<p>By presenting case studies from the village of Mahenye in Zimbabwe and the five villages of the Okavango Community Trust in Botswana, the study looks beyond the objectives, discourse and contests of policy and undertakes an investigation of what actions rural people are undertaking inside the institutions established by policy makers, and of governance outcomes at the local level. These case studies reveal that unfettered devolution can lead to elite capture and the perpetuation of poverty / that rural communities themselves have agency and the ability to exercise it / and that there is limited and shrinking political space in both countries which is reducing opportunities for rural communities to engage with political processes. The Botswana case studies demonstrates that an imported and imposed devolutionary initiative which lacks links to higher levels of governance can reduce political space at local levels. The Zimbabwe case study demonstrates that political space may be more effectively created through decentralisation. The lesson drawn from these case studies is that institutional arrangements and roles should be determined by context specific issues and circumstances and move beyond the structural determinism that has characterized much of the CBNRM debate to date. Implementation of school councils in Queensland state primary schoolsPointing, Randall John January 2005 (has links)
In Queensland, all state schools have the opportunity to decide the model of school-based management they would like to adopt for their school communities. For schools wishing to pursue the greatest level of school-based management, School Councils are mandatory. Because School Councils will play an important role as schools become increasingly involved in school-based management, the operations of newly formed Councils were the basis of this research. The main purpose of the study is to determine, through both literature and research, what makes an effective School Council. Although Education Queensland has identified roles and functions, as well as the rationale behind School Councils, clear guidelines to assist Councils with their implementation and to gauge the effectiveness of Councils do not exist. Because School Councils have only been implemented in Queensland for a very short period of time, there has been very little research undertaken on their operations. There are three main stages to this research. First, an extensive literature review explored the theoretical, research and policy developments in relation to school-based management and School Councils. Second, a pilot study was undertaken of an existing School Council that had been in operation for just twelve months. The final and most significant stage of the research involved multi-site case study of three newly formed School Councils, the research being conducted over a twelve-month period to obtain a longitudinal picture of their operations. Two general theoretical frameworks, based on the concepts of change theory and leadership theory, guided the research. Data from the study were analysed within these frameworks and within six focus areas that were identified from the literature and pilot study. These focus areas formed the basis for the development of criteria for the implementation of an effective School Council that were investigated in the three case studies. The focus areas were: 1. promoting the profile of the School Council within the school community; 2. developing well defined roles, responsibilities and functions of the School Council; 3. developing roles and relationships of School Council members; 4. promoting accountability, monitoring and reporting responsibilities; 5. providing training and professional development for all School Council members; and 6. improving the functioning and operations of the School Council. The research was conducted within the qualitative tradition. Specifically, the method adopted was multi-site case study. Data-collection techniques involved questionnaires, interviews with School Council members, observations of Council meetings and an analysis of Council documentation. The findings from the study outlined a number of theoretical understandings and suggested criteria to assist schools in developing a more effective Council, including examples of strategies to support their effective implementation. It is envisaged that the theoretical understandings, the suggested criteria and specific examples will be of benefit to other schools where School Councils are being formed by providing them with a structure that will assist in the beginning stages of the Council's operation.

Geographies of youth citizenship and national identity : a case study of the Glasgow 2014 Commonwealth Games and the Scottish independence referendumDuckett, Jonathan January 2017 (has links)
The year 2014 welcomed two major events of national importance for Scotland, the Glasgow Commonwealth Games and the Scottish Independence Referendum. These national sporting and political events provided Scotland and its citizens with an opportunity to display the nation on the world stage and decide upon its geopolitical future. While the referendum was widely acknowledged as a significant ‘once in a generation' event for all voters, it also marked the first time extension of the franchise in a major UK public ballot to those aged 16 and 17 years old. Therefore, this thesis draws upon the Glasgow Commonwealth Games and Independence Referendum as a lens to investigate understandings of youth citizenship and national identity among a generation of newly enfranchised 16 and 17 year old voters, living in the city of Glasgow, located at the epicentre of these events. First, the thesis examines how ideas of Scotland presented through the Games resonated with young people's conceptions of the nation. Second, the discussion explores how the Games and Referendum prompted young people to consider the future of the nation. Third, the thesis considers how young people mobilised their vote as newly enfranchised citizens through the Referendum. Fourth, the thesis aims to inform, and be informed by, current theories of the geographies of citizenship and national identity. Overall, the thesis concludes by providing a timely and original analysis of the geographies of youth citizenship and national identity through an exploration of the reconfigured interstitial political space that these young people occupied during the referendum.

