as professional Internet resources. It deals mainly with the areas of the integrated rescue system, the Police of the Czech Republic as an armed security corps, Service Cynology of the Police of the Czech Republic, as well as its comparison with the Police Cynology of the Police Force of the Slovak Republic. The qualitative research with the structured interview method with open questions was used for the empirical part of the thesis. A total of 17 questions were set for the interview. Due to this method the information to answer a research question "What is the use of the service cynology of the Czech Republic Police in an integrated emergency system? " was obtained by Lieutenant Colonel Mgr. Michael Baloun from the Department of Service Cynology and Hipology of the Directorate of the Police Service of the Police Presidium of the Czech Republic. The results of the thesis show that Service Cynology of the Czech Police has its application in the integrated emergency system and that is why it is an important part of the Police of the Czech Republic, one of the basic components of the integrated rescue system. In practice, the diploma thesis will serve to improve the awareness of the lay public and also as a comprehensive information material for the professional public as well as for teaching purposes.
