Previous issue date: 2017-06-19 / Conselho Nacional de Desenvolvimento Científico e Tecnológico / O Brasil vem enfrentando uma das maiores crises hídricas da história, decorrente tanto do longo período de estiagem que ainda se vivencia quanto do crescente uso deste importante recurso, haja vista o natural crescimento da população. Nesse sentido, surgiu, em 2002, o conceito de pegada hídrica por intermédio do pesquisador holandês Arjem Hoekstra, que estabelece procedimentos para se calcular o gasto de água na atividade humana. De modo similar às pegadas ecológica e de carbono, este cálculo tem como objetivo mensurar o gasto de água com base no consumo direto e indireto de um produto, processo ou atividade, sendo um importante indicador ambiental. Assim, este estudo teve como objetivo geral calcular a pegada hídrica total da 87a Semana do Fazendeiro, que foi realizada no Campus da Universidade Federal de Viçosa, em Viçosa, Minas Gerais, entre 17 a 23 de julho de 2016, por meio da leitura de hidrômetros, a que se denomina “água direta”, e do inventário de resíduos sólidos produzidos no evento, chamada de “água indireta”, com vistas a definir ações de redução e neutralização. A pegada hídrica total do evento foi de 42.155,32 m3 de água, com 1.620,32 m3 e 40.535,00 m3 correspondentes à pegada hídrica direta (4%) e indireta (96%), respectivamente. O público estimado para os sete dias do evento foi de 48.982 pessoas, o que gerou uma pegada hídrica total per capita de cerca de 0,86 m3 de água (860 litros), ou seja, 30 litros e 830 litros para a direta e a indireta, respectivamente. Portanto, ficou demonstrado que o maior consumo de água do evento se deu pela utilização de diferentes tipos de resíduos sólidos, entre eles restos orgânicos, plástico, vidro, metal, papel e papelão, os quais demandam grandes volumes deste vital líquido em seus processos fabris. No sentido de minimizar a água gasta em eventos futuros, foi proposta a troca de sistemas hidráulicos e o aproveitamento da água de chuva, entre outras possibilidades. Posteriormente, com base em literatura especializada, definiu-se que a pretendida neutralização deveria ser feita por meio do plantio de essências arbóreas nativas, haja vista a relação explícita dessa prática com o ciclo hidrológico. Para tanto, concluiu-se que seriam necessários 23,42 hectares para a neutralização da pegada hídrica total do evento. / Brazil has been facing one of the greatest water crises in history, due to both the estimation period and a living experience regarding the growing resource, given the natural growth of the population. In this sense, the concept of water footprint was created in 2002 by the Dutch researcher Arjem Hoekstra, who established procedures for calculating water expenditure in human activity. Similar to ecological and carbon footprints, this calculation aims to measure water consumption based on the direct and indirect consumption of a product, process or activity, while being an important environmental indicator. Thus, the general objective of this study was to calculate the total water footprint of the 87th Week of the Farmer, held on Campus of the Universidade Federal de Viçosa, in Viçosa, Minas Gerais, between July 17 and 23 of 2016, by reading Hydras, referred to as "direct water", and to inventory solid waste produced in the event, called "indirect water", with a view to a set of reduction and neutralization actions. The total water footprint of the event was 42,155.32 m3 of water, with 1,620,32 m3 and 40,535,00 m3 corresponding to the direct (4%) and indirect (96%) water footprint, respectively. The estimated audience for the seven days of the event was 48,982 people, which generated a total water footprint per capita of about 0.86 m3 of water (860 liters), that is, 30 liters and 830 liters for a direct and indirect, respectively. Thus, it was demonstrated that the largest water consumption of the event came from the different types of solid waste that generate large volumes including organic waste, plastic, glass, metal, paper and cardboard. In order to minimize water consumption on future events, it was proposed an exchange of hydraulic systems and use of rainwater, among other possibilities. Subsequently, based on specialized literature, it was defined that the intended neutralization should be performed by planting native tree essences, given the explicit relationship between practice and the hydrological cycle. Therefore, it was concluded that it would take 23.42 hectares to neutralize the total water footprint of the event.

Em finais do século XVIII, o Estado português patrocinou a publicação de manuais agrícolas que atravessaram o Atlântico rumo ao Brasil. Com uma linguagem didática, esses livros deveriam promover a instrução dos agricultores da colônia a fim de que estes melhorassem seus métodos de produção com os aportes de uma agricultura concebida como mais científica, baseada em princípios da filosofia natural das Luzes. Publicados entre 1798 e 1806 sob a responsabilidade do frei José Mariano da Conceição Veloso (1742-1811), os onze volumes que integram a coleção intitulada O Fazendeiro do Brasil resultam, precisamente, de uma política colonial ilustrada que concebia a agricultura como um dos pilares de sustentação do império ultramarino português. Esperava-se que esses livros contribuíssem para dinamizar a economia colonial através da promoção do seu aperfeiçoamento técnico, bem como de sua diversificação. Neste sentido, para além da expressão de uma esfera cultural e científica agitada pela Ilustração, esses manuais consistiam em instrumentos de interferência do Estado na realidade econômica do Brasil. O presente trabalho debruça-se sobre a obra O Fazendeiro do Brasil com o objetivo de contextualizar e evidenciar em alguma medida o sentido que a mesma possuía para a sua época. / At the end of the XVIII century, the Portuguese state sponsored the publication of manuals of agriculture that crossed the Atlantic Ocean towards Brazil. With a didactic language, the books were aimed to promote the colony farmers instruction in order to improve their methods of production with the contributions of a more scientific agriculture, based on the natural philosophy of the Enlightment. Published between 1798 and 1806 under the responsibility of Friar José Mariano da Conceição Veloso (1742-1811), the eleven volumes form the collection entitled O Fazendeiro do Brasil (The Farmer of Brazil). The books are precisely the result of an illustrated colonial policy, which conceived agriculture as one of the pillars of the Portuguese overseas empire. It was hoped that such books would contribute to boosting the colonial economy by promoting its technical improvement, as well as diversification. In this sense, beyond of being the expression of a cultural and scientific sphere agitated by the Enlightment, these manuals consisted of States instruments for interference in the economic reality of Brazil. The present work treats of the collection O Fazendeiro do Brasil in order to contextualize and to evidence in some extent the sense that it possessed for its epoch.

