Access to and use of library electronic resources at the National Open University of NigeriaOpeyemi, Oluwaseun Babarotimi January 2018 (has links)
The aim of this study was to investigate the extent of access to and use of library electronic resources and their implications on remote users at the National Open University of Nigeria. Specific objectives were formulated to: find out the different types of electronic resources available in the NOUN Library; investigate academic staffs’ and students’ level of awareness of electronic resources available in the NOUN library; explore the various types of electronic resources used by academic staffs and students of NOUN; find out how academic staffs and students access and use electronic resources in NOUN library; analyze the policies that enable access to and use of electronic resources by academic staffs and students at NOUN; find out the perceptions and attitudes of academic staffs and students toward the electronic resources available in the NOUN library; and identify the challenges associated with access to and use of electronic resources by the academic staffs and students of NOUN.
The study adopted a quantitative research approach and survey research method was employed. The study targeted 1,680 population samples of which include 1,513 Students, 140 Academic staffs, and 27 Academic Librarians. Probability (Stratified random and systematic) sampling and nonprobability (purposive) sampling methods were adopted. Two sample frames were used: Students - classified into subgroups (Level) in each selected study centers and Academic staff - classified into subgroups (academic staff/academic librarian). Online (Google form) self-administered closed-ended questionnaire was sent to participants’ email. Data collected were analyzed through Statistical Package for the Social Sciences (SPSS).
This finding revealed that electronic journals and electronic books are readily available in the NOUN library. Academic staff most likely, interact with the library staff or visit the library to be aware of library electronic resources, however, the students struggled to be aware through personal efforts. NOUN library creates awareness through the email and notice boards. The academic staff and students access and use the library electronic resources for various multidimensional purposes, however, there is a low patronage of these electronic resources by academic staff and students as less than 40% of academic staff and students access and use the library electronic resources. Electricity outage, low internet connectivity speed and high cost of access to internet were presented as challenges encountered while accessing and using electronic resources. Recommendations: the library management should develop awareness programmes that is appropriate for an ODL university community through the use of modern communication tools, and emphasy should be on the use of electronic resources in the university curriculum. / Information Science

The study analyses South African law as it relates to the privacy of employees during the processing of their personal information in the workplace.This is examined within the parameters of the constitutional and legislative framework with due regard to the common-law right to privacy. The legal issues are examined from a South African context and is compared with data protection laws and regulations of the United Kingdom. Owner companies should consider all elements of Document Management during a project’s life cycle, identify shortcomings and address them successfully to ensure successful completion of projects and ultimately to also ensure legal compliance as stipulated by contractual agreements. Proper governance during the execution of projects involves, amongst others, the establishment of structures and processes, with appropriate checks and balances built into these structures and processes, to enable all stakeholders to be in a position to have access to relevant documentation. Executing projects makes a huge demand on the flow and management of project related documentation through the different phases of these projects. The research, as documented in this dissertation, investigates and evaluates whether Sasol Technology, as the project execution agent for the Sasol Business Units, has efficient governing Document Management processes and procedures in place to support the successful execution of capital projects. Sasol Technology uses a stage gate model, associated with project life cycles, as a systematic approach for the execution of capital projects. Document Management is a new business function that was established in 2008. Not all the functions involved in the life cycle of project execution are fully aligned with the central function managing documentation. There is thus a need for a fully integrated Document Management System, involving all the functions of Sasol which are involved during the different phases of project execution. The literature study analyses existing world best document management and records management practices and procedures and points out that meticulous and strict document and records management practices form the backbone of organisational authentic evidence compliance. The research design method that was chosen to authenticate the research question is an Exploratory Qualitative Approach, combined with a Descriptive Approach. Results are obtained from a combination of three methods. Published and available existing data of how documents are managed in Sasol was gathered and secondary findings are established. Focused and structured interviews were then conducted with experienced team members from the different functions involved in project execution and lastly, e-mail administrated questionnaires were developed and distributed to relevant project team members within Sasol Technology to assess the current system and to determine additional requirements for an enhanced Document Management System, specifically applicable to owner companies in the project execution environment.
