Vztahy mezi ČR a Vietnamem v rámci obchodní a rozvojové spolupráce / Relations between the Czech Republic and Vietnam in trade and development cooperation

The subject of the thesis is the development of the bilateral relations between the Czech Republic and the Socialist Republic of Vietnam in terms of trade and international development cooperation. Historical context, contractual base and diplomatic relations with top government officials are taking into account first. The main part of the thesis is the analysis of trade exchange and development support provided by the Czech Republic to Vietnam. The last chapter, dealing with the arrival of Vietnamese to the Czech Republic, completes the conception of the Czech-Vietnamese relations. The thesis also follows the perspectives of further development and potential of Vietnam as a future business partner for Czech companies.

The thesis analyses development cooperation in Kenya, including an example of personally realized development project. The goal of the thesis is to find out what is the current state and direction of development cooperation in Kenya, demonstrate some of the problems of Kenya and their possible solutions using an example of personally visited region and realized development project and to determine whether this project corresponds to the current trend of development cooperation in the world and in Kenya. The first chapter characterizes the current political, economic and social situation on Kenya. Following parts analyze the Kenyan development strategies and current trends in the area of development cooperation at the global level and in Kenya. The last chapter describes personally realized development project which is then evaluated from the point of view of new paradigm of development cooperation and concerning the overall impact.

The goal of the thesis "Mexico -- strategic partner of the EU in Latin America (situation, problems and future of the relations)" is the analysis of mutual relations of the European Union and the United States of Mexico on the basis of the Agreement on Economic Partnership, Political Coordination and Cooperation (Global Agreement). The first part of the thesis deals with historical development of relations EU -- Mexico in the context of european-latinamerican relations. The term strategic partnership and the motives of both partners for closer cooperation are defined. The Agreement is analysed as well. In the second part, the relations, three pillars of the Agreement are analysed. Text deals with trade, political dialogue format and with a lot of programs and projects of development cooperation. In the third part there is a final synthesis of information received. The current situation of relations is described, as well as successes achieved during eleven years of the Agreement and problems impeding more intensive development of their relations. A particular attention is payed to dialogue with the civil society which is considered insufficient. On the basis of information obtained the author tries to estimate possible future development of the relations EU -- Mexico. The first hypothesis claiming that the Global Agreement hasn't reached its potential was proved. The second hypothesis claiming that in spite of intensive development of the relations EU -- Mexico in the last decade, the United States of America persistently and undoubtedly dominate especially in the external economic relations of Mexico was proved as well. It means, Mexico wasn't able to diversificate these relations to such extent so as to reduce dominant position of the USA in this context.

A construção de saberes no campo da Cooperação Internacional Sul-Sul à luz dos postulados e princípios da gestão social

