Breaking down barriers: Euroregional cooporation of the Czech Republic

Cooperation between people of different nations has existed throughout Europe for centuries on an informal basis as borders have shifted and power has found its way into different hands. During the European integration process of the 1950s, this cooperation was formalized with the creation of the Euroregions, or cross-border regions. These regions were formed to promote common interests and cooperation to counteract barriers and benefit the people residing in the area. The Czech Republic is currently a member of 13 different Euroregions either exclusively or with multiple neighboring countries: Poland (7), Austria (3), Germany (4), and Slovakia (2). Of these 13 regions, four - Silva Nortica (Czech-Austrian, 2002), Bílé-Biele Karpaty (Czech-Slovak, 2000), Silesia (Czech-Polish, 1998), and Egrensis (Czech-German, 1993) - have been chosen to further evaluate how the creation of Euroregions has facilitated regional development. This thesis aims to analyze the level of regional development in the programming periods before and after the accession of the Czech Republic to the European Union in these four Euroregions through the application of the theory of learning regions. Euroregion Glacensis ? přeshraniční spolupráce na pomezí Čech, Moravy a Kladska

Tématem diplomové práce je ukázka česko-polské přeshraniční spolupráce na příkladu Euroregionu Glacensis. Ten již celou jednu dekádu úspěšné působí v mnoha oblastech přispívajících k rozvoji svého území. Jeho členové jsou úspěšnými uživateli nemalého množství grantových schémat vypisovaných institucemi na krajské, státní i evropské úrovni. Jako ukázka dotačního titulu je uvedena Iniciativa Společenství INTERREG III A a její opatření 2.2 ? Podpora iniciativ místních komunit (Fond mikroprojektů), kterou hojně aplikují členské obce Euroregionu Glacensis ve svých projektech. Je totiž primárně určena na neinvestiční projekty charakteru ?People-to-people? a tudíž ji lze chápat jako nejdůležitější finanční podporu využívanou k navazování a utužování kontaktů na obou stranách hranice.

Tato diplomová práce podává ucelený přehled o česko-polské přeshraniční spolupráci na příkladu Euroregionu Glacensis. Součástí práce je nezbytné teoretické vymezení euroregionů a dalších přeshraničních struktur, vymezení jejich cílů a principů fungování, legislativní úprava a institucionální zabezpečení. Cílem práce je potvrdit význam a přínos přeshraniční spolupráce v procesu evropské integrace a zhodnotit do jaké míry tyto aktivity naplňují cíle vymezené ve strategii rozvoje ERG. Použitím metody komparace jsou zhodnoceny a srovnány programy, jejichž podpora je pro realizaci těchto rozvojových aktivit nezbytná. Pozornost je věnována předvstupním fondům Phare CREDO a Phare CBC, Iniciativě Společenství INTERREG IIIA a Novému operačnímu programu. Prostřednictvím dotazníkového šetření je zhodnocena informovanost studentů o existenci a aktivitách ERG. Výsledky šetření ukazují rovněž na vztah respondentů k obcím, ve kterých žijí a na jejich vztah k Polské republice.

Die Broschüre gibt einen Überblick über die Ergebnisse des EU-Projektes TransGeoTherm. Im Projekt wurde ein grenzüberschreitendes 3D-Modell entwickelt, das den geologischen Untergrund der Neiße-Region darstellt. Mit dem 3D-Modell wurden geothermische Potenzialkarten berechnet. Damit steht erstmals für diese Region ein Hilfsmittel für die qualifizierte Planung geothermischer Anlagen zur Verfügung. Der Abschlussbericht richtet sich an Bürger, Unternehmen, Behörden und Institutionen, die sich mit der Erdwärmenutzung befassen.

Movilidad transfronteriza de trabajadores entre Galicia y el norte de Portugal / Cross-border mobility of workers between Galicia and north of Portugal

