An assessment of the extent of empowerment through community participation : a Kwazulu-Natal rural development comparison

Thesis (PhD)--Stellenbosch University, 2001. / ENGLISH ABSTRACT: The aim of this study was to assess the extent of the relevance and success of the empowerment model in facilitating and promoting rural development in South Africa. The assumption was that through active participation communities are able to gain control over their lives and are empowered to promote development successfully. In undertaking this study, the researcher initially reviewed literature on rural development, and thereafter presented and discussed various development methodologies used for realising community development, participation and empowerment. Three case studies selected for an indepth study were distinguishable as follows: the first case that could be regarded as "finished and unsuccessful", the second one that could be classified as "finished and successful", and the third one that could be labelled as "new and ongoing" with respect to rural development projects in the respective communities. A comparative analysis of the three case studies was undertaken with the purpose of establishing the "success" and "failure" in the projects designed to enhance community development and participation. The study shows quite clearly that development projects do not operate in a vacuum but are components of national, social and economic development policies, strategies and programmes for which governments often bear some degree of final responsibility. The success of development projects depends to a large extent on a number of issues, of which community participation and empowerment are the most important. Unless the community actively identifies itself with the project or at the least is involved from day one, in the decisionmaking process of the proposed project, it will be very difficult, if not impossible to achieve the project's developmental objectives. On the basis of the empirical findings, it was revealed that the prerequisites for a successful community development project depend on: a) the encouragement of active involvement, community participation and empowerment of communities for the purpose of enabling them to meet their needs, problems and aspirations; b) the completion in full of the cycle of the development methodology; c) the identification and handling of obstacles in the development cycle as the project unfolds to successful completion; d) the promotion of a facilitative role with regard to capacity building and skills transfer by development personnel; and e) the development of capacity for communities to take control over events influencing their lives (e.g. knowledge, skills, information, networks and support structures to mention a few). In conclusion, it is stressed that the development of people as individuals and as collective groups was central to community development. In doing so, a shift which placed heavy emphasis on resource management and service delivery to capacity building and skills transfer has to take place in order to promote development and social change, making communities progressively minded, desirous of improving their living conditions and capable of doing so through adopting a co-operative way of life for promoting group interests of the community as a whole. From the lessons learned in this study it was shown that the process of rural development can be promoted in a successful manner through the empowerment model which stresses community involvement and participation. / AFRIKAANSE OPSOMMING: Die doel van hierdie navorsingsprojek was om vas te stel wat die omvang van toepaslikheid en sukses van die bemagtigingsmodel is, in die fasilitering en bevordering van plattelandse ontwikkeling in Suid-Afrika. Die veronderstelling was dat deur aktiewe deelname gemeenskappe in staat sal wees om beheer oor hulle lewe te verkry, en bemagtig sal wees om ontwikkeling suksesvol te promoveer. Met die aanvang van die navorsing, het die navorser eerstens relevante literatuur oor die plattelandse ontwikkeling nagegaan en daarna is verskeie ontwikkelingsmetodes (nasionaal en internasionaal), wat gebruik word vir die realisering van gemeenskapsontwikkeling, betrokkenheid en bemagtiging, aangebied en bespreek. Die drie gevallestudies wat gekies is vir die indiepte ondersoek, word as volg onderskei: die eerste geval kan beskou word as "voltooid en onsuksesvol", die tweede een kan geklassifiseer word as "voltooid en suksesvol", en die derde een kan beskou word as "nuut en in proses" met verwysing na plattelandse ontwikkelingsprojekte in onderskeie gemeenskappe. 'n Vergelykende analise van bogenoemde gevallestudies is onderneem met die doelom die sukses en mislukking van projekte wat ontwerp is om die gemeenskapsontwikkeling en deelname vas te stel. Dit is gevind dat ontwikkelingsprojekte nie in 'n lugleegte geskied nie, maar komponente is van nasionale, sosiale en ekonomiese ontwikkelingsbeleid, strategiee en programme waarvoor die regering meestal 'n mate van finale verantwoordelikheid dra. Die sukses van ontwikkelingsprojekte hang tot 'n groot mate af van 'n aantal kwessies, waarvan gemeenskapsbetrokkenheid en bemagtiging waarskynlik die belangrikste is, tensy die gemeenskap aktief identifiseer met die projek, of ten minste betrokke is van die begin af in die besluitnemingsproses van die betrokke projek, sal dit baie moeilik indien nie onmoontlik, wees om die projek se ontwikkelingstellings te bereik. Die literatuuroorsig het getoon dat die gebruik van ingevoerde westerse norme, standaarde, ontwerpe, regulasies, ens. In die fasilitering van gemeenskapsontwikkeling, in die besonder in plattelandse gebiede, dikwels tot gevolg het dat die projek vervreemding by die plaaslike omgewing veroorsaak. Vir die sukses van die fasiliteringsproses, was vasgestel dat klem op die aanmoediging van, betrokkenheid