A presente Tese tem por objetivo contribuir, à luz dos princípios e postulados da gestão social, para a compreensão do processo de construção de saberes no campo da cooperação internacional para o desenvolvimento Sul-Sul. Para tanto, a construção teórica que a embasa compreende: (i) a cooperação internacional para o desenvolvimento como um campo de poder, na qual se praticam duas modalidades de cooperação: a Norte-Sul e a Sul-Sul; (ii) que as disputas nesse campo são alimentadas por um sistema-mundo, no qual os países centrais exercem seu poder de modo hegemônico replicando, por meio da modalidade de cooperação Norte-Sul, a lógica neoliberal para os países semiperiféricos e periféricos, bem como impondo uma dominação intelectual, a partir de uma visão eurocêntrica, num contexto de colonialidade de saberes; (iii) que numa tentativa de tensionar o campo da cooperação internacional para o desenvolvimento, os países semiperiféricos e periféricos se uniram para construir o conceito político Sul-Sul, o qual embasa a modalidade de cooperação Sul-Sul que, teoricamente, prevê o respeito às singularidades históricas, sociais e culturais de cada país; (iv) que dentre as intervenções internacionais para a promoção do “desenvolvimento”, a cooperação internacional Norte-Sul, transfere o conhecimento científico para os países periféricos, em nome de um progresso científico e do “desenvolvimento”; (v) que inexiste um modelo universal para a promoção do desenvolvimento, o qual requer respeito às particularidades de cada sociedade; (vi) que a superação das condições de adversidade que caracterizam a realidade dos países periféricos requer a consideração e o respeito aos saberes locais, num processo de construção conjunta de saberes; (vii) que o processo de construção de saberes preconiza o respeito a diversidade epistemológica do mundo, propondo a ecologia dos saberes nos termos de Santos (2008), para a qual existe o trabalho de tradução, em que as experiências e saberes da sociedade unem-se aos conhecimentos científicos para gerar novos saberes adequados à realidade social de cada sociedade; (viii) que as relações estabelecidas no campo da cooperação internacional para o desenvolvimento são relações de poder, e portanto, precisam ser geridas; (ix) que a adoção do conceito de gestão social é pertinente para discutir as relações no campo da cooperação internacional para o desenvolvimento, uma vez que abrange a dimensão social e política das relações, além da dimensão técnica. Com base nesses postulados teóricos, esta Tese investigou e analisou o acordo de cooperação entre Brasil e Cabo Verde, na área de educação, para a implementação do Curso de Mestrado em Administração Pública em Cabo Verde. Os resultados evidenciaram que, para construir saberes no campo da cooperação internacional para o desenvolvimento, é preciso respeitar o desafio do tempo e o desafio inerente ao processo de aprendizagem, o que implica reconhecer o tempo do outro, que não necessariamente é o tempo linear preconizado pelo moderno sistema-mundo, bem como realizar o trabalho de tradução, por meio do qual as experiências e saberes das sociedades unem-se aos conhecimentos científicos gerados na universidade, construindo novos saberes, adequados à realidade social de cada comunidade. Todavia, isto implica tratar cada projeto de cooperação internacional como único, pois aproxima agentes constituídos tanto por diferentes visões de mundo como por diferentes contextos históricos, sociais, econômicos e políticos. / This thesis aims to contribute, in the light of the principles and postulates of social management, to the comprehension of the process of construction of knowledge in the field of international cooperation to South-South development. Therefore, the theoretical construction that supports our study covers: (i) the international cooperation for development as a field of power, in which we can practice two ways of cooperation: North-South and South-South; (ii) some disputes in this field are powered by a world-system, in which central countries exert their power of hegemonic mode by replicating, through North-South cooperation, the neoliberal logic for the semi-peripheral and peripheral countries, as well as enforcing an intellectual domination, from an Eurocentric vision, in a context of coloniality of knowledge; (iii) also that in an attempt to intend to the field of international development cooperation, the semi-peripheral and peripheral countries have teamed up to build South-South political concept, which bases the modality of South-South cooperation that, theoretically, provides respect for historical, social and cultural singularities of each country; (iv) among international interventions for the promotion of "development", North-South international cooperation transfers scientific knowledge to peripheral countries, in the name of scientific progress and "development"; (v) that there is no universal model to promote development, which requires respect for particularities of each society; (vi) that overcoming adversities that characterize the situation of peripheral countries requires consideration and respect for local knowledge, in a process of collective construction of knowledge; (vii) that the process of construction of knowledge establishes the respect for the diversity of an epistemological world, proposing the ecology of knowledge in terms of Santos (2008), where there is the work of translation, in which the experiences and knowledge of society are connected to scientific knowledge to provide new and suitable knowledge according to the social reality of each society; (viii) that the relations established in the field of international development cooperation are power relations, and therefore, need to be managed; (ix) that the adoption of the concept of social management is pertinent to discuss relations in the field of international development cooperation, since it has covered the social and political dimension of relations, in addition to the technical dimension. Based on these theoretical postulates, this thesis investigated and reviewed the cooperation agreement between Brazil and Cape Verde, in the area of education, for the implementation of the Master's degree in Public Administration in Cape Verde. The results showed that, to build knowledge in the field of international development cooperation, it is necessary to respect the challenge of time and the inherent challenge in the learning process. Which implies in recognizing the time of others, which is not the linear time advocated by modern world-system, necessarily, as well as to carry out the translation, through which the experiences and knowledge of societies link scientific knowledge generated at the University, building new and adequate knowledge tailored to the social reality of each community. However, it implies treating each project as the only international cooperation since it brings agents constituted both by different worldviews as different historical, social, economic and political contexts.

