Nové trendy diplomacie - good governance / New trends of diplomacy - good governance

This thesis deals with the presumption that multilateral diplomacy is a possible means to promote good governance. The first part described the origin, definition and criticism of the concept of good governance. Another part deals with transformations of diplomacy and international relations after the Cold War. Contemporary diplomacy must respond to globalization, interdependence, technological development, changing international environment and increase the number of actors in international relations. The last part is devoted to multilateral diplomacy, international organizations and especially their connection with good governance. In my thesis I came to the conclusion that multilateral diplomacy can be a useful tool for promoting the objectives of good governance and management of the state. The best space for the use of multilateral diplomacy as a means of promoting good governance is intergovernmental organization.

This Master's thesis examines the foreign cultural policies of global cities, and incorporates case studies of London and Paris during the years 2007-2016. It answers the question why, in what manner and with what results do these two global cities form the cultural sphere of their respective foreign policies. Through the analysis of the British and French cultural diplomacy, the thesis determines whether the foreign cultural efforts of global cities differ from the ones of their states and share common features among themselves, or whether the influence of the national models, contrary to the global cities theories, still plays the key role. Furthermore, the question of if, to what extent and with what results do Paris and London participate in cooperation among cities is addressed in order to asses Saskia Sassen's hypothesis about the formation of transnational urban networks. The thesis concludes that even though the cultural spheres of London's and Paris's foreign policies share many similarities, the influence of state models is still evident. London, as opposed to Paris, just like the United Kingdom as opposed to France, makes use of modern methods, including marketing and city/state branding, and at the same time puts emphasis on economic profit. Gastronomy belongs among the important elements of the French national identity and at the same time it is one of the main tourist attractions. Which place and why does the gastronomy have among the modern trends of public diplomacy and how is the French gastro-diplomacy formed on the online social media? There are certain long-lasting tensions visible in the French gastronomic discourse, for example between the Republican idea of unity and the foreign policy strategy of supporting diversity. However, historical research shows that these aspects are not excluding one another, they are more like two sides of the same coin. Gastro-diplomacy is then understood as a narrow dimension of the foreign policy, namely as a part of public cultural diplomacy. In the framework of contemporary French gastro-diplomacy, it is possible to observe the employment of modern instruments, such as the communication through online social networks. Combined with the bet on the long-standing good image of French cuisine, it is one of the ways in which France prove successful in the international arena. This diploma thesis is a case study focused on Polish public diplomacy as a tool of foreign policy and its changes between 2005 and 2019. The way how public diplomacy is exercised in the Polish case is significantly influenced by two factors - the size of the country or rather its influence and its geographic location, which is closely connected with particular societal, political and economic features with relation to the country's history. The aim of the thesis is to find out what are the foundations of polish public diplomacy, how it has been changed within the studied period and what it tells us about public diplomacy as a tool of foreign policy and the possibility of domestic actors to influence it. There is a deep cleavage between the two main political parties, which have alternated in government since 2005, and their preferences in domestic and foreign policy. Based on the outputs of Polish public diplomacy in four spheres - nation branding, cultural diplomacy, historical diplomacy and communication channels - and in organizational framework, the thesis analyses the interconnection between public diplomacy and foreign policy and also the strategy of Polish public diplomacy, taking into account the alternation of governing parties.

The thesis defines the importance of public diplomacy; it introduces a fundamental concept of both Czech and German public diplomacy with a focus on cultural diplomacy. Historical part outlines the contribution and influence of both countries to the public of the other, and the example of the Czech Centre in Munich shows the Czech practice of cultural diplomacy as an important tool of public diplomacy and the form of the image presented by the Czech Republic in Germany.

The dissertation thesis focused on a topical issue of the economic diplomacy, its role in the current economic discourse and its implication for the Czech Republic. The main contribution of the thesis can be seen in linking traditional economic issues, such as external economic relations balance with political issues, for example the governance of economic diplomacy on the national level. Being placed between economics and politics is a typical feature for the economic diplomacy. The thesis analysed various aspects of economic diplomacy, predominantly the export promotion and foreign direct investments. The Czech economic diplomacy has a big potential for further development. The Czech entrepreneurs are quite successful on foreign markets, both in the developed countries and in the third World. If the identified weaknesses were eliminated and some improvement measures were adopted, the positive impact on the economy and the business environment will arrive soon. The economic diplomacy plays an important role in the open economy, which is also the case of the Czech Republic. It also hugely affects the external economic balance of the country. The thesis also showed that the governance of the Czech economic diplomacy suffers from major deficiencies, particularly in terms of the distribution of powers and responsibilities. This hinders an efficient functioning of the state system of export promotion. In addition, the state support is not targeted enough at the sector of SMEs that needs the most support. The level of awareness about the public services provided is low. On the other hand, the findings showed that another important element of the economic diplomacy, the state support of foreign direct investments is very instrumental in the competitiveness of the economy and thus substantively contributes to the economic growth. The comparative analysis of the governance systems in Germany, Austria, Finland and France revealed that although the Czech system of economic diplomacy governance is similar to a certain extent to the analysed countries, there are still some issues to deal with that negatively affects the efficiency. There are a number of suggestions for further improvement provided in the thesis that can be used by the policy makers.

The master thesis deals with a new phenomenon in the world of diplomacy: digital diplomacy. The main objective of this work is to determine whether the digital diplomacy is able to improve the relationship between the American and Islamic civilization. To fulfill this goal, the case study of Digital Outreach Team, of a team of specialists who search the internet and communicate with Muslims with negative attitude towards US, was used. The work is divided into three chapters. The first chapter provides a theoretical introduction to digital diplomacy. The second chapter is devoted to the use of digital diplomacy in the Unied States: a world leader in information and communication technologies, with an emphasis on digitization of activities of the Ministry of Foreign Affairs. In the third chapter we find the analysis of the digital activities of the team and assessment of the digital diplomacy on Arab soil.

The second part is analytic and covers South Korean cultural diplomacy as a whole, its evolution, main actors and theirs activities. Thanks to the theoretical apparatus it looks into the areas of South Korean cultural diplomacy. The third part covers the evaluation of this policy as a whole and also it focuses on the area of support of foreign student and academic exchanges.

Incorported in Russia's public diplomacy arsenal towards France is memory diplomacy, according to which Russian authorities seek to integrate their own historical narratives with those of France and to export commemorative practices there. This often overlooked diplomacy type is one of the most covert soft power tools. This thesis examines how has Russia utilized memory diplomacy as a soft power towards France from 2000 to 2019. It argues that Russia has deliberately omited to promote its past role, whether direct or indirect, when local interpretations of a shared event in France are too fragmented. In more consensual conditions and particularly regarding the Second World War, Russia's memory diplomacy has been versatile in its methods, using both traditional and new public diplomacy tools. With soft power as a goal, the Russian authorities have targeted the diverse Russian diaspora communities in France and French politicians through this memory policy to have them relay the Kremlin's political position.