en deelname by die gebruikers van 'n gevestigde fasiliteit, bekwaamheid oordra en die onderskraging van die projekte inisieer. Op grond van die empiriese bevindings is vasgestel dat vereistes vir 'n suksesvolle gemeenskapsontwikkelingsprojek afhang van: a) die aanmoediging van aktiewe betrokkenheid, gemeenskapsdeelname en bemagtiging van gemeenskappe ten einde hulle in staat te stelom hul behoeftes, probleme en aspirasies te volvoer; b) die voltooiing van die siklus van die ontwikelingsmetodologie; c) die identifisering en hantering van slaggate in die ontwikkelingsiklus soos die projek ontvou tot die suksesvolle voltooiing daarvan; d) die promovering van 'n raadgewende rol ten opsigte van die kapsiteit uitbouing en bemagtigingsoorplasing by die ontwikkelingspersoneel; en e) die ontwikkeling van kapasiteit vir gemeenskappe om beheer uit te oefen oor gebeure wat hul lewens beinvloed (bv. kennis, bemagtiging, inligtingnetwerke en ondersteuningstrukture, om maar 'n paar te noem). Ten slotte is beklemtoon dat sentraal tot gemeenskapsontwikkeling, die ontwikkeling van mense as individue en as kollektiewe groepe is. Daardeur vind 'n groot klemverskuiwing plaas vanaf hulpbronbestuur en dienslewering tot kapasiteituitbouing en bemagtigingsoorplasing. Dit moet plaasvind ten einde ontwikkeling en sosiale verandering te promoveer en gemeenskappe in 'n vooruitstrewende gesindheid te plaas, begeerte na verbeterde lewensomstandighede, en die vaardigheid om dit te doen deur aanvaarding van 'n gemeenskaplike lewenswyse, vir bevordering van die groepsbelange van die gemeenskap as 'n geheel. Modelling the relative comparative advantage of organic wheat production in the Western Cape

Thesis (MScAgric.)--Stellenbosch University, 2001. / ENGLISH ABSTRACT: After sixty years of state control, the agricultural sector in South Africa has been transformed to the so-called free dispensation, with the driving forces being market access and rules of the WTO. On the one hand, this increased the exposure of the sector, particularly at international level where interest for South African produce developed. On the other hand, transformation induced a considerable degree of price squeeze and risk in the production of certain commodities including wheat. Notwithstanding, local wheat producers like any other farmers are generally price takers, and in some cases do not have a comparative advantage in what they produce. This is worsened by policy distortions in product markets, although to a lesser extent than before. These distortions are responsible for farmers to make decisions that are neither economically efficient nor optimal in a social sense. Therefore, the uncertain future of the wheat industry, particularly in the Western Cape, including the changing business environment, urges producers to adapt quickly if they wish to stay in business. Hence, the challenge for a farmer and agricultural support organisations is to find solutions to these problems. One of the factors that can be looked into in finding solutions is to look at the demand side of the equation by taking product differentiation and market identification into account. In other words, products that carries a specific character, and a niche market where these products attain higher prices are the main objectives of this exercise. In looking at these options, it is necessary to first study the end consumer of these products. Looking at the local market first, there is a relatively small but growing market for high priced niche products, but for the most part, local consumers are looking for low cost commoditytype products. In many cases, South Africa is marginally competitive in these products and so must look at alternative markets. On the export market, on the other hand, consumers are generally more sophisticated and specific in the kind of food they demand, where they are looking for quality and tracebility, and are willing to pay a premium which can be exploited. Therefore, the aim of this study is to determine whether wheat would have a comparative advantage if produced under organic management, as a system that have products with these attributes. The study first evaluates the comparative advantage of the existing industry, the so-called conventional wheat, specifically looking at the policy environment around this commodity, as these are likely to affect the potential of organic wheat. The Policy Analysis Matrix technique is used to calculate various indicators of comparative advantage and to identify the effects of policy measures with regard to wheat. The analysis used the available data for ten selected farming areas. On the other hand, organic wheat farming is not practised in the Western Cape at present. As a result, expert assessment was used to provide information based on the reference method. As the study is the comparison of two systems, the results therefore indicates that some areas of the Western Cape do not have a comparative advantage in wheat production under conventional practices, which would not be the case if produced under organic management. The reasoning underlying this is complex, but mainly traced from high levels of input use that carries a distorting effect, partly because of tariffs on imported inputs, unlike organic production which is less subject to this effect. The net effect of the whole policy environment has a negative impact on producers including those of potential organic wheat, as some policies are likely to affect this potential industry. Consequently, it is recommended that farmers must evaluate their options by looking at systems that utilise less distorted inputs, and hence higher profits like organic farming. / AFRIKAANSE OPSOMMING: Na sestig jaar van staats-geheer is die landbsektor van Suid-Afrika omvorm na In sogenaamde vrye bedeling met marktoegang en die reels van die WHO as drywers. Hierdie omvorming het enersyds