In this paper we deal with cross-border flows of people within the Euroregion Galicia-North of Portugal, paying particular attention to those led by workers. Based on data for daily mobility between the places of residence and work (commuters), it can be defined, within this territory, the so-called Polycentric Urban Regions (PUR) of Vigo and Porto. These regions should constitute significant referents of cross-border mobility, whose importance we begin to realize by estimating the movement of passengers across border crossings linking the south of Galicia and the north of Portugal. In this context, given the non-existence of official statistics, the reports prepared by the Eures Galicia/Região Norte office provide relevant information about the flow of cross-border workers in the area, which we have complemented by conducting two surveys directed, respectively, to involved workers and companies, and data from a recent study on labour mobility in the Euroregion. The evidence demonstrates the quantitative importance achieved in the territory analyzed by this interesting phenomenon of cross-border work and allows a description of its characteristics that shows the difficulties faced by the process of construction of a European labor market. / En este trabajo, nos ocupamos de los flujos transfronterizos de personas en el seno de la eurorregión Galicia-Norte de Portugal. En este marco, se prestará especial atención a aquellos protagonizados por trabajadores. Dentro del territorio analizado, se pueden definir —a partir de los datos relativos a la movilidad diaria casa-trabajo (commuters)— las denominadas regiones urbanas policéntricas (RUP) de Vigo y Porto. Estas deberían constituir referentes significativos de una movilidad transfronteriza, cuya importancia empezamos a calibrar estimando el movimiento de pasajeros en los pasos fronterizos que unen el sur de Galicia y el norte de Portugal. En este contexto, dada la inexistencia de estadísticas oficiales, los informes elaborados por la oficina Eures Galicia/Região Norte proporcionan información relevante sobre el flujo de trabajadores transfronterizos en la zona. Ello lo hemos complementado mediante dos elementos: la realización de sendas encuestas dirigidas respectivamente a trabajadores y empresas implicadas, y los datos proporcionados por un reciente estudio sobre la movilidad laboral en la eurorregión. La evidencia obtenida demuestra la importancia cuantitativa alcanzada en el territorio analizado por este interesante fenómeno del trabajo transfronterizo. Además, esta permite realizar una caracterización del mismo, que pone de manifiesto algunas dificultades a las que se enfrenta el proceso de construcción de un mercado de trabajo europeo.

The primary aim of this paper is to compare the issues of financial security of individual projects implemented under cross-border cooperation between the Czech Republic and the Free State of Saxony. The theoretical part is devoted to the characteristics of individual species of European cross-border cooperation, its history and individual Euroregions. The paper is focused on cross-border cooperation of the Czech Republic, historical development, characteristics of Euroregion and specifications of cross-border cooperation programs. The part of the theoretical part is devoted to issue of financial security projects in terms of the contracting authoritys legal personality. The application part of the thesis is responsible for several tested hypotheses. Basic research method represents a survey. The group of respondents is represented by participants selected cross-border cooperation. The survey includes subjective opinion of each participant to achieve a comprehensive insight into the studied problematic. Work brings valuable insight from the perspective of direct participants. It works with personal experience and thus offers a unique analysis of the factors that may affect the efficiency of cross-border cooperation significantly. The analysis shows that civic associations are increasingly faced with the complications of financial security and they are exposed to a higher financial costs in comparison with regions and villages. The policy of cross boarder cooperation is positively evaluated by participants. The survey also shows that despite negative personal experience with exchange differences the participants do not save themselves by any insurance.

The thesis examines the impact of euroregion Silva Nortica on cross-border cooperation and regional identity. Silva Nortica as the newest Czech euroregion is located in Czech-Austrian borderland. The situation in the euroregion is analyzed through quantitative and qualitative research to offer a complex view on the issue. In context of institutional framework conditions the questionnaire survey together with guided interviews with representatives of the euroregion was analyzed. The thesis also offers possible ways of future development of the euroregion. The results show a good potential among locals to build a cross-border community. However, on the institutional level there are many problematic factors as constrains in future development of cross-border cooperation in Czech-Austrian borderland. Cross-border cooperation (CBC) influenced the regional development of the border regions. CBC is very much supported by the European Union and its funding policy. Cooperation between border regions is considered as a key to the joined Europe. Since 1989 there is a special programme supporting CBC within the member states of EU. A new programme supporting cross-border cooperation between the member states and the candidates' countries "Phare CBC" was developed in 1993. This paper is focused on selected issues of cross border cooperation of Euroregion Šumava, Pilsner region and South Bohemian region. Euroregion Šumava was established in 1993. It is a voluntary association of cities, villages and other joined organizations intent on the cross border cooperation with similar association on Bavarian and Austrian site of border. These three associations established trilateral Euroregion Šumava{--}Bayericher Wald{--}Mühlviertel. Together they implement the principles of European regional policy. Cross border activities of Euroregion Šumava were analyzed on followed issues: 1. Euroregion budget and its development between 1998{--}2006 2. Projects supported by Small Projects Fund realized by Euroregion 3. Projects realized under the financial support of Small Projects Fund Phare CBC and Interreg IIIA (focusing on the projects´ holders, priority areas and districts) Pilsner and South Bohemian regions were established in 2001 as regional authorities. They provide national and regional service partly financed by their own resources (mainly tax income) and partly by grants received from central authorities. Together they constitute the cohesion region of NUTS 2 "Southwest". Pilsner and South Bohemian regions create joint regional development policy and strategic documents because of implementing Regional operational programme. So far CBC was not part of their common regional policy. Cross border activities are analysed on the projects realised under the Interreg IIIA programme, which was managed by the Secretary of Cohesion region. Special focus is put on the projects´ holders, priority areas and regional aspects. Results of analysis are summarized in graphs, tables and maps.