The diploma thesis "The position of England in the context of the regional organization of Great Britain"deals with the issue of establishing a regional level of governance in the eight regions of England in the period between 1997 and 2004. This policy was promoted by the New Labour government as an answer to demands for democratisation and responsibility of governance in the regions as well as an answer to demands for improvements in economic performance of the regions. The aim of the thesis is to respond to the question of why the public in the regions does not support plans for strengthening of the regional level of governance and for establishing elected regional assemblies in the regions and why this policy was rejected in the referendum held in 2004 in the region North East. The research was carried out using the theory of new regionalism and the concept of construction of regions. Specific criteria are set and are used as a basis for analysis of the situation in the English regions in the selected time period. The first criterion is the territorial framework of the English regions, the second criterion is the institutional framework and the last criterion is the regional identity. Political prioritisation for performance-based financing at the county level in Kenya: 2016 to 2019Waithaka, Dennis Wambiri 22 March 2022 (has links)
Background: Performance based financing was introduced to Kilifi county actors in Kenya in 2015. Kilifi was identified by the Kenyan national government as one of the 20 arid and semi-arid counties (out of 47 counties) mandated to start the implementation of the scheme and potentially inform the development of a nation-wide PBF policy. This study investigates how political and bureaucratic actors at the local level in Kilifi county have subsequently influenced the extent to which PBF has been politically prioritised at the sub-national level. Methods: The study employed a single-case study design. The Shiffman and Smith (2007) political priority setting framework with adaptations proposed by Walt and Gilson (2014) was used. Data was collected through document review (n=19) and in-depth interviews (n=8). Framework analysis was used to analyse data and generate findings. Results: Throughout the study period (2015-2018), national policy elites gave sustained attention to PBF as a priority issue for implementation, this sustained attention was however not present at the sub national level in Kilifi county and funding for PBF was not prioritised post donor funding. Key factors that contributed to this in Kilifi county included: redistribution of power from national actors to sub-national actors following devolution, this affected the national Ministry of Health's ability to lead and be an effective guiding organisation; misalignment between the globally advocated idea of ‘pay for performance' and the local pre-existing centralised and rigid approaches to public financial management; and actors at the sub national level who contested the PBF intervention design features and its framing as ‘additional funding'. As a consequence, the implementation of PBF in Kilifi was for a short time only using donor resources and did not last beyond donor timelines and funding. Conclusion: This research shows that for health reforms to gain political priority in highly devolved contexts, there is need to recognise the formal and informal institutions existing at the devolved level of governance and for adequate early involvement and leadership from sub-national bureaucratic and political actors, in health and beyond the health sector. In addition, advocacy for the health reforms should embody frames that align with the political context to increase the chances of gaining political traction. Finally, the political context including political and bureaucratic power at different levels of government are crucial features that will also influence the acceptability of reform and ultimately political prioritisation.

Conservation Governance and Management of Sagarmatha (Mt. Everest) National Park, Buffer Zone, and Buffer Zone Community Forest User Groups in Pharak, NepalSherpa, Mingma Norbu 01 May 2013 (has links)
The aim of this dissertation is to assess the political ecology of conservation governance and management of Sagarmatha (Mount Everest) National Park (SNP), SNP Buffer Zone (BZ) and the Buffer Zone Community Forest User Groups (BZCFUG) in Pharak in northeastern Nepal. It evaluates their performance in two adjacent regions (Khumbu and Pharak) from multiple perspectives, including the views of the residents (indigenous Sherpa people and minority immigrant community members), and the standards of current international conservation and human rights policies. This research is important because it relates to global, regional, national and local level conservation policies and practices, which have direct impacts on biodiversity conservation, climate change adaptation, the livelihoods of indigenous peoples and local communities, and rights. The discussion of buffer zone community forest in the Pharak region follows my M.Sc. thesis completed at the University of Wales, UK in 2000.
This dissertation draws on my 2011 fieldwork and my long-time experience growing up in this region and working there for conservation and development organizations. I conducted qualitative research adopting field observation, semi-structured and focus group interviews and participating in BZ and BZCFUGs' meetings. I observe that implementation of CFUG, BZCFUG and buffer zone management programs (BZMP) in Pharak and BZMP in Khumbu have made significant progress towards achieving conservation of forests, habitats, wildlife species and sustainable production of forest products while reinstituting forest and natural resource use and improving management and governance rights.
This suggests that community participation in forest commons and natural resource management and governance through devolution and decentralization of decision-making rights can achieve biodiversity conservation goals. By integrating indigenous peoples' and local communities' cultural and religious perspectives with scientific knowledge, a synergy can be achieved that benefits conservation. For this the free, prior and informed consent of the concerned indigenous peoples and local communities is prerequisite. Conservation goals need to consider the rights of indigenous peoples and local communities and meet their aspirations and international conservation standards of self-determination and autonomy.

The Police Reform Process in Kenya, 2008-2014: A Case Study of Security Sector Reform in Societies Emerging From CrisisOndoro, Nicholas Otieno January 2015 (has links)
Security sector reform has in the recent past been a critical component of peace agreements in countries emerging from armed conflicts or political crisis. In Kenya, the Commission of Inquiry into the 2007/08 Post-Election Violence (CIPEV) established that Kenya’s security sector, particularly the police, bore the greatest responsibility for the violence. Subsequently, the police emerged as one of the major institutions for reforms. ‘How have security sector reforms, particularly police reforms, in Kenya developed since 2007 and how, and to what extent, have they been shaped by Kenya’s wider political transitions and SSR process during this period?’ The research aimed at investigating how the police reform process in Kenya has developed since 2007, and how the process has been shaped by Kenya’s wider political transitions and security sector reform processes in general. Using mixed methods research, we found that despite some progress, there is wider public perception that the reforms are yet to address reform priorities at the national level and still fall short of expectations of ordinary Kenyans. We argue that political power-sharing after the 2007 post-election violence facilitated police reform, while at the same time frustrated its implementation especially in instances where reform seemed to dis-empower political elites. / Chevening Scholarship for study-grant during first year of study.