Whereas the scrutiny of the secondary sources provides a background and the progress iii
made with regard to setting requirements for a standardised Document Management System for the execution of projects in the Sasol Technology and some of the other Sasol Business Units, the primary data findings indicate how the project team members perceive the existing Sasol Technology Document Management System to be. Key findings include, that documentation life cycle management is not fully developed and needs to be addressed in the Sasol Technology project execution environment. Furthermore, integration of the documentation management of the various departments, functions and structures in Sasol will enable better and improved management of project documentation. The specific output of this dissertation is the recommendation of an improved Document Management System to allow the different functions within Sasol Technology and some other Sasol Business Units to have access to an integrated system, included in it all relevant documentation requirements during the life cycle of projects. An exploration of the digitisation strategies of the liberation archives of the African National Congress in South AfricaNetshakhuma, Nkholedzeni Sidney 08 1900 (has links)
A number of digitization projects undertaken by archival organisations in Africa failed to realise their goals of ensuring preservation and access of records. This is partially due to the lack of strategies to move from analogue to digital records. Despite many guidelines, standards and software systems developed by national archives, coalitions, professional associations, research groups and commercial organisations, digital records are still a challenge to manage. This study explored the strategies adopted by the African National Congress (ANC) in digitizing its liberation archives with a view to capturing lessons learnt. Qualitative data were collected through interviews with purposively selected employees of the African National Congress, Multi Choice, Africa Media Online and Nelson Mandela Foundation who were involved in the repatriation and digitization project of the liberation archives. Interview data were augmented through document analysis and observation. The key findings revealed that the ANC established an archives management committee that played an important role in the repatriation and digitization of liberation archives. The committee utilized former liberation struggle members to identify records in various ANC missions in different countries. It was established that although the ANC was aware of where its records were abroad, not all its records were repatriated to South Africa after the unbanning of the liberation movements. Furthermore, the finding revealed that the ANC relied heavily on Multi Choice and Africa Media Online as its archivists were not trained in digitization. A number of lessons learnt with regard to digitization of liberations archives are captured. The study concludes by demonstrating the importance of having a strategy in digitizing archival holdings. It is recommended that this study should be extended to other liberation movements in eastern and southern Africa. / Information Science / M. Inf.

The importance of records management to the provision of healthcare services cannot be overemphasised. If medical records are not managed properly, this might result in the provision of poor healthcare services. This is because usually if medical records are not properly managed, the healthcare institutions attain inaccurate, untimely, incomplete and unauthentic records or the records fade completely. Records that are not managed properly are easily lost, modified, altered, misfiled and/or damaged, which results in a struggle to locate them and, eventually, much time is lost. Records of this kind may not support healthcare service providers properly in decision-making, problem-solving, monitoring and evaluation of service for continuous service improvement. This study utilised the five elements of trusted records management (records management governance practice, staff capacity and competencies, recordkeeping system and technology, and records archival processes) to investigate the development of a framework to embed medical records management into the healthcare service delivery practice for effective records management practice. The study predominantly utilised a quantitative approach with some support from a limited scope of qualitative data to augment numeric data. The data was collected using the four different techniques, namely questionnaire, interview, observation and system/documents analysis. The study revealed that the mode of medical record management was not effectively enabling the institution to manage medical records properly due to lack of integrated medical records management framework into the healthcare business process. The medical records management technology also lacked file tracking system, records backup, and audit trail which compromise records safety and security. The study recommended supply of the necessary resources, with a framework that the healthcare institutions may adopt to embed medical records management into the healthcare service delivery. ECM may also be implemented to incorporate electronic records management systems, information management, web content and other add-ons to support the records management framework in ensuring effective discharge of all records management functional requirements on the healthcare business process. A further study was recommended about the development of an online outpatient consultation system and medical records access to avoid patient long turnaround time for service. / Information Science / D. Crime has been around since the beginning of time. In an evolving society, and the methodology of crime also changes. The methodology of combating and preventing crime should aim to match the speed at which crime occurs. Criminal procedure deals with the powers of the police to investigate crimes.1 The Criminal Procedure Act 51 of 1977 (CPA) contains the principles of search and seizure in chapter 2. The promulgation of the CPA was during a period where the computer was a new phenomenon. At this time, it was inconceivable that technology would ever advance and become so ubiquitous, to the point that technology would infiltrate every aspect of our lives, and laws. There has since been many developments in our law, especially a new Constitutional dispensation.2 There have been developments and technological advancements that have had a direct and indirect bearing on the CPA. People use technology to communicate, transact, and unfortunately, to commit crime. These developments require there to be amendments in the CPA. There has been no specific amendments relating to search and seizure which are of significance in addressing technological advances. Digital curation of records in the cloud to support e-government services in South AfricaShibambu, Badimuni Amos 05 January 2021 (has links)
Many scholars lament of poor infrastructure to manage and preserve digital records
within the public sector in South Africa to support electronic government (egovernment).
