Teachers union influence on alternative teacher certification policies: An event history diffusion analysis.

I examine the passage of alternative teacher certification policies in the states between 1975 and 2000 using event history analysis and supplementing the event history analysis with an ordinary least squares regression analysis of the strength of the alternative teacher certification policies. In order to test both teachers unions political strength external to state legislatures and teachers unions political strength internal to state legislatures, I use two variables to measure teachers union political strength. One variable measures the percentage of teachers in a state who work under union-negotiated contracts. The other variable measures the percentage of legislators in a state who list their non-legislative occupation as K-12 education. Control variables include teacher shortages, per pupil spending, legislative professionalism, divided government, democratic governor, percentage of minority students, change in percentage of minority students, an electoral threat index, and a time counter. Although the event history model results were inconclusive with respect to the teachers union political strength variables, the policy strength model results reveal that states with large percentages of teachers who work under union-negotiated contracts are more likely than other states to pass weak alternative teacher certification policies. This result supports the notion that teachers unions operate in the education policy-making arena.

The diffusion of norms in the international system

Why do states express support for norms that go against their underlying beliefs? Scholars of policy diffusion have identified four social mechanisms -- coercion, competition, emulation, and learning -- that can lead to the spread of a common practice, a norm, in the international system. I build a formal model of the four mechanisms and apply them to actual cases of norm diffusion. The formal models are anchored by three variables that capture fundamental aspects of international society: hierarchy, neighborhood, and identity. The four different diffusion mechanisms operate on these variables, creating distinct over-time trajectories. Three important dynamic patterns are compared across different model specifications: the shape of the adoption S-curve, the power distribution among expressers and non-expressers, and the degree of regional clustering. I find that the four mechanisms produce unique signatures under many conditions, but that changes to some parameters such as initial number of expressers can obscure the identification of the diffusion mechanism. In the first empirical chapter, I apply the framework to the diffusion of quotas for women's representation. I find that quotas are adopted by weak states, and that the likely source of inspiration for quota adoption are other weak states in the same neighborhood. The empirical pattern in terms of hierarchy, neighborhood, and identity point to competition as the mechanism that drove quota diffusion. Because competition is associated with norm internalization, this finding suggests that the world is really becoming more gender equal. In the second empirical chapter, I change substantive focus to the diffusion of human rights norms. Adoption of human rights treaties seems to be associated with worse human rights behavior, but why do states that ratify human rights treaties so often fail to uphold their obligations?. I find that the Convention Against Torture (CAT) treaty is adopted first by strong states in Europe, then to weaker states in a regionally-contingent pattern. This empirical pattern is most consistent with the emulation mechanism. This implies that the anti-torture norm is not associated with internalization, and solves the previously puzzling ratification-compliance paradox.

Accessing Organizational Resources and Pursuing Value Through International Promotional Alliances

Accessing and exploiting organizational resources plays an integral role in not only a firm’s propensity to achieve a competitive advantage, but also its mere survival in a competitive environment (Ulrich & Barney, 1984). One of the most common means of resource acquisition for both large administrative firms and smaller entrepreneurial enterprises is interorganizational alliances (Ireland, Hitt, & Vaidyanath, 2002). Utilizing the resource-based view of the firm within a strategic alliance framework, this dissertation examines a particular type of interorganizational exchange relationship permeating the marketing discipline. The promotional alliance is defined within this research as a strategic alliance based on resource exchange between a promoting enterprise and a firm seeking to fulfill promotion-based objectives through an ongoing collaboration with the enterprise. Each of the two sides of the promotional alliance relationship served as a focus for one of the two studies presented within this work. In the first study, a longitudinal survival model was employed to investigate the dependency of a promotional enterprise on external resource acquisition via alliances with promotion-seeking firms. Also at issue were the heterogeneity of resources accessed and the dynamics of the institutional forces regulating such alliances. Alliances with sponsoring firms offering financial and performance-based resources, as opposed to operational resources, were found to have a significant influence on the survival of sponsored enterprises. However, these dependencies were subject to changes in institutional support and the potential for diminishing returns. The second study approached promotional alliances from the perspective of the firms seeking promotion. Relying on the theory of efficient capital markets (Fama, 1970), an event study analysis was undertaken to determine the impact of internationally prominent promotional alliance announcements on the equity value of the sponsoring firms, which theoretically reflects investors’ expectations of future cash flows. Contrary to prior research, the initiation of these alliances demonstrated a negative impact on shareholder value. Several alliance, firm, and promoting partner characteristics were hypothesized to influence alliance outcomes to varying degrees within the cross-sectional sample of promotion-seeking firms. Surprisingly, only the magnitude of the sponsoring firm’s alliance investment and the nationality congruence within the alliance were influential in predicting investors’ reaction to such alliances. Each study was embedded within the institutional context of Formula One (F1) motor racing and focused on the promotional alliances involving corporate partners (sponsoring firms) and their affiliated racing teams. In this context, the racing teams acted as the promoting enterprises charged with providing the marketing platform to meet their sponsoring firms’ objectives. With annual races on four or more continents; a global television audience rivaled only by the Olympics’ opening ceremony, FIFA World Cup finals, and the NFL’s Super Bowl; direct competition between promoting teams; and sponsoring firms hailing from fifteen different nations and over twenty diverse industry sectors; F1 provided an ideal setting for the evaluation of interorganizational alliances’ impact on the survival of promoting enterprises and a promotion-seeking firm’s value implications. To compliment and strengthen the applied contribution of both studies, the analyzed results were subjected to a discussion with industry experts representing both sides of the promotional alliance relationship (Lane & Jacobson, 1995). Not only did this closing analysis reinforce the relevance of the research offered here, but it also presented a practitioner-focused examination of the industry challenges inherent in the theoretical tenets underlying such research.