Previous issue date: 2011-08-15 / This essay presents in its first chapter the concepts of images and symbols. In the
second chapter, it deals with Gaston Bachelard s theories applied to examples from
the poems of Fazendeiro do Ar, written by Carlos Drummond de Andrade. The
metaphors are studied in the third chapter. They are based in Susanne Langer s
theories and are also applied to examples from the poems of the same masterpiece.
In its fourth chapter the conclusion is a deeper study of images, symbols and
metaphors of two poems, namely Estrada and Elegia . / Esta dissertação apresenta, em seu primeiro capítulo, os conceitos de imagens e
símbolos. No segundo, as teorias de Bachelard, aplicando-as a exemplos extraídos
da obra poética Fazendeiro do Ar, de Carlos Drummond de Andrade. As metáforas
são tratadas no terceiro capítulo. Orientam-se pelas teorias de Susanne Langer e
também são aplicadas a exemplos extraídos da mesma obra poética. No quarto
capítulo, conclui-se o trabalho, com uma análise mais aprofundada de imagens,
símbolos e metáforas de dois poemas, Estrada e Elegia .

Previous issue date: 2007 / A área de influência da rodovia Santarém-Cuiabá, na Amazônia brasileira, desde a
década de 1970 vem sofrendo um processo de ocupação desordenada e avanço
ilegal sobre os estoques naturais da região. Neste século, setores econômicos
ligados à agricultura, pecuária e madeira passaram a fazer pressão sobre o governo
federal para que fosse asfaltada grande parte da rodovia, o que permitiria novos
fluxos econômicos e acesso mais lucrativo da produção ao mercado, inclusive o
internacional. A essas pressões somaram-se outros problemas: crescente
desmatamento, intensos conflitos fundiários, práticas econômicas ilegais, ineficácia
do Estado. Diante desse quadro, o governo federal elaborou o Plano BR-163
Sustentável, entre 2004 e 2005, como experiência piloto de uma política de
desenvolvimento da região, consolidada no Plano Amazônia Sustentável. Entre os
objetivos daquele Plano, encontram-se o desenvolvimento sustentável, a redução das
desigualdades sociais e um novo modelo de gestão democrática e integrada de
políticas públicas. A pesquisa busca compreender, a partir do oeste do Estado do
Pará, de que modo se inter-relacionam as dinâmicas de atores sociais importantes,
após as primeiras medidas decorrentes do Plano. Os atores inseridos na pesquisa
foram representações ligadas ao Estado, nos três níveis de gestão, madeireiros,
fazendeiros e trabalhadores rurais. A análise parte dos discursos desses atores para
avaliar se o governo federal conseguiu institucionalizar os conflitos e obter
reconhecimento político externo. Os resultados obtidos confirmam a hipótese de que
as condições para o sucesso das medidas ainda não estão dadas, em função de
problemas estruturais do Estado, da falta de coesão política em torno dos objetivos
do Plano, entre as próprias instituições federais, e também da ausência de novos
mecanismos institucionais de gestão que apontem para a mediação dos conflitos e
indiquem adesão às novas medidas. O débil capital político do governo federal, no
campo de acirradas disputas, ainda constitui empecilho à redução das graves
desigualdades sociais e ao retorno à legalidade, que deve se impor não apenas pela
força das leis, mas, principalmente, pela legitimidade de novas dinâmicas e do próprio
Estado. / The influence area of the Santarém-Cuiabá road, in the Brazilian Amazon, since the
seventies has been going through a disorganized process of occupation and illegal
violation of the natural reserves in the region. In this century, economically active
groups dealing with agriculture, animal husbandry and wood exploitation started
pushing federal government into asphalt paving great extension of the road, with the
perspective of encouraging new economic flux and more profitable access of the
products to the consumer markets, including international destinations. To this
troublesome demand, other problems were added: increasing deforestation, intense
conflict for land, illegal economic activities, ineffectiveness of the State. Considering
this situation, the federal government elaborated the Sustainable BR-163 Plan,
between 2004 and 2005, as experimental application of a policy for the development
of the area, consolidated in the Sustainable Amazon Plan. Among the purposes of
that plan, are the sustainable development, the reduction of social inequality, and a
new model of democratic management and integration of public policies. This
research is to understand, starting from western Pará, in which way are interrelated
the dynamic of important social actors, after the first interventions according to the
Plan. The actors included in this research were State representatives, in the three
levels of management, wood executives, farmers, and rural workers. The analysis is
based on what the actors say in order to evaluate if the federal government reached
the purpose of bringing the conflicts into an institutional environment and getting
external political recognition. The results obtained confirm the hypothesis that the
conditions for the success of the measures are still not given, as consequence of
organizational problems of the State, lack of political cohesion among the purposes
of the Plan and among the federal institutions, and also lack of new institutional
procedures of management to help managing the conflicts and to make more
probable the compliance with the new measures. The weak political power of the
federal government, in the field of intense disputation, is still a barrier for the
reduction of severe social inequality for the legal recovery, which is important not
only because of the law enforcement, but mainly to legitimate the new dynamic and
the State itself.