The Potsdam Conferences of the Forschungskreis convened at regular intervals address the critical analysis of UN research. Moreover the conferences provide a forum for the discussion with politicians, UN officials, diplomats and journalists about the tasks of the UN and its structures as well as about concepts for its reform. The present book publishes important lectures of the Potsdam Conferences 2000 – 2008, dealing among other things with peacekeeping, human rights protection and environmental protection of the United Nations, the reform of its principal organs as well as with the German UN policy and the UN policy of the European Union. The lectures are supplemented by contributions of the two editors on the problems and perspectives of UN research in Germany.

The Art of Mainstreaming Sustainability : Practices and Perceptions in Swedish Popular Movements Working with Development Cooperation

Environmental degradation and climate change are complex cross-cutting issues. They both call for a high level of policy coordination by all actors. This thesis examines the experienceof two Swedish popular movements integrating sustainable development as a cross cutting theme in their development cooperation: an approach known as mainstreaming. I seek to show how sustainability is understood and further how it is realized in the application of the work plans. The two case studies are the International Department of the Church of Sweden and Olof Palme International Centre. I have accounted for practical experiences via using informants as the main data source. Mainstreaming theory has been applied as tools foranalysation. Sustainability has been used in relation to sustainability of results andenvironmental aspects of the work plan. There is an increased demand to report on results and the longevity of the results in addition to address environment in all works undertaken in development cooperation organisations. The significance in studying the current interpretations and above all the challenges in application is to enable consideration in futur eamendments to strategies, policies and efforts made to mainstream sustainability. The findings conclude that there are similarities between the two cases in the identification of sustainability as pertaining to results and in the need for sustainability to focus on relationships to partners. Mainstreaming of environmental concerns is stated as a good and wanted aim. However, the actual negative environmental impact caused by the work plan is seen as low and sometimesenvironmental mainstreaming is even understood as a risk to partnerships. Environmental impact is only identified and addressed when seen as relevant and not as a concept to mainstream, this based on the relative low impact. This is in accordance with Sida guidelines but not with the stated policy wants.

