Nonverbal Evidence of Displaced Intergroup Affect

This study examined the effects of racial insult on the propensity to either categorize or individuate outgroup members. Reaction times and self-reports measures were employed to gauge reactions to an insulting video. White and African American participants heard an insult, and then completed the Go/No-Go Association Task (GNAT), as well as the Internal Motivation to Control Prejudice Scale (IMS) and the External Motivation to Control Prejudice Scale (IMS), the Motivation to Control Prejudice Scale (MCPRS) the Social Distance Scale (SDS), and made ratings on a feeling thermometer about the people in the insult video. African Americans showed more negative responses to outgroup members than Whites on the explicit measure, but Whites showed more negative responses to outgroup members than African Americans on the implicit measure.

Value, Networks, Desegregation, and Displacement at One of Georgia's Black High Schools, Athens High and Industrial School/Burney-Harris High School, 1913-1970

This dissertation tells the local history of one of Georgia’s earliest all-black accredited high schools, Athens High and Industrial School/Burney-Harris High School (AHIS/BHHS), in an attempt to add to the collective history of the all-black segregated school. The study investigated the Clarke County, Georgia school system, pre- and post- Brown, focusing on the uncovered themes within new research interpretations - the value within the segregated schools, networks among the all-black segregated schools, the costs and consequences of desegregation, and the displacement of black educators. Within the history of black education there is a recent effort to present alternative interpretations concerning the once stigmatized segregated school. Research now focuses on the value that was placed on black segregated schools by the local community, highlighting the schools’ strong leadership, caring teachers, academic curriculum and extra-curricular activities, and supportive community and parents. These factors were researched within AHIS/BHHS and found to have been substantial in assessing value to the school. Additionally, the study researched the involvement of H.T. Edwards, principal of AHIS/BHHS, within the national, state, and local networks determining that through its black principal, professional education associations, and professional development, AHIS/BHHS was a part of a system of networks among black schools. Reflecting the larger research indicating a loss within the black community upon desegregation, my study demonstrated this loss within the black community of Athens as a result of the closing of AHIS/BHHS and the displacement of its educators. The study employed historical methods such as archival data and oral histories.

The illusion of peace: the fate of the Baltic Displaced Persons, 1945-1952

Following the end of World War II, the Allied forces faced an immediate large- scale refugee crisis in Europe. Efforts focused on returning the millions of refugees to their homes as quickly as possible. Though the majority did return home, nearly a million refugees from Soviet-controlled Eastern Europe refused to do so. Reclassified as Displaced Persons (DPs) and placed in holding camps by the Occupational Authorities, these refugees demanded that Allied leaders give them the chance to immigrate and resettle elsewhere. Immigration historians of this period have focused mainly on the experiences of the Jewish refugees during the Holocaust and the establishment of Israel. Other studies depict the chaos in Germany immediately following the war, describing the DPs as an unstable factor in an already unstable situation. While important, these works tend to overlook the fate of non-Jewish refugees who would not return to their homes. Additionally, these works overlook the many immigration and resettlement schemes put in place to solve the DP situation and stabilize Europe, focusing instead on economic forces and growing Cold War tensions. This thesis looks at the experiences of the Baltic DPs, those from Latvia, Lithuania, and Estonia. Beginning with a brief history of the three countries and their people’s experiences during the war, this study also looks at their lives in the DP camps and explores their reasons for not returning home. It also recounts the Allies’ decision to promote resettlement rather than repatriation as the solution to the refugee problem by focusing on the immigration programs of the four main recipient countries, Britain, the United States, Canada, and Australia. This thesis argues that the majority of the Baltic DPs came from educated, middle class backgrounds and as such, they were widely sought after by the recipient countries as the most suitable for immigration. A final argument is that disagreements over their fate between the United States, England, and the Soviet Union, fueled the Cold War.