die blootstelling van die landbou sektor verhoog, veral in die buiteland waar belangstelling in Suid-Afrikaanse produkte toegeneem het. Aan die ander kant het die transformasie die realiteite van die prys-koste knyptang en produksierisiko, ook in die geval van koring, na yore gebring. Plaaslike koringprodusente, soos aIle ander boere, is in die algemeen prysnemers en in sommige gevalle het hulle weinig mededingende voordele in wat hulle produseer. Dit word vererger deur beleidsversteurings in produkmarkte al is die versteurings minder as in die verlede. Die versteurings gee egter steeds daartoe aanleiding dat boere soms besluite neem wat nie ekonomies of sosiaal optimaal is nie. Dit volg dus dat die onsekere toekoms van die koringbedryf, veral in die Wes-Kaap, asook die vinnig veranderende besigheidsomgewing produsente noop om vinnig by die veranderende omstandighede aan te pas indien hulle in besigheid wil bly. Die uitdaging is dus vir boere en hul ondersteuningmeganismes om oplossings vir voorgenoemde probleme te vind. Een moontlike oplossing kan gevind word deur die potensiaal van produkdifferensiasie en mark identifikasie aan die vraagkant van die vergelyking te ondersoek. Met ander woorde, die identifikasie van nis-produkte met In spesifieke karakter wat hoer pryse behaal. Ten einde sodanige produkte te identifiseer is dit nodig om die verbruiker daarvan te analiseer. In die plaaslike mark is daar In relatiewe klein maar vinnig groeiende mark vir hoewaarde nis-produkte. Dit moet egter toegegee word dat die grootste gedeelte van plaaslike verbruikers meer ge'interesseerd is in goedkoop kommoditepe produkte. In die meeste gevalle is Suid-Afrika marginaal kompeterend in hierdie produkte en moet altematiewe markte dus ondersoek word. Hierteenoor is verbruikers in sekere gedeeltes van die uitvoermark meer gesofistikeerd en spesifiek in die aard van die produkte wat verlang word. Die fokus is veral op kwaliteit en naspoorbaarheid en sodanige verbruikers is gewoonlik bereid om In premie te betaal vir produkte wat hierdie behoeftes bevredig. Die doel van hierdie studie is dus om te bepaal of organiesgeproduseerde koring In mededingende voordeel sou he indien dit aan die eienskappe van kwaliteit en naspoorbaarheid sou voldoen. In hierdie studie word die relatiewe mededingendheid van die bestaande stelsel, sogenaamde konvensionele koringproduksie, geevalueer met spesifieke verwysing na die beleidsomgewing waarbinne produksie plaasvind. Hierdie beleidsomgewing sal natuurlik ook In invloed uitoefen op die organiese produksie van koring',f 'n BeleidS}nalise ¥atriks word gebruik om verskillende indikatore van mededingende voordeel te bereken en om sodoende die invloed van die beleidsmaatreels op die koringbedryf te analiseer. Vir konvensionele produksie is bestaande data uit tien verskillende boerderygebiede gebruik. Alhoewel geen voorbeelde gevind kon word van bestaande gesertifiseerde organiese koringproduksie in die Wes-Kaap nie, is die ekspert-groep tegniek met behulp van die verwysingsmetode gebruik om die nodige data te genereer. The role of capacity-sharing in South African water policy

Thesis (MSc)--Stellenbosch University, 2002. / ENGLISH ABSTRACT: A vast literature on the incompatibility of socio-economic development and environmental conservation (also referred to as sustainable development) has developed over the past few years. This study takes on the form of a critical, problemdriven discussion and evaluation of the applicability and viability of the concept of capacity-sharing to the current South African water management regime. Within the study, the complexities involved in the shift from a supply- to demandoriented management strategy are examined in depth. This transition in strategy proves to be problematic for water policy makers and managers because of past management regimes and structures, measurement related problems, incorrect or insufficient definition of criteria needed for demand-oriented approaches and the emotional complexities regarding water use. Developments in water policy are currently at a point where problems are experienced regarding the practical implementation of proposed water demand-oriented policy. The concept of capacity-sharing is explained and discussed in detail, leading to the identification of the applicability to three of the most important problems (basic contradiction within the 1998 National Water Act, initial allocation for market adoption and equity within the market) faced within the transition towards a demand-oriented approach. This study found that the concept of capacity-sharing does hold applicability in addressing the above-mentioned three problems towards the transition to a demand-side management approach. Capacity-sharing, therefore, should be part of this timely transition and the state should make use of the advantages of this concept. To support this view, seven studies are proposed for further research to address the problems as mentioned in section 5.2 of the thesis. / AFRIKAANSE OPSOMMING: 'n Uitgebreide literatuur aangaande die onversoenbaarheid van sosio-ekonomiese ontwikkeling en omgewingsbewaring (ook volhoubare ontwikkeling genoem) het oor die afgelope paar jaar ontwikkel. Hierdie studie neem die vorm van 'n kritiese, probleemgedrewe bespreking ten opsigte van die toepasbaarheid en relevansie van die konsep van kapasiteitsdeling binne die orde van huidige Suid Afrikaanse waterbestuur, aan. Die vele aspekte van die klemverskuiwing van 'n aanbod- na 'n vraag-georiënteerde waterbestuur-strategie, word ook beklemtoon. Hierdie oorgang is problematies vir waterbeleid-formuleerders en bestuurders as gevolg van vorige waterbestuur-ordes en strukture, meetbaarheid georiënteerde probleme, foutiewe of onvoldoende definieering van watergebruik-regte en die emosionele kompleksiteite van water. An evaluation of the performance of the Department of Agriculture in Limpopo Province in improving the livelihood of smallholder farmers during the period 1994-2004, with special reference to the Vhembe District

