Politika zaměstnanosti v okrese Pardubice v letech 2006-2011 / Employment Policy in the District of Pardubice in the Years 2006-2011

The thesis is focused on the importance of employment policy and its application in the district of Pardubice. The theoretical part of the thesis deals with general problems in the specification of the labor market and unemployment. Concurrently, the thesis is concerned with the characteristics of employment policy in the Czech Republic and European Union. The thesis contributes through its complete overview of the formation and importance of employment policy, depending on the specific conditions of the regional labor market. The main goal of this thesis is to confirm or exclude the presumption, as to whether employment policy measures in the district of Pardubice are effective, in terms of reducing unemployment, maintaining a dynamic equilibrium in the labor market, and supporting the efficient use of labor. In the practical part of the thesis the basic characteristic of the district of Pardubice are discussed, followed by an analysis of the local labor market in the years 2006 - 2011. In the conclusion, the paper presents an evaluation of the development of employment, or rather unemployment, dependent on the implementation and expenditure of the active employment policy and how these polices could help to increase employment in this district.

The goal of my diploma thesis is to analyze retraining as an effective way of fighting the unemployment. Retraining is one of the most common means of pro-active employment policy. In my research I have focused on the efficiency of retraining and long-term enhancement for the retrained individuals. The research has been conducted on a chosen fragment of those, who participated in educational project, which was carried out in 2006 - 2008. Based on personal questioning and questioners, too, I have come to the conclusion on long-term enhancement of retraining projects and set up recommendation to make the retraining courses more effective. The expansion of higher education and changes in the labour markets seem to have reached a point where training for an M.Ed is affected by a number of issues traditionally raised in the context of graduate employment and work. Growing emphasis is placed on general skills and flexibility, which is briefly mentioned in this report. Labour market theory, human capital development, social capital and career development are explored in detail. Management is no longer perceived in terms of maintaining the business machine but is evolving into a motivator and leader of staff, an inspirational entity that is quintessential to the retention of highly qualified staff . This has resulted in the language of business changing, thus the „efficient company‟ has become a „learning organisation‟ (Germishuys, 2006). Therefore it is of great interest to actually conduct a case study of 11 M.Ed. graduates to track their career trajectories to see where this prestigious qualification has taken them. The researcher traces a general group of M.Ed graduates from the class of 1999 from the University of the Witwatersrand (Wits). The main idea of this study is to ascertain exactly what it is that the sample M.Ed graduates have accomplished in their professional lives. It was found that the colour of one‟s skin, background, contextual factors, opportunities, social networking and career aspirations have played a pivotal role in the career progression of the M.Ed. graduates.

The thesis describes tools of employment policy, which influences the target group of people. The practical goal of the thesis is to conduct qualitative survey inside the user group of streetwork programme for children and young adults in the Cerny Most area. The users of the programme are target group in the thesis. The main purpose of the survey is to find out, what are the experiences of the users with jobs searching and with specific active tools of employment policy. The results of survey are analyzed and conclusions with recommendations are made. This diploma thesis entitled ?Educate yourselves!? Project and Its Implementation in order to sustain employment within the district of České Budějovice in times of economic crises emphases initially basic terms regarding the public employment policy thanks to which the given project could proceed. The second part of the thesis describes the complete overview of the individual project ? Educate Yourselves!?; i.e. assigned conditions and organisation of the project. Statistics demonstrate the results arising from the process, not only in the Czech Republic, but also in the district of České Budějovice enabling thus a closer look at the area. Consequently, it reflects the current state of civil society which took part in the aforementioned project. Necessary information was collected from the people participating in the project by means of questionnaire-based research and interview method. The main objective of the thesis is to survey the given project entitled ?Educate Yourselves!? in the district of České Budějovice and to analyse its further use in a selected company. Based on theoretical findings and acquired data, the number of participating employees, required financial means and course duration and different types, including research fulfilment regarding the employees, could be identified ? i.e. the main contribution of the project and its assessment. The thesis provides satisfactory answers to all aforesaid issues.

The topic of the diploma thesis is "The evaluation of implementation the socially purposeful job's program in Prague". The thesis describes the public policy process including methods of evaluating public policies. Further, it elaborates active employment policy of Czech Republic, current form of the socially purposeful job's program, realization of this program and the arrangements for evaluating the programme efficiency and targeting. Evaluation of this program is just based on evaluation of efficiency and targeting which are also a research problem of the whole thesis. What is the efficiency and targeting of this program in Prague shows the findings, whether participants of this program remain on the labour market even after the end of the program, and whether the program really involves those unemployed for which it is targeted. These informations have been found from the results of the questionnaires which were filled by labour office employees who participated in this programme and from semi- structured interviews with employees of labour office managing this program and with employers who are benetifing from this program. Furthermore, the research shows problems in the realization of this program, their causes, consequences and the overall impacts of the program on society.

Résumé This thesis focuses on the implementation of the active employment policy in the Czech Republic and the Federal Republic of Germany and in particular its use of a time when the labour market is negatively affected by the effects of the economic recession. Financial support provided to employers to create or maintain jobs proved to be crucial, confirming the model used in the Federal Republic of Germany. The analysis of tre nds in the labour market shows increasing importance of implementing active employment policy, which both lead to job creation, but the activation of unemployed persons. The findings of this thesis stems can be applied throughout the Czech Republic. Some m easures to increase employment can be implemented without significant interference, in a change in methodology, but some must be implemented on the basis of political acceptability.