Gegenstand dieser Arbeit sind die (Selbst-)Darstellungen von Gründer_innen von Nichtregierungsorganisationen (NGOs) im Bereich Kinder- und Frauenrechte in Tamil Nadu, Südindien. Um diese (Selbst-)Darstellungen angemessen analysieren zu können, wird zuerst eine analytische Herangehensweise entworfen, die davon ausgeht, dass bestehende soziologische Konzepte, die in erster Linie in Auseinandersetzung mit einem spezifischen (west-europäischen) Kontext entstanden sind, nicht unhinterfragt auf andere Kontexte übertragen werden können. Das erschwert die Verwendung von Begrifflichkeiten wie „Zivilgesellschaft“, „Entwicklung“ oder auch der scheinbar klaren Dichotomie von Moderne und Tradition. Eisenstadt machte diese Problematik in der von ihm begonnenen Debatte um „Multiple Modernities“ deutlich. In der vorliegenden Arbeit wird an diese Diskussion mit handlungstheoretischen Argumenten angeknüpft, um auch Akteursperspektiven angemessen analysieren zu können. Nachdem der theoretische Rahmen und die methodische Grundlage der Arbeit erläutert wurden, wird Kontextwissen erarbeitet, um die Analyse der Interviews einzubetten. Es werden Diskurse um Kaste und den Status von Frauen sowie Aspekte der aktuellen politischen Situation Tamil Nadus betrachtet. Die (Selbst-)Darstellungen lassen sich dann anhand der im Titel angedeuteten Dreiteilung aufschlüsseln: Die Gründer_innen setzen sich zum ersten mit der eigenen Rolle auseinander. Sie beschreiben sich als „social worker“ und greifen in den Selbstbeschreibungen zum Teil auf populistische Elemente des politischen Umfeldes zurück. Zum zweiten beschreiben sie die eigene Position gegenüber ihren „Zielgruppen“. Dabei wird deutlich, dass die Beziehungen zwischen NGO und „community“ zwischen Partizipation und Paternalismus schwanken. Zum dritten formulieren sie Zielsetzungen in Abgrenzung zu anderen (lokalen) politischen Akteuren: Sie grenzen sich zum Beispiel von einem ihrem Verständnis nach „westlichen“ Begriff von Entwicklung ab und formulieren demgegenüber „eigene“ Ziele. Sie reflektieren über lokale Kooperationen, z.B. mit politischen Persönlichkeiten, Kastenassoziationen, aber auch über Abgrenzungen oder Zusammenstöße, die sich dabei ergeben. Insgesamt wird deutlich, dass die (Selbst-)Darstellungen der Gründer_innen sich spannungsgeladen und ambivalent auf unterschiedliche Diskurse, Ideen und soziale Praktiken beziehen. Sie lassen sich insbesondere nicht in eine Perspektive von „Entwicklung“ einordnen, welche auf der Dichotomie von Moderne und Tradition aufbaut. / The subject of this thesis are the (self-)descriptions of founders of children's and women's rights NGOs in Tamil Nadu, South India. To allow an appropriate analysis of these (self-)descriptions, an analytical framework is constructed which is based upon the assumption that sociological concepts which are products of involvement with western-European contexts cannot be transferred to different contexts unquestioned. This complicates the use of existing concepts, as "development", "civil society" or the seemingly simple and evident dichotomy of modernity and tradition. Shmuel N. Eisenstadt started the discussion about the difficulties connected to this dichotomy through the debate about "multiple modernities". The thesis takes its point of departure from this debate and develops action-theoretical arguments to draw a framework for the analysis of the perspectives of actors in the field of NGOs in Tamil Nadu. A discussion of the analytical and methodological framework of this study is followed by a description of selected contextual aspects of the interviewee’s lives. Particularly interesting in the study of Tamil Nadu are discourses about the status of women, the relevance of caste, and facets of the (current) political situation. The analysis of the (self-)descriptions is structured by the tripartion visible in the title of the thesis: Firstly, the founders have to deal with their own position. They describe themselves as "social workers" and are to some extent drawing on elements of the (current) populist political environment in Tamil Nadu to define this role. Secondly, they describe their position towards their "target groups". It becomes clear that the relationship between founders and "communities" fluctuates between participation and paternalism. Thirdly, they formulate their goals in relationship to other (local) political actors: They dissociate themselves from "western" views of development and frame their "own projects" in opposition. They reflect on the possibilities as well as the restrictions of local cooperation, for example with political figures, caste associations, and so on. It becomes clear that the (self-)descriptions of the founders suspensefully and ambivalently draw from different social practices, discourses, and ideas. They especially cannot be classified from the perspective of a (linear) "development" based upon the dichotomy of tradition and modernity.

Realizace projektu chlapeckého sirotčince v Mongu / Implementation of the Project Boyish Orphanage in Mongu

This thesis dedicates to implementation of the boys' orphanage in developing country. The project belongs to Little Noah Foundation, while significant partner for direct realization is non-government organization Njovu. This thesis is classically created by theoretical and practical parts. The theoretical part defines frequented concepts, informs about actual situation in the country, especially in west province of Zambia, and contains information about organizations participated into this project. The practical part continues to theoretical knowledge, defines goal and methodology of thesis and mainly presents results of its. The goal, which follows this thesis, is to map out the progress of boys' orphanage in Mongu. In the line with the thesis they are asked these research questions: Why was this boys' orphanage established in Mongu? How was the project progressing? What are the results of the project? I have chosen qualitative research to answer the research questions. During my residence there and active participating to realization of project (February December 2014) I have used methods of observation, questioning and analysis of the data. The results of this thesis are created by profound SWOT analysis of the project, approach of personal securing, describing of process of intake of children and case reports of adopted children, whose value is in demonstrating of local social reality. Numerous supplements illustrate presented information. Discussion summarizes and recapitulates results and their outputs are recommendations and notices for similar starting projects. Very important aspect for whole thesis is to implant it into the context of very different conditions. The contribution of the project is especially in promoting of family model of childcare in institution. Family character of this orphanage is specified by relatively low number of children and the caregivers are married couple with two own children. This thesis brings interrelated and concrete and detailed information about whole project and its progress. This thesis may be used like source of information about concrete project, like documentation of start of Little Noah Children's Home and as well it can be some kind of inspiration for similar projects in developing countries.

