An evaluation of the implementation of the institutional capacity for disaster risk reduction (DRR) : the case of Capricorn District Municipality / Mmberegeni Mackson Munzhelele

Since 1994, fundamental transformation has taken place in South Africa in terms of disaster risk management. The transformation processes have led to the promulgation of the Disaster Management Act, 2002 (Act No 57 of 2002) that was heralded as a new era for disaster risk management in South Africa. Subsequently, the publication of the National Disaster Risk Management Framework (of 2005) provides a set of clear guidelines on the implementation of the Disaster Management Act, 2002 (Act No 57 of 2002). The National Disaster Risk Management Framework underscores the significance of the integration and co-ordination of disaster risk management activities in all levels of government in South Africa. This emphasises the fact that Disaster risk management in South Africa has been established as a public sector function within each sphere of government. In its KPA1, the framework further emphasis the establishment of integrated disaster risk management structures by each sphere of government. The disaster risk management structures, such as interdepartmental committees and a district forum have not yet been established in the Capricorn District Municipality. In cases where other structures have been established, the main challenge is the participation of all role players and the inconsistency in the representation of local municipality in those structures. Another gap is the lack of clear responsibility of disaster risk management in some of the internal key role players. This dissertation aims to evaluate the implementation of the institutional capacity for Disaster Risk Reduction in the Capricorn District Municipality. This dissertation caters for the reader within the theory of organisation. Subsequently, the disaster risk management structures were discussed, based on the requirements of both the Disaster Management Act, 2002 (Act No 57 of 2002) and a National Disaster Risk Management Framework policy document (of 2005). This dissertation made use of the one-on-one semi-structured interviews for data collection in the field of disaster risk management within the Capricorn District Municipality. As regards recommendations, this dissertation suggests a number of points that the Capricorn District Municipality needs to implement in order to fast-track the establishment of disaster risk management structures that could lead to progress in meeting the legislative mandate of Disaster Risk Reduction. / Thesis (M. A methodological framework to operationalize climate risk management: managing sovereign climate-related extreme event risk in Austria

Despite considerable uncertainties regarding the exact contribution of anthropogenic climate change to disaster risk, rising losses from extreme events have highlighted the need to comprehensively address climate-related risk. This requires linking climate adaptation to disaster risk management (DRM), leading to what has been broadly referred to as climate risk management (CRM). While this concept has received attention in debate, important gaps remain in terms of operationalizing it with applicable methods and tools for specific risks and decision-contexts. By developing and applying a methodological approach to CRM in the decision context of sovereign risk (flooding) in Austria we test the usefulness of CRM, and based on these insights, inform applications in other decision contexts. Our methodological approach builds on multiple lines of evidence and methods. These comprise of a broad stakeholder engagement process, empirical analysis of public budgets, and risk-focused economic modelling. We find that a CRM framework is able to inform instrumental as well as reflexive and participatory debate in practice. Due to the complex interaction of social-ecological systems with climate risks, and taking into account the likelihood of future contingent climate-related fiscal liabilities increasing substantially as a result of socioeconomic developments and climate change, we identify the need for advanced learning processes and iterative updates of CRM management plans. We suggest that strategies comprising a portfolio of policy measures to reduce and manage climate-related risks are particularly effective if they tailor individual instruments to the specific requirements of different risk layers. Patterns of interorganizational collaboration in disaster risk reduction: Evidence from Swedish municipalities

Prevention, mitigation and response to large scale disasters is complex. It is widely argued that collaboration is a necessary component of successful disaster risk reduction (DRR). However, there are also significant challenges associated with collaboration for DRR. In this paper I carry out a descriptive, empirical case study of collaboration within disaster prevention and preparation in Sweden at the municipal level. The aim of the study is to identify potentially interesting patterns regarding collaboration and obstacles to collaboration in local disaster risk reduction. The study answers the question: to what extent do Sweden’s municipalities collaborate with other stakeholders on disaster risk reduction? Interesting patterns regarding the stability versus volatility of collaboration are identified. This study lays the foundation for further research on the potential and limitations of collaborative forms of governance for tackling complex societal phenomena that have a high degree of interdependency and uncertainty.

Climate Change Adaptation Strategies in the Philippines - a Case Study within the Leyte Region

In light of the most recent devastating natural disaster event of the Philippines brought upon by Typhoon Haiyan (locally known as Yolanda) on November 8, 2013 that displaced and affected millions in its wake, this thesis attempts to look into the country’s status of preparedness and response to climate-related disasters. Amidst the socio-economic challenges facing this impoverished country are the environmental challenges and proneness to natural hazards that problematize adaptation, recovery, and redevelopment efforts for the country. With a focus on the Leyte region of the Philippines as a local case of exploration, the study seeks to explore the role of institutions and actors who are involved, to identify the challenges experienced in the adopting and implementing process, with the hope to illuminate from the data as to why these challenges exist. The research also touches upon a larger discussion beyond what adaptation strategies can contribute, specifically in framing sustainable development for the country. Using a case study research design, qualitative research methods were employed and interviews conducted with various actors to achieve the aims of the study. A theoretical and conceptual framework was used on the paradigms of natural hazards and vulnerability, the three components of adaptation, and the role of actors and institutions. The results showed that institutions play important roles and hold responsibilities in communicating the main objective of adaptation strategies, but is lost among participating actors. In terms of knowledge and involvement with climate-related adaptation, it is an emerging aspect set within the larger disaster risk reduction context. Identified challenges in educating and communicating the strategies often emerge at the government and community-levels, potentially drawing from bureaucratic challenges funneling down to local government units, which are exacerbated by feelings of distrust and strained relations of communities toward the government. Finally, few themes were found from the data in connecting climate change adaptation strategies to a greater role in framing sustainable development in the Philippines. However, alleviation of impoverished conditions and education were two critical aspects for cultivating knowledge needed to promote long-term efforts toward resilience, and thus sustainability of the local people during disaster events.