Thesis (MPA)--University of Stellenbosch, 2007. / ENGLISH ABSTRACT: This research work focuses on the role that the Department of Agriculture has played in the improvement of the livelihood of smallholder farmers in the Vhembe District, Limpopo Province, for the period 1994 to 2004. The research endeavours to determine what was done to improve the livelihood of smallholder farmers, and the extent to which smallholder farmers were developed. It determines the stage of development smallholder farmers are in after a decade of democracy. The study considers various variables that could be responsible for the good or bad performance of the Department of Agriculture in the Vhembe District. The Vhembe District was chosen because it consists of varied ecological and climatic regions, making it possible for various farming enterprises to flourish in one area. The research links the role played by the Department of Agriculture with the level of development of smallholder farmers in the District. It investigates the support that the Department of Agriculture provided through various strategic programmes, such as the Comprehensive Agricultural Support Programme, the Revitalisation of Smallholder Irrigation Schemes, training and development, and poverty-alleviation programmes, aimed at kick-starting micro-enterprises. The research identifies areas where the Department did not meet the expectations of the smallholder farmers regarding support. It outlines possible reasons for good and poor performance of the Department of Agriculture and its extension officers in the four local municipalities of the Vhembe District, namely Makhado, Musina, Mutale and Thulamela. This is based on data gathered through focus group discussions with various groups of farmers and extension officers. The research reveals that the budget allocation for agricultural development has never been enough to address the pressing and varied needs of smallholder farmers in the Vhembe District. The conclusion is reached that the support provided by the Department of Agriculture to improve the livelihood of smallholder farmers was inadequate. Another conclusion is that smallholder farmers are heavily reliant on the Department for almost all their farming needs. This dependency has led to many smallholder farmers not being able to creatively initiate any action that would ultimately empower them to become selfreliant. However, the research shows that a small percentage of farmers have realised the need to become independent in order to avoid lifelong dependency on the Department of Agriculture. The researcher concludes that, after a decade of democracy, there is still a great need for the Department’s support in order to improve the livelihood of smallholder farmers. There is also a need to conduct a skills audit, which will help the Department to place officials according to their areas of expertise, and to capacitate officials who may be lacking some skills through various capacity-building programmes. The research revealed that there may be officials who are morally corrupt in their behaviour and conduct. This has resulted in inefficiency and poor service delivery to farmers. On the other hand there are officials who perform exceptionally well and whose behaviour is beyond reproach. The researcher concludes that these exceptional performers should be recognised and rewarded for their good performance, while those with unsatisfactory performance should be dealt with according to the disciplinary code and procedures of the public service. The need is identified to channel resources to smallholder farmers who will utilise them effectively. This would promote self-sufficiency in the long term. In channelling these resources, the Department should also consider the promises made, with the view to fulfil them as far as possible. The researcher concludes that in order for smallholder farmers to realise their potential they have to change their lives through agriculture. They need to become more organised in order to speak with one voice. They also need to participate in secondary agriculture, where they are able to access more markets, not only as producers but as agro-processors as well. With appropriate and consistent support by the Department of Agriculture in the Vhembe District, smallholder farmers’ livelihood could be improved, which will lead to economic development of the local municipality, the district, the province and ultimately South Africa as a whole. / AFRIKAANSE OPSOMMING: Hierdie navorsingstudie fokus op die rol wat die Departement Landbou gespeel het in die verbetering van die lewensbestaan van kleinboere in die Vhembe-distrik, Limpopo, vir die tydperk 1994 tot 2004. Die navorsing poog om te bepaal wat gedoen is om die lewensbestaan van kleinboere te verbeter, en in watter mate daar tot die ontwikkeling van kleinboere bygedra is. Daar word ook bepaal in watter ontwikkelingsfase kleinboere hulle ná ’n dekade van demokrasie bevind. Die studie ondersoek verskeie veranderlikes wat vir die goeie of swak prestasie van die Departement Landbou in die Vhembe-distrik verantwoordelik kan wees. Die Vhembe-distrik is gekies omdat dit uit verskillende ekologiese en klimaatstreke bestaan, wat verskeie boerdery-ondernemings in staat stel om in een gebied te gedy. Daar is ook ’n behoefte aan ’n vaardighede-oudit wat die departement sal help om amptenare na gelang van hulle kundigheidsgebied te plaas, en om deur verskeie kapasiteitsbou-programme daardie amptenare wat sekere vaardighede kortkom, op te bou. Die navorsing het onthul dat daar moontlik amptenare is wat moreel korrup in gedrag en optrede is. Dit het ondoeltreffendheid en swak dienslewering aan boere tot gevolg. Tog is daar amptenare wat besonder goed