This thesis is intended to demonstrate the existence of a vibrant cultural and literary life among the survivors of the Holocaust during their time as Displaced Persons (DPs) in Germany, Austria and Italy. It delineates their historical background, presents theoretical problems with which they may have been confronted, and explains the lack of previous academic research into their creative production. It then analyzes three representative literary journals from the period 1946 to 1949, when the DP population was at its peak: In Gang: khoydesh-zhurnal far literatur un kunst / khoydesh-zhurnal far literatur, kultur un gezelshaftlekhe problemen (In Progress: Monthly Journal of Literature and Art / Monthly Journal of Literature, Culture and Societal Problems), published in Rome between March 1947 and February 1949; Fun letstn khurbn: tsaytshrift far geshikhte fun yidishn lebn beysn natsi-rezhim (From the Last Extermination: Journal for the History of the Jewish People During the Nazi Regime), published in Munich between August 1946 and December 1948; and Shriftn far literatur, kunst un gezelshaftlekhe fragn (Writings for Literature, Art and Societal Questions), published in Kassel, Germany in January 1948. These journals were chosen because their editorial material reflected strong commitments to dealing with the political and especially the cultural issues of the day. These included the on-going examination of the possibility of Jewish cultural continuity, the drive for a Jewish state, and the attempt to come to terms with the immensity and horrors of the Holocaust. The thesis also includes an annotated bibliography of the contents of these three journals which is intended to improve their accessibility for future study.

Georgia's structurally unemployed workers: do state job training programs help?

Manufacturing employment in Georgia has declined as thousands of jobs have been lost to foreign suppliers and improvements in productivity. Changes in the state s industrial structure have created mismatches between worker capabilities and the skills required to work in a new field. The transition from a manufacturing to a services economy has strained the ability of many in the state s workforce to acquire to the new job skills demanded by employers. In order to regain employment and maintain former wage levels, structurally unemployed workers need new skills to work new jobs. Unemployed workers sometimes turn to workforce development system (WDS) programs to upgrade skills and provide access to better employment. The purpose of WDS job training services is to facilitate the transition from job loss to stable re-employment. Which job training strategies work or do not work and or for which demographic groups was the focus of this research. The fundamental question posed by this research was, "Can job training help alleviate the adverse wage impacts and time spent in prolonged job search resulting from structural unemployment in Georgia, and if so, which programs work better?" Answering this question requires that structurally unemployed workers in Georgia be assessed with respect to industry, demographics, geography, and Georgia Department of Labor training program exposure as explanatory factors for post-training wage and job search time differentials, both direct indicators of program efficacy to workers. Multivariate regression techniques were used to estimate the impacts of GDOL job training services on workers exiting the state's structurally declining industries and reentering new employment. Among the findings of this research were that: job training was often associated with lower worker wages once re-employed and longer times spent in job search; compared to short-term unemployed workers from declining industries, the long-term unemployed experienced significantly larger adverse wage effects and longer job search times; job training services were found to be most beneficial to workers leaving less-skilled industries and less beneficial to unemployed leaving higher-skilled industries such as manufacturing; and informational job training services were determined to be more cost-effective than occupational skills training.

This thesis seeks to better conceptualise how and why there is an absence of international protection for ???environmental refugees???, and to place these findings in the critical geopolitics literature. A poststructuralist framework, drawing on Foucault???s ideas of discourse, subjectivity, power and governance, was deemed most appropriate for this thesis, and provided a means of differentiation from previous literature on ???environmental refugees???. This thesis develops a genealogy of the subject category of ???environmental refugees??? since the 1970s, to better understand how the United Nations, Inter-Governmental Organisations (IGOs), Non-Governmental Organisations (NGOs) and the media have constructed environmental issues and refugees in texts. Fieldwork undertaken in 2004 enabled me to conduct 45 semistructured interviews with United Nations diplomats and representatives from IGOs and NGOs. Critical scrutiny of these interview texts revealed the constructions of ???environmental refugees??? as various subject identities, particularly in relation to climate change. Pacific ambassadors to the United Nations were also interviewed in 2004 to explore how they negotiated discourses on climate change and ???environmental refugees???, and attempted to articulate their concerns at the United Nations. This thesis contends that an absence of policy at the United Nations to protect ???environmental refugees??? has been produced by a combination of discursive and institutional politics. Unequal power structures at the United Nations have limited the capacity of small island states to lobby and articulate concerns, while subject categories of ???environmental refugees??? have been constructed in ways that alter the terms of debate, evade legal response, or deflect blame away from the perpetrators of environmental damage. Reasons for this policy absence have been the shifting attitudes towards environmental issues and the role of multilateral political institutions. The overall contribution of this thesis is to critical geopolitics, through its examination of the role of multilateralism, representations of environmental issues causing population displacement, and how and why policy absences are created within multilateral institutions such as the United Nations.