Residential mobility in greater Johannesburg: patterns, associations and educational outcomes amongst children in the birth to twenty cohort

The United Nations has projected that Africa’s urban population will expand from fourth largest to becoming the second largest of the world’s regions by the year 2050. Patterns of migration and urbanisation have therefore been highlighted as significant focus areas for research and policy. Movement has the potential to result in improved living conditions and well-being, but may also reinforce inequalities and conditions of vulnerability. These consequences may pose particular risks in the case of children, and understanding the patterns, drivers and outcomes associated with child mobility is therefore critical. South Africa provides an important setting in which to explore child movements. The shift within the country from politically controlled migration to movement based on choice has resulted in high levels of mobility both to and within urban areas. Children have been shown to participate in such movements either independently or in conjunction with connected adults. However, there is currently little knowledge of the patterns and consequences of child residential mobility in South Africa, particularly within the urban environment. This PhD thesis attempts to address this research gap. Data from Birth to Twenty, a cohort of South African urban children living in Greater Johannesburg, was used to investigate three central research questions concerning residential mobility of cohort children over a 14 year period. Specifically, the thesis aimed to determine the frequencies and patterns of residential mobility observed over the first 14 years of the children’s lives, to examine the associations with mobility of children over a set of domains relating to the child, the child’s primary caregiver, and the child’s household and to assess the relationships between residential and school mobility and a set of educational outcomes. Routine data collected over the course of the Birth to Twenty study was supplemented with data from a Residential Move Questionnaire, administered to children’s primary caregivers in order to validate and provide additional information concerning the children’s residential movements over the time frame. The research objectives were achieved through the use of cross-sectional and longitudinal analysis techniques applied to these data. In particular, multilevel event-history analysis was used to model the children’s residential movements over time. Of the 3273 children enrolled into the cohort in 1990, two thirds of the children (64%) had moved home at least once by the time they reached 15 years of age. Nonetheless, a third of the children had never moved, indicating stability or a lack of opportunity for movement amongst this urban child population. Mobility was found to be more likely amongst children whose primary caregivers had no formal education and who lived in households with fewer assets and less access to services, suggesting that residential movement within this group of children was more common in the context of disadvantage. Extending these findings to an exploration of children’s educational outcomes revealed some unexpected results. The analyses provided evidence of a positive association between changes in residence and numeracy and literacy scores, and school mobility was found to be associated with grade repetition, however, a negligible relationship was found between residential mobility and school progression. In conclusion, mobility is associated with opportunities for some children in the cohort and challenges or hardships for others. However, even in the instance of movement connected to disadvantage, changes of residence did not prejudice children in terms of the educational outcomes investigated. This is suggestive of children’s possible resilience and adaptability in the face of change and highlights the potential for mobility to influence children’s lives positively. The findings concerning the relationship between mobility and child well-being run counter to trends observed in high-income countries and on that basis, the need for further research into dynamics associated with child mobility in other low- and middle-income country settings is highlighted. There is justification for monitoring child mobility in South Africa; mobility trends provide a valuable indicator of children’s living situations as well as the spatial and social changes occurring in the country more broadly. The Treatment Effect of the City Connects Intervention on Exiting Limited English Proficiency Status

Thesis advisor: Henry I. Braun / The City Connects intervention is motivated by the belief that out-of-school factors act as barriers to student thriving in cognitive and non-cognitive domains. It seeks to address these barriers first by identifying each student’s strengths and needs and then by providing a tailored set of prevention, intervention, and enrichment programs. Underlying the program is the assumption that provision of high-quality resources and individualized services will enable children to be cognitively, socio-emotionally, and physically prepared to thrive in school. This study’s purpose was to estimate the effects of the City Connects intervention on English learners’ (EL) likelihood of exiting Limited English Proficiency (LEP) status. ELs comprise a student subpopulation most at-risk to fail academically, and exposure to the program was hypothesized to improve their likelihood of exiting LEP status earlier than otherwise. A series of one- and two-level discrete-time event history analyses were conducted on the main analytic sample as well as two sub-samples. As participation in City Connects is at the school-level, school-level matching was used for sub-samples 1 and 2, and propensity score weights were applied at the student-level for all three samples. Additionally, hazard probabilities, survival probabilities, cumulative hazard rates, and median lifetimes were estimated. Lastly, a sensitivity analysis was conducted to examine whether effects were robust to unobserved selection bias. The results indicated that ELs participating in the City Connects intervention were significantly more likely to exit LEP status earlier than their peers in comparison schools. The median time in LEP status in City Connects schools was shorter and translated into a gain of at least one half of a year in grade in mainstream classes. Also, all the fitted models indicated that approximately 10 percent more City Connects students exited LEP status by the end of fifth grade than comparison students. Findings highlight the impact of the City Connects intervention, as ELs entering mainstream classes earlier could translate into important academic and non-academic gains, such as improved academic achievement and increased self-confidence. / Thesis (PhD) — Boston College, 2017. / Submitted to: Boston College.