presteer en wie se gedrag bo verdenking is. The researcher focussed on the policy context and the opportunities and constraints for development in the study area. The relevant policy documents concerning development activities in the study area, were analysed. These policies contain key concepts for development. This includes concepts such as sustainable development, equity, public participation, Co-operative Governance and integrated coastal management. Development must aim to realise these concepts and the policies prescribe processes and procedures accordingly. Firstly, coastal management and control is necessary because coastal areas are multidimensional and vulnerable to development activities. Secondly, the inequalities in society as a result of Apartheid must be demolished. Legislation must prescribe active measures to promote equality. Lastly, coastal management and control is necessary to promote cooperation between the different participants for development and to enforce it, if necessary. The main participants for the study areas are Co-operative Governance, the private sector and the local community. The Overberg Distriiet Municipality and the Cape Agulhas Municipality are of utmost importance. Municipalities have been identified as the facilitators for development at local level. They must bring together the different participants for development to co-operative and integrate development actions. Legislation prescribes Integrated Development Planning (IDP) to promote co-operation and integration between participants. It is a strategic planning process and integration is the essence of the process. The IDP process for Cape Agulhas Municipality contains a number of mechanisms for public participation. Opportunities and constrains for development in study area also determine which development activities will be possible or not possible. The unique vegetation presents opportunities for tourism but constrains development because it must be conserved as well. The wildflower industry also offers economic opportunities. Marine resources present opportunities for example fishing and abalone farming. Tourism however is the industry with the greatest development potential for the study area. It can serve as catalyst for the development of the region as a whole. The socio-economic reality of communities in the area and the insufficient physical infrastructure are the main constraining factors for development. The case study focuses on the development priorities for Struisbay/L' Agulhas according to the IDP and the Agulhas CoastCare Project. It is an example of the projects in the study area with the aim to realise the development priorities mentioned above. / AFRIKAANSE OPSOMMING: Die doel van die studie is om 'n raamwerk vas te stel vir geïntegreerde en volhoubare ontwikkeling in die Kaap Agulhas gebied. Die navorser het gefokus op die beleidskonteks en die geleenthede en beperkinge vir ontwikkeling in die studiegebied. Die relevante beleidsdokumente rakende ontwikkelingsaktiwiteite in die studiegebied, is ontleed. Hierdie beleide bevat sleutelkonsepte vir ontwikkeling. Dit sluit konsepte in soos volhoubare ontwikkeling, gelykheid, publieke deelname, Regering van Samewerking en geïntegreerde kusbestuur. Hierdie konsepte moet nagestreef word en die beleide skryf prosesse en prosedures voor in die verband. "Acts of disclosing" : an enthnographic investigation of HIV/AIDS disclosure grounded in the experiences of those living with HIV/AIDS accessing Paarl Hospice House seeking treatment

Thesis (MPhil)--University of Stellenbosch, 2005. / ENGLISH ABSTRACT: Paarl, in the Western Cape, has been identified as one of the 15 national sites where antiretroviral treatment (ARVs) would be made available to people living with HIV/AIDS. Paarl Hospice initiated a support group for people to deal with this disease in 2003. Since February 2004 Paarl Hospice has been recruiting people from the surrounding informal settlements for ARVs. By means of participant observation I explored how HIV/AIDS-related disclosure experiences unfolded in places, spaces and events associated with the support group in the context of factors enabling and preventing people from accessing Hospice House. I did this by considering the insights drawn from an anthropological approach. I found the meanings of disclosure in the majority of studies to be limited and restricted. Available studies approached disclosure in a top-down fashion by regarding the definition of disclosure as the announcement of HIV-positivity at the time of diagnosis only. These studies have not considered social differences relating to disclosure neither did they focus on the actual process of disclosure. By means of a constructivist approach to grounded theory I seek to broaden the definition of disclosure to account for the range of ways in which disclosure practices take place. I found that disclosure could not be separated from the situational context in which it occurs and that it can only be understood in relation to the circumstances and relationships in which it takes place. In this study, disclosure was an ongoing process, situated somewhere between active, public announcement of an HIV-status and complete secrecy and somewhere between voluntary and involuntary revealing of the disease. / AFRIKAANSE OPSOMMING: Paarl in die Wes-Kaap is geïdentifiseer as een van die 15 nasionale areas waar antiretrovirale medikasie beskikbaar gestel sou word aan mense wat leef met MIV/VIGS. Paarl Hospice het gedurende 2003 ʼn ondersteuningsgroep geїnisieer om aan MIV/VIGS aandag te gee. Sedert Februarie 2004 is Paarl Hospice in die proses om mense te werf uit die omliggende informele behuisingsgebiede vir antiretrovirale behandeling. Met behulp van antropologiese insigte en deelnemende waarneming kon ek nagaan hoe verskillende maniere van MIV/VIGS-verwante bekendmaking ontvou in plekke, ruimtes en gebeurtenisse wat verband hou met die ondersteuningsgroep. MIV/VIGSverwante bekendmaking is ondersoek te midde van inhiberende en fasiliterende faktore wat mense verhoed of aanhelp om Paarl Hospice te besoek. Ek het bevind dat die definisie van bekendmaking in die meeste navorsing gebrekkig is. Beskikbare navorsing het bekendmaking volgens ‘n bo-na-onder-wyse benader as die openbare bekendmaking van ‘n MIV-status na afloop van diagnose alleenlik. The politics and micro-politics of professionalization : an ethnographic study of a professional NGO and its interface with the state