EU and the Asia Pacific: Measuring the effectiveness of disaster risk reduction programming in relation to child protection.

This thesis employs a rights-based approach to evaluate the effectiveness of European Union (EU) external action policy formation and subsequent measures to protect children in a disaster risk context, in the Asia Pacific. Advances in human rights discourse and humanitarian responsibilities have led to a review of the concept of protection, and how it is applied in humanitarian and development assistance. Indeed, a rights-based approach to donorship centres on the obligations of duty bearers to uphold the rights of those at risk when carrying out humanitarian and development assistance, while ensuring implementation practices are accountable and transparent, to maximise donorship effectiveness. The fundamental components of upholding human rights, and reducing vulnerability, are intrinsic to the model of human security. Human security therefore assists in the analysis of protectionism through the embedded methodology of lexis-praxis where humanitarian and development policy formation, or lexis, and subsequent implementation channels, or praxis, contribute towards the measurement of the effectiveness of donor partnerships to implement disaster risk reduction programming (DRR), as a foreign policy objective. The EU is an excellent case study for the analysis of cohesion in policy implementation and an evaluation of the potential need for the harmonisation of lexis in policy formation. Harmonisation of policy lexis and policy formation will lead to coherence in praxis, or the implementation measures of the EU and Member States to enact policy obligations. To explore this notion further, this research employs a rights-based approach to analyse EU and Member State policy and practice, in the goal of upholding child rights, and reducing child risks, as part of donorship responsibilities. In addition, partner roles, responsibilities, and actions in the Asia Pacific, add another layer of analysis to review DRR policy and practice both regionally and in-country.

Perceptions of Capability Among Female Stroke Survivors in the Context of Disaster Risk Reduction

Women and persons with disabilities are at increased risks of experiencing negative health outcomes during and after disasters. The Sendai Framework (2015), published by the United Nations Office for Disaster Risk Reduction, highlights the need to strengthen disaster risk reduction (DRR) among populations at disproportionate risk, using an all-of-society approach that is inclusive and engaging. This research investigated the perceptions of capability among female stroke survivors, in the context of DRR. The purpose of this study was to 1) examine the role of asset literacy in the social construction of capability and lived experiences of female stroke survivors and 2) create an opportunity for female stroke survivors to share their lived experiences among themselves, and members of the stroke and DRR communities. Four women were recruited through snowball sampling. Study participants were invited to join a PhotoVoice project – a participatory method in which survivors were asked to respond to prompts using photography. Data was analyzed using qualitative, thematic analysis. Study results revealed that perceptions of capability in DRR for stroke survivors was rooted in the context of their recovery. Participants discussed 4 sets of recovery and DRR assets: 1) physical, 2) social, 3) energy and 4) personal characteristics. Autonomy was identified as a valued recovery outcome, and as needed to establish self-efficacy and adaptive capacity to cope with disasters. Social participation and asset literacy can support one another, and may enhance disaster resilience. An important aspect of Photovoice initiatives is sharing the messages with important stakeholders, as identified by the participants. This research has been shared at the annual international EnRiCH meeting (2018). We are currently planning a photo exhibit to be held in the fall of 2018. Overall, this research shows how creative tools (i.e. Photovoice, asset-mapping) can be used to foster social participation, and include populations at disproportionate risk in the DRR discussion.

Vulnerability and Power : Social Justice Organizing in Rockaway, New York City, after Hurricane Sandy

This is a study about disasters, vulnerability and power. With regards to social justice organizing a particular research problem guides the work, specifically that emancipatory projects are often initiated and steered by privileged actors who do not belong to the marginalized communities they wish to strengthen, yet the work is based on the belief that empowerment requires self-organizing from within. Through an ethnographic field study of social justice organizing in the wake of Hurricane Sandy in Rockaway, New York City, the thesis explores whether and how vulnerable groups were empowered within the Occupy Sandy network. It is a process study that traces outside activists attempts at empowering storm-affected residents over time, from the immediate relief phase to long-term organizing in the recovery phase. The activists aimed to put to practice three organizing ideals: inclusion, flexibility and horizontality, based on a belief that doing so would enhance empowerment. The analysis demonstrates that collaboration functioned better in the relief phase than in the long-term recovery phase. The same organizing ideals that seem to have created an empowering milieu for storm-affected residents in the relief phase became troublesome when relief turned to long-term recovery. The relief phase saw storm-affected people step up and take on leadership roles, whereas empowerment in the recovery phase was conditional on alignment with outside activists’ agendas. Internal tensions, conflicts and resistance from residents toward the outside organizers marked the recovery phase. It seems that length of collaborative projects is not the only factor for developing trust but so is complexity. The more complex the activities over which partners are to collaborate the less easy it is. Based on this we could further theorize that the more complex the work is the more challenging it is for privileged groups to give away control. The internal struggles of the organization partially explain the failures to influence an urban planning process that the organization attempted to impact, which connects the micro-processes with broader change processes toward transformation of vulnerability.