El Estado chileno realiza Cooperación Sur-Sur desde inicios de la década de los 90’, con foco en la Región de América Latina y El Caribe. Sin embargo, se desconoce el impacto de la cooperación internacional que realiza el país en América Latina y El Caribe, es decir, si aporta o no al desarrollo de los países de la Región. Para ello, se analizarán datos históricos de la cooperación internacional chilena desde 1993 hasta 2011, con el objetivo de identificar los cambios y/o continuidades de las acciones de cooperación de cada uno de los gobiernos desde el retorno a la democracia en Chile y determinar el paradigma de desarrollo bajo el cual se realizan las acciones de cooperación internacional que el país otorga. / The Chilean State performs South-South Cooperation since the early 90's, with a focus on Latin America and the Caribbean. However, the impact of the Chilean cooperation in Latin America and The Caribbean is unknown, namely, if the Chilean cooperation contributes or not at the development of the countries of the Region. To do this, historical data of Chilean international cooperation will be analyzed from 1993-2011, in order to identify changes and / or continuity of the cooperation actions of individual governments since the return to democracy in Chile and determine the development paradigm under which international cooperation actions that the country grants are made.

Therefore, the theoretical construction that supports our study covers: (i) the international cooperation for development as a field of power, in which we can practice two ways of cooperation: North-South and South-South; (ii) some disputes in this field are powered by a world-system, in which central countries exert their power of hegemonic mode by replicating, through North-South cooperation, the neoliberal logic for the semi-peripheral and peripheral countries, as well as enforcing an intellectual domination, from an Eurocentric vision, in a context of coloniality of knowledge; (iii) also that in an attempt to intend to the field of international development cooperation, the semi-peripheral and peripheral countries have teamed up to build South-South political concept, which bases the modality of South-South cooperation that, theoretically, provides respect for historical, social and cultural singularities of each country; (iv) among international interventions for the promotion of "development", North-South international cooperation transfers scientific knowledge to peripheral countries, in the name of scientific progress and "development"; (v) that there is no universal model to promote development, which requires respect for particularities of each society; (vi) that overcoming adversities that characterize the situation of peripheral countries requires consideration and respect for local knowledge, in a process of collective construction of knowledge; (vii) that the process of construction of knowledge establishes the respect for the diversity of an epistemological world, proposing the ecology of knowledge in terms of Santos (2008), where there is the work of translation, in which the experiences and knowledge of society are connected to scientific knowledge to provide new and suitable knowledge according to the social reality of each society; (viii) that the relations established in the field of international development cooperation are power relations, and therefore, need to be managed; (ix) that the adoption of the concept of social management is pertinent to discuss relations in the field of international development cooperation, since it has covered the social and political dimension of relations, in addition to the technical dimension. Based on these theoretical postulates, this thesis investigated and reviewed the cooperation agreement between Brazil and Cape Verde, in the area of education, for the implementation of the Master's degree in Public Administration in Cape Verde. The results showed that, to build knowledge in the field of international development cooperation, it is necessary to respect the challenge of time and the inherent challenge in the learning process. Which implies in recognizing the time of others, which is not the linear time advocated by modern world-system, necessarily, as well as to carry out the translation, through which the experiences and knowledge of societies link scientific knowledge generated at the University, building new and adequate knowledge tailored to the social reality of each community. However, it implies treating each project as the only international cooperation since it brings agents constituted both by different worldviews as different historical, social, economic and political contexts.