Thesis (MPhil (Sociology and Social Anthropology))--Stellenbosch University, 2008. / The NGO sector is continuing to diversify, experiencing increasing competition from the for-profit market and pressure from the state looking for support through service delivery. There are growing internal and external calls for the development of appropriate evaluation methods within NGOs, intended to provide a much needed transparency, and to monitor and evaluate the sector’s accountability, legitimacy, and credibility – the very politics of its image and identity. As a result many NGOs are adapting their strategic behaviour to increase their efficacy to meet these new challenges. Professionalization or corporatization is said to be transforming NGOs into new regimes of efficiency, leading to their absorption of increasingly commercial practices. How professional NGOs go about their business has become as important as what they do. Using an ethnographic approach and participant observation, this study reveals the many constraints and opportunities one such NGO faced as it employed strategies to professionalize, and the various forms of organising it exhibited in its political, economic and social context. I explore the social interface between the organisation and its environment, and again between the staff members and the organisation itself. The study explores the connectedness between the broader context and the local experience, which in turn informs the NGO’s shifting strategies. An ‘embedded’ understanding provides insight into the evolution of social processes behind the production of everyday life within the professional NGO, exploring how it arrives at a certain coherence in the face of multiple realities at the local level. Development literature is used as a point of departure before applying anthropological theory as a lens through which to interpret the research questions. I place the NGO in a historical context and depict the political nature of the state-NGO relationship within a contract culture and competitive market. Discourses around surviving the embedded contradictions within accountability and legitimacy are explored. I reveal the pains of institutional and cultural evolution within the organisation under the push to professionalize as staff search for meaning and agency in everyday practice. And finally, I describe how the professional NGO negotiates an identity through both the external and internal politics of representation. There is no simple trajectory for professional NGOs. I find instead a competitive fight for survival and increasing dependence on political and economic savvy. The professional NGO has to constantly re-define and re-affirm its mission, while staff members weather the effects of this ongoing change and are forced to continually reconcile the very meaning of their work and identity to make sense of this experience. As an organisational study this contributes to an understanding of one professional NGO’s survival strategies in context, its organisational culture as an activity, and individual sense-making and identity formulation in the local setting. This study hopes to reveal what is gained and lost through employing the strategy to professionalize, and add to a growing body of research narrating the evolution within the NGO sector, informing questions currently being asked by state, business, and civil society groups.

Knowledge production and research development in science and technology at higher education institutions in the Eastern Cape Province

Thesis (MPhil)--Stellenbosch, 2001. / ENGLISH ABSTRACT: The aims of this study were to establish whether there had been discernable changes in the nature of knowledge production at higher education institutions in the Eastern Cape since the transition to democracy, and to relate these to international and national trends in the way knowledge is produced. In view of the emphasis in government policy on the development of science and technology, the study was focused on researchers in this area and on the administration of research in this context. The research was conducted through structured interviews with administrators and active researchers at the three technikons and five universities in the province. The study found that there had indeed been changes, both in the way research is managed, and in the nature of the research itself. Research has become more applied over the last five years and there has been a move towards multidisciplinary, multi-institutional research, although administrators tended to underestimate the extent of this change. Research management has also become businesslike with the establishment of dedicated Deans/Directors of research on most campuses. Administrators ascribe these changes to new government policies and to changes in the requirements of funding agencies. Researchers, however, generally ascribe the changes to factors more directly related to themselves, such as changes in institutional research policy, more opportunities for multidisciplinary work and to greater linkage with the private sector. The study also found that many of the changes were already underway some time ago and that there was a degree of proactiveness in the way some institutions had realigned their research. The study found that there