For example, in South Africa, the national archives’ repository and its
subsidiary provincial archives do not have infrastructure to ingest digital records into
archival custody. As a result, digital records are left to the creating agencies to manage
and preserve. The problem is compounded by the fact that very few public sector
organisations in South Africa have procured systems to manage digital records.
Therefore, a question is how are digital records managed and stored in these
organisations to support e-government? Do public organisations entrust their records to
the cloud as an alternative storage given the fact that both physical and virtual storages
are a problem? If they do, how do they ensure accessibility, governance, security and
long-term preservation of records in the cloud? Utilising the Digital Curation Centre
(DCC) Lifecycle Model as a guiding framework, this qualitative study sought to
explore digital curation of records in the cloud to support e-government services in
South Africa with the view to propose a framework that would guide the public sector
to migrate records to the cloud storage. Semi-structured interviews were employed to
collect data from the purposively selected Chief Information Officers in the national
government departments that have implemented some of the electronic services such
as the Department of Arts and Culture, Department of Home Affairs, Department of
Higher Education and Training and the Department of Basic Education.
Furthermore, the National Archives and Records Services of South Africa was also
chosen as it is charged with the statutory regulatory role of records management in
governmental bodies. So is the State Information Technology Agency (SITA), a public
sector ICT company established in 1999 to consolidate and coordinate the state’s
information technology resources in order to achieve cost savings through scale,
increase delivery capabilities and enhance interoperability. Interview data were
augmented through document analysis of legislation and policies pertaining to data
storage. Data were analysed thematically and interpreted in accordance with the
objectives of the study. The key finding suggests that although public servants
informally and unconsciously put some records in the clouds, government departments in South Africa are sceptical to entrust their records to the cloud due to a number of
reasons, such as lack of policy and legislative framework, lack of trust to the cloud
storage, jurisdiction, legal implications, privacy, ownership and security risks. This
study recommends that given the evolution of technology, the government should
regulate cloud storage through policy and legislative promulgation, as well as
developing a government-owned cloud managed through SITA in order for all
government departments to use it. This study suggests a framework to migrate paperbased

Discovering Implant Terms in Medical RecordsJerdhaf, Oskar January 2021 (has links)
Implant terms are terms like "pacemaker" which indicate the presence of artifacts in the body of a human. These implant terms are key to determining if a patient can safely undergo Magnetic Resonance Imaging (MRI). However, to identify these terms in medical records is time-consuming, laborious and expensive, but necessary for taking the correct precautions before an MRI scan. Automating this process is of great interest to radiologists as it ideally saves time, prevents mistakes and as a result saves lives. The electronic medical records (EMR) contain the documented medical history of a patient, including any implants or objects that an individual would have inside their body. Information about such objects and implants are of great interest when determining if and how a patient can be scanned using MRI. This information is unfortunately not easily extracted through automatic means. Due to their sparse presence and the unusual structure of medical records compared to most written text, makes it very difficult to automate using simple means. By leveraging the recent advancements in Artificial Intelligence (AI), this thesis explores the ability to identify and extract such terms automatically in Swedish EMRs. For the task of identifying implant terms in medical records a generally trained Swedish Bidirectional Encoder Representations from Transformers (BERT) model is used, which is then fine-tuned on Swedish medical records. Using this model a variety of approaches are explored two of which will be covered in this thesis. Using this model a variety of approaches are explored, namely BERT-KDTree, BERT-BallTree, Cosine Brute Force and unsupervised NER. The results show that BERT-KDTree and BERT-BallTree are the most rewarding methods. Results from both methods have been evaluated by domain experts and appear promising for such an early stage, given the difficulty of the task. The evaluation of BERT-BallTree shows that multiple methods of extraction may be preferable as they provide different but still useful terms. Cosine brute force is deemed to be an unrealistic approach due to computational and memory requirements. The NER approach was deemed too impractical and laborious to justify for this study, yet is potentially useful if not more suitable given a different set of conditions and goals. While there is much to be explored and improved, these experiments are a clear indication that automatic identification of implant terms is possible, as a large number of implant terms were successfully discovered using automated means.
