This dissertation focuses on cross-border cooperation and Euroregion Šumava. The euroregion was founded on the basiss of trilateral agreement of The Czech Republic, Austria and The Free State of Bavaria in 1993. The main aim of my work is to elaborate on the development of cross-border cooperation focusing on Euroregion Šumava, and also provide evaluation of the cooperation between the Euroregion and the Administration of the Šumava National Park and Reserve.

Cross-border cooperation is an important instrument of European integration. The thesis deals with cross-border cooperation within euroregions, more precisely in the oldest Czech Euroregion Nisa. The objective of this thesis is to find asymmetries in the cooperation of the Czech part with the German and Polis hone, and how these asymmetries are reflected in realized projects. The thesis comes to a conclusion that the three parts of Euroregion Nisa are different when it comes to economic potential, and that the projects almost do not deal with the most pressing problems. Another conclusion is the existence of an asymmetry in cooperation, i.e. absence of common trilateral projects.

This thesis focuses on cross-border cooperation. To set the reader into context, its history and position within European Union is mentioned here. However, the main focus is set onto the cross-border cooperation in the Czech Republic, Czech-Slovak borderland is further analyzed in detail. Using socio-economic analysis of regions of Zlín and Trenčín, particular euroregion, White Carpathian Mountains, is studied, whether socio-economical level is raised on both sides of the border as a result of this cross-border cooperation. SWOT analysis, which can point out possible directions of development of this region, is also part of this thesis. Questionnaire method is used in the conclusion of the thesis. This method has to reveal, whether this region was created on historical background, or whether it was formed more or less artificially in order to get funds.

Diploma thesis deals with city to city partnership. The aim of the thesis is to evaluate the impact of the projects based on city to city partnership. The theoretical part defines cross-border cooperation and town-twinning activities. The analytic part contains a case study of Krnov. In first part it focuses on evaluation of cross-border cooperation between the Czech Republic and Poland. In second part, there is a description and evaluation of town-twinning activities and projects. A questionnaire survey is used to evaluate the relationship between partner cities. The analysis of this survey outlines the main motives, benefits and barriers of town-twinning. Another factor influencing intensity of partnership has resulted beyond literary research.

The presented thesis is analyzing the cross-border co-operation between three units, the Czech-Polish-Slovak Euroregion Beskydy, the Czech-Slovak Bílé-Biele Karpaty and the Czech-Polish Euroregion Silesia. The object of the work is to point out the concrete factors influencing the collaboration in these Euroregions in 2004-2006 period. From the beginning of this date caught the countries, on whose territory particular structures are situated, as the lawful Member States of the European Union draw the financial aid from the Community Initiative INTERREG. An important part of this Initiative, INTERREG IIIA Programme, was in the Multiannual Financial Framework concerned designated to the support of the cross- border co-operation. The criteria are built on the base of the Theory of learning regions, according which the collaboration in cross-border structures is analysed: a milieu, from which the co-operation arised, a participation of the other subjects on the activities of the Euroregion and main areas of the co-operation and knowledge imparted. The priorities specified at the beggining of the partnership are envisaged with the intern setting of the Euroregion and with the projects truly realized in the period defined.

15 Jahre Euroregion Elbe/Labe: Chronik einer grenzüberschreitenden Zusammenarbeit

Nicht erst seit den letzten 15 Jahren bewegt die sächsisch-tschechische Grenze die an ihr lebende Gesellschaft und deren Lebensweise. Durch tief greifende Momente im letzten Jahrhundert hat sich das Bild der Zusammenarbeit sichtlich verändert. Folglich wurden in den letzten Jahrzehnten im gesamten deutschen Raum Organisationen gegründet, welche sich in der Aufgabe sehen, eine vordergründige Kontaktpflege zwischen nationalen Grenzräumen zu führen. Die folgende Chronik soll insbesondere den Werdegang der Euroregion Elbe/Labe als solch eine Interessengemeinschaft vorstellen. Mit ihrer Gründung 1992 hat sich die Gemeinschaft der Aufgabe gestellt, den sächlichen sowie böhmischen Raum kulturell, wirtschaftlich und sozial näher zusammenzubringen, die Menschen darauf einzustimmen und das Zusammenwachsen Europas zu unterstützen. Es kann durchaus die Aussage getroffen werden, dass es mit der Hilfe der Euroregion Elbe/Labe und nicht zuletzt der Bürger beider Seiten gelungen ist, aus dem ehemals „Schwarzen Dreieck“ (Sachsen/Tschechien/Polen) ein „Grünes Länderdreieck“ zu schaffen.

This thesis is concerned with the actors of cross-border cooperation in the Euroregion Silva Nortica. The aim is to analyze what kind of actors affect cross-border region Silva Nortica and are involved in cross-border cooperation in this area. Another aim is to determine key areas of cross-border cooperation with its specific features within the Euroregion Silva Nortica and evaluate the selected programmes on the Czech and Austrian side of the euroregion. The first programme is the Community Initiative Programme Interreg IIIA and Disposition Fund for the period 2004-2006 and the second programme is the European Territorial Cooperation Austria-Czech Republic and Small Projects Fund under this initiative for the period 2007-2013. The theoretical part deals with the phenomenon of the border, cross-border area and the establishment of Euroregions. The practical part consists of a survey and outcomes of structured interviews. Michaela Dvořáková ABSTRACT The primary aim of the Diploma Thesis is to introduce an interest association called euroregion, which is a relatively new form of cross-border cooperation. The core part of the paper is dedicated to Euroregion Neisse-Nisa-Nysa. This association is studied from different perspectives, which embrace its foundation, development, legal definition, organization structure, financing, institutional interests, purpose and mainly the issue of Small Project Fund. The practical part of the thesis is focused on the analysis of amount of finances, cooperating subjects and the number of realized projects in individual subsidy programmes, in which the Small Project Fund participated. The preference of Czech municipalities on small projects is supported with an analysis and closing questionnaire survey.

The diploma thesis deals with a case of cross-border cooperation in the European Union, namely the cross-border cooperation of health emergency services in the Šumava Euroregion. The research focuses mainly on how this cooperation has been arranged and how the European integration theory can be applied to this case study. The diploma thesis analyzes the role of different actors, what contracts were needed for the cross-border cooperation, how the negotiationof the project took place, where the initiative for this cross-border cooperation originated or what complications occurred. The topic of cross-border cooperation of health emergency services is a practical example of European integration and therefore it also includes the study of cross-border cooperation of regions in the European Union, the role of EU funds for regional development and last but not least the EU health policy. The thesis is based on the theory of European territorial integration, which is characterized by the disappearance of the border and suppression of the unilateral orientation of the state inland. Furthermore, there are related theories of regional development and new regionalism. It also works with the theory of shared sovereignty, which inevitably comes with deeper integration.