are significant differences between formerly advantaged institutions and their historically disadvantaged counterparts. The latter are dominated by less well qualified staff and produce fewer research outputs than the former. Research cultures are less well developed and researchers complain of a lack of institutional support for research. Despite this, research continues to be a significant activity on these campuses. In general, staff at technikons are more positive about the future of research than their colleagues at universities, irrespective of historical advantage. The study found that knowledge production has assumed some of the characteristics of so-called Mode 2 knowledge production as a result of a variety of national and international influences, and historically advantaged institutions have been able to initiate adjustments to the way in which research is done in anticipation of new policies. Publication of government policy on science and technology and on higher education may have accelerated the change but did not initiate it. The historically disadvantaged institutions, however, appeared to have done little in anticipation of new policy and have been forced to be reactive to recent government initiatives. / AFRIKAANSE OPSOMMING: Die doel van die studie was om ondersoek na die voorkoms van waarneembare veranderinge in die karakter van die lewering van kennis by hoer-onderrig institute in die Oos- Kaap, na die oorgang van demokrasie, in te stel. Verder is gepoog om hierdie veranderinge in verband met internasionale en nasionale tendense, met betrekking to die wyse waarop kennis voortgebring word, te bring. In die lig van die regering se beleid aangaande die ontwikkeling van wetenskap en tegnologie was die studie op navorsers in hierdie rigting, sowel as die aanpassing van navorsing in hierdie konteks, gefokus. Die ondersoek was deur middel van gestruktureerde onderhoude met administrateurs en aktiewe navorsers aan die drie tegnikons and vyf universiteite in hierdie provinsie uitgevoer. Die ondersoek het aangedui dat veranderinge in die wyse waarop navorsing bestuur word en in die karakter van navorsing op sigself, inderdaad plaasgevind het. Die studie het ook bevind dat, weens die verskeidenheid nasionale en internasionale invloede en die oorspronklike aanpassings wat historiese bevoorregte institute tot stand laat kom het met betrekking tot die wyse waarop navorsing, met die oog op nuwe beleid, uitgevore word, die produksie van kennis van die eienskappe van "Mode 2" aangeneen word. Die bekendmaking van die staatsbeleid aangaande wetenskap en tegnologie en hoer-onderrig kon uit eie beweging hierdie veranderinge bespoedig het, maar het dit nie geinisieer nie. Investigating the viability of rural housing finance as a vehicle for the creation of sustainable human settlement in Moletlane village – Lepelle Nkumpi municipality

This is because of the apartheid spatial constructs that segregated the black population groups from white minority and denied them equal access to economic opportunities, housing, as well as basic and social services (Smeddle-Thompson, 2012). Many South Africans remain without basic services in the many informal settlements. Even those who have jobs and a consistent salary find it difficult to sustain a decent quality of life, as they fall outside of the subsidy bracket but at the same time are unable to afford and access the mortgage products available from commercial banks (Department of Human Settlement, 2009). Consequently, the South African government is faced with the task of developing sustainable human settlements and improving quality of household life. For this reason, many initiatives such as legislative frameworks, policies and programmes to drive housing delivery have been established since 1994 and millions of rands have been used to implement such initiatives. However, housing delivery remains a challenge. Thus, the researcher sought to investigate the viability of rural housing finance in creating sustainable human settlement in rural areas, with special focus on Moletlane Village as a case study. Like many rural areas in SA, Moletlane village is still faced with a challenge of housing delivery. This study was conducted within the interpretive qualitative paradigm. Techniques to collect data focused on questionnaires and interviews for validity purposes and to counter subjectivity. For the survey, 100 participants were purposefully selected based on their knowledge and their expertise in rural housing finance. The survey was followed by in-depth interviews with key personnel of Moletlane Village and a few ordinary community members to verify and complete some answers. The researcher used data collected to draw findings and made recommendations. The foremost findings revealed that rural housing finance plays a major role in rural development as it provides people with the opportunity of improving their houses and rescues them from living in substandard conditions. The overall sentiments from the respondents are that rural housing finance has led to an increase in the economic activity and job creation which is a solid foundation for the creation of sustainable human settlements. This study has established a link between rural housing finance and rural development. It is clear from the findings that participants believe in rural housing finance and value it. They see it as a good strategy to liberate their lives and of realising sustainable human settlement. However, they all acknowledged that institutions that provide housing finance are not doing much to assist rural households and that there is a gap in as far as rural housing finance is concerned. Almost all of them indicated their wish to see rural housing finance across the country. Moreover, they are of the opinion that a paradigm shift is required to tackle the rural housing finance shortfall. Hence, the study present to policy makers and government a set of recommendations discussed in full in chapter 6. / AFRIKAANSE OPSOMMING: Volhoubare menslike nedersettings veral vir die armes, is van deurslaggewende belang in Suid-Afrika. Dit is as gevolg die ruimtelike afbakenings van apartheid dat die swart bevolkingsgroepe van die wit minderheid gesegregeer is en hulle gelyke toegang tot ekonomiese geleenthede, behuising, asook basiese en maatskaplike dienste ontneem is (Smeddle-Thompson, 2012). Die meeste huishoudings kan nie bekostig om in ordentlike huise te woon of bekostig om goedgeleë grond te besit nie. Gevolglik staar die taak van behuisingsverskaffing die regering in die gesig. Vele wetgewende raamwerke, beleide en programme om aan behuisingsverskaffing te voldoen, is sedert 1994 in die lewe geroep. Miljoene rand is gebruik om behuisingverskaffing te implementeer, tog bly behuisingsverskaffing ’n uitdaging. Hierdie navorsing ondersoek die haalbaarheid van landelike behuisingsfinansiering deur volhoubare menslike nedersettings in landelike gebiede te skep, met spesiale fokus op Moletlane Village as ’n gevalle-studie. Hierdie studie is ’n gevalle-studie wat binne die interpretatiewe kwalitatiewe paradigma uitgevoer is. Tegnieke wat gebruik is om data in te samel het op vraelyste en onderhoude gefokus vir die doel van geldigheid en om subjektiwiteit teen te werk. Vir die opname is 100 deelnemers doelbewus gekies, gebaseer op hulle kennis en sommiges vanweë hulle kundigheid in landelike behuisingsfinansiering. Die opname is gevolg deur deurdringende onderhoude met sleutelpersoneel van Moletlane Village en ’n paar gewone gemeenskapslede te voer om sommige antwoorde te kontroleer en te voltooi. Data wat ingesamel is, is gebruik vir bevindinge en om voorstelle te maak. Bevindinge het openbaar dat daar ’n groot aanvraag vir landelike behuisingsfinansiering is. Dit speel ’n belangrike rol in landelike ontwikkeling, want dit plaas landelike mense op dieselfde vlak as diegene in townships en voorstede. Dit maak dit moontlik vir landelike mense om kwaliteit behuising met spoeltoilette, lopende water, warmwatersilinders, sanitasie en ander geriewe te hê wat as vreemd vir landelike gebiede voorkom. Die algehele sentimente van die respondente is dat landelike behuisingsfinansiering tot ’n toename in ekonomiese aktiwiteit en werkverskaffing gelei het, wat as ’n vaste grondslag dien vir die skepping van volhoubare menslike nedersettings. Oor die algemeen het landelike behuising lewens verander, mense van die vernedering gespaar wat onder gesubstandaardiseerde omstandighede lewe en sodoende die waardigheid van die mense herstel. Dit word bewys dat instellings wat behuisingsfinansiering verskaf, nie veel doen om landelike huishoudings te help nie, maar indien hulle hul daartoe verbind, kan hulle die behuisingsfinansiële mark uitbrei. Deur hierdie navorsing, is ’n skakel tussen landelike behuisingsfinansiering en landelike ontwikkeling teweeggebring. As gevolg hiervan, is ’n aantal aanbevelings in hierdie studie gemaak wat breedvoerig in hoofstuk 6 bespreek word.

On 28 August 2006 the Government of the Republic of South Africa and the Government of the People’s Republic of China concluded a memorandum in terms of which the export of certain tariff lines of the Chinese textile products to South Africa would be administered in accordance with the volumes specified in the memorandum for a period of two years. The fundamental objective of these import quotas was to provide South African clothing and textile firms the space in which to operate, with the aim of improving competitiveness in domestic and export markets in the long run. The Chinese market-share of South African global clothing imports has risen steadily to the mid-2006 level of just under 75 percent. It was claimed that because of the significant growth in imports from China between 63 000 to 67 000 jobs were lost in the domestic clothing and textile industry from March 2003 to September 2006. The effect of the imposition of the quotas is evaluated by comparing the state of the clothing and textile industry in South Africa prior to 2006, that is pre-quota imposition to the state of the industry up to two years after imposition of the quotas. Reference is made to employment in the clothing and textile industry in South Africa, the size of the industry in South Africa, the position of clothing retailers, labour costs and productivity, as well as the competitiveness of the local clothing and textile industry. The comparison shows that the import quotas did not solve the industry’s woes and that the trends prior to the imposition of the quotas continued. It further shows that the imposition of quotas had a detrimental effect on the welfare of consumers in the country. A change of tack for the industry’s policy makers and businesses is proposed. / AFRIKAANSE OPSOMMING: Die verslag is ‘n evaluering van die impak van kwotas ingestel op die invoer van klerasie en tekstiele vanuit China op die Suid Afrikaanse klerasie- en tekstiel-bedryf. Op 28 Augustus 2006 het die regerings van Suid-Afrika en China ‘n memorandum onderteken ingevolge waarvan die uitvoer van sekere Chinese tekstiel-tarieflyne na Suid-Afrika vir ‘n tydperk van twee jaar beperk sou word tot volumes gespesifiseer in die memorandum. Die doel van hierdie kwotas was om aan Suid Afrikaanse klerasie- en tekstiel-ondernemings die ruimte te skep om handel te dryf en sodoende hul mededingendheid in beide die plaaslike- en uitvoermarkte te verbeter. Die Chinese markaandeel van Suid-Afrikaanse klere-invoere het geleidelik gestyg tot net onder 75 persent in die middel van 2006. Arbeids-organisasies het aangevoer dat die aansienlike toename in invoere van China daartoe gelei het dat tussen 63 000 en 67 000 werksgeleenthede verlore gegaan het in die plaaslike klerasie- en tekstiel-bedryf vanaf Maart 2003 tot September 